3 USDBC and USADPLC offer a Seminar on Labeling The USA Dry Bean Council and the USA Dry Pea and Lentil Council will have the opportunity to offer to the legume importers in Mexico a technical seminar on the new Front Labeling Regulations, which have caused some confusion as of how to apply the information in the packaging. This new front labeling requirement will affect all packaged grains including dry beans, peas, lentils and chickpeas as well as other foods in general. The seminar was organized by Mercalimentos Consultores de in-market reps for USDBC and USADPLC and the invitations have been sent to the trade, including the Grains and Basic Product Council (legume importers). The verification and private company NORMEX will be in charge of making the presentation at no cost. This seminar will take place Wednesday April 29 th at 3:45pm for registration at the Uxmal room at the Hotel Presidente Intercontinental, Campos Eliseos 280, Polanco, Mèxico D.F. We will continue reporting any further important developments becomes available. For the time being, we will await for the announcement of the 2015 Spring-Summer planting intentions report to be announced soon. As reported before, prices paid to producers by elevators participating in the government s Bean Collection Program, paid 10 thousand pesos per MT, including the quality premium /subsidy. Prices in the free market in Zacatecas and Durango are around 8 thousand pesos per kilo. Multi Annual Bean Quota Permits for Countries Outside of NAFTA and Situation in 2014 The multiannual quota permits to import up to 100 thousand MT of beans from countries outside NAFTA were announced as usual however, these were cancelled for this year since there was no need to increase bean supply in Mexico. It is expected that this 2015 will happen the same. USDBC Mexico March 2015 Report 4
6 Trade Policy: Zero Dirt Tolerance and potential palletization of Bean and Lentil Shipments To this date March 2015, all kinds of grain shipments coming (mainly) from the U.S. and from Canada, continue to be stopped at the border unless importers resolve the situation through the processing of the beans at in-country authorized plants or through other measures. SENASICA recently published an updated version of their rules for processing beans in-country at an authorized cleaning plant and it has the same rules as the one originally published in The only change detected in the procedure is the addition of the following statements making a reference to NAPPO: 2.2. The North American Plant Protection Organization (NAPPO), defines Soil as the lose material on the land s surface where plants grow, which in most cases it is formed by disintegrated rock with a mix of organic material. Also, NAPPO has recognized that the most frequent form of Soil mobilization in the world, is as a contamination agent in the shipping of products, and that the Soil represents a high risk situation for the dispersion of a variety of plague including bacteria, fungus, insects, nematodes, weed, etc. The potential palletization of grains for the moment, does not seem to be an issue for legumes, popcorn and sunflower seeds, however, we consider that the message from SENASICA is to automatize as much as possible products handling and phytosanitary inspection processes to avoid product contamination during the inspection and freight transfer process to reduce time. CENTRAL MARKET PRICES AND SALES ANALYSIS BY USDBC USDBC Disclaimer: In the following section the USDBC Mexico office analyzes dry bean prices from SNIIM reports. In addition, the USDBC Mexico office place calls to the Mexican trade to complement the information. The USDBC will not be responsible for third party transactions based on this report. Comments from the Industry: The Mexican trade asked about the 2015 planting intentions and production projections. They commented that the market has enough beans for the remaining months of this year. When we asked about the possible imports of dry beans from other countries (China), they stated that they continue to receive samples and pricing from Chinese exporters with good quality and very low prices. However, they do not foresee the implementation of the yearly import quotas for countries outside NAFTA as there are enough beans in the market, unless Mexico starts suffering another drought situation as in the past. The trade also commented this month that bean and lentil shipments continue to be stopped by health authorities at the border. Wholesale and Semi-wholesale Prices Report US Black beans prices in Mexico City remained stable at around 19 pesos per kilo average. In Monterrey, prices of these beans had a slight reduction of 8.7% but still selling at 20 pesos per kilo. In Guadalajara, US black beans recovered 8% and are selling at around 19 pesos per kilo. Mexican black beans can be found from 13 to 18 pesos per kilo. Prices of Mexican black beans in general had a recovery in March. US Pinto beans: In Mexico City, and in Monterrey, registered price increases selling at (6%) and 18 pesos per kilo (10%) respectively. Mexican Pinto beans can be found from 10 to 13 pesos per kilo in the most important markets in Mexico. U.S. Alubias: small and large alubias can be found from to 22 pesos per kilo in the market. 7 Peruanos, Mayocoba, Azufrados. Prices of these beans showed high prices in February around 20 pesos per kilo. Colored varieties: Bayos, Canarios, Flor de Mayo and Flor de Junio.- prices of these preferred Mexican varieties are high, around 20 pesos per kilo. The highest price found corresponds to Bayo Berrendo regional variety from Jalisco selling at 25 pesos per kilo. Some Bean Growers did not Receive 8 thousand pesos per MT El Siglo de Durango March 25, 2015 Almost two months after the end of the Spring-Summer Bean Collection Program, SAGARPA announced that there are still around a thousand producers that did not receive the 8 pesos per kilo payment, according to Pedro Cortes, leader of the ODC Plan de Ayala, a producers organization. He lamented that some of the elevators participating in the 2014 government s collection program have not paid to the producers which means that there are still around a thousand families that have not received their money. These are very small elevators that argue they have not received the resources from the government to pay to the producers Inconsistencies in Bean Collection Program El Siglo de Durango March 20, 2015 In spite of the rules and restrictions implementer in the Bean Collection Program, ASERCA has detected that at least 10 percent of the total producers in the program did not comply with all the requirements, some of them informed that planted beans but the reality is that they planted corn. Agustin Resendiz from ASERCA Durango, informed that they are in the process of revising the close to 6 thousand applications received for the program and until now they have found a little more tan 600 defaulting. ASERCA will pay 12.8 million for Damaged Beans Express Zacatecas March 18, 2015 MÉXICO, DF. ASERCA, ASERCA s Ag. and Trade and Market Development Agency will support as an exception, the 6,400 MT of beans damaged by the atypical rainfall which did not let them comply with the quality norm to be received by the elevators in the collection program. Producers from Fresnillo, Sain Alto and Miguel Auza will receive 12.8 million pesos. 95 Thousand MT of Beans Collected in Sombrerete NTR Zacatecas March 13, 2015 Sombrerete. Despite of the fact that 5 thousand people in Sombrerete are dedicated to produce beans, only 3 thousand sold their beans to the elevators participation in the bean collection program and approximately 40% sold their beans to intermediaries (coyotes). According to Sergio Marquez from Social Development, the program surpassed its objective of collecting at least 90 thousand MT, since they received 95 thousand MT. He explained that many opted to sell to intermediaries because they would not wait for the 15 days that the program takes to pay and some other did not comply with the norm. 9 Proof of High Quality Protein in Beans Énfasis Alimentación March 3, Research shows that black beans have an important content of proteins, minerals and fat. In the last 10 years, black bean production in Mexico has decreased 10 percent. Research made on animals, proved that black beans have a high quality protein content in comparison with soybeans and casein from milk, according to Dr. Armando Tovar from ILSI Mexico (International Life Sciences Institute) during the Traditional Foods of Mexico conference. During this event, the researcher said that black beans have an important content of protein (21%), carbohydrates (62%), minerals (calcium, iron, magnesium, zinc, etc) and a small content of fat (33% polyunsaturated fat). Historically, the first findings of beans in the American Continent were made in the United States, Peru and particularly in Tehuacan, Puebla and Ocampo. There is evidence that beans were consumed 5 thousand years B.C. Currently beans in Mexico are used: 78% por human consumption, 7% for seed and small amounts for the industry and livestock. Economic Report Mexico continue suffering for the low oil prices and the deficit caused by this situation will be compensated in part with a reduction of the public budget affecting mainly, important social programs and resources for states. The reduction will be equivalent to 0.7 percent of the nation s GDP or 135 billion pesos. While the Government is projecting that part of these resources will be recovered in part with the Energy Reform s projects to be executed, there is no certainty as of yet. On the other hand, Mexico s insurance contracted to secure a minimum oil price of 70 U.S. dollars per barrel, has not been effective until now since it is necessary to comply with a period of time for it to be valid. Coverage for 2016 is not secured as of yet, however, oil prices have been estimated at 50 U.S dollars per barrel for next year. The Inter-American Development Bank presented this month the different scenarios for the growth of Latin America and reported that they expect that Mexico will have a growth between 2015 and 2017 of around 3.4 percent. However, they warned that if the European and Japanese economies continue to delay its recovery, Mexico would only have a growth of 2.7 percent. A third scenario proposes that the delayed European recovery combined with an accelerated U.S economy and low oil prices, Mexico will be growing at a pace of 3 percent annual. In any of the three scenarios, they projected that the average GDP growth for oil exporter countries will be 3.6 percent. The Mexican Global Economic Indicator showed better results than the different analysts expected, with good results in the domestic consumption, which will yield better results in the coming months. The better performance of the manufacturing sector, has improved results for the trade and transportation sectors. Retail sales also reported an improvement and lower inflation are also good signs. According to specialists, once the manufacturing sector starts benefiting from the strong external demand and the Mexican currency depreciation, the Mexican economy is expected to start accelerating in the next quarter of the year. However, IMEF s (Mexico s Financial Executives Institute) this month explained that Mexico continues to show a weak recovery with a very slight growth of the manufacturing sector of 1.2 percent and weakness of the trade and services sectors. 10 The Mexican Central Bank expects a growth of between 2.5 and 3.5 percent in the frame of an unfavorable international environment with decreasing oil prices and a strong U.S. dollar. They stated that Mexico s exports registered a lower growth as a result of the lower growth of the manufacturing industry in the United States. Exchange Rate The Central Bank (BANXICO) informed that they will continue vigilant of the exchange rate behavior in order to ensure the market s flow, and intervene according to the mechanisms established only in the case of highly erratic behavior of the currency. Agustin Carstens. Central Bank s Director explained that the first defense is to allow the exchange rate s adjustment according to the market, letting the Mexican currency depreciate or appreciate. This March, the Mexican Peso surpassed historic maximum values reaching pesos per U.S. dollar, in part because of the lower price of oil that decreased the U.S. dollar income, but in general because of the stronger U.S. currency. Thus BANXICO has implemented mechanisms to avoid the parity reaching abnormal high levels, bidding 200 million U.S. dollars when the Mexican currency devaluates more than 1.5 percent in one day. The measure is only in case of emergency and it was applied once in December 2014 and just this March 6 th. Since March 11 th, 2015, BANXICO implemented another measure bidding 52 million U.S dollar per day and it will be enforced until June 8 th, when BANXICO will evaluate whether to continue with it or not as the government does not intend to control the Mexican Peso-U.S Dollar exchange rate. Analysts consider that this is not an alarming situation, however, it is something all sectors must to pay close attention to. Average exchange rate in the month of March was pesos per U.S. dollar. Exchange rate on the last business day of March 2015 was pesos per U.S. dollar.
