2 Background BCRC-Caribbean was established under the Framework Agreement between the Secretariat of the Basel Convention (SBC) and the Government of the Republic of Trinidad and Tobago (GORTT) signed in Geneva on October 29 th The BCRC-Caribbean is a National Institution, constituted as a corporate Body under Act #2 of 2008 of the Laws of Trinidad and Tobago, and hosted by the Ministry of Housing and the Environment (MHE) of the GORTT.

3 Background MHE provides support in kind and in cash for the routine operation of the BCRC- Caribbean. Support in kind is provided through fully paid up premises and services costs and the salaries of the four key staff of the Centre. Support in cash is provided by way of an annual contribution of $100, USD to the operation of the Centre.

4 Background BCRC-Caribbean represents the following countries in the Caribbean - Belize, Cuba, The Bahamas, Jamaica, Dominican Republic, Antigua and Barbuda, The Federation of St Kitts and Nevis, Dominica, St Lucia, St Vincent and the Grenadines, Barbados, Trinidad and Tobago and Guyana. Suriname is expected to be included in BCRC-Caribbean is governed by a Steering Committee drawn from the host country, mainland territories, Windward Islands, Leeward Islands, Spanish Speaking Islands.

5 Status of BCRC-Caribbean The BCRC-Caribbean is now fully operational and open for business. We have prepared a draft of our Business Plan for and will have it ratified by our Steering Committee in January Steering Committee meets once per year as a minimum to review work activities of the BCRC- Caribbean and to provide direction and focus to the issues of importance to the Caribbean Territories. Next Meeting carded for Jan 16 th 2012.

6 Proposed Workplan for Training Training Course in Legal Framework, Proper Labelling and Identification of Hazardous Waste for Customs Officers. Training Course in Policy and Implementation Strategy Development for Integrated Waste Management at a National Level for Statutory Corporation Managers and Landfill Operators.

7 Proposed Workplan for Technology Transfer Conduct of Needs Assessment for Small Island States in the Caribbean Regarding National Policy and Legislative Framework for Integrated Waste Management. Workshop on Business Opportunities to be Created from Integrated Waste Management at a National Scale for Entrepreneurs.

8 Proposed Workplan for Specific Projects 1. Waste Oil Disposal and Destruction Project for Trinidad and Tobago Update national inventory of use and disposal Review Policy and Enabling Legislation to facilitate waste oil collection, re-refining, disposal and destruction. Conduct Strategic Assessment of appropriate Technologies that can be applied Develop Pilot Project with Private Sector Investors Transfer Technology to other Caribbean islands.

9 Proposed Workplan for Specific Projects 2. Partnerships University of Trinidad and Tobago, University of the West Indies and Caribbean Industrial Research Institute for training programme development and development of projects in waste reduction at source and development of recycling technologies. Trade and Industry Groups for implementation of environmentally sound management of wastes both training and technology transfer. Regulatory Bodies for development and update of policy and legislation regarding integrated waste management.
