2 MEETING MINUTES CITY OF LINDSTRÖM PARK COMMISSION Monday, May 4, :00 P.M. CALL TO ORDER/PLEDGE: The meeting was called to order by Chair Johnson at 6:00 p.m. CALL OF ROLL: Members Present: Rusty Johnson, Shari Bachman, Matt Rein, Pam Schultz, Ian Dudley Members Absent: Austin Turman, John Renaker Also Present: City Administrator John Olinger, Deputy Clerk Kathy George, Council Liaison Joe Wishy, Public Works Staff Bill Straub, Rod Stickney CONSIDERATION OF AGENDA: Additions/Deletions: Rod Stickney and Review of Walk at Anderson Peninsula were given as additions to the Agenda. Motion by Schultz, second by Rein, to approve the Agenda with the additions. Motion passed 5-0. CONSIDERATION OF MINUTES: 2. Motion by Rein, second by Dudley, to approve the minutes of the April 6, 2015 meeting as presented. Motion passed 5-0. BUSINESS: 1. Rod Stickney Stickney introduced himself as an artist who moved to Lindstrom, specifically to a home located in The Ridges development, because of Allemansrätt Park. He would like to help out with any fundraising efforts and offered the use of an Eagle print he made. He stated that he was an original board member of the Minnesota Zoo, before it became owned by the State, and they would do similar fundraisers i.e. provide a print for a donation or membership. Stickney also stated that he would be willing to donate his time to create a different print as well. He suggested a signed, limited edition print (unframed) could be sold for $100 each. Commission Members discussed the concept, noting that the Friends of Allemansrätt Page 2 of 17
3 might be the appropriate entity for the fundraiser. They thanked Stickney and stated that they would like to take some time to think about his offer. 2. Allemansrätt Park Boy Scout Sam Klun was out building boardwalks this weekend. They are 8 wide, sturdy, with a gravel base. Klun will be coming to the June Park Commission meeting with his final report. The High School forestry class will be replacing the plywood pallet bridge and the red bridge. The Park Commission will be responsible for the cost of materials. Trails have been mowed. An employee from RISE has been out on the Anderson Peninsula removing miscellaneous debris and the fencing. Commission Members suggested that the sign on the driveway be changed to No Motor Vehicles. One quote was received for asbestos abatement on the 1970 s house. Another quote is expected. A quote will be provided to shore up the cattle pass so that the fire trucks can enter the property and do a training burn. The new sign has been ordered. Commission Members discussed placement of it. 4 campsites are planned on the Peninsula. Bachman will attend the Lake Improvement District (LID) meeting tonight to ask for funding. 6 picnic tables are needed for 3 different locations Bachman will also ask LID to help with funding. Great River Greening has been burning buckthorn. Commission Members noted a recent article in the St. Paul newspaper about bagging buckthorn. Stickney stated that he is familiar with a company who works to remove buckthorn as well. He will provide the name of that company. The Silent Sit fundraiser for Friends of Allemansrätt is set for May 16 th. Food and prizes have been arranged. Bachman asked Straub to set up the tent and bring some tables. The Commission needs to discuss how to manage the new camp sites will there be a charge, will reservations be required, etc. The Commission decided not to pursue demolition of the Norelius house until there is enough money to build a new pavilion. Council Member Wishy asked the Commission to consider whether or not the existing fireplace can be reused. The Commission discussed the upcoming Open House for the Anderson Peninsula property, which is at 11:00 a.m. on Saturday, June 6 th. Invitees include the Andersons, Bob McGillivray, the Mayor and Council Members, local Legislators, County Commissioner George McMahon, Chamber Members. Olinger will send e- mail invitations. Straub was asked to set up the tent and bring tables. Renaker will be asked to provide coffee and water. George will arrange for cookies from the Page 3 of 17
4 Lindstrom Bakery, the ceremonial scissors from the Chamber, ribbon, and she will update the brochure. Bachman will arrange for 2 golf carts. Johnson will check with the neighboring property owner to see if an area of park property can be designated for parking (access to that part of the park would be through the neighbor s property). Speakers will include the Mayor, Bob McGillivray, and the Andersons. Johnson will be the emcee. Self-guided tours will be encouraged; however, Park Commission members can also lead tours. 