3 International Business Aviation Movements in Japan In Japan, international business aviation movements are on the rise (Average annual rate of increase for the period : 3.3%) International business aviation movements for the period Jan. Oct increased by 27.4% compared to that of the previous year. In 2014, those at airports in the Capital Region alone accounted for 63% of the total. 4 Efforts made by Haneda Airport to Improve the Accessibility 1. In Sept. 2014, the dedicated traffic line opened and priority parking spots in front of the Int l Terminal were allocated to business jets, and business jet users can save 30 minutes. 2. To keep pace with business jets that are getting bigger, the number of parking spots for large jets have been increased in the BJ parking area. 5 Efforts made by Narita Airport to Improve the Accessibility 1. The new route between BJ-parking area and BJ-terminal opened in Sept. 2014, and BJ users can save 8 min. 2. The numbers of spots for all types of business jets including large BJs and spots for loading/unloading BJ passengers have increased. 3. 6 Measures taken for Improving Business Aviation Accessibility (FY2015) Haneda Airport Monthly application period for landing slots was short, and it was difficult to arrange the itinerary. As a remedy to this issue, moved the dates for monthly application/confirmation forward. Earlier Dates for Application/Confirmation - March 2016 <Until February, 2016> Apply by the 15th of previous month Confirm on the 25 th of previous month 5 days earlier <After March, 2016> Apply by the 10 th of previous month Confirm on the 20 th of previous month Kansai Int l Airport VIPs and passengers attending international conferences and business jet travelers used to queue for immigration among passengers arrived via commercial flights, taking a long time to pass through. 7 Future Directions for Improving Business Aviation Accessibility Flying into Haneda and Narita Int l Airports by business jets are in high demand. And in 2015, the number of flights increased by slightly more than 20% over the previous year. Especially at Haneda Airport, some landing slot requests may be rejected due to landing slots/parking stands shortages. With this in mind, JCAB will further improve the accessibility through close coordination between Haneda and Narita International Airports. The government plans to take the following measures. Haneda Airport Increase the number of landing slots for business jets (currently 8 slots/day) Raise the priority of business jets in case there is a schedule conflict between a business jet and an official jet, etc. Increase the number of aircraft to be parked in stands. etc. Enhanced Partnership Narita Airport Discuss further improvements, including reduction of time from landing to Immigration/customs formalities. 6

8 Efforts made by Other Airports to Improve the Accessibility Five other airports are making efforts to improve the accessibility of Business Jets by developing CIQ facilities, traffic lines exclusive for business jet users and so forth. Kobe Airport Maintain traffic line exclusive for business jet users Nagoya Airport The first Business Aviation Terminal in Japan (CIQ facilities + Lounge) opened in Maintain traffic line exclusive for business jet users Mt. Fuji Shizuoka Airport Hangar can accommodate two B737 type of aircraft. It has reception counter, VIP lounge, waiting lounge for BJ users. Chubu Int l Airport Business Aviation Terminal (CIQ facilities + Lounge) Kansai Int l Airport Hangar Provides Maintenance Support It is in 24-hour operation Easy to access to/from major cities such as Osaka, Kobe and Kyoto 7
