1 350 COURT ST #8 FRIDAY HARBOR WA (360) fax (360) com parks Parks & Recreation Commission Meeting Commission members present: Tex Blankenburg, Johannes Krieger (by telephone), Larry Leyman, Ann Palmer, Bill Scherer, and Jeffrey Struthers. Staff present: Dona Wuthnow, Kathryn Hansen. Guests: Marcia dechadenedes, Fred & Marie Forster, Chris Graecen, Asha Lela, Bob Walker. The meeting was called to order by Chair Jeffrey Struthers at 8:30 AM in the County Legislative Conference Room in Friday Harbor. A quorum was present. Approval of agenda: The agenda was approved by consensus, with the change to move 2015 meeting schedule to the first item under New Business. Approval of minutes: Minutes of December 8, 2014 regular meeting and Joint PRC/Fair Board meeting were approved as written. Chair s message: Jeffrey welcomed our guests. Council Liaison s message: None. Correspondence: Dan Post sent a card thanking the PRC and staff for helping with funding for the bronze plaque for the Army cannon at Odlin County Park. Members signed a card for Joe Luma for his retirement. Open Forum: Jeffrey Struthers thanked Bob Walker for his trail planning options and welcomed guests to share their thoughts on the proposed Shark Reef trail changes. Asha Lela, Bob Walker, Chris Graecen, Marcia dechadenedes, Fred Forster, and Marie Forster spoke. Letters from park neighbors are on file. Jeffrey noted that the wetland areas impact trail siting and park use. Dona mentioned that there is CIP planning for restoration of the property, including restroom upgrade and trail improvements. Dona added that we need to consider values of the property and conduct a thoughtful process with public input. The PRC will look at scheduling a field trip to look at the location. Financial Report: Dona reported that the Treasurer s office has still not made some 2014 transfers, and this impacts the beginning cash calculations. She also shared camping reservation stat s for shoulder season. There s increasing shoulder season use, but we have no room to expand staffing levels at this time. Discussion of ending cash balance priorities was deferred until we have figures. Parks & Recreation Director s Report (verbal) Staffing. No discussion. New Admin. office. No discussion.

2 Shaw office. We should be able to come up with the budget to finish roof and final electrical work. SJCP Main Building Renovation. Dona reported that bids were received on February 18. ESVG Stage refinishing. No discussion. Miscellany. No discussion. Old Business: Odlin South ecological assessment. Ann Palmer prepared a draft scope of work. She also noted that the lease with DNR allows us to propose development, and that any work is subject to their advance approval and they own the improvements. There was interest in purchasing the property fee title. [BREAK] New Business: Larry Leyman said that he has made eight recent trips to the Eastsound Village Green restroom and he shared his impressions. Members suggested having the restrooms open shorter hours, i.e. to match local businesses hours. Dona commented that she is working with Greg Sawyer, Facilities Manager, to look at combining janitorial services for multiple locations on Orcas. Larry and Jeffrey will talk with the Chamber of Commerce. It may be time to revisit other community funding sources for the daily operations of the restroom facility. Use has exceeded the capacity the last couple of summers and additional services should be made available in town meeting schedule. In light of the Shark Reef discussion, the March 19 meeting may be moved to Lopez Island, to facilitate a field trip to the Sanctuary. The June meeting is slated to be a mid-year joint PRC/FB meeting, so would happen in Friday Harbor, rather than at San Juan County Park. The December meeting would be moved a week earlier and be a joint PRC/FB meeting. MOTION: Ann Palmer moved to approve the 2015 meeting schedule, as changed. Tex Blankenburg seconded the motion. The motion passed Sea level rise. Kathryn had ed some information. There was discussion. The topic affects our future planning, both short- and long-term, as some of our properties will likely be threatened if projections hold true. Marcia suggested tapping the North Pacific Landscape Conservation Cooperative. PTNA update. Jeffrey had prepared some questions for members to consider when thinking about the update, and Dona provided an outline to guide the discussion. The Plan needs to be ready for Council adoption in November The Plan not only gives us direction on projects and service levels, but also makes us eligible for State funding through the Recreation and Conservation Office. The steering committee is comprised of Public Works, Land Bank and Parks & Fair. We will hire a consultant to do much of update, though this will be a smaller project than last time. There was much discussion of format, goals & objectives, community involvement, identifying possible threats to our program/projects. The topic will remain on the meeting agendas in March, April, and May. Page 2 of 5

