1 WASTE PREVENTION AND MANAGEMENT PROGRAMME , MEXICO SERGIO GASCA - ALVAREZ MINISTRY OF THE ENVIRONMENT AND NATURAL RESOURCES 2013
2 The Environmental National Policy in Waste Management In July 2007, President launched the National Programm of Waste Prevention and Management (NPWPM), wich look to impulse the prevention and integrate management of the MSW, SW, HW, MW, in base on a 3R s strategy, for instance, a) reduce the generation, b) sorting at source, c) recycling, d) promote the waste to energy and e) restricted the unappropriate final disposal of waste, in a share producer responsability framework. Total cost of Implementation of the NPWPM its ~ 9 billion pesos during Investment for Government, Privat sector, and public-private partnerships.
3 Main actions of the NPWPM Increase, diversification and opening financial options to developing new waste infrastructure Updating and modernizing the legal and administrative framework Promote the State/Municipal NPWPM Promote of new infrastructure for integrated waste management: integral Plant for waste treatment, Transfer stations; Selections plants, Waste to Energy Plants, Composting Plants and Landfills. Closure and Sanitation of dumps CDM Projects Design and negotiation of Management Plans for priority national currents for ex. Tires, Batteries, End of Life Vehicles, Agricultural waste, e-waste and Debris or demolition waste. Developing national environmental information system for waste Training programs and media campaigns and events Compliance with international commitments (Rotterdam, Basel, Stockholm, etc.).
4 Strategies to achieve the Target To promote the elaboration of legal and management instruments in order to respond at needs, priorities, and regional circunstances. For example: - To promote the elaboration of Statal and Municipal Integral Management Programs, according with NPPWM - To Develop of legal instruments (norm, reglaments, law, etc) - To Develop of economical instruments to support the better waste management - To promote the coordination between national, statal and municipal authorities To promote activ participation of society to reduce the waste generation rate, sorting of solid waste at source, to improve the appropriate management of waste
5 Strategies to achieve the Target To promote active participation of society. To use the natural resources with efficiency and responsability To reduce the unnecesary consumption of goods, To reduce waste disposal rate in base on reuse, recycling, compost, energy recovery. Special effort to promote the management plan of ELV, e-waste, Construction Waste, End of Life Medicine, Organic Matter. To have enough and appropriate infrastructure for refuse collection coverage, sort at source, recycling, treatment and final disposal. To elaborate the information waste system.
6 Implementation progress of the NPWMP Agreements were signed for implementation of NPWPM with 17 states for projects evaluated during 2008 and the first part of 2009 for 42 projects = 450 MPesos, in 2010 are around 150 projects = 539 Mpesos (in analysis) We have completed three state programs for prevention and integrated waste management: Distrito Federal, Estado de Mexico, Quintana Roo and an intermunicipal in Mazamitla, Jal. Organization of the waste section of the National Environmental Information System Expanding financial options: FONADIN, Metropolitan Fund, BECC, SEDESOL, SEMARNAT for studies, equipment, infrastructure and sanitation. Private sector participation is possible Design distance learning course in Waste Management
