5 1. INTRODUCTION 1.1 This report provides the specialist noise and vibration element for Crossrail, specifically detailing the baseline noise-monitoring programme. This part of the Technical Report (TR) is provided in two parts as Volume 2, Part 1 and Volume 3, Part Part 1 presents the complete results of a survey of baseline noise levels at representative locations along the Crossrail route corridor for the Central, West, South East and North East route sections. These baseline data are required for the assessment in order to assess the extent of impact at receptors along the route. The Central section runs from Paddington to Stratford, where the majority of the route will be in tunnel. In addition, short-term baseline noise monitoring has been undertaken for a number of subsequent utility locations, of which, are included in the Central Route Section. The West section runs from Paddington to Maidenhead, with a Heathrow route. The North East section runs from Stratford to Shenfield; this section will be overground, largely using existing lines. An additional site in Pitsea, Essex, is included within the North East Route chapter. The South East section will run from the Isle of Dogs to Abbey Wood (although the results to Ebbsfleet are included); the line will follow existing surface lines. 1.3 This report describes the types of noise measurements carried out, how locations were selected, noise units and indices derived from the survey data and the instrumentation used. Other sources of baseline data obtained are also described. 1.4 An individual survey report form is provided in Part 2 for each measurement location and the results of all the measurements are presented in summary form. Graphs showing the measured noise levels are also provided for the long and medium term monitoring results. Volume 8 of this technical report includes a set of Route Window (RW) plans is provided at 1:5000 scale showing the locations of the measurement positions. 1.5 As stated above, baseline noise monitoring data are needed to assess the extent of impact by considering the change in noise levels at receptors along the route. Baseline monitoring has been carried out in areas where there may be noise impacts from construction, from the operation of vent shafts and other areas where major infrastructure changes are expected. This will include new sections of surface railway line and modifications to stations and other railway infrastructure. Where Crossrail will only result in additional train services using existing lines with no new infrastructure, baseline monitoring has not been carried out. It is not required in these areas as the assessment of operational noise for these sections will be based on changes in noise level, not on the absolute noise levels. 1.6 This document reports the complete survey information for the Central, West, and Eastern sections, undertaken between July 2003 and October JAE2748 N&V TechRep Vol2 - Baseline Pt1 Final.doc 1 17 February 2005

6 2. MEASUREMENT UNITS AND INDICES 2.1 The noise survey instrumentation recorded a number of noise scales and statistical indices. Only those units necessary to characterise baseline conditions in relation to the construction and operational noise assessments have been processed and summarised. The following units are reported, which were measured using F time response as defined in BS EN 61672: Part1:2003 [1]. i) The L Amax noise level This is the maximum noise level recorded over the measurement period. ii) The L Aeq noise level This is the "equivalent continuous A-weighted sound pressure level, in decibels" and is defined in British Standard BS 7445 [2] as the "value of the A-weighted sound pressure level of a continuous, steady sound that, within a specified time interval, T, has the same mean square sound pressure as a sound under consideration whose level varies with time". It is a unit commonly used to describe construction noise and noise from industrial premises and is the most suitable unit for the description of other forms of environmental noise. In more straightforward terms, it is a measure of energy within the varying noise. iii) The L A10 noise level This is the noise level that is exceeded for 10% of the measurement period and gives an indication of the noisier levels. It is a unit that has been used over many years for the measurement and assessment of road traffic noise. iv) The L A90 noise level This is the noise level that is exceeded for 90% of the measurement period and gives an indication of the noise level during quieter periods. It is often referred to as the background noise level and is used in the assessment of disturbance from industrial noise. 2.2 The indices have been calculated from the measurement data for various time periods for the purposes of the construction and operational noise assessments, as considered necessary. The various indices and time periods are summarised in Table 2.1. For the baseline data obtained from measurements over 7-days, separate average results have been calculated for weekdays, weekends and from the full 7- day s data (1-week). 8 3. MONITORING LOCATIONS AND DURATIONS 3.1 Baseline noise surveys have been carried out at representative locations along the route. The locations have included dwellings, public open spaces, educational establishments, hotels, other sensitive buildings or land uses and commercial premises that may be significantly affected by the proposals. 3.2 The following measurement durations have been adopted: 7-day long term unattended external measurements 24-hour medium term unattended external measurements 3-hour short term attended external measurements 3.3 The 7-day long-term measurements were carried out at noise-sensitive locations adjacent to proposed major construction sites, such as tunnel portals, station work sites and at other locations of potential significance during the operational phase of the project, such as vent shafts. 3.4 The 24-hour medium-term measurements were carried out at noise-sensitive locations near to where more minor construction works are proposed, for example platform extensions and at locations potentially affected by operational noise from Crossrail. 3.5 The 3-hour short-term measurements were made at locations where supplementary data were required. These were either outlying noise-sensitive locations or at locations near to long term monitoring sites. These were locations where the noise climate would differ from that at the long-term site, but would be expected to be dominated by the same noise sources. These measurements were taken either as 3-hour continuous monitoring on a weekday or as a number of 15-minute samples on a weekday, generally over a 3-hour period. 3.6 Long-term and medium-term measurement positions were generally located on buildings at first floor window height (4 metres) or above. For the Central section, many locations were situated on roofs or balconies of buildings. Short-term positions were generally located at 1.2 to 1.5 metres above ground. Dependent upon site conditions, measurements were taken either 1 metre from the building façade (façade positions) or at free-field positions, at least 3.5 metres from the building façade or other substantial reflecting surfaces. 