The vehicle fleet increases by approximately 30,000 vehicles a year. According to the census, there is 1 vehicle per person, with an occupation rate of 1.7 persons per vehicle. However, as the number of trips is not evenly distributed, 30% of them are concentrated in private transportation. From an infrastructure point of view, and considering surface consumption per passenger, automobiles occupy thirty times more square meters of circulation than a bus and five times more than bicycles. The problems generated by this situation are well known: more time spent on transfers within the city (economic and social loss of man-hours), increased levels of air pollution, increased levels of noise, impoverishment of the urban landscape and, in general, a detriment of the quality of life of the population. The National Institute of Statistics and Censuses- INEC foresees that by 2020 this population will increase to approximately 520,804 inhabitants.
