2 1.3 ENVIRONMENT Up side crossing approach Down side crossing approach It is a domestic level crossing which is located at the station. At CROWLE STATION level crossing the orientation of the road/path from the north is 1 ; the orientation of the railway from the north to the up line in the up direction is 90. Low horizon can result in sun glare; sun glare is a known issue. There are no planned or apparent developments near the crossing which may lead to a change or increase in use or risk. Site visit general observations: LCM is not aware of any developments proposed near to the level crossing. LCM will await any updates and act upon anything which will impose additional risk. The only development will be the building of the bridge which will eliminate the barrow crossing altogether. 2. LEVEL CROSSING USAGE 2.1 RAIL The train service over CROWLE STATION level crossing consists of passenger and freight trains. There are 120 trains per day. The highest permissible line speed of trains is 55mph. Trains are timetabled to run for 24 hours per day. Assessor s notes: The DOW line has got a regular timetabled passenger service and a varying number of freight trains on a daily basis. LCM has analysed various sources of data and based this assessment upon the higher average number of freight trains. 2.2 USER CENSUS DATA A 24 hour census was carried out on 21/03/2012 by Northern Rail. The census applies to 100% of the year. The census taken on the day is as follows: Pedestrians 36 Pedal cyclists 0 Horses / riders 0 Animals on the hoof 0 Available information indicates that the crossing does not have a high proportion of vulnerable users. 4 Assessor s traverse time notes: There is a permanent 20 mph speed restriction on the down line for both passenger and freight trains. The PSR (Permanent Speed Restriction) has been imposed until a new footbridge is built which will enable the foot crossing to be closed. 7 3.3 CROSSING APPROACHES The signs at CROWLE STATION level crossing are located on the direct route a user would take over the level crossing. They are positioned so that they are clearly visible to users taking a direct route over the level crossing. The visibility of the signs is not reduced at night or at dusk. Assessor s notes: The crossing is lit during hours of darkness within the station platform area. The main road flyover into Crowle or towards Doncaster/Scunthorpe will create additional noise during busier commuter periods. The approach to the station crossing is made up of tarmac and the surface over the railway is made up of a mixture of rubber strail units and tarmac. The surface is level with the strail surface having an inbuilt anti-slip for added adhesion for all users. Any surface defects are reported to the local maintenance department for their attention to be rectified within set timescales. Approach warning signs are located on the direct route that users would take to traverse the railway. There are adjacent sources of light or noise that could affect a users ability to see or hear approaching trains. Assessor s general crossing approach notes: The termination board on the down line for the 20mph PSR is located in the sight line of users looking out for trains approaching on the up line. However, if users stand slightly forward or backwards then users can clearly see an approaching train. Crowle railway station has trains that stop within the station hourly in each direction. These trains are generally between 06:00 and 23:15 Monday to Friday and 06:00 to 22:15 on a Saturday. The train information for this assessment has been split into stopping and non- stopping passenger trains. 3.4 AT THE CROSSING ANOTHER TRAIN COMING RISK Trains are sometimes known to pass each other at this crossing. Assessor s another train coming notes: Due to the number of trains running along this section of the line and the fact that trains do stop within the station area it has been known for trains to sometime pass each other at the crossing. 3.5 INCIDENT HISTORY A level crossing safety event has been known to occur at CROWLE STATION level crossing in the last twelve months. Assessor s incident history notes: It had previously been identified that a stationary train in the station platform would obstruct the sighting of a train which was approaching on the opposite line. LCM has now installed signage on the up and down side approaches which instructs that all users must not cross behind a stationary train. These are located on the direct approach users would take over the crossing at the same point that users are informed to stop, look and listen. There had been a reported near miss - CCIL system reference A young man with a bike crossed in front of 4V66 - no emergency brake applied - however stated as a near miss. There is a 20mph speed restriction on the down line which the train was travelling on. 10 trains travelling on the down railway line. This would have to be consulted with all relevant train operating/freight operating companies in the first instance. NOTES Network Rail always evaluates the need for short 1 and long term risk control solutions. An example of level crossing risk management might be; a short term risk control of a temporary speed restriction with the long term solution being closure of the level crossing and its replacement with a bridge. 1 Includes interim CBA (Cost Benefit Analysis) gives an indication of overall business benefit. It is used to support, not override, structured expert judgement when deciding which option(s) to progress. CBA might not be needed in all cases, e.g. standard maintenance tasks or low cost solutions (less than 5k). The following CBA criteria are used as a support to decision making: a. benefit to cost ratio is 1: positive safety and business benefit established; b. benefit to cost ratio is between 0.99 and 0.5: reasonable safety and business benefit established where costs are not grossly disproportionate against the safety benefit; and c. benefit to cost ratio is between 0.49 and 0.0: weak safety and business benefit established. 12 Current risk control to mitigate risks Whistle boards present on the down side railway approach to warn users that a train is approaching. 20 mph Permanent Speed Restriction (PSR) on the down line to aid warning time for users of the crossing due to track layout. Approach warning signage to instruct users to stop, look and listen for approaching trains and not to cross behind a stationary train. Regular inspection regime which highlights any defects on the crossing which are then to be rectified within specific timescales set. Regular maintenance during growing season to keep vegetation cut back so sighting is maintained in all directions. Network Rail organises level crossing awareness days in conjunction with the British Transport Police (BTP) and other external bodies. These awareness days mainly target main road crossings however more recently teams have been deployed at passive crossings near to the main road crossings to aim to educate all users traversing the railway. Additional Information Network Rail AD South has formed a Road Rail Partnership Group with Doncaster MBC. At these meetings there are key contacts present that are able to discuss any future planning development, changes to road networks or the possibility of diverting/closing level crossings. Long Term Plans/Options One option is for the DDA compliant footbridge to be built at this location. This project has been approved and designs have been put forward for the bridge structure. Funding is still required for this project to make this reality on the ground. If the bridge project was to be rejected in the future then the next possible option is for a Miniature Stop Light or warning light system to be fitted, This would then give the users of the crossing a warning to inform them that a train is approaching. Even though this is a much improved upgrade there is still the potential for users to misuse the crossing if they wish to do so. Another option is to apply for a network change to make the 20 mph speed restriction on the down line to become a permanent permissible speed limit. This is something which will have to be consulted with all relevant train operating/freight operating companies. Once all parties are content then this would become the published speed limit for all trains along this section of the line. All options are subject to funding being available. Final decision to be approved by the RAM Team.