3.7 To obtain representative noise measurements, weather conditions must be reasonably dry and calm during the measurement period. Therefore, where necessary, the measurement procedure involved delaying the start of a survey or extending the duration. This enabled the appropriate period of data to be recorded at each location without results being influenced by adverse weather conditions. In some cases, short periods of poor weather may have occurred during the long-term measurements. These are not considered to have had any significant effect on the period average results obtained from the surveys. An assessment that demonstrates this is provided in Section 7 of this report. 3.8 The noise measurement protocol is provided in Appendix A. 9 3.9 Measurement locations were identified by consultation and liaison between the Crossrail Consultation Team, RPS and the relevant local authority. Each measurement site is identified by a prefix denoting the local authority in which it falls, followed by a number. MEASUREMENT INSTRUMENTATION 4.1 The following instrumentation has been used for the majority of the noise surveys: Rion NL-31 Type 1 Sound Level Meter with RION NH-21 Pre-amplifier and Rion UC-53A ½ inch pre-polarized condenser Microphone; or Rion NL-32 Type 1 Sound Level Meter with RION NH-21 Pre-amplifier and Rion UC-53A ½ inch pre-polarized condenser Microphone; calibrated with a: Rion NC-74 Type 1 Acoustic Calibrator. 4.2 The following instrumentation has been used for a small number of the noise surveys: Bruel and Kjaer Type 2238 Mediator Type 1 Sound Level Meter loaded with module BZ 7125 and Bruel and Kjaer type 4188 ½ inch pre-polarized condenser Microphone; or CEL 268 Type 1 Sound Level Meter with GRAS 40AE ½ inch pre-polarized condenser Microphone; calibrated with either a Bruel and Kjaer type 4231 Acoustic Calibrator; or 01 db Cal 01 Acoustic Calibrator 4.3 The noise measurements for the unattended long-term and medium-term locations were set up with the sound level meters within water resistant environmental cases. The meters were powered by sealed lead-acid batteries. The microphones were fitted with weatherproof windshields. 4.4 All instrumentation was calibrated both prior to and immediately following each survey period. Drifts are reported, but no significant instrumentation drifts occurred. A significant drift is defined as greater than 0.5 db variation from the initial calibration level. Had a significant drift occurred, the instrumentation would have been checked and the measurement repeated. 4.5 All instrumentation is calibrated every two years by an approved body, either according to the manufacturer s performance specifications using equipment traceable to national standards or in accordance with BS 7580: 1997 The verification of sound level meters, Part 1: Comprehensive Procedure [3], as recommended in BS 4142:1997 [5]. 11 5. DESCRIPTION OF MEASUREMENT LOCATIONS BY ROUTE WINDOW 5.1 The following text describes the monitoring locations in each route window for each section individually. The locations are indicated on the plans provided in this volume. It should be noted that due to the overlap between windows, sites may appear on more than one plan. Noise Monitoring Report Forms for each monitoring location detailing the survey duration, equipment details and survey set-up are given in Appendix F. CENTRAL ROUTE SECTION Route Window C1 Royal Oak Portal 5.2 The Royal Oak Portal and associated major work sites are included in this route window. There is also a proposed vent shaft north of Gloucester Terrace. Monitoring sites have included 7-day monitoring locations at Westbourne Park Villas (WE01) and Orsett Terrace (WE05), together with three short-term positions (WE02, WE03 and WE04). 5.3 An additional survey location was included at the front facades of Orsett Terrace (WE31), in order to take account of construction traffic movements along this road. The measurement comprised a shortened 3-hour measurement survey undertaken during the daytime period and a shortened 2-hour survey period during the evening period, between 19:45 hours and 21:45 hours. Route Window C2 Paddington Station 5.4 This route window includes the proposed Paddington Central Station worksite. Three, 7-day monitoring sites were selected. These were located in Eastbourne Terrace (WE06), Chilworth Street (WE07) and at the Great Western Hotel (WE08). The local authority subsequently requested an additional 7-day monitoring location at The Royal Lancaster Hotel (WE30), overlooking Hyde Park. Route Window C3 Hyde Park & Park Lane Shafts 5.5 A vent shaft and a possible lorry holding area are to be situated in North Carriage Drive on the northern edge of Hyde Park. There is also a proposed vent shaft between the two carriageways of Park Lane. Monitoring sites have included 7-day monitoring locations at properties in Hyde Park Gardens and Hyde Park Place (WE09, WE10 and WE11) and at Avenfield House (WE12), Park Lane. Short-term measurements were also carried out in Hyde Park, near to the North Carriage Drive (WE28). Route Window C4 Bond Street Station 5.6 This window includes the proposed Bond Street Station, which includes the proposed Western ticket hall and vent shaft at Davies Street and an Eastern ticket hall and vent shaft at Hanover Square. Three, 7-day monitoring sites and a number of short-term sites were selected. The long-term locations included Gilbert Street (WE13) near the proposed station, 60 New Bond Street (WE16) and 13 Hanover Square (WE17), both situated close to the vent shaft. Short-term monitoring was undertaken at St Anselm s Place (WE14), South Molton Street (WE15), Hanover Square Gardens (WE18) and Hanover Square (WE19). 12 Route Window C5 Tottenham Court Road Station 5.7 This route window includes the worksites associated with the proposed Tottenham Court Road works. Three, 7-day monitoring sites were selected together with seven short-term positions (WE20, WE21, WE22, WE24, WE25, WE26 and WE29). The long-term sites were located at Godem Court (WE23), Goslet Yard (WE27) and Charing Cross Road (CA01). 5.8 To the east of the site, in the vicinity of the proposed Fisher Street vent shaft, a 7-day measurement (CA02) and a short-term measurement (CA03) were also undertaken. Route Window C6 Farrington Station 5.9 This window includes a possible minor construction site at Jockey s Fields, just west of Gray s Inn, where short-term monitoring was undertaken at the Raymond Building (CA04) Major construction works will be carried out at the proposed Farringdon Station worksite. The station has been designed to have Western and Eastern ticket halls, each with associated vent shafts. Four, 7-day monitoring sites and three short-term sites were selected in this area. The long-term locations were at Farringdon Road (IS01), Cowcross Street (IS02), Charterhouse Square (IS04) and Hayne Street (CL01) Three short-term sites were also selected, at IS03, IS05 and CL02, within the Charterhouse Square area. Route Window C7 Liverpool Street Station 5.12 This route window includes the worksites associated with the proposed Liverpool Street Station, which encompasses the Moorgate Ticket Hall and vent shaft, the Finsbury Circus worksite, for the main station tunnel and the Blomfield Street vent shaft worksite. Three, 7-day monitoring sites and four short-term sites were identified in this route window. Long-term monitoring was undertaken at the London Metropolitan University (CL04), Finsbury Circus (CL05) and the Great Eastern Hotel (CL08). Supplementary short-term measurements were carried out at Moorfields Highwalk (CL03), Broad Street Avenue (CL06), Liverpool Street (CL07) and Alderman s Walk (CL09). Route Window C8 Whitechapel Station 5.13 This route window includes a work site and vent shaft at Hanbury Street, the Pedley Street worksite and three worksites associated with the proposed Whitechapel Station. Five, 7-day monitoring sites were selected together with seven short-term positions. The long-term locations were located at Princelet Street (TH01), Vallance Road Gardens (TH04), 335 Mile End Road (TH09), Weaver House (TH11) and Bartholomew Square (TH12). The seven short-term positions included TH02 and TH03, within the vicinity of Princelet Street, TH05 and TH06 close to the Durward Street worksite, and TH07, TH08 and TH10 in close proximity to the main Whitechapel Station ticket hall worksite. 