2 Opening Arrangements The signalling and permanent way arrangements described within this notice and shown in the accompanying diagram will be commissioned on Tuesday 25th March Description of Scheme The Stirling Alloa Railway and Linked Improvements project consists of the re-opening of approximately 13 miles of line, which currently are out of use between Causewayhead and. The re-opening of the line will accommodate coal trains travelling to and from the Longannet West and East triangle into Longannet Power Station and will also introduce a new passenger service between Stirling and Alloa Town. The scheme consists of a single line ( Up/Down Line) between Stirling and Longannet with passing loops at Cambus and Alloa. Cambus Loop will have standage of 697 yards and Alloa Loop standage of 685 yards. A new station, designated ALLOA TOWN, will be opened, located on a spur off the single line and comprised of a single platform with a standage of 155 yards. A friction type buffer stop will be provided. The line will be freight only between the connection to the new station at Alloa and Longannet. The line will be controlled from a new panel located in Stirling Middle signal box (signal prefix SK). At Stirling, the existing Up and Down S&D lines through platforms 6 and 9 will be renamed the Up and Down Lines. Under the new arrangements platform 6 Line) will become bi-directional. The Up and Down lines through the station will continue over the Forth Viaduct to converge into a single line at a new junction location designated CAUSEWAYHEAD JN. on the Alloa side of the viaduct with single line throughout from there to Longannet. A number of level crossings are presently out of use on the existing infrastructure. Several of these level crossings will be upgraded and reinstated to current standards and expected traffic flows. Other level crossings will close as part of this project. Method of Working Absolute Block (AB) regulations will continue to apply between Stirling Middle SB and Stirling North SB, and also between Stirling Middle SB and Plean Junction SB, on the Up and Down main lines. Track Circuit Block (TCB) regulations will apply as follows: on the Up and Down lines through Stirling station and between the north end of Stirling station ( lines) and Stirling North signal box. on the Up and Down lines (double and single) between the north end of Stirling station and Longannet signal box 2 of 13
3 ling Arrangements Signals prefixed by the letters SK are controlled from Stirling- panel at Stirling Middle SB. Signals prefixed by the letters SM are controlled from Stirling Middle SB. Signals prefixed by the letters LG are controlled from Longannet SB. All signals are to the left of the driver, unless otherwise stated. All signal mileage is referenced from Stirling Middle 0MP( lines) unless otherwise stated. All new main signals will be LED single lens searchlight type. All new shunt signals will be 3-aperture LED Red/Red White/White type. 11 Permanent Speed Restrictions (PSRs) The existing PSR of 25mph in both directions on the Up and Down lines (Platforms 6 and 9) will be extended to 0m 28ch. A new differential PSR of 30mph / 35mph will apply in the Down direction on the Down line between 0m 28ch and 0m 47ch. A new differential PSR of 40mph / 60mph will apply in the Down direction on the Down line between 0m 47ch and 0m 70ch. A new PSR of 35mph will apply in the Up direction on both the Up and Down lines between 0m 49ch and 0m 28ch. A new Permissible Speed Warning will be provided for these PSRs on the Up and Down single line at 1m 37ch. A new PSR of 60mph will apply in the Down direction on the Down line and the Up and Down single line between 0m 70ch and 1m 60ch (MP 1¾). A new PSR of 60mph will apply in the Up direction from 1m 60ch (MP 1¾) on the Up and Down single line to 0m 49ch on the Up line and to 0m 49ch on the Down line. A new differential PSR of 60mph / 70mph will apply in the both directions on the Up and Down single line between 1m 60ch (MP 1¾) and 6m 52ch. 60mph / 70mph reminder Permissible Speed s will be provided at the exits from the Up and Down Cambus Loop line. A new PSR of 30mph will apply at Cambus loop, in both directions, entering, over, and leaving the loop. A new PSR of 30mph will apply in both directions on the Up and Down single line between 6m 52ch and Level Crossing, including the Up and Down Alloa Loop line. A new reminder Permissible Speed will be provided for trains departing from Alloa