3. Trailhead Update The Chamber and the VFW would like the three evergreen trees removed. Olinger would like to work with a planner from the City s engineering firm, MSA, to design the new trailhead. The Commission does have funds to cover installation of the hydration station and bike stand this year. The porta-potty and kiosk need to be added to the 2016 budget, for about $6, Harmony in the Park Johnson reported that he is pleased with the fundraising efforts, as new sponsors have been coming forward. There is currently approximately $13,000 in the budget. Community events that are held in conjunction with Harmony are expected to be bigger and better than ever. Johnson has been getting a lot of press, with pictures of various donors going in the newspaper. He plans to present all sponsors with a certificate at the first concert June 10 th. He will also put something in the newspaper each week about the upcoming band. Rich Bachman has contacted The Music Connection to order the new sound system equipment. Shari Bachman has arranged for an ice cream vendor to be present at each concert, along with Deutschland Meats and Trinity Lutheran Church. The City has the stain for the bandshell, it would be great to get the work done before the first concert. 5. Pumphouse Park The Twins Grant has been awarded. This is a matching grant for $10,000. The grant was submitted for: Century Fence Chain Link Fencing $ 5, Peterson Companies Warning Track $ 7, Peterson Companies Infield Renovations $ 3, St. Croix Recreation Fun Playgrounds Hydration Station $ 3, Staff Time / Concrete Slab / Water Line $ 2, TOTAL $21, Page 4 of 17
5 The City already purchased the hydration station for $3,410 (using money from the Water Fund) and will set it on a pad and hook it up to water, $2,000. The grading by Peterson is $10,680. The plan is to go ahead with the Infield Renovations and Warning Track this year using the Twins $10,000 grant money and $680 from the Parks Miscellaneous fund to make up the difference. The fence can be completed early next spring for $5,550, perhaps adding $6,000 to the budget since the quote was from late Johnson will ask Mark Wilson, local resident and scout for the Twins, if he would like to make a presentation during Harmony in the Park Capital Improvement Plan Commission Members continued to discuss priorities for 2016, as follows: Perhaps adding a bridge from the Norelius house/property to the park Money should be put away for a future project to improve public parking once the CRD 20 bridge is replaced, which is scheduled by the County for 2019 Perhaps the 1870 s Anderson house can be used as a Swedish History Center It would be nice to plan for a municipal campground in the future Perhaps the City will want to take over KiChiSaga Park in the future it is currently a County Park The paved trail along Olinda Trail should be extended to 288 th /Glader More funds might be needed for the Trailhead at the Chamber property A City dock would be nice to have so that people can tie up their boats and visit the shops and restaurants in town If the Historical Society plans an expansion project in the future, it would be good to encourage them to include a community room It would be nice to have a City nursery, growing trees that can be transplanted to City parks and other properties Commission Members were supportive of moving the volleyball court at Beach Park closer to the water $6,200 for the Trailhead kiosk and porta-potty $6,000 for Pumphouse Park outfield fencing Continue funding invasive species removal at Allemansrätt for $10,000 Continue paying the debt on Allemansrätt of $27,169/year Continue to plan for matching dollars to extend the Olinda Trail for $10,000 $28,000 is reserved for a pavilion on the Anderson Peninsula $5,000 is reserved for contingencies Commission Members noted that matting under the playgrounds in the neighborhood parks needs to be replaced Perhaps money should start being saved for the bridge from CRD 20 into Allemansrätt Page 5 of 17
6 7. Swedish F e Vocal Group The City has been contacted by Lisa Kroner, who is coming to tour the Lindstrom area this fall. She is wondering if the City would be interested in arranging a musical event/concert with her band Akervinda. They will be here from August They charge $250/person and there are 4 people. Commission Members wondered where they are already planning to perform. Perhaps Trinity Lutheran Church or Center City Lutheran Church might be interested. 8. Park Evaluations Johnson reported that when he inspected Twin Oaks Park, residents were asking for a walking path from Stonegate. They would also like to see a volleyball net, a pavilion, and a porta-potty added in the future. Perhaps this can be added to the 5-Year CIP. It was noted that the Eagle Scout project in Morning Sun Park last year turned out well, and has addressed the drainage issue. Straub reported that the basketball courts and parking lots will be fogged and painted this year, along with some repairs to the trail in Town and Country Park. OTHER DISCUSSION: Olinger reported that the dead plants/brush, etc. in the Downtown area will be replaced this year. Woodchips will be placed around trees and plantings. He contacted MN DOT today about the soaker pipe for watering, as well as about weeding and plantings along the channel. Flowers will be placed in the pots in May. Olinda Trail (CSAH 25) will be under construction this summer and the pedestrian trail will be cut into and patched. The City will crack seal and seal coat the area after the County s project is complete. 