13 Route Window C8a Mile End Conveyor Corridor 5.14 This route window includes a worksite associated with spoil handling, storage and disposal, and a conveyor corridor from the proposed track alignment at Pedley Street. No measurements were considered necessary in this route window. Baseline noise levels used for assessment purposes have been estimated based on the locations in Route Window C8. Route Window C9 Stepney Green Shafts 5.15 This route window includes vent shafts and worksites at Stepney Green and Mile End Park. The 7-day monitoring sites associated with these activity areas include; Stepney Green (TH14) and Jamuna Close (TH16). Short-term monitoring was undertaken at positions TH13 and TH15, both located in Stepney Green, overlooking the park and proposed worksite compound. Route Window C10 Lowell Street Shaft 5.16 The Lowell Street vent shaft and associated worksite is location in this route window. One, 7-day survey was undertaken at Basin Approach (TH25), together with a 3-hour survey undertaken at TH24, located on the pavement of the (A13), Commercial Road. Route Window C11 Isle of Dogs Station 5.17 This area includes the proposed Hertsmere Road vent shaft and the Isle of Dogs Station worksite. Two, 7-day monitoring sites were selected, one at Hertsmere House (TH26), adjacent to the proposed vent shaft at Hertsmere Road and the other at Broadwalk Place, off Trafalgar Way (TH28). The location was situated close to the Billingsgate worksite associated with the proposed Isle of Dogs station. No shortterm sites were identified in this area. Route Window C12 Mile End Park and Eleanor Street Shafts 5.18 Proposed vent shafts will be located at Mile End Park and Eleanor Street. In total three long-term and two short-term monitoring locations were selected within this route window. The long-term locations included Wilcox House (TH18), Fairfoot Road (TH20) and Arnold Road (TH21), with short-term measurements undertaken at Elmslie Point (TH17) and Belton Way (TH19). Route Window C13 Pudding Mill Lane Portal 5.19 The Pudding Mill Lane tunnel portal and associated worksite are contained within this route window. Initially, a long-term survey position was proposed at Baldock Street (TH30). However, due to difficulties obtaining access to these properties, an attended short-term survey was undertaken as an alternative means of determining the local noise environment. 14 Route Window C13a Abbey Mills 5.20 Additional baseline noise monitoring was undertaken in this route window as part of the utilities assessment. A number of short-term measurements have been undertaken at the three sites in an area to the south of Pudding Mill Lane. Monitoring was located in a predominately residential area, with an industrial unit located close by. Attended daytime measurements consisted of three 15-minute measurement periods, carried out for three consecutive hours, undertaken at (NE09, NE10 and NE11). Attended night-time measurement were also undertaken at the same locations. In this instance, two 15-minute measurement periods were carried out at NE10 and NE11, with one 15-minute measurement undertaken at NE09. The measurement procedure is representative of the 3-hour measurement period. Monitoring not Carried Out 5.21 It was not possible to carry out noise monitoring at West India Quay (TH27), due to long-term continuous construction works at the site, which would have made the results unrepresentative of the baseline levels typically experienced in this area. WESTERN ROUTE SECTION Route Window W25 Maidenhead Station 5.22 This route window encompasses the proposed Maidenhead Station improvements, which will include platform extensions and associated track slews, an emergency escape footbridge will also be constructed, to provide exits from the western ends of the platforms. In total, five survey locations were selected in this route window. Noise monitoring consisted of one long-term survey undertaken at Berkshire Lodge (WM04), two 24-hour surveys at undertaken at Brownfield Gardens (WM01) and Brockton Court (WM03), and two, 3-hour surveys undertaken at Boyn Valley Road (WM02) and Hampshire Lodge (WM05). Route Window W24 Maidenhead Railway Bridge 5.23 No measurements were considered necessary in this route window. Route Window W23 Taplow Station 5.24 This route window includes the proposed Taplow Station improvements. The works proposed at the station include, new gates and ticket machines, improved access to all stopping platforms, improved passenger facilities, improved staff facilities and platform extensions. One, 24-hour and one, 3-hour measurement location were selected in this route window. The 24-hour survey was installed at Greenaways, Station Road, Taplow (SB01), with the 3-hour survey undertaken at SGT Garage, Station Road, Taplow (SB05). 15 Route Window W21 Burnham Station 5.26 Three survey locations were selected in this route window to determine the existing noise climate within the vicinity of the Burham Station site. The proposed works at this site include new ticket gates, ticket machines and ticket office, improved platform access, improves staff and customer facilities, platform extensions and improved car parking, drop off points and taxi facilities. The baseline noise surveys consisted of one 24-hour survey and two short-term surveys. The 24-hour survey was undertaken at Sandringham Court (SL01). The two, 3-hour short-term surveys were conducted at Berkley Mews (SL02) and Stanhope Road (SL03). Route Window W20 Dover Road and Leigh Road Bridges 5.27 No measurements were considered necessary in this route window. Route Window W19 Stoke Poges Lane Bridge 5.28 This route window includes the proposed works at Farnham Road Bridge including parapet works and track lowering and works at Stoke Poges Lane Bridge. Construction works at Stoke Poges Lane Footbridge include parapet modifications and re-profiling of the road. In total, five monitoring positions were selected in route window W19, these included two long-term positions and three, 3-hour measurement surveys The three short-term surveys were undertaken at Salt Hill Way (SL05), Ramgarhia Sikh Temple (SL06) and Pickford Gardens (SL07). Two long-term surveys were undertaken at Lake Avenue (SL04), located to the east of Farnham Road, and Lansdowne Avenue (SL08), to the east of Stoke Poges Lane. Route Window W18 Slough Station 5.30 This route window includes worksites at William Street Bridge, Slough Station, Wexham Road Bridge and Uxbridge Road Bridge. The proposed station works include improved platform access, new Crossrail platforms, improved interchange between existing lines, improved passenger facilities and improved station access. The existing Slough Station footbridge will also be raised to provide clearance of overhead power lines. Four monitoring locations were selected within this route window Two short-term, 3-hour measurement surveys were completed at Thames University (SL09) and Eastbridge, Victoria Road (SL12). One medium-term, 24-hour measurement survey was completed at Grays Place (SL10) and one long-term, 7- day measurement survey was completed at the façade of Richmond Crescent (SL11). Route Window W17 Middlegreen Road, St Mary s Road and Trenches Bridges 5.32 This route window encompasses several worksites at Langley Trenches Bridge, Langley Church Lane (St Mary s Road) Bridge and Langley Downs Bridge. Each of the bridges is to be reconstructed to provide adequate headroom clearance. Four measurement surveys were completed in this route window along various sections of the tracks. 