2 2 SAYANG SEMBAWANG Dear Residents, It s the last lap of It has been a fulfilling year for the community this year. There are many exciting developments coming up. Often, we may forget the team of people who are working hard to make our homes a better place to live in. A simple hello and a smile when you see our conservancy workers will be nice. The last quarter of this year has been busy. The rejuvenated Jelutung Harbour Park was reopened, and we enjoyed a hearty workout climbing stairs at the Vertical Challenge. Residents of all ages turned up for the celebration and it reminded us of our childhood when the young ones rushed to play in the water except that this was a brand-new water playground. Deepavali was celebrated across the GRC with vibrant lights and gatherings. The last stretch of 2018 should be as fulfilling as the beginning. Gear yourself up for adventures around the neighbourhood this December holidays. I sincerely wish all residents a Merry Christmas and a blessed New Year in 2019! More trees were planted in our neighbourhood during our annual Tree Planting Day held across all divisions in Sembawang GRC. Penduduk yang dihormati, Kita kini memasuki bahagian terakhir bagi tahun Ini merupakan tahun yang amat memuaskan untuk semua. Terdapat banyak perkembangan yang menarik menanti. Suku terakhir tahun ini merupakan waktu yang sibuk bagi kita. Jelutung Harbour Park yang melalui proses renovasi sebelum ini telah dibuka semula, dan kita dapat menikmati senaman memanjat tangga yang mencabar melalui Vertical Challenge. Penduduk dari pelbagai lapisan umur telah hadir pada perayaan pembukaan dan ia mengingatkan kita tentang zaman kanakkanak apabila anak-anak muda bergegas bermain dengan air namun bezanya ini adalah taman permainan air yang baru. Banyak pokok telah ditanam di sekitar kejiranan kita semasa sambutan tahunan Hari Menanam Pokok yang berlangsung di Mr Vikram Nair Chairman seluruh GRC Sembawang. Sering kali kita mungkin lupa mengenai pasukan yang bekerja keras menjadikan kejiranan ini sebagai tempat hidup yang lebih baik untuk didiami. Memberi salam dan senyuman kepada pekerja penyengaraan kita setiap kali melihat mereka adalah sesuatu yang bagus untuk menunjukkan penghargaan. Sebelum bermulanya musim cuti sekolah, perayaan Deepavali telah diraikan penuh ceria dengan cahaya serta perjumpaan di seluruh GRC. Diharapkan fasa terakhir 2018 akan menjadi sebaik permulaan tahun, jadi nikmatilah pengalaman serta pengembaraan yang baru pada musim cuti sebagai penutup tahun ini. 4 4 SAYANG SEMBAWANG JELUTUNG HARBOUR PARK REOPENS WITH EXHILARATING VERTICAL CHALLENGE After undergoing extensive renovation for more than a year, the 12-year-old Jelutung Harbour Park is officially opened to the public. Residents living in Admiralty Link now have the luxury of having the first neighbourhood park with a water feature playground right below their blocks, as announced by grassroots adviser Dr Lim Wee Kiak, PBM. Dr Lim, who is also MP of Sembawang GRC (Canberra), said: We listened to the feedback given to us by residents two years ago, during a citizens consultation session, on what they hoped to see in the new park. The water play area is among the new features added. Noting that there were initial concerns over water safety and water wastage, Dr Lim said: We ve done studies with the [Sembawang] Town Council and experts to make sure that the water is safe to use. We won t be wasting water as it is recycled. Dr Lim added that regular maintenance is given to the park to ensure that all aspects are used safely and properly. I urge all residents to also do your part in taking care of our park, he said. The water playground system is operational from 9.30am to 9.30pm. The park cost $2.09 million to upgrade, and is part of a large-scale town improvement project in Sembawang GRC. The reopening ceremony was graced by all five Sembawang GRC MPs, who also welcomed Mayor Dr Teo Ho Pin, Minister in the Prime Minister's Office Ng Chee Meng, Senior Minister of State for Health and Transport Dr Lam Pin Min, and Nee Soon GRC MP Assoc Prof Muhammad Faishal Ibrahim.

