11 Significant events in Mexico MEXICO CITY On 11 NOV 2011, Interior Minister Francisco Blake Mora s helicopter crashed en route to Cuernavaca from Mexico City in an area where foggy conditions reduced visibility, Communications and Transportation Minister Dionisio Perez-Jacome said in a televised speech. Blake Mora was traveling to Interior Minister Francisco Blake Mora and a screen-grab of the helicopter crash site. the city for a meeting with judicial officials. The accident, which killed seven other people, was ruled a weather-related accident. Blake was a powerful force in President Felipe Calderón s cabinet, and his loss was a blow to the administration s war on drugs. Blake Mora was also the fourth interior minister under Calderón. Hector Murguia, the mayor of Cd. Juarez, lamented the death of Secretary Blake Mora by stating He was very aware of the security problems facing Cd. Juárez and was a driving force in the selection and hiring of the current police chief, Julian Leyzaola. He maintained personal contact with me personally as mayor and was a very big help to the citizens of Cd. Juarez. The Eurocopter AS332 L1 Súper Puma helicopter, registration number TPH-06, which crashed killing Interior Minister Francisco Blake Mora, was built in Aerial view of the crash site.

12 Significant events in Mexico (cont) Joel Noe Roque Flores CD. JUAREZ On 12 NOV 2011, Cd. Juarez Police Chief Julian Leyzaola led an operation that resulted in the capture of Joel Noe Roque Flores, 35 years of age, who is linked with ordering and participating directly in several executions and is one of the leaders of the criminal gang Los Aztecas. He is also accused of extorting money from several merchants as well as being a major retail drug distributor in the downtown area. The capture of this subject was made during an operation conducted by Cd. Juarez Municipal Police and other law enforcement agencies early Saturday. Roque Flores was turned over to elements of the Mexican Army, who transported him to Mexico City to be formally charged for the crimes. Roque Flores is also linked to the executions of several police officers and commanders from the Central and University districts.

13 Significant events in Mexico (cont) CD. JUAREZ On 09 NOV 2011, a man was kidnapped at gunpoint near the intersection of Turbina and Aeromoza streets in colonia Jardines del Aeropuerto. His body was later found on the side of the road near Costa de Marfil and Rusia streets in colonia Infonavit Tecnológico. The man died from multiple gunshot wounds produced by 9 mm and 7.62x39 mm firearms. CD. JUAREZ On 09 NOV 2011, two boys, ages 14 and 15, were shot and killed near the intersection of Cadereyta and Fidel Ávila streets in colonia Mariano Escobedo. They were shot numerous times with 9mm and 7.62x39mm weapons. CD. JUAREZ On 09 NOV 2011, a man was shot and killed inside the Ferretería Mendoza hardware store located near the corner of 1a and Granjeles streets in colonia Vistas Cerro Grande. The victim was shot at least three times with a 9mm handgun. CD. JUAREZ On 09 NOV 2011, a man was shot and killed in front of his residence located near the intersection of Monte Olga and Monte Aragón streets in colonia Urbi Villa.

14 Significant events in Mexico (cont) CD. JUAREZ On 09 NOV 2011, a man was shot and killed at a lookout point named Rosa de los Vientos located on Periférico Camino Real. Several municipal police officers were arrested by state police investigators for possible involvement in the homicide. CD. JUAREZ On 10 NOV 2011, a man was shot and killed at his bakery located at the intersection of Elisa Griensen and Matilde Romero streets in colonia Independencia II. The victim refused to continue paying the quota to criminals in order to operate the business. CD. JUAREZ On 12 NOV 2011, a man was shot and killed inside a pickup in the parking lot of the San Luis Plaza located at the intersection of Ejército Nacional and Francisco Villarreal avenues. CD. JUAREZ On 12 NOV 2011, a young man was shot and killed near the corner of Efrén Torres and Francisco Montes de Oca streets in the Pronaf safe zone. The homicide occurred behind the Vértigo nightclub.

