9 INTRODUCTION The 2008 Compendium of Statistics contains more graphs, pictures and several new tables compared to earlier versions of the Compendium. There is also more text explaining the data. All this is meant to make the Compendium more user-friendly and assist the reader in using the figures correctly. These improvements were a result of the recommendations from the Statistics Section of the ESO comprising of Ronnie Andersson, Yvonne Newland, Julietta Beaupierre, Selburn Christian, Theodore Thompson and Narnia Ebanks, and Shanna Best of the Economics Section. The work to implement the changes and produce the 2008 Compendium was assigned to Ronnie Andersson (text), Theodore Thompson (tables and graphs) and Narnia Ebanks (illustrations). Yvonne Newland and Selburn Christian assisted with the final editing by the Director. The vision of the ESO for the Compendium of Statistics is to develop it into a Statistical Yearbook for the Cayman Islands and this version of the Compendium is a step closer to achieving this goal. Ammonium Nitrate fertilizer is no longer available as current US port security and shipping regulations prohibit the export of this fertilizer due to its potential explosive properties. The small quantity sold in 2006 represented the remaining inventory that was imported prior to the introduction of the current US regulations. 21 A note on the International Standard Classification of Education (ISCED) The world s education systems differ considerably, both with respect to their structures and to their curriculum contents. As a consequence, it is often difficult for national educational policy makers to compare their own education systems with those of other countries. UNESCO has for a long time been concerned with the design of an International Standard Classification of Education that would facilitate comparisons of education statistics and indicators of different countries on the basis of uniform and internationally agreed definitions. The present version, known as ISCED97 was formally adopted in November Guidelines to ISCED97 can be downloaded from the UNESCO Institute for Statistics website; The table below is a template on how to classify educational programmes in the Cayman Islands by ISCED levels, which starts at the lowest level (0) for pre-primary. D.). Hence, Masters should be classified as 5A and not at level 6. ISCED level 5A contains educational programmes at university normally of the length of 3 5 years, sometimes longer. Hence, Bachelor, Masters and first professional (law, dentistry, medicine, veterinary) degree programs are all classified as 5A. In addition to levels of education ISCED97 contains a classification of education programmes in the Fields of Education. Eurostat (the statistical office of the European Union) has published a more detailed manual on Fields of Education and Training

47 A note on the Labour Force Survey The Labour Force Survey (LFS) is in most countries the most important source for labour market information. The Labour Force Survey (LFS) comprises persons 15 years and over residing in the country who are employed or actively seeking work during the reference period. In the Cayman Islands, the LFS is also used as the basis for population estimates. The LFS seeks information on respondents' labour market status and profile during a specific reference period, normally a period of one week, immediately prior to the start of the survey. The first LFS in the Cayman Islands was conducted in The LFS is a random sample survey. The LFS is a random sample survey. This means that not every household will be surveyed and those selected are done so purely by chance. However, since all households have an equal chance of selection, the more often the survey is conducted, the higher the chance of repeat selection. It must be stressed that, the sample selection is generated by computer and is completely random. Labour Force Surveys are carried out in many countries around the world. The International Labour Organization (ILO) has published recommendations concerning the definitions to be used in LFS. The LFS in the Cayman Islands uses internationally agreed concepts and definitions. The LFS data reported to the Economics and Statistics Office (ESO) are treated in strict confidence and used for statistical purposes and published in aggregate form only. It must be stressed that the results from the LFS are estimates. Results from sample surveys are always subject to some uncertainty because only a part of the total has been measured. This is called the sampling error. The uncertainty in the estimates can be calculated and the results are given as so called confidence intervals. For example the population in the Cayman Islands was estimated at in the 2008 LFS, and the 95% confidence interval was calculated to be between 55,200 to 58,800. In the LFS, population means the resident population ; that is persons staying or intending to stay in the Cayman Islands for at least six months. Visitors/tourists who are here for less than 6 months are not included in the resident population. Also persons in institutions for more than 6 months and resident students abroad for more than 6 months are excluded

