Hansen, P.E., Public Works Director ~ T Eastside Rail Corridor ISSUE: Shall the Parks and Recreation Commission receive a report on the Eastside Rail Corridor? RECOMMENDATION: Receive the report and provide comments or feedback as appropriate. BACKGROUND/DISCUSSION: Staff will make a report to the Parks and Recreation Commission on the history, current status, and future potential of the City's segment of the Eastside Rail Corridor. With ongoing rail freight operations somewhat limiting the corridors use, the City can fulfill its vision for this corridor as outlined in the adopted 2014 Parks, Recreation, and Open Space Plan (PRO Plan). The Eastside Rail Corridor from Snohomish to Renton was purchased by the Port of Seattle from Burlington Northern Santa Fe (BNSF) in At that time, BNSF retained the right to operate freight service rail from Snohomish to Woodinville as part of the transaction. The rail company, Eastside Community Rail, currently owns this right to provide freight service. Since 2009, the Port has sold segments of the corridor to other jurisdictions and easement rights over the corridor to other public entities and utilities. One of the last segments purchased from the Port was by the City of Woodinville, from the "Y" on the west side of the Sammamish River to the north city limit of Woodinville. In 2015, the City paid $1,100,000 for this 2.6-mile segment of the corridor. King County purchased both rail corridors from the "Y" south within the City. In July 2016, King County released the Final Master Plan and Environmental Impact Statement (FEIS) for their segments of the rail corridor south of the "Y". They have yet to set a timetable for trail construction along these corridors. Snohomish County Parks has acquired the rail corridor from the north city limits/county line to Snohomish with the intent to build a multi-use trail on it. The City has an opportunity to determine its use within the corridor subject to previously retained rights and other existing easements. While small portions of the corridor are needed for street improvement projects (wider road crossings and possible one new crossing), there is sufficient remaining width to construct a multi-use trail, for both pedestrians and bicyclists, along our segment of the corridor while still allowing for continued rail operations. This project is already included in the adopted 2014 Parks, Recreation, and Open Space Plan. The project scope includes other amenities, access, and parking facilities. Even though King County has a trail easement over the City portion of the rail corridor, at this time they have elected not to include this segment in their planning efforts.