JUAREZ On 13 NOV 2011, the body of a man was discovered near the side of the road on Las Granjas Avenue near Tamaulipas Street, 500 meters south of the Casas Grandes Highway. The victim s hands were bound behind his back, and he died of multiple gunshot wounds. CD. JUAREZ On 13 NOV 2011, a young man was shot and killed in front of several abandoned homes near the intersection of Villas de Portugal and Paseo de la Gloria streets in colonia Horizontes del Sur. The victim s hands were bound behind his back, and thirteen shell casings in an unspecified caliber were recovered near his body. CD. JUAREZ On 13 NOV 2011, a man and woman were shot near the doorways to their residences located near the intersection of Santa Bárbara and Hymno Nacional streets. The man died at the scene, and the woman, who was believed to be shot by a stray bullet, died shortly after arriving at a hospital. CD. JUAREZ On 13 NOV 2011, the driver of public transport bus number 564, of route 3-A, was shot and killed as he began his shift. The homicide occurred at the intersection of Ignacio Altamirano and Cadereyta streets in colonia Mariano Escobedo. Witnesses said two gunmen carried out the attack.

JUAREZ On 14 NOV 2011, a man was killed in an alley located near the intersection of Luciano Becerra and Porfirio Díaz streets behind a junk yard in colonia Morelos. The man had been shot, and his head smashed with a large rock. CD. JUAREZ On 14 NOV 2011, a man was shot and killed in a vacant lot near Sierra de Jalpan Street in colonia Kilómetro 29 near the Casas Grandes Highway. The 22 year old victim, who s head was dissolved in acid, was identified by family members. He had been kidnapped two days earlier while returning from work. CD. JUAREZ On 15 NOV 2011, human remains were found in an irrigation canal south of the Juárez-Porvenir Highway, near the 48 kilometer point west of the town of Guadalupe, D.B. A man s sock and tennis shoe were on the leg which was recovered with other bones. The body is believed to have been at the site for at least eight months.

17 CD. Juarez, Chihuahua Area Assessment CD. JUAREZ On 16 NOV 2011, following a six-month training program and passing relevant examinations, a group of fifty individuals were designated as Public Ministry Auxiliaries and assigned to various units for the investigation and prosecution of crime. Forty are trainees from a career in law, who will complete their professional studies at the Autonomous University of Public Ministry Auxiliaries are welcomed. Ciudad Juarez, and ten others are university graduates with law degrees. Ford Rhino armored prisoner transport vehicle. Chihuahua, Chih. The Attorney General's Office has invested 7.5 million pesos in the acquisition of three armored units for transfer of prisoners, that can resist attacks by high-powered weapons and explosives. The super duty all-terrain vehicles are manufactured by the Ford Motor Company and have a capacity to transport 15 prisoners, as well as a 5 custodians, achieving extreme security. They are equipped with anti-puncture tires and are highly armored. Two of the units will remain in Chihuahua and the third will be stationed in Cd. Juarez.

18 Ciudad Juarez, Mexico Area Assessment (cont) The number of DTO related homicides in Ciudad Juarez and surrounding communities for this reporting period is 18. 20 El Paso JOIC s Sector Assessment In comparison to last week, the El Paso Sector experienced a increase in the seizure of marijuana and methamphetamine, and a decrease in heroin and cocaine seizures. There were no reported currency seizures during this reporting period. There was an increase in the number of reported stolen vehicles (20 compared to last weeks 14), and an increase of recovered stolen vehicles (5 compared to last weeks 2), as reported by El Paso PD and or El Paso County SO. Of the total 1,306 lbs of marijuana seized at the POE s, 460 lbs was seized at the Bridge of the Americas POE (BOTA), 826 lbs at the Paso Del Norte POE (PDN), and 20 lbs at the Fabens POE. There were no reported seizures at the Ysleta POE, Santa Teresa POE or in the Lordsburg area. There were a total of 11 reported marijuana seizures across the POE s, and no reported cocaine seizures. The predominate concealment methods for marijuana during this reporting period were: vehicle quarter panels (3), fuel tanks (2), truck beds (2) and one each of the following: vehicle roof, glove box, cargo area, seat, speaker box, and one body carry. The El Paso PD reported 15 marijuana seizures totaling lbs and 5 cocaine seizures totaling kilos. EL Paso SO reported 4 marijuana seizures totaling lbs and 2 cocaine seizures totaling 1.8 kilos. Socorro ISD reported 1 marijuana seizure totaling 0.58 lbs.