85 Foreign Trade Statistics The foreign trade statistics comprises imports of goods to and the exports of goods from the Cayman Islands. The trade statistics are compiled mainly from the computerized records maintained by the Customs Department. These records are derived from the documents submitted by all traders (importers, exporters and agents) who are required to record the statistical codes (which are based on the Cayman Islands Tariff Code (CITC)), the value and quantity of the goods imported or exported. In keeping with international standards, exports are recorded at free on board (f.o.b) while imports are recorded at cost, insurance and freight (c.i.f). The Economics and Statistics Office (ESO) reviews and edits the data obtained from the Customs Department. These are then supplemented or verified by other trade data from the United States Bureau of Census, and the statistical offices of the United Kingdom and Jamaica. The data is then converted into the United Nations Standard of International Trade Classification (SITC revision 3). Hence, the main task for ESO is to compile and check the credibility of the data, and more importantly, classify them into tables that can be useful for analysis. The foreign trade statistics tables in this chapter cover only merchandise (visible) trade. Trade in services (tourism, financial services, etc) is not covered here. However, the expansion of the foreign trade statistics to include trade in services statistics is one of the medium term objectives of the ESO

121 Population and Vital Statistics A Population and Housing Census is conducted every ten years providing a wealth of data for small geographic areas; variables such as occupation and country of birth; and households. Census means total count. Hence, in a population census everyone is counted. In between censuses, population estimates normally by age-sex and status (Caymanians/ Non Caymanians) are prepared to give an indication of changes since the last population census. Population Census The most commonly used population census measure is the 'usually resident population count'. This is a count of all people who usually live in the country. This count excludes visitors from overseas and excludes residents who are overseas for a longer period. Residents temporarily away are included. The time limit for temporarily away is usually six months. The last population census in the Cayman Islands was conducted in October 1999 and the next is planned for October The 'census night population count' is a count of all people in the country on a given census night. This count includes visitors from overseas and excludes residents who are temporarily overseas on census night. Provisional census counts are an early indication of the census population count. They are either based on the number of questionnaires collected and an estimate of the number of questionnaires uncollected, about one or two months after census night or a manual count of the household members. Population Estimates Population estimates normally refers to the usually resident population. Population estimates are normally prepared bi- annually (mid-year and end year) to give an indication of population changes since the last population census. The estimates are updated for births, deaths and net migration (external) since the last estimate. If reliable net migration figures are not available population estimates may be done using a household sample survey e.g. a Labour Force Survey (LFS). It should be noted that results from sample surveys are always subject to some uncertainty because only a part of the total has been measured. This is called the sampling error. A third possibility is to do a head count between censuses. In the LFS population means the "resident population", that is persons staying or intending to stay in the Cayman Islands at for least six months

137 Prices and National Income Consumer Price Index Consumer Price Index (CPI) measures the change in the average price level of consumer goods and services purchased by households. The CPI is one of the most important statistical indicators produced by the Economics and Statistics Office (ESO) much requested by government and private users. Quarterly price surveys are carried out by ESO. Prices are collected every March, June, September and December for a "basket" of 661 items. The CPI is an index that simplifies the measurement of movements for consumer prices relative to a reference period. The index for the CPI reference or base period (September 1994 for the Cayman Island s current CPI) is set to 100 and changes in prices are measured in relation to this figure. ESO is at present updating the CPI basket. The 2008 CPI basket will replace the current CPI basket which has been in use since September The current CPI basket was constructed from the 1991 Household Income and Expenditure Survey, whereas the 2008 basket is based on the expenditure data from the 2007 Survey of Living Conditions/Household Budget Survey (SLC/HBS). More information on the 2008 CPI basket is found in the report The Cayman Island s 2008 Consumer Price Index Basket which is available on the ESO website, System of National Accounts The System of National Accounts (SNA) is a comprehensive and systematic record of the value of all economic activities in a country. The SNA is widely used across countries in the world and is the standard tool for comparing economic performance across countries and across sectors within a country. ESO is currently developing the SNA for the Cayman Islands and the first results are planned to be published later this year. An important indicator of economic activity generated from SNA is the Gross Domestic Product (GDP). GDP is the total sum of all the productive activity of businesses, government and non-profit organizations taking place within the domestic economy during a given period e.g. quarterly or annually.