16 5.33 Two long-term surveys were undertaken within this route window, these included, Halkingscroft (SL13) and Aldenbury Road West (SL16). The survey location at SL16 was installed in the rear garden of 3 Aldenbury Road West, facing onto the railway line. Short-term monitoring was undertaken at Springate Field (SL14) and Maryside, off St Mary s Road (SL15). Route Window W16 Langley Station 5.34 This route window includes the worksite associated with the proposed station improvements at Langley Station. Only one measurement position was required within this route window. A short-term attended monitoring survey was undertaken on the footpath between 67 and 69 Mead Avenue (SL17). Route Window W15 Dog Kennel Bridge 5.35 This route window includes the upgrade and reconstruction of the Dog Kennel footbridge and possible widening works to the Chequer Bridge. Two baseline noise survey locations were completed at 1 Checkers Bridge Cottage (SL18) and Bathurst Walk (SB02). The survey durations were 7-day and 24-hours, respectively. Route Window W14 Iver Station 5.36 This route window includes worksites associated with Iver Thorney Lane Bridge and Footbridge and improvement works at Iver Station. The area to the south of the station is predominantly residential in nature. Works at Iver Station include the demolition and construction of a new ticket hall building, new access gates and ticket halls, improved platform access, improved passenger and staff facilities, the removal of two platform waiting rooms, the removal of an existing overbridge and platform extensions at the eastern end One 24-hour measurement survey was undertaken in the rear garden at 19 Bathurst Walk (SB03). In addition, an attended short-term survey was undertaken simultaneously at Beam End, also off Bathurst Walk (SB04). Route Window W13 West Drayton Station 5.38 This route window includes the proposed West Drayton Stabling site and worksites for West Drayton Station. For the station works a temporary worksite would be located between the railway line and the Grand Union Canal, with access off Station Approach and the High Street. Three, 7-day surveys were undertaken within this section; Fairway Close (HL06), a field opposite 69 to 74 Merrivale Mews (HL07) and Warwick Road (HL09), with concurrent attended short-term surveys undertaken at Warwick Road (HL08), Knowles Close (HL10) and Fairway Avenue (HL13). Route Window W12 Horton Road and Old Stockley Road Bridges 5.39 This route window includes the proposed improvement works and associated worksite at Horton Road and Old Stockley Road Bridges. Old Stockley Road Bridge is located just to the west of Stockley Road Bridge and will either need to be rebuilt in order to provide the necessary head clearance for overhead electrics or demolished altogether. Horton Bridge Road is a foot and cycle bridge, which requires replacing to allow for overhead clearance. Only one noise survey position was deemed necessary within this route window. 17 Route Window W11 Stockley Flyover 5.40 Stockley Flyover is located south of the Stockley Park development; it is the existing junction for Heathrow Airport and is located within the London Borough of Hillingdon. Six baseline noise survey locations were selected within this route window, they consisted of three long-term surveys, one medium-term survey and two short-term surveys Long-term, 7-day surveys were undertaken at Clevdon Gardens (HL04), Denbigh Drive (HL05) and Emden Close (HL12). A medium-term 24-hour survey was proposed at Peter Fagon House (HL01). However, due refusal of access, monitoring equipment was installed on the boundary of the site, at a representative location. A short-term, 3-hour measurement location was selected in Burnham Gardens (HL03). An additional short-term survey was required, however, due to access difficulties; monitoring at Dawley Park (HL02) was abandoned. Route Window W10 Hayes and Harlington Station 5.42 No measurements locations were considered necessary in this route window. Route Window W09 Southall West Sidings 5.43 Two, 24-hour measurement locations were adopted in this route window at the request of the Local Authority. A 24-hour survey was conducted at Advanced Plastics Industrial Unit (EA23), as the site in question may be redeveloped. The second, 24-hour survey was conducted at 159 Queens Street (EA22). Route Window W08 Southall Station 5.44 Southall Station is located within the London Borough of Ealing, on the A3005, north of Merrick Road. Works at this site included the construction of a new station building, the construction of a canopy roof over the ticket hall, construction of a new overbridge, the refurbishment of the existing station building, platform extensions and the reconfiguration of the tracks. In order to complete the program of works, several temporary worksites may be located within the vicinity of the station One medium-term and one short-term surveys in this route window consisted of a 24- hour measurement was carried out at Avenue Road (EA19), with a 3-hour measurement carried out at Milian Road (EA18). Route Window W07 Hanwell Station 5.46 This route window encompasses the proposed Hanwell Station improvements, which will include platform extensions and reconfiguration of the tracks. The station is located close to the junction of Church Road and York Avenue, within the London Borough of Ealing Two measurement surveys were carried out within this route window, they consisted of a 7-day survey carried out at Fernbank, Golden Manor (EA16) and a 24-hour survey undertaken on the site of St Ann s School (EA17). 18 Route Window W06 West Ealing Station 5.48 West Ealing Station is located at the junction of Argyle Road/Drayton Manor and Manor Road. This route window includes proposed works to the station, with the construction of a new ticket hall, new terminal, new overbridge and the extension of the existing platform. Three monitoring sites were selected in this route window. One long-term survey was undertaken at Manor Road (EA13), one 24-hour survey was carried out at Felix Road (EA14) and one short-term survey was attended at Berners Drive (EA15). Route Window W05 Ealing Broadway Station 5.49 This route window includes the proposed improvements and construction works at Ealing Broadway Station. Three temporary worksites are proposed within the vicinity. One, 7-day long-term survey was undertaken at 10 The Mall (EA11). Two, 24-hour surveys were carried out, one at 2 Waldegrave Road (EA09) and the other at 39 Hamilton Road (EA10). One short-term measurement location was selected at 4 Madeley Road (EA12). Route Window W04 Acton Main Line Station and Yard 5.50 This route window encompasses the proposed platform extensions at the Acton Main Line Station and track realignment and lengthening at the Acton Yard. Eight survey locations were selected in this route window, including three long-term, three 24-hour and two