Among the fun array of activities held in conjunction with the park s reopening on 23 September 2018 was the Canberra Vertical Challenge. As many as 416 participants braved climbing 18 to 21 storeys per block across either two, four or eight HDB blocks. As strenuous as the task may sound, they found it an exhilarating experience that helped improve their stamina and health. Participants had to climb the stairs from the first to the highest storey of each block before taking the lift down and heading to the subsequent blocks. Resident Mr Tony Khoo was in high spirits after clocking just 49 minutes for all eight blocks. A fitness enthusiast, the 58-year-old described his early morning workout as wonderful and exhilarating. I ve always loved doing vertical challenges because it s a great way to test my endurance. The highest I ve ever climbed at one go was 48 storeys, whereas for this challenge, it was 157 storeys across eight blocks. Completing the challenge is still quite satisfying, he said. Age has not slowed down 70-year-old Mr Jimmy Lim, who has joined more than 30 vertical challenges to date. He also had a piece of advice for first-timers: "Proper training is important." Mr Lim's excellent physical condition allowed him to complete the challenge within his expectations. After the Vertical Challenge, residents and families looking for a relaxing, fun time tried their hand at the game booths and won some gifts. The little ones even got to go for a pony ride and got hands-on with crafts at the One Community Fiesta area. Residents sure had a fun-filled family time that Sunday!

6 6 SAYANG SEMBAWANG DEEPAVALI ADMIRALTY IN SEMBAWANG GRC Sembawang GRC celebrated the Festival of Lights with activities that entertained young and old. Performances, a fancy dress competition, and sumptuous feasts delighted residents, who certainly had a wonderful time celebrating with their beloved MPs! CANBERRA GAMBAS SEMBAWANG WOODLANDS

7 DECEMBER GREENING IT UP! Tree Planting Day is an annual event that draws enthusiastic supporters every year. Read on to know how each division marked the occasion with their MPs in the month of November! ADMIRALTY At Admiralty Flora, MP Vikram Nair joined residents to plant Ficus Trees before enjoying breakfast in the park. No better way to enjoy the morning than being among friends and Mother Nature! Canberra residents literally planted the seeds of happiness early one morning at the rooftop garden of Block 467 Admiralty Drive. Led by Dr Lim Wee Kiak, PBM, they planted three Happiness Trees, which added a lushness to the garden's green landscape thanks to the trees' beautiful decorative foliage. GAMBAS CANBERRA Gambas residents met at the rooftop garden of Block 334 Yishun Street 31 to plant Yellow Bells with Minister Ong Ye Kung. The tree planting also coincided with the official launch of the garden, which is taken care of by individual residents who have a great interest in gardening. Lucky Sembawang residents were treated to a special Tree Planting Day on 4 November, meeting with Nparks CEO Mr Kenneth Er, and experiencing a live cooking demo by Zone 'G' RC. The highlight of the day, however, was getting to join Minister Khaw Boon Wan and grassroots leaders to plant several Happiness Trees. WOODLANDS SEMBAWANG Over at Woodlands Street 83, Mr Amrin Amin joined residents to plant Frangipani & Happiness trees. Residents were also treated to a tea reception after the event. They also learnt about the Sprout Initiative, a programme where RC members teach residents to grow their own sprouts at home.

