2 October 1, 2004 Greetings from Fond du Lac! Please find enclosed the technical program and registration information for the 2004 APWA Fall Conference. We look forward to having everyone visit Fond du Lac to help us celebrate 50 years of Public Works in Wisconsin. This years Fall Conference will be held at the historic Ramada Plaza Hotel in downtown Fond du Lac. We ll begin the conference on Wednesday with a golf outing at Whispering Springs Golf Course and an afternoon tour of Mercury Marine. To complete the day, we ll have the Get Acquainted Party with a pig roast at Whispering Springs Clubhouse. Shuttles will be available from the Ramada to the pig roast and back again throughout the evening. As always, Thursday and Friday will include many interesting technical sessions and for the guests, some tours and shopping sure to entertain. Thursday evening s banquet will be held in the Crystal Ballroom at the Ramada we ve got some great food and entertainment scheduled. Friday s lunch will complete the conference with the installation of new officers and presentation of door prizes. The Ramada Plaza Hotel has a Starbucks, TruBlu lounge with entertainment, Cibo Restaurant, fitness center, pool and covered parking next to the hotel. Fond du Lac is a wonderful fall destination so mark your calendars and send in your registrations. This will be a conference you won t soon forget so please join us on November 3rd, 4th and 5th. A transportation engineer and planner, he came to Northwestern in 1992 after a quarter-century career in the public sector including Deputy Public Works Commissioner and Budget Director of the City of Chicago and Budget Director, Parks Director, and elected County Executive of Milwaukee County, Wisconsin, as well as transportation planning agencies in southeastern Wisconsin and northeastern Illinois. His professional interests include public infrastructure management, land use and infrastructure, and infrastructure project implementation. Hugh N. Anderson is an attorney with Wickwire Gavin of Madison and his practice areas include construction, surety and fidelity, insurance and environmental law. Some of his client experience includes defending project owners against claims involving misrepresentation of existing site conditions, delays and failure to adequately administer the project. Mr. Anderson received his B.A. and M.S. from the University of Wisconsin- Madison, and his J.D. from Stanford Law School. His publications include State Public Construction Law Source Book and Fifty State Public Construction Contracting. Mr. Anderson educates members of various professional and trade organizations on legal issues through his speaking engagements. James N. Christman is a nationally recognized attorney, having practiced public utility, environmental and water rights law for 28 years. He maintains detailed knowledge of current water rights legislation and regulation. He has extensive experience writing and lecturing on water rights issues. Mr. Christman earned a B.S. in Physics from the University of Illinois before receiving his law degree from the University of Michigan and is a lecturer at the College of William & Mary. He is a partner in the firm of Hunton & Williams in Richmond, VA. Charles A. Hansen is the Chairman and Chief Executive Officer of Hansen Information Technologies. He has been with the company since 1986 and has been a member of the Board of Directors since Chuck began his career with Arthur Andersen & Co. and later served as Vice President, Finance for a Texas-based New York Stock Exchange (NYSE) bank holding company. After returning to California, Chuck worked with Menlo Ventures and became Vice President of a computer graphics company, later sold to E.I. DuPont. Chuck has been a visiting course lecturer at the Department of Engineering Professional Development, University of Wisconsin, Madison, for over ten years. Chuck received his B.S. from the University of California, Berkeley (1978) and his M.B.A. from the Anderson School of Management at UCLA (1982). Terry F. Ludeman is Chief of the Office of Economic Advisors in the Wisconsin Department of Workforce Development. He also served as Chief of the Local Workforce Planning Section and as the Department's Labor Market Analyst for the Waukesha, Ozaukee, Washington county area. Mr. Ludeman has been developing and providing labor market information for Wisconsin since Mr. Ludeman received two Bachelor degrees from the University of Wisconsin - Parkside and a Masters degree in Economics from Mankato State University. Martin V. Melosi is Professor of History at the University of Houston. He is internationally acknowledged to be a leading figure in the history and policy of public works. The author of nine influential books in urban history, environmental history, and diplomatic history, Professor Melosi is an international authority on pollution and urban technology, and has been a visiting professor at the University of Southern Denmark, the University of Paris and the University of Helsinki. His books include Effluent America, Thomas A. Edison and the Modernization of America, Coping with Abundance, Garbage in the Cities, and Pollution and Reform in American Cities. Professor Melosi, Past President of the National Council on Public History and the American Society of Environmental History, is director of the Institute for Public History. The National Endowment for the Humanities awarded him a major grant resulting in the award-winning book entitled The Sanitary City. Kevin Soucie is a consultant on transportation policy and government affairs with Soucie & Associates, based in Milwaukee. He received his B.A. in economics and political science from McGill and his M.A. in urban planning from the University of Wisconsin, Milwaukee. He was elected to three terms in the Wisconsin Assembly from 1974 through 1980 and chaired its transportation committee during his third term. He served as Director of Intergovernmental Affairs for Milwaukee County from 1989 through His transportation consulting work has encompassed freight rail, highways, and urban transit issues. He has chaired the Milwaukee City Transportation Commission and has been a member of the Milwaukee City Plan Commission. Joe Toole joined the Federal Highway Administration in 1975 and has held various positions both in the field and in Headquarters offices. Joe is FHWA's Director of Professional Development and a member of the Agency's Leadership Team. In addition to directing the NHI, LTAP and University programs, the office also sets the strategic direction for all internal and external training and development activities.

Go to second stop light (this should be Main Street) and turn left on Main Street. Go approximately five blocks and the Ramada is on Main and Division Streets. Directions to the Ramada from Appleton Take 41 South to Highway 23 Exit. Go East (turn left off of exit) on Highway 23. Stay right on Highway 23 until Main Street (you will be going through five stop lights). On the sixth light turn right on Main Street. Stay on Main Street for three blocks. The Ramada is located on Main and Division Streets.