21 Gang activity Gang activity for the week of 10 November 2011 thru 16 November 2011 Thirteen gang-related incidents were reported during this reporting period involving thirteen arrests of members from eleven different gangs. There were four criminal arrests, nine fugitive arrests, and three non-arrests. The incidents involved: Assault, Theft, Possession of Marijuana, and Possession of a Controlled Substance. 23 Additional Information (cont) On 11 NOV 2011, El Paso PD Auto Theft Task Force (ATTF) Officers responded to the Bridge of the Americas (BOTA) POE in reference a recovered stolen vehicle. ATTF Officers met with a State Farm Insurance Recovery Agent who stated that he recovered the stolen vehicle in Mexico and was returning the vehicle to the U.S. on behalf of the insurance company. ATTF Officers inspected and processed the 2008 Ford Escape, and released it to the Recovery Agent at the scene Ford Escape VIN: 1FMCU02Z48KA96790

24 Additional Information (cont) Marco A Molinar DOB:08/07/1987 On 14 NOV 2011, while working Southbound Operations at the BOTA POE, El Paso PD Officers observed a southbound 2005 Chevrolet Silverado 2500 with Texas Dealer paper plates. The officers stopped and inspected the vehicle. The driver, Marco Antonio Molinar, stated that he was traveling into Juarez to have the vehicle inspected because his uncle sold it in his car lot in El Paso and needed the vehicle inspected by the Mexican Aduanas (Mexican Customs). During the course of the investigation, Molinar continued to change his story. Further investigation by EPPD Auto Theft Task Force Officers resulted in notification that the vehicle was reported stolen out of Lakewood, CO on 20 OCT Molinar was arrested and booked into the El Paso County Jail Chevrolet Silverado 2500, VIN # 1GBHK24U55E126066

25 Additional Information (cont) On 9 NOV 2011, El Paso PD Officers conducted a traffic stop on a white Ford van for a traffic violation in the block of Gateway West. Further investigation revealed that the two male subjects occupying the vehicle, Eduardo Villafane and Sergio Navarro, were in possession of approximately 578 pounds of marijuana. The marijuana was packaged in 550 one pound bundles which were concealed inside wooden boxes and packaged in FedEx boxes. Contraband packaged in FedEx boxes in vehicle Villafane, Eduardo DOB: 12/15/1984 FBI #: 64853ND9 Navarro, Sergio A DOB: 02/03/1988 FBI #: 64820ND8 Prefabricated wooden boxes and marijuana bundles

26 Additional Information (cont) On 7 NOV 2011, El Paso DPS CID Agents recovered five stolen vehicles from Mexico. The property value of the vehicles recovered was set at $68, For the week ending on 10 NOV 2011, the Border Auto Theft Information Center (BATIC) received 2,900 inquiries/callers requesting information on suspicious vehicles. The BATIC Specialists responded affirmatively to 43 of the calls with stolen vehicle information being forwarded to the requesting officers. For the week, 24 vehicles were returned back to the U.S. with a property value calculated at $236,

27 El Paso JOIC s Sector Assessment (cont) El Paso City Wide index crime continues to show a decreased rate of 6% as compared to the same time frame last year. There is a 275% increase (13) in murders, a 28% increase (45) in sexual assaults, a 3% decrease (13) in robberies, a 6% decrease (649) in assaults, a 4% decrease (59) in burglary, a 7% decrease (894) in larceny, a 10% decrease (133) in vehicle theft, and a 1 % increase (23) in vehicle burglary. It is noteworthy that overall crime continues to remain low with the continued population increase.