7 STAFF REPORT MEETING DATE: June 1, 2015 SUBMITTED BY: Shari Bachman ITEM: Allemansrätt Park/Anderson Peninsula Bridges and Boardwalk update- two boardwalks by Sam Klun for his Eagle Scout and one bridge by Mr. Lindeman s Forestry class. The Park Commission will need to accept Sam s project. Anderson Peninsula update-the sign has arrived and needs to be located. LID approved $3,000 for campsites. The asbestos was abated and the Fire Department has been contacted and is scheduling a burn for the 1970 Anderson House. The Olingers are prepared to reside at the park after school lets out as tics and mosquitos allow. We have a list of projects to undertake; bridging some low spots, removing items from the house to the pole barn, clearing the corn crib for picnics, spraying for buckthorn, finding the poison ivy (not accidently), remove the tree fort, take debris piles to the dumpster, mow, open portage access to and out of Bull Lake, etc. Campsite Rules/Guidelines-Before the campsites are ready for use the Commission needs to determine how to manage the sites; reservation/first come first served, Quiet Hours 10:00pm-8:00am, Free or Fee, rules on-garbage, glass, firewood collection, fire arms, explosives, etc. The guidelines could be laminated and attached by cable to site. Anderson Peninsula Grand Opening-we need to make final preparation Great River Greening update-i haven t heard what their next step is. Allemansratt Phase II is included in the LCCMR next round. Phase I will be continued in July. Silent Sit Update Historical House- needs porch torn off, roof repaired and paint. Then I would like to put historical plaques on the windows. I ll get costs before going ahead. ACTION TO BE CONSIDERED: Accept the Eagle Scout project. Discussion and Planning for the Grand Opening and Guidelines for Campsite use. Page 7 of 17

Park Board Report: *Ribbon Cutting for Anderson Peninsula on June 6 th, 11:00am, all are welcome! *Eagle Scout boardwalks are done *HS Forestry class boardwalk in progress, bridge may be done by FFA in the summer if the forestry class runs out of time. * New brochures with updated map in progress * LID is giving the City $3,000 to help build campsites/picnic areas on Peninsula *Asbestos is being removed from peninsula house, then demo will begin. 6. Old Business: - 501(c)3 all final information has been gathered and has been passed on to Tony to be submitted to the IRS by end of May or early June. 7. New Business: - Silent Sit wrap up: 2 nd annual Silent Sit was successful again bringing in to date $ of that $ in membership dues and $ in donations. Expecting more to trickle in the next few weeks! Discussed the need for more sponsors from each participant. Meaning most people simply paid their dues and didn t bring in hardly anything else, excluding Shari who generated almost $ in donations. Thanks Shari, Great Job!!! Suggestion that next years brochure list start times of 8, 9 or 10 Bring cow bells and horns! Shari will submit a thank you to the press 8. He was interested in working with Mr. Johnson and Strand to dedicate the island known as Slimmers Slough into some public trust. I put him in contact with Bob McGillivary at the Trust for Public Land. Slimmers Slough is in Chisago Lake on the south end. It is an inaccessible parcel of land that the owners would like to see in public hands. The peninsula is in the middle of the picture just to the left of center. 17 STAFF REPORT MEETING DATE: June 1, 2015 SUBMITTED BY: Administrator Olinger ITEM: Mountain Biking and Chisago Lakes Water Trail I visited Cuyuna State Park last week after the City Managers Conference. Cuyuna is a Mountain Biking Park in Crosby MN, made out of the old mines. The trails wove through the woods and up and down the hills. There was very little maintenance and lots of bikers on these dedicated bike trails. Don t know if we have a location but this is a growing sport. St. Croix Falls has mountain bike trails and sponsors the Wooly Mammoth, an official Mountain Bike Race. It would be great to find something on this side of the river, Wild Mountain maybe. Spirit Mountain in Duluth uses their runs and chairlifts in summer for mountain biking. Chisago Lakes Water Trail-May 25 th, Bill Mack, Chisago City Park Commissioner, my daughter Elizabeth, Steve Boo and Joshua Soderland canoed from Kichisaga Park to Paradise Park where the wind stopped us. The canoeing was great and the portages were reasonable. Some signage and portage clearing are all that is needed if we wish to establish this trail. I d like to take Park Commissioners on this route. ACTION: To set another canoeing adventure Page 17 of 17