Town Station. A new Permissible Speed Warning will be provided for this PSR in the Down direction on the Up and Down single line at 5m 69ch. In the down direction, this new PSR of 30mph will continue from Level Crossing (3m 77ch) to Longannet Signal Box (5m 62ch). These mileages are referenced from the former Junction. The existing PSR of 35mph will continue to apply from Longannet Signal Box to Charlestown Junction. In the up direction, the existing PSR of 35mph from Charlestown Junction to Longannet Signal Box will be extended such that it will apply from Charlestown Junction to Level Crossing. A new PSR of 15mph will be provided in both directions on the Up and Down single line at Alloa Station Junction applying to trains proceeding to and from Alloa Town Station. 11 of 13
12 Buffer Stop Due to its proximity to the Up and Down single line, the new buffer stop at the end of Alloa Town Station will be fitted with white lamps. Reflectorised strips will also be provided. Signs A new reflectorised National Radio Network (NRN) Radio Channel Change Marker exhibiting channel 068 will be provided in the Down direction on the Up & Down line at L.C. A new reflectorised National Radio Network (NRN) Radio Channel Change Marker exhibiting channel 092 will be provided in the Up direction on the Up & Down line at L.C. New 6 car platform stop marker boards will be provided on Platforms 6 and 9 in the Up direction approximately 100 yards on the approach to the platform starting signals and on platform 6 in the Down direction approximately 50 yards on the approach to signal SK6515. A new HST platform stop marker board will be provided in the Down direction on platform 6 approximately 20 yards on the approach to signal SK6515. AWS AWS track equipment will be provided as outlined on the accompanying diagram. The following AWS equipment is positioned less than the standard distance of 196 yards; SK AWS positioned at 137 yards on approach to SK AWS positioned at 137 yards on approach to A new Commencement of AWS Gap indicator will be provided in the Down direction on the Up and Down line at LG8 points. A new Termination of AWS Gap indicator will be provided in the Up direction on the Up and Down line at LG8 points. TPWS TPWS track equipment will be provided as outlined on the accompanying diagram and in accordance with the standard arrangements. Ground Frame A new ground frame associated with Siding will be provided. This will control a connection from the Up and Down single line to the former Power Station Sidings. The ground frame will be out of use until further notice. 12 of 13
13 Telephones Telephones will be provided at all new signals capable of displaying a red aspect. Point Zone telephones connected to Stirling Middle SB will be provided at the following: Stirling Station north, Up cess. Causewayhead Junction, down cess. West end of Cambus Loop, down cess. East end of Cambus Loop, down cess. Alloa Town Station points, down cess. West end of Alloa Loop, down cess. East end of Alloa Loop, up cess. New telephones connected to Stirling Middle SB will be provided at the following user worked crossings: Manor Neuk L.C. Manor Powis L.C. Level Crossings Waterside L.C., previously an Automatic Open Crossing Locally Monitored (AOCL), will be renewed as a CCTV monitored, Manually Controlled, Barrier Crossing (MCB-CCTV). Manor Neuk L.C. (2m 59ch, not currently mentioned in the Sectional Appendix) will be refurbished and retained as a user worked crossing (UWC). Manor Powis L.C., previously a Traincrew Operated Barrier Crossing (TOB), will be renewed as a User Worked Crossing (UWC). Blackgrange L.C., previously an Automatic Open Crossing Locally Monitored (AOCL), will be renewed as a CCTV monitored, Manually Controlled, Barrier Crossing (MCB- CCTV). Cambus L.C. (4m 59ch), previously a Remote Manned Barrier Crossing, but not currently mentioned in the Sectional Appendix, will be renewed as a CCTV monitored, Manually Controlled, Barrier Crossing (MCB-CCTV). UWC (3m 77ch from the former Junction, not currently mentioned in the Sectional Appendix) will be refurbished and provided with Miniature Stop Lights (MSL). The following level crossings have been closed as part of this scheme: Causewayhead L.C. Abbeycraig L.C. New Mills L.C. (4m 39ch, not mentioned in the Sectional Appendix) Alloa West Grange Road L.C. (6m 22ch, not mentioned in the Sectional Appendix) Balfour Road L.C. (7m 18ch, not mentioned in the Sectional Appendix) Hilton Road L.C.
