2 Introduction Mrylnd Stte Forest Conservtion Progrm Annul Report July 1, June 30, The Forest Conservtion Act (NRA ) requires tht on or before July I of ech yer, the Deprtment shll submit report tht shll include: (1) the number, loction, nd type of projects subject to the provisions of the Forest Conservtion Act; (2) the mount nd loction of res clered, conserved nd plnted in connection with development project; (3) the mount of reforesttion nd fforesttion fees nd noncomplince penlties collected nd expended; nd, (4) the costs of implementing the forest conservtion progrm; (5) the size, loction, nd protection of ny loclforest mitigtion bnks which re creted under locl or Stte progrm; (6) the number, loction, nd type of violtions nd type of enforcement ctivity conducted in ccordnce with this subtitle; nd (7) To the extent prcticble, the size nd loction of ll conserved nd plntedforest res, submitted in n electronic geogrphic informtion system or computer ided designformt. Art , Annotted Code of Mrylnd) Due to mendments dopted in 1994, the Deprtment is tsked with collecting individul reports from locl jurisdictions nd submitting collective report for sttewide Forest Conservtion ctivities. This report provides summry sttistics of reviews conducted by the locl jurisdictions nd the DNR- Forest Service Stte Forest Conservtion Progrm during the report period, nd detils dditionl ctivities in the Deprtment's implementtion of the Forest Conservtion Act. These ctivities cn include: ssistnce to locl jurisdictions, the biennil review of loclly dopted forest conservtion progrms, trining, recognition of outstnding exmples of development design in conjunction with Forest Conservtion, nd identifiction of qulified professionls. Since 1998 mendment, the reports submitted by the locl jurisdictions contin informtion on the previous fiscl yer's ctivities. The DNR- Forest Service reviews ll pplicble projects by: (1) Stte gencies; (2) Stte-funded projects conducted by locl jurisdictions; (3) ny projects conducted by locljurisdiction which does not hve locl progrm in effect; nd (4) ny projects mking ppliction to locl jurisdiction which does not hve locl progrm in effect (COMAR I). This review is conducted from the Forest Service's four regionl offices with ssistnce nd coordintion from its Hedqurters office in Annpolis. The informtion reported contins informtion on the current fiscl yer's ctivities. For both locl jurisdictions nd the DNR-Forest Service, only those projects tht hve received finl forest conservtion pln pprovl re reported. This under represents the totl number of reviews conducted ech yer, becuse every project requires the review of both Forest Stnd Delinetion nd Forest Conservtion Pln, nd project my hve been reviewed during the yer without pplying for nd receiving finl pprovl. Overll Summry The combined locl jurisdictions nd DNR-Forest Service reports indicte: 20 counties nd 32 municiplities hve submitted nnul reports. Reports re missing from the following jurisdictions: Anne Arundel, Croline, Chrles, Dorchester, Tlbot, Wshington, nd Wicomico Counties nd tlumerous towns. 1,144 ctivities subject to Forest Conservtion regultions were reviewed; 572 were exemptions. 6,670 cres of existing forest on 14,542 cres of net trct re were reviewed. (46% forest cover)

3 2,352 cres of forest were pproved for clering (16% of existing forest under review) 931 cres of forest were plnted nd 4,186 cres were plced in long-term protective greements., Locl Jurisdictions reports (see Tble I nd Ib for individul reporting): 1,105 ctivities subject to Forest Conservtion regultions were reviewed; 556 were exemptions. 6,582 cres of existing forest on 13,766 cres of net trct re were reviewed. (48% forest cover) 2,321 cres of forest were pproved for clering (17% of existing forest under review) 924 cres of forest were plnted nd 4,101 cres were plced in long-term protective greements. DNR-Forest Service report (see Tble 2): 39 ctivities subject to Forest Conservtion regultions were reviewed; 16 were exemptions. 88 cres of existing forest on 776 cres of net trct re were reviewed. (11 % forest cover) 31 cres of forest were pproved for clering (4% of existing forest under review) 7 cres of forest were plnted nd 85 cres were plced in long-term protective greements. Fees-in-lieu of mitigtion collected $13,329.36; expended $0 on tree plnting. Additionlly $0 ws wrded through grnts to municiplities, homeowners' ssocitions nd schools. Enforcement ctions 0; penlties ssessed $0; fines collected $0. Deprtmentl Assistnce to Locl Jurisdictions Assistnce in the Development nd Implementtion of Locl Progrms All progrm submissions nd mendments re reviewed in detil by the Deprtment's Forest Conservtion stff nd the Director of the Forest Service. 1) Reviewed ordinnces mendments for: Montgomery, Prince George's, Tlbot, Wshington, Worcester, St. Mry's, Anne Arundel, Crroll, Cecil nd Tlbot Counties nd Middletown, Poolesville, Frederick City, Hgerstown, Rockville, Githersburg, Lytonsville, nd Bel Air. 2) Provided project review nd implementtion ssistnce to locl jurisdictions: Cecil nd Crroll counties nd vrious municiplities. The sttus of the 142 jurisdictions with plnning nd zoning uthority in the Stte is noted In Appendix 1. Biennil Reviews of Locl Forest Conservtion Progrms The Forest Conservtion Act requires tht the Deprtment conduct reviews of locl forest conservtion progrms every two yers. In the process of conducting the progrm reviews, stff ssesses the complince of the locl progrm with the intent nd stndrds of the Forest Conservtion Act nd identifies necessry refinements. Since 1994, the Forest Service offered its Forest Conservtion for Qulified Professionls Course, 40 hour course, through community colleges round the Stte. The forest conservtion course hs been offered by Crroll Community College, through distnce lerning progrm between Allegny Community College/Anne Arundel Community/WorWic Community College, nd is included in five-course curriculum for Certificte in Forest Ecology nd Mngement offered by Johns Hopkins University. To dte pproximtely 800 persons who hve pplied to the Deprtment hve met the Deprtment's criteri for other qulified professionls (COMAR ) nd hve been pproved to prepre Forest Stnd Delinetions nd Forest Conservtion Plns. These re in ddition to the over 650 licensed lndscpe rchitects nd 350 licensed foresters who my prepre Forest Stnd Delinetions nd Forest Conservtion Plns ccording to Nturl Resources Article nd , Annotted Code of Mrylnd.