short-term surveys The long-term surveys were conducted at Acton House (EA02), 151 Lynton Road (EA05) and Churchill Gardens (EA06). The three, 24-term surveys were selected at 65 Lynton Road (EA04), Oakley Road (EA08) and Queens Road (EA22). The two short-term measurement locations selected in this route window consisted of Lowfield Road (EA03) and Noel Road (EA07). Route Window W03 Old Oak Common Dept 5.52 Old Oak Common Depot is located north of, and adjacent to, the Great Western Main Line corridor where it passes alongside Wormwood Scrubs Park. Its northern boundary is defined by the Grand Union Canal and its eastern and western most extents by Scrubs Lane (A219) and Old Oak Common Lane, respectively. This route window includes proposed works to the Depot site, which mainly involve improving the existing tracks, laying new tracks and clearing and constructing a new EWS building. Two baseline noise survey locations were selected within the route window. Two 7-day measurements were carried out at Wells House Road (EA01) and Braybrook Street (HF01). Route Window W02 Canal Way 5.53 This route window encompasses the proposed Canal Way Junction upgrade and associated temporary worksites. Canal Way is a complex junction located on the south side of the Grand Union Canal, in the vicinity of Kensal Green Cemetery. Works to the junction would allow Crossrail trains from Central London to access the Relief Lines on the Great Western Main Line corridor, for Crossrail services to Heathrow and/or Reading. A long-term survey was undertaken at Northaw House (KC07). In addition, a short-term attended noise survey was undertaken at Kensal Green Cemetery (KC08). 19 Route Window W01 Portobello Junction 5.54 This route window includes the proposed works to Ladbroke Grove. With Crossrail, part of the existing 6 track between Ladbroke Grove and Subway Junction would be reduced to four tracks to create space on the north side of the railway corridor for the two new dedicated Crossrail lines and the proposed turnback facility In total, six monitoring positions were selected in route window W01, these included two long-terms and four, 3-hour surveys. The four short-term surveys were undertaken at Edenham Way, off Elkstone Road (KC01), St Ervans Road (KC02), Octavia House (KC04) and Kensal House (KC05). Originally, monitoring at KC04 was meant to be conducted at Manchester Drive, however, access could not obtained and the survey location was therefore repositioned at a representative location. The two long-term surveys were undertaken at Kensington and Chelsea College (KC03) and Barbly Gardens (KC06). Monitoring not Carried Out 5.56 Several original survey locations were relocated due to difficulties with gaining access to the preferred sites. In most instances, the survey position was relocated to a representative location. However, RPS was unable to get permission to install a noise monitor at Dawley Park (HL02). Additional Monitoring 5.57 Several additional surveys were undertaken within the west section but these locations do not fall within a specified route window. These additional long-term sites are all within the Chiswick area. They include South Parade (EA20), Valetta Road (EA21) and Chiswick Common Road (HO01). NORTH EAST ROUTE SECTION Route Window NE1 Stratford Station 5.58 This route window encompasses the proposed Stratford Station improvements. Stratford Station is a major transport interchange on the rail network servicing east London off the Great Eastern Road in the London Borough of Newham. The proposals include the utilisation of the existing platforms and tracks for the introduction of Crossrail trains. One long-term survey was undertaken at the Carpenters College and Docklands Youth Centre (NE06) in Gibbins Road. The noise-monitoring equipment was installed on the roof of the building, overlooking the trade entrance of Stratford Station. Route Window NE2 Forest Gate Station 5.59 This route window includes the proposed Forest Gate Station improvements. The works proposed at the station include, platform extensions on the Crossrail lines and local realignment of track in the vicinity of the platform extensions. 20 Route Window NE3 Manor Park Station 5.60 This route window includes Manor Park Station, where works will consist of some minor refurbishment of staff facilities and platform extensions. A 24-hour measurement location was selected close to Manor Park Station in Durham Road (NE08). Route Window NE4 Ilford Station 5.61 This route window includes proposed platform extensions at Ilford Station and works at Aldersbrook sidings, located in the London Borough of Redbridge. A 24-hour measurement location was selected close to Ilford Station at 55 York Road, the location of a doctor s surgery (RB01). Route Window NE5 Seven Kings Station 5.62 This route window includes the proposed works at Seven Kings Station, where several platforms require lengthening to the west to accommodate the proposed Crossrail train movements. A 24-hour measurement location was selected close to Seven Kings Station in Lombard Avenue (RB02). Route Window NE6 Goodmayes Station 5.63 This route window covers the proposed platform extensions at Goodmayes Station and the western part of the Chadwell Heath Freight Loop. A 24-hour measurement location was undertaken in Fenman Gardens (RB03), close to Goodmayes Station. Route Window NE7 Chadwell Heath Station 5.64 This route window encompasses the eastern part of the Chadwell Heath Freight Loop and Chadwell Heath Station. The proposed station works involve extending the existing platforms, to accommodate Crossrail trains and associated works, including improvement of staff facilities. Three, 24-hour measurement locations were selected in this route window, all on the northern side of the railway line. These included, Overton Drive (RB04), close to Chadwell Heath Station, Heath Road (BD01) and Burlington Gardens (BD02), near a proposed Crossrail depot location. Route Window NE8 Romford Depot (West) 5.65 This route window includes the western part of the proposed main depot located on the line between Chadwell Heath Station and Romford Station, with associated worksites. Eight measurements were undertaken in this area, within the vicinity of the proposed Romford Depot. One long-term survey was undertaken at Ainsley Avenue (HA10). Two, 24-hour surveys were carried out at HA04 and HA05, both close to Crow Lane, and a further 24-hour survey was completed in Jutsums Lane (HA08). Three, short-term measurements at HA06, HA07 and HA09, were undertaken in open recreational areas An additional 7-day survey was undertaken at West Ham Training Ground (BD03), to the rear of the sports hall. 21 Route Window NE9 Romford Station and Depot (East) 5.67 This route window includes the eastern part of the proposed depot and improvements to Romford Station. Works at Romford Station include upgrading the Station Road approach, improving drop-off and pick up points, refurbishing staff facilities, installation of new lifts, extending the existing canopy, new platform surfaces, demolishing and replacing the existing ticket hall and the extension of the station platforms. In total, six long-term measurement surveys were carried out in NE9, monitoring was undertaken at Beechfield Gardens (HA11), Sheringham Avenue (HA12), Albion Close (HA14) and at three locations within the Oldchurch Hospital site, to the west (HA13), east (HA15) and centre (HA16). One short-term survey was undertaken at Nursery Walk (HA17). Route Window NE10 Gidea Park Station 