2 III. PRESENTATION A. SR 19 PD&E Study Update David Cooke, FDOT, and Steve Ferrell, HDR, will give a brief informational update as they prepare for the alternatives meeting scheduled May 24 for the SR 19 Howey Bridge PD&E Study. They will discuss progress of the study and the alternatives evaluation. B. Safe Access A Safe Schools Transportation Study Ginger Hoke, Hoke Design, Inc., Doug Lynch, TranSystems. The project consultant team will present the final recommendations of the Safe Access Study Phase I. IV. ACTION ITEMS A. Approval of April 12, 2012 meeting minutes B. Recommend Approval to Amend FY 2011/ /16 Transportation Improvement Program Two resolutions are presented for recommendation of approval. The first was signed by the MPO Chairman May 2 as an emergency TIP amendment. Although the resolution has been signed and transmitted to FDOT and the Federal Highway Administration, the TIP changes must still be ratified by the MPO committees and board. The emergency TIP amendment Resolution contains two items, both part of the Wekiva Parkway project: (1) an additional $1.6 million added to the preliminary engineering phase for mitigation of the portion of SR 429 from Old McDonald Road to the Orange County line, this is the designbuild segment through the Neighborhood Lake property to temporarily connect SR 46 to CR 435; and $253,000 for preliminary engineering for a new alignment of SR 46 from just east of Round Lake Road to the Orange County line; this will