4 Director s Report to the Parks & Recreation Commission February 17, 2015 The following is a summary update of relevant Park Department happenings since the last PRC meeting that are not included on the agenda discussion items. Staffing I have just selected the new San Juan Park Manager; Nathan Donnelly! Nathan has a wide variety of work and educational experiences (including NPS Ranger and Search & Rescue) that make him a great fit for the job. He will start on March 5 th to have a few days with Joe prior to his retirement date of March 14, We had 18 applicants with several very well qualified. We are still in the recruiting process for SJP Asst. Manager, SJP Aides (2), and Lopez Aide (1), and Fairgrounds Aide (1). If you know of any prospective candidates, please encourage them to apply. Also, we have some changes happening on Lopez: Sara Waugh has moved on to another job; Jeni Brue ( 14 Park Aide #1) has accepted the Assistant Manager position for 2015; Thomas Snowden will be taking Jeni s position and we are now advertising the #2 Park Aide. New Admin. Office As you could see from the photos I sent last week we are underway on the new office and storage additions at the Fairgrounds. At this point it looks like we ll be ready to move the parks admin office in early June. Fair admin will likely wait until after Fair to make the leap. If the contractor finishes early, then hopefully we ll all get moved before the summer peak. Shaw Office The Shaw office/shop building is nearly complete. Katie, David, and Nick Gervasi, with some help from Tom Snowden and volunteers have done a great job on the beautiful little building. Final electric (plugs switches, fixtures), and roofing is all that remains before the final inspection sign off. A photo is attached. SJCP Main Building Renovation Our 2015 Budget includes $20,000 for planning and/or renovations of the main office/residence building. The testing and evaluation we did in December indicated a number of issues, but not black mold (thankfully). We can do short term mitigation of some the problems by cleaning up, sealing and reinsulating the attics, adding a kitchen fan and bathroom fans, and replacing flooring. I moved ahead with this in order to take advantage of the empty residence and pre-season window. I worked with the Buildings and Grounds Manager on developing a scope of work and we called for bids in early February. During the open house for bidders we discovered we needed to test for asbestos. The testing was completed on 2/13, but we do not have results yet. With that in mind, I removed the flooring from the bid process SOW via an addendum. Bids are due 2/18, so I should have an update for you by the PRC meeting. Page 4of 5

5 ESVG Stage Refinishing Roger Carlson, Eswing Construction, is under contract to do a major stage finish renovation. You will see construction fencing go up around the stage on 2/23, in order to keep the public away while scaffolding is in places as well as the wood being un-protected after the clean. The contract runs until 6/30, but the fencing should be down before our first events in the park. Miscellany o I have been participating on the Collective Bargaining team since December; last Thursday we reached a new Tentative Agreement. Next step is to ratify, so I ll keep you informed on the status and my involvement. o The LNT committee of the Terrestrial Managers Group met last Friday to discuss the details of the 7 principles and how to apply them in the SJIs. We had State Parks, BLM, NPS, DNR, Land Bank, MRC, and non-profit Friends of Limekiln Society at the table. We plan the present at the upcoming Terrestrial Manager s Group meeting on April 8&9. o The County has a new Buildings & Grounds Manager, Greg Sawyer, and we ve been working together on how to better manage some of the buildings at the fairgrounds and parks. Of particular interest is the ESVG restroom maintenance. We combined our janitorial scope of work with his SOW for the other county facilities in Eastsound. If the process works as we re planning, we will have more frequent cleanings on weekends and faster call out response for the restroom. I ll keep you posted on if the change moves ahead. Page 5 of 5