5.68 Gidea Park Station is located east of Balgores Lands and north of Station Road. At this station, the suburban platforms are to be extended; other minor works include refurbishment of staff facilities. A 24-hour measurement location was selected close to Gidea Park Station, at Eyre Close (HA01). Route Window NE11 Gidea Park Stabling Sidlings 5.69 This route window includes the proposed expansion works at Gidea Park Stabling Sidings. Additional sidings are proposed at Gidea Park for overnight stabling of Crossrail trains, to provide stabling for ten trains of 240m in length, together with a turn back siding. A 7-day measurement location was selected at Cambridge Avenue (HA02). Route Window NE12 Harold Wood Station 5.70 This route window includes the proposed improvement works at Harold Wood Station. A 24-hour measurement location was selected close to Harold Wood Station at Fitzilian Avenue (HA03). Route Window NE13 LB Havering/Brentwood DC Boundary 5.71 No measurements were considered necessary in this route window. Route Window NE14 Brook Street 5.72 No measurements were considered necessary in this route window. Route Window NE15 Brentwood Station 5.73 The only works proposed at Brentwood Station are platform extensions and associated track slews. A 24-hour measurement location was undertaken close to Brentwood Station at Glamis House (BW01). Route Window NE16 Thrift Wood 5.74 No measurements were considered necessary in this route window. 22 Route Window NE17 Shenfield Station 5.75 This route window encompasses the proposed Shenfield Station and Turnback Sidings. At this station, platform extensions are not required but stabling is to be revised and junction layouts altered. Two 24-hour measurement locations were selected close to Shenfield Station at 10 Hunter Avenue (BW02) and 81 Hunter Avenue (BW03). Route Window R1 Pitsea Sidings 5.76 This route window encompasses the proposed Pitsea spoil disposal site, located in Essex. Spoil will be transported to this site by rail, where it will be off-loaded, then transported by HGVs along Pitsea Hall Lane to the Pitsea Treatment and Landfill Site. The current assumption is that no additional sidings will be required at this site. Some work to the railhead may be required. A number of short-term measurements have been undertaken at the three sites within the vicinity. Surveys have been undertaken at three sites within close proximity to the worksite, they include, Chestnut Road (BA01), Brackendale Avenue (BA02) and Pitsea Hall Lane (BA03). Attended measurements consisted of three 15-minute measurements undertaken at each of the sites during day and night-time periods. The measurement procedure is representative of the 3-hour measurement period. Monitoring not Carried Out 5.77 All proposed monitoring was completed within the north east route section. SOUTH EAST ROUTE SECTION Route Window SE1 Blackwall Way and Limmo Peninsula Shafts 5.78 This window includes the proposed Blackwall Way intervention shaft and the Limmo Peninsula vent shaft and associated worksites. The Blackwall Way Shaft will be located along Blackwall Way, adjacent to the Reuter s Building car park and Virginia Quay Developments. The temporary worksite will consist of an area of undeveloped land bounded by Blackwall Way, the boundary fence of the Toynbee Housing Association and the proposed Blackwall Yard Development. Construction is scheduled to begin in September 2007 for approximately four and a half years. Once completed, the intervention shaft will be completely surrounded by residential developments. The Limmo Shaft will be located on the Limmo Peninsula, which is currently being used as a construction site for the DLR extension. One short-term survey was undertaken at John Smith Mews (TH36), near to the proposed Blackwall Way shaft. Route Window SE2 Custom House Station 5.79 This route window includes the proposed Victoria Dock Portal and Custom House Crossrail Station and associated worksites. The portal is to be located between the Royal Victoria and Custom House DLR Stations. An associated worksite will be located in the Excel car park to the south of the rail corridor. Custom House Station is located south of the Victoria Dock Road near its junction with Freemasons Road. The Excel exhibition centre is located to the south with the Royal Victoria Dock beyond. Works include, new Crossrail platforms to replace the existing Silverlink/NLL tracks, new Crossrail station, new ticket hall and modifications to the DLR platform. 23 5.80 Two, 7-day measurement locations were selected within this route window. Monitoring took place at Victoria Dock Road (NE01), close to Royal Victoria Station, and at the Flying Angel (NE02), opposite Custom House Station. Route Window SE3 Connaught Tunnel 5.81 This route window includes remedial works to be undertaken on the Connaught Tunnel, located between Prince Regent and Silvertown Stations, on the existing North Kent Line. Works are expected to take 10 months to complete. The existing Silvertown station, also located within SE3, would be demolished. Two survey locations were selected within this route window, they included one long-term survey undertaken at the Royal Connaught Apartments (NE03) and one short-term attended survey at Leonard Street (NE04) Route Window SE4 North Woolwich Portal and Thames Tunnel 5.82 This route window includes the proposed North Woolwich Portal, Thames Crossing Tunnel, Warren Lane Shaft and associated worksites. The Warren Lane Shaft is located on the corner of Warren Lane and Beresford Street in the London borough of Greenwich. The site is currently occupied by a disused building. The shaft is to provide intervention, emergency intervention and ventilation to the running tunnels. A long-term survey position was installed on the roof North Woolwich Railway Museum (NE05), which is located at the end of the North London Line, close to the proposed tunnel portal location. Route Window SE5 Arsenal Way Shaft 5.83 This route window includes the proposed Arsenal Way Shaft (previously called the Sydney Street Shaft ) and associated temporary worksite. The area includes the proposed Arsenal Way Shaft, located to the eastern end of the Woolwich Barracks car park, with industrial buildings to the north and Plumstead Road to the south. A temporary worksite will utilise most of the car park area. One, 7-day measurement was carried out at Gill Court (GR01), in close proximity to a proposed vent shaft location. No short-term surveys were identified in this route window. Route Window SE6 Plumstead Portal 5.84 This route window includes the proposed Plumstead Portal, including White Hart Road Bridge and a temporary main work site at Plumstead Goods Yard, including an area of land adjacent to Nathan Way for spoil handling. The portal structures at Plumstead will provide the transition from the running tunnels under the River Thames to the existing North Kent Line surface railway. The existing North Kent Line tracks will be significantly altered as a result of the proposals. Two, 7-day monitoring sites were selected, both to the south of the existing railway line, overlooking the tracks. Monitoring was undertaken at 75 Reidhaven Road (GR02) and 75A Marmadon Road (GR03). 