1 on behalf of Silverburn Park LEVEN FIFE KY8 5PU The Opportunity GVA Humberts Leisure Fife Council wish to dispose of a range of substantial property assets at Silverburn Park, either as a whole or separately, to encourage redevelopment which is consistent with the proposed planning and development guidelines and subject to existing agreements.

2 The Kingdom of Fife The ancient Kingdom of Fife lies just north of Edinburgh and the Firth of Forth, being easily reached by road and rail. It is a land steeped in tradition with an outstanding heritage. Home to Scotland s capital for six centuries, Fife has always been at the heart of the nation s history, evidence of which can still be found in its wealth of castles, cathedrals, and places of historic interest. The Kingdom of Fife is also known throughout the world as the home of golf and boasts more than forty courses, from the famed fairways of St Andrews and several traditional seaside links to beautifully landscaped parkland and heathland courses suitable for golfers of all levels. St Andrews is a stunning medieval city and regarded as Scotland s finest coastal town. Along the coast the delightful fishing villages of the East Neuk are separated by stretches of fine golden sand (Fife has 6 Blue Flag beaches and 12 seaside awards). Inland, the countryside is a haven for birdwatchers, ramblers and those who just wish to escape to a land of peace for a while. The local economy Tourism is Scotland s most important industry, injecting over 4.2 billion annually into the Scottish economy. It is a sector that employs 200,000 people in Scotland in 20,000 diverse businesses (around 9 percent of employment). Ancestral home of the Scottish monarchs, world famous for its golf and with some of Scotland s best scenic attractions, the Kingdom of Fife is a proud region with its own distinct identity. During 2009 it is estimated that UK residents took 0.54 million tourist trips to Fife. They stayed an estimated 1.93 million nights and spent 106 million in the area. Overseas tourism spending in the area was valued at 78 million. The average length of stay of visitors is 3.5 nights for UK visitors and 6.7 nights for overseas visitors. In 2009 the value of tourism to Fife s economy was estimated at 184 million. Also, Fife has a significant industrial base, with major employment in electronics, paper making and defence. Location The property is located on the southern edge of the A915 East Neuk Tourist Route, approximately half way between the coastal towns of Leven and Lundin Links. Silverburn Park adjoins three golf courses and has pedestrian links to Leven and the Forth Estuary Coastal Path. St Andrews is approximately 24 km (15 miles) to the north via the A915, with Edinburgh approximately 56 km (35 miles) to the south and Glasgow approximately 108 km (67 miles) to the west of the property. In addition, Perth is 40 km (25 miles), Stirling is 67 km (42 miles), and the Highlands are easily accessible from the M90 and A9. The property is adjacent to the south, west and east to 3 golf courses: Scoonie, Lundin Links and Leven Links courses and bounded to the north by Miledyke Wood and the A915 to the north west. Leven is a coastal town on the Firth of Forth at the mouth of the River Leven, looking out over the sandy stretch of Largo Bay, surrounded by superb golf courses and picturesque countryside. Leven is also situated on the Fife Coastal Path and is an ideal location for walkers. The city of Dundee is just to the north of Fife, offering a comprehensive range of shops and services.

3 The Property The Park overall comprises of 11 hectares (27.18 acres) in total made up of a variety of distinct areas including 3.6 hectares of pasture, 3.5 hectares of woodland and 0.9 hectares of garden. However, the Gatehouse Lodge and Silverburn Cottages are excluded from the proposal and are retained in the ownership of Fife Council, along with the relevant servitudes (including the provision of services and access to the properties) and subject to the existing tenancy agreements Option 1: Silverburn House and Grounds Option 2: Corriemar House and Formal Garden Option 3: Flax Mill, Steadings and Land Property held under existing tenancy agreements (excluded) Silverburn House Corriemar House Flax Mill & Steadings Car Park Children s Play Area Walled Formal Gardens with Tree House Sensory Garden Retting Pond The property is likely to be offered on the basis of a new lease or leases (details to be agreed) for the whole property (excluding the properties referred to above) or in 3 or more sections. 4 Suggested options OPTION 1: Silverburn House and Grounds Extending to approximately 4.88 hectares (12.07 acres) principally including: Silverburn House and Annexe A substantial detached former principal dwelling of brick with rendered finish, surmounted by pitched slate roofs. The property has a total floor area of square metres ( square feet). The property is in need of renovation (the building has currently been made secure). There are substantial areas of woodland and open pasture, together with managed lawns and shrubbery. There are public footpaths crossing the land and there is a tarmacadam-surfaced road leading up to Silverburn House. OPTION 2: Corriemar House and Formal Garden Covering an area of approximately 2.45 hectares (6.06 acres), this includes: Corriemar House (C Listed) A detached two storey property with a total area of square metres ( square feet) which has been unoccupied for a number of years and boarded up for safety reasons. Historic Scotland has indicated that they will not permit demolition of the property. Formal Garden (semi-walled) An attractive garden area which is to be maintained for public use, including lawns, borders, specimen trees and a multi-sensory area. Former Retting Pond A rectangular pond which was previously used by the mill for processing flax. A large number of trees have grown around the pond, which could be made into a very attractive feature. OPTION 3: Flax Mill, Steadings and Land Covering an area of approximately 2.47 hectares (6.11 acres), this includes: The Flax Mill this is B Listed and comprises a large 1 and 2 storey complex of historic buildings extending to a total footprint of approximately 1108 square metres ( square feet), largely of brick construction with a range of metal sheet roofs. Outbuildings To the rear there are an assortment of animal pens and steadings extending to square metres ( square feet). The pens are mainly wooden structures with the potential for use as display areas.

5 History Silverburn was originally part of the Barony of Durie and was leased to Mr David Russell by Charles Maitland Christie of Durie in He rebuilt Silverburn House and established the flax mill and retting business. Corriemar was in existence in 1854 and was probably the Dower House. The flax mill was run on steam power and was one of the first buildings to be roofed with a new material called corrugated iron. The Flax Mill is B Listed in terms of its conservation importance to local history. The Mill closed around In 1973/74 David Russell s great great grandson, Major Russell (Head of Tullis Russell Paperworks) gifted the house and grounds to Leven Town Council, but also ensured through the National Trust for Scotland that the subjects should remain forever as a quiet area used for the benefit of the public in general and the people of Leven in particular for nature trails, quiet parkland and organised camping. In the mid to late 1980 s, the former Kirkcaldy District Council undertook a job creation programme to reinstate Silverburn House as a Residential Centre for visiting parties to use, (e.g. Scouts and Guides, school picnics, caravan rallies etc) whilst a wing to the rear of Silverburn House was used by crafts men and women to make and show their wares. At the same time another job creation initiative undertook the upgrading of the mini-farm and a separate project undertook the upgrading and widening of a pedestrian link between Scoonie Golf Course and Silverburn. Following the closure of the mini-farm, Silverburn House was little used, became dilapidated and had to be closed recently on health and safety grounds. 6 The Proposal Fife Council is offering to the private sector the opportunity of acquiring one or more leasehold interests at this desirable location. The Council are seeking interested parties to modernise and operate the existing facilities to an optimum standard, but also to provide additional high quality facilities (subject to planning and Council approval), for the benefit of park visitors and the local community, and to enhance the natural and historical environment of the park. Proposals should be for a sensitive and not overly-developed scheme that maintains significant public access to the park. The Council will consider interest on a varied basis at this stage, and this will be used to influence the final decision on how the park should be offered.
