5 BACKGROUND 5 Several studies have identified the opportunity for a regionally significant trail and greenway along the Corridor. Listed as a Priority Trail by the FDEP Office of Greenways & Trails For over 10 years, the County has sought to secure funding for the trail.

6 BACKGROUND 6 Last year, FECI filed an application to amend the CDMP (Application No. 3 in the May 2014 Amendment Cycle). The application, as proposed by FECI, envisioned a continuous trail but would have also permitted development to occur throughout the Corridor. Residents expressed concerns about development occurring adjacent to existing single-family residences and that the proposed development would leave little room for a trail use in the narrow corridor. FECI withdrew its application at the December 4, 2014 CDMP hearing, and the BCC directed staff to seek input from the community through a charrette process then to file a CDMP amendment application to reflect the results (BCC Resolution No ).

7 CHARRETTES 7 Charrettes (February 28 and March 9, 2015) Design Studio Presented to the public (April 23 and April 29) Ludlam Trail Corridor Charrette Report Overriding concepts from Charrette: 1) trail should be continuous, 2) no development (only trail) behind SFR, 3) pocket parks and amenities along trail, 4) development should occur at nodes and major intersections

8 PROPOSED AMENDMENT 8 Incorporates the results of the Ludlam Trail Corridor Charrette Report. Seeks to facilitate the conversion of the Corridor into a continuous, publicly-accessible pedestrian and bicycle trail with development occurring at appropriate locations and in a manner that is sensitive to and compatible with adjacent uses. Redesignate the corridor from Transportation to Special District on the CDMP Land Use Plan map and create a new subcategory titled Ludlam Trail Corridor District

9 PROPOSED AMENDMENT 9 Limit private development to four Development Areas in the unincorporated area comprising a total of ±15 acres Requires minimum trail width of 15 in Development Areas

10 PROPOSED AMENDMENT 10 The remaining portions of the Corridor, including all segments that abut SFR, will be designated for recreational trail use (over 75% of Corridor). Uses include recreational uses, associated amenities and access roads.

11 PROPOSED AMENDMENT 11 Requires zoning regulations, addressing Development Areas and Trail segments, to be adopted prior to the issuance of the first building permit. Corridor can only be developed up to the maximum allowable under the current CDMP designation without an agreement for development of the trail. Once the trail is developed or agreement executed, the proposed amendment will allow for the maximum residential and non-residential development specified for each Development Area.