24 Route Window SE7 Church Manor Wood Station 5.86 This route window includes the Plumstead to Abbey Wood four-tracking construction works. To accommodate Crossrail, the current two track North Kent Line will be upgraded to four track. The inner two tracks will become Crossrail and the outer two tracks will become the North Kent Line. As a result of the track widening, a number for bridges and footbridges will require additional works, these include: a new Church Manorway Bridge footbridge, Eynsham Drive Bridge strengthening and new Bostall Mannorway Bridge footbridge In total, three measurement surveys were carried out within this route window, they consisted of a 7-day survey carried out at 47 Mottisford Road (GR04), with two 24- hour surveys undertaken at 168 Mottisford Road (GR05) and Abbey Grove (GR06). Route Window SE8 Abbey Wood Station 5.88 This route window also includes the Plumstead to Abbey Wood four-tracking construction works and Abbey Wood Station improvements. Abbey Wood Station lies on the boundary between the London Boroughs of Greenwich to the west and Bexley to the east. To accommodate Crossrail, the current two track North Kent Line will be upgraded to four track. The inner two tracks will become Crossrail and the outer two tracks will become the North Kent Line. With the addition of two new tracks, two new platforms are also proposed. The proposed station concourse will span the tracks forming a fully integrated rail, bus, and tram interchange Harrow Manorway Road bridge is located immediately to the east of Abbey Wood Station. The existing bridge is a multi-span flyover that currently carries the A2041. Proposals involve the need to demolish and relocate supporting spans and strengthen works to the bridge to accommodate the track widening Two, long-term surveys were conducted at Abbey Terrace (GR07) and Wilton Road, occupied by West End Styles (BX01). With two medium-term surveys conducted at Sedgmere Road (BX02) and Fendyke Road (BX03). One short-term survey was carried out at Dallberg Way (BX04). Initially, the measurement period was 7-days. However, there were difficulties finding a resident to agree to the installation of monitoring equipment on their property, therefore, an attended short-term survey was undertaken concurrently with the 24-hour survey undertaken at BX03. Route Window SE9 Belvedere Station 5.91 The current Crossrail scheme terminates at Abbey Wood. However, previous schemes continued to Ebbsfleet, therefore baseline surveys were undertaken between Abbey Wood and Ebsfleet, which are included for completeness. A 24-hour measurement survey was carried out next to Belvedere Station, at the Belvoir Tavern, 36 Station Road (BX05). Former Route Window SE10 Bronze Age Way 5.92 No measurements were considered necessary in this route window. 25 Former Route Window SE12 Slade Green Station and Sidings 5.94 Three monitoring sites were selected in this route window. Two long-term surveys were undertaken at Oak Road (BX09) and Forest Road (BX07), and one 24-hour survey was carried out at Howbury Lane (BX08). Former Route Window SE13 West Dartford 5.95 No measurements were considered necessary in this route window. Former Route Window SE14 Dartford Station 5.96 A 24-hour measurement position was carried out at The Railway Hotel (DA01), overlooking Dartford Station. Former Route Window SE15 Stone Cross Station 5.97 One baseline noise survey was undertaken within this route window; the 24-hour measurement position was undertaken in the rear garden of 2 Orchard Terrace (DA02), which backs onto Stone Crossing Station. Former Route Window SE16 Greenhithe Station 5.98 No measurements were considered necessary in this route window. Former Route Window SE17 Swanscombe Station 5.99 No measurements were considered necessary in this route window. Former Route Window SE18 Ebbsfleet Station Two long-term and two 24-hour surveys were selected in this area; they included GS01, GS02, GS03 and GS04. A 7-day monitoring period was undertaken at South Kent Road (GS03). However, the noise environment was dominated by construction activities taking place close to the rear garden of the resident s property due to CRTL construction works. It was noted that CTRL has a permanent meter installed in both the rear garden of 4 South Kent Road and a property in Springhead Road. Monitoring not Carried Out Monitoring at Station Road (GS01), Ebbsfleet Walk (GS02) and Springhead Road (GS04) was not possible due to continuing construction work taking place for the Channel Tunnel Rail Link. Information in regards to the baseline noise environment prior to construction was being sought from CTRL. However, as the scheme now terminates at Abbey Wood, this data is redundant and noise monitoring will no longer be required for these sites. 26 6. OTHER SOURCES OF BASELINE DATA 6.1 Baseline noise measurement data have been obtained from the Thameslink 2000 project and from Westminster City Council. These data were obtained to supplement the Crossrail baseline survey data in some areas. However, it should be noted that any daytime noise measurements carried out prior to February 2003 may now not be fully representative due the introduction of the Congestion Charging Scheme. This has resulted in a decrease in road traffic in central London. On this basis and due to the uncertain provenance of data, none of the supplied data were actually used for assessment purposes. However, where appropriate its potential relevance is commented upon. Thameslink 2000 Data 6.2 Thameslink 2000 (TL2K) has supplied Crossrail with noise monitoring data that were previously obtained for the TL2K project in the Farringdon area. Construction work at Farringdon Station is required for both projects and it is useful for Crossrail to be aware of baseline noise data used in the TL2K noise assessment. 6.3 It is understood that TL2K does not anticipate carrying out any further baseline noise monitoring in this area and that the revised TL2K Environmental Statement, completed in June 2004, has relied on monitoring data obtained previously. 6.4 This section presents a summary of the TL2K data obtained between 1996 and 2003 and its relevance to the assessment for the Crossrail project. Period noise data have been presented for daytime (08:00 18:00) and night-time (22:00 07:00). The unattended noise measurements have been supplemented with attended night-time measurements, for which the monitoring results have been obtained in tabular form. MEASUREMENT RESULTS 7.1 Summaries of the results from each set of monitoring sites, for each individual section, are given in tabular form as follows: 7-day monitoring sites 24-hour monitoring sites 3-hour monitoring sites 7.2 All levels reported in the corresponding tables have been corrected for façade locations. However, in some circumstances the actual measured noise levels have been left as free-field, to account for the nature of the monitoring location, such as open areas. It is specified in the tables whether a measurement was conducted at a free-field (at least 3.5m from any reflecting surface, other than the ground) or façade location. 7.3 Graphs of the main noise indices against time are provided in Appendix D for each of the 7-day and 24-hour monitoring sites. All graphs are based on the actual measured noise levels. The results have not been normalized to façade or free-field conditions, but present the actual measured noise levels. 7.4 Tables providing the vent shaft assessment baseline noise levels for the Central and South East Route Sections are included as 7.4 and 7.14, respectively. Effects of Adverse Weather Conditions 7.5 Due to adverse weather conditions, a number of surveys were extended at several locations, to ensure that measurements were made over the required period, which were not unduly affected by adverse weather conditions. For three such survey locations, an assessment has been carried out of the effects of poor weather conditions on the resulting noise levels. 