1 Summary of Trail Proposal: Cuyuna Connection and Cuyuna Hills ackcountry Trail PROPOSED TRIL DEVELOPMENT PPLICTION SUMMRY Township 46 Range 29 (City of Cuyuna) section 1 Township 47 Range 29 (City of Cuyuna) section 36 Township 47 Range 28 (City of Cuyuna) sections 31 & 32 Township 47 Range 28 (Rabbit Lake Township) sections 32 & 33 Crow Wing County Land Services 12/21/27 The Cuyuna Lakes Mountain ike Crew, a chapter of the International Mountain ike ssociation (IM), wishes to develop approximately miles of new trails in east-central Crow Wing County, within the City of Cuyuna and Rabbit Lake Township, as a designated single track mountain bike recreation trail system. Within areas under Crow Wing County management, 9.33 miles of the total miles in this project plan are being submitted for approval by Crow Wing County. Other parts of the trail system require approval from other jurisdictions, including the City of Cuyuna and the Minnesota Department of Natural Resources (MN DNR) of which all have been granted except the MN DNR, which will be formally sought after receiving Crow Wing County approval. The proposed trail will include designated non-motorized uses by mountain bikes (summer), hikers, and groomed fat-tire bicycling (winter). If formally approved by both Crow Wing County and the State of Minnesota, development and maintenance of the recreation trail system would be paid for through private funds already generated from the Cuyuna Lakes Mountain ike Crew and a matching grant from the Hallet Fund for a total funding of $670,000. One new trail head (parking area) is proposed just south of Iron Hub Road in the City of Cuyuna. The proposed recreation trail system will be open to mountain biking and hiking from May through early November, and then groomed from December through March for fat tire bicycling and snow shoeing. Scope of Project: The proposed trail area encompasses 800 acres of Crow Wing County managed public land and more than 320 acres of State (DNR) managed forestland. ll miles of proposed trail (including 9.33 on County managed land) are new trails. This trail proposal would connect to and link to over 30 miles of state and regional significance to the southwest, in the Cuyuna Country State Recreation rea. This would create a contiguous loop of over miles of designated single track mountain bike trails in Crow Wing County. Summary of Trail Purpose and Intended Uses: The purpose of the trail, as per the Crow Wing County Comprehensive Plan, is to provide diverse recreation opportunities that are accessible to people of all ages and abilities, while preserving the County s high quality natural areas and open spaces. The proposal has been evaluated by professional County natural resource managers consistent with the process identified in the Crow Wing County Comprehensive Recreation Trails Plan that was approved by the County board on February 14, 22. The designated use of the trail is for mountain bikers and fat tire bicycles, but can also be used for hiking and snow shoeing as well. Proposed Trail Development Plan: The following steps will be taken prior to official recognition as a designated, managed trail system: Page 1 of 3

2 1.) Cuyuna Lakes Mountain ike Crew receives formal project support from Crow Wing County (County oard approval). 2.) Cuyuna Lakes Mountain ike Crew secures approval from the Minnesota Department of Natural Resources for development of trails on State owned DNR land in Section 36 City of Cuyuna. 3.) Cuyuna Lakes Mountain ike Crew obtains necessary permits and approvals for trail construction including a NPDES pollutant discharge permit. 4.) Crow Wing County issues the Cuyuna Lakes Mountain ike Crew the trail permit. 5.) Cuyuna Lakes Mountain ike Crew flags proposed new trail construction trails in accordance with the approved trail alignment. 6.) Proposed new trail segments are constructed/developed by contracted services or by the Cuyuna Lakes Mountain ike Crew. 7.) Cuyuna Lakes Mountain ike Crew installs appropriate safety and regulatory signage in a similar fashion to existing mountain bike trails in the CCSR. Club also installs trail infrastructure as identified in the application and project plan (i.e., gates, parking area, etc.). 8.) Crow Wing County and Cuyuna Lakes Mountain ike Crew creates trail map and other paper and electronic literature for trail use (i.e., safety, informational, advertising). Crow Wing County designs and installs 3-panel information kiosk at new parking area. 9.) Cuyuna Connection and Cuyuna Hills ackcountry Trails officially recognized as a recreation trail system and has regional and state significance as such. Trail Signage Plan: The Cuyuna Lakes Mountain ike Crew will utilize the same signage scheme used on the existing mountain bike trails within the Cuyuna Country State Recreation rea (CCSR). Safety and regulatory signage will provide useful and necessary information to trail users in a consistent manor. ll trails will be identified for the intended uses to ensure users have a safe experience and the natural resources are protected. 3-panel design kiosk will be designed and installed by Crow Wing County at the proposed new parking area just south of Iron Hub Road. Crow Wing County will provide digital maps on its website and a limited number of printed maps at the Land Services Department entryway. Junction trail maps will be provided by, installed, and maintained by the Cuyuna Mountain ike Crew. The Crew also has plans for a separate kiosk describing County managed lands as working forests with active forest management efforts in addition to recreation opportunities. ll signs, gates, and other hardware and infrastructure will be paid for by private funding and the Cuyuna Lakes Mountain ike Crew. ll infrastructure will be installed by the club as well. Enforcement: oth the Crow Wing County Sherriff s Office and DNR Conservation Officers respond to and enforce state violations in Crow Wing County. While development, maintenance, and monitoring will be led by the Cuyuna Page 2 of 3

3 Lakes Mountain ike Crew, all enforcement will be conducted by licensed law enforcement officials who have jurisdiction to enforce laws on and around the recreation trails. Proposed Trail Maintenance Plan: NOTE: ll maintenance will be performed by the Cuyuna Lakes Mountain ike Crew. Early spring (thawing conditions, frost coming out of the ground): Trails are closed to all recreation uses. July Late spring (post-thaw, emerging vegetation): Removal of debris and general repairs from winter months. Summer (full vegetation): Where needed, trails are weed whipped to remove treadway vegetation. Periodic storm cleanup following significant storm events. Fall (decreasing vegetation): General maintenance and monitoring of the trail surface and adjacent vegetation. ig game firearm hunting season: Trails are closed for all recreation uses. Early winter: Trails are open, though they may be closed if weather and temperatures create conditions that could damage the trail tread. Mid-winter (snow): Trails are groomed with a small utility snowmobile with grooming drag. Grooming will be performed based on trail conditions and snowfall. Groomed trails will require fat tire mountain bikes for bicycle usage. Late winter: Trails are open, though they can be closed if weather and temperatures are creating conditions that could damage the trail tread.