8 8 SAYANG SEMBAWANG UNEXPECTED HEROES FOR THE DAY I t was a typical day of work for cleaners Mr Jafor, 26, and Mr Sojib, 29, as they stood on the ladder to clean the ledges at Block 572A Woodlands Ave 1. Unexpectedly, Jafor noticed smoke rising from a nearby location. Sojib! Look! There s smoke over there! Mr Jafor shouted. Without hesitation, they raced towards the source of smoke. They saw a huge skip tank filled with burning renovation waste. The smoke engulfed the surroundings, clouding their vision. The fire grew and it was said that the resident living on the third floor called the Singapore Civil Defence Force (SCDF) for help. Immediately, Mr Sojib and Mr Jafor rushed to the water pipe from the central refuse chute and attempted to tame the fire. The skip tank was for residents renovation works disposal. There were broken ceramics, cardboard, plastic packaging and lots of other flammable materials. Very full! Mr Sojib shared. When the police and SCDF arrived, they swiftly extinguished the fire. It was suspected that the fire was caused by a lit cigarette butt. The nearest CCTV is too far away to catch the culprit. We just hope this doesn t happen again. Very dangerous, Mr Jafor mentioned. Without their alertness, the fire could have spread further and cause massive damage to the property. The Town Council would like to say thank you! to these two brave men for taking the initiative to help in such instances of emergency! 10 10 SAYANG SEMBAWANG SEMBAWANG CELEBRATES WEEKEND OF HORRORS T he Halloween experience at Sembawang Community Club on 27 October 2018 was a spooky fusion of East and West supernatural fun. Shrieks were heard at the haunted maze, and tarot card reading drew many visitors. Residents might have even gotten goosebumps as oriental supernatural tales of Pontianak (female ghost in Malay mythology) and Orang Minyak (Oily Man) were told. Over at Woodlands Galaxy Community Club the same weekend, Fright Night consisted of distorted Disney songs blaring from speakers, ominous messages scrawled on the walls, and supernatural beings jumping out from dark corners. It was definitely not an experience for the weak. Secondary school student Haziq Latif said: The jump scares really shook me. But it was fun because I went through the maze with a large group of friends. In a flavourful end to the Halloween celebrations, the Halloween and Food Fiesta Carnival at Canberra Community Club was held on 29 October. More than 1,000 residents enjoyed a sumptuous dinner of local fare. There was even fruit punch masquerading as a blood energy potion! MP Dr Lim Wee Kiak, PBM, sportingly joined in dressed as the Grim Reaper. Together with residents who dressed up as vampires and Chinese hopping zombies, he gave out sweets to passers-by. COLOURPOP RUN 2018: AN EVENING OF COLOURS R epublic Polytechnic was transformed into an Evening of Colours on 17 November when it hosted the second edition of the Colourpop Run. Organised by the polytechnic, Woodlands Youth Executive Committee, and Woodlands Community Sports Club, the run drew hordes of avid runners jogging along a 5km route that traversed Riverside Road, Admiralty Road, Admiralty Road West, Woodlands Avenue 4, and Woodlands Avenue 9. The run was flagged off by Woodlands MP Mr Amrin Amin. Chairman of Woodlands Community Sports Club Mr Shaleem Khamalluden, 40, explained that the theme Evening of Colours was to encourage runners to be energetic, bubbly, more positive and alive. Every runner received a medal a welldeserved reward for their perseverance. After the run, they spent the rest of the evening watching stage performances and playing carnival games. Those who wanted to upkeep an active lifestyle also enrolled themselves in the National Steps Challenge. A collaborative painting of the Singapore Bicentennial, travelling through the heartlands prior to its unveiling at Chingay 2019, drew a crowd of sporting individuals who added to the artwork by making their thumbprints on the canvas.

11 DECEMBER CELEBRATING THE GOLDEN YEARS THROUGH ACTIVE AGEING L ife can be vibrant even in your golden years, as the Sembawang GRC Active Ageing Carnival held on the Sunday morning of 25 November illustrated. Over 1,000 seniors attended the carnival that was hosted near Sun Plaza at Sembawang Drive. Jointly organised by the five constituencies of Sembawang GRC Admiralty, Canberra, Gambas, Sembawang and Woodlands and the People s Association s (PA) Wellness programme, the carnival was held to promote active ageing and healthy living among seniors. MPs of Sembawang GRC Minister Khaw Boon Wan, Minister Ong Ye Kung, Dr Lim Wee Kiak, PBM, Mr Amrin Amin, and Mr Vikram Nair, graced the carnival. Seniors experienced for themselves that ageing can be fun-filled as they went through a mass Zumba workout that incorporated low impact and easy-to-follow moves. Basic health screenings conducted by Khoo Teck Puat Hospital also helped the elderly detect early symptoms of chronic illnesses. Those who were more adventurous dressed up in retro costumes to take photos at the instant print booth. Nostalgic snacks such as tutu kueh and muah chee, and games of yesteryear such as tikam-tikam, brought back delightful childhood memories for many seniors. Resident Madam Pauline Toh, 59, revealed that she took up brisk walking to keep herself fit. I also meet my friends three times a week. I think having social interaction is part of active ageing as well, she said. Another resident, Madam Tan Juat Ngoh, 80, mentioned that besides going for regular check-ups, she also practises Qigong five days a week.

14 14 SAYANG SEMBAWANG TOWN COUNCIL FINANCIAL REPORT Financial Year 2017/ 2018 Where did the Town Council's money come from? The majority of the Town Council s operational income continued to come directly from residents in the form of Service and Conservancy Charges (S&CC). The Town Council s major source of income for the financial year came from Government Grants totalling $17,185,000. An additional $9,302,000 came from other income, such as fees charged for maintaining HDB carparks, Temporary Occupation Licenses, and use of void decks. $55,015,000 $9,302,ooo Total $81,502,000 $17,185,000 S&CC Government Grants Other Income What did the Town Council spend it on?