7.6 Table 7.4 presents the results of this analysis which shows the difference between one week averages of L Aeq and L A90 and maximum values of L Amax, comparing the first week of poor weather with the second week of good weather for each position. 7.7 Considering whole decibels, a difference of 2 db or more in L Aeq or L A90 would be regarded as significant between the good and poor weather data sets. For L Amax, a difference of 5 db or more would probably be considered significant. It can be seen from the results that the only significant differences were for the evening (19:00 to 23:00) and night-time (23:00 to 07:00) L A90 values for Arnold Road (TH21). 7.8 This analysis indicates that only severe conditions such as snow are likely to effect survey results and only when these conditions prevail over most of the survey period. The results at the other two positions rain and/or wind show only very marginal differences in L Aeq and L A90 values when averaged over a week. These findings justify the general approach taken for the 7-day survey that short periods of poor weather would not significantly affect the survey results. 34 BASELINE NOISE MONITORING MEASUREMENT PROTOCOL Introduction The noise and vibration impacts associated with the construction and operation of Crossrail are potentially significant and will be assessed as part of the Environmental Impact Assessment. They will be reported within the Environmental Statement that will be submitted in support of an application for powers to construct the railway. The noise impact assessment for both construction and operation will take account of current ambient noise levels (and background noise levels around vent shaft sites). This requires the collection of baseline noise data at a representative number of sensitive receptors along the route and it is proposed to obtain these data through a programme of noise surveys. Types of Noise Monitoring Baseline noise surveys will be carried out at representative locations along the route. These will be carried out in the gardens of private properties, in public open spaces and in the grounds of schools, hospitals, and libraries and at any other sensitive buildings or land uses. To provide representative data and to robustly provide appropriate levels for both the day, evening and night-time periods, the following measurement types will be adopted: 7-day/long-term unattended external measurements at key representative locations along the route; 24-hour/medium-term unattended external measurements at representative locations along the route; 3-hour/short term attended external daytime measurements at representative locations along the route; Short-term attended external night-time measurements at special locations along the route (possible requirement to check design criteria for vent shaft sites, autotransformer stations or other items of plant of a fixed, industrial nature); and Short-term attended internal measurements, day, evening or night, at sensitive buildings along tunnelled sections of the route these may be required to establish existing ground or airborne noise levels in areas such as theatres, recording studios and other areas/buildings requiring low ambient noise levels and sensitive to noise impacts. Equipment to be Used The measurements will be taken with sound level meters of various types either powered by internal batteries or external sealed lead acid batteries. Some of the surveys may need to be carried out at elevated positions using poles to mount the microphones or from balconies or other rooftop locations. For all but the 3-hour/short term survey types, the surveys will be set up by one or two members of the noise team and then left to be picked up at the end of the monitoring period designated for the site. 35 An example of the noise monitoring equipment used for the unattended measurements is as indicated on the following photograph. The equipment comprises of two parts: a waterproof box (approx. dimensions 43 x 33 x 16 cm, weighing approx. 10kg), which houses a sound level meter and batteries to power the equipment; and a microphone and windshield, which are attached to a metal pole. The batteries are sealed lead acid type, which are approved for transportation by aircraft and are guaranteed not to leak. Installation of Equipment The microphone and windshield will generally be attached to either a metal pole or tripod approximately 1.5 metres high, with the microphone connected to the sound level meter using a cable. Equipment installations are expected to be one of the following types. Façade position at upper floor The microphone will be positioned 1.0 metre from the building façade using one of the following methods: Microphone mounted on a pole protruding through window, with a box containing the sound level meter within building. Microphone mounted on a wooden frame placed out of a window, with a box containing the sound level meter within the building. Box containing a sound level meter placed on a balcony with a microphone mounted on the side pole attachment. Box containing a sound level meter positioned on the ground with a microphone attached pole at least 4 metres high to reach first floor level. Roof top position The box containing the sound level meter with attached microphone pole will be placed on a flat roof. These positions will generally be free-field locations at least 3.5 metres from reflecting walls. Ground level positions These types of installation will generally be used only for short-term attended measurements. Either the box containing the sound level meter will be placed on the ground, with an attached microphone pole 1.5 metres high, or the sound level meter will be mounted directly on a tripod, such that the microphone will be at a height of 1.2 to 1.5 metres. Where possible the microphone will be located 1.0 metre from the building facade. At locations away from buildings or at positions where it is not possible to measure at the facade, free-field positions will be used. In this case the microphone will be positioned at least 3.5 metres from building facades or other reflecting surfaces apart from the ground. Noise Measurent Protocol.doc 2

36 Weather Conditions Noise monitoring will be carried out where possible during periods when weather forecasts indicate good weather conditions for the duration of the monitoring, i.e. generally dry with average light winds (average wind speed less than 5 m/s), and no significant precipitation. Noise monitoring will not be valid if carried out during high winds, as higher wind speeds influence the measured levels and invalidate the results. It may be necessary to extend the monitoring period if poor weather conditions were to occur during a period of monitoring. The monitoring at that location would be extended to obtain the required number of valid days data. Risks For each measurement location, consideration will be given to possible health, safety and security risks during the installation, operation and removal of the noise monitoring equipment. Items to consider may include: Risks to personnel installing the equipment due to, for example, working at height, restricted access, hazards from road traffic. Risks to members of the public, occupiers of buildings from tripping over the equipment or being injured by unsecured equipment falling on persons and causing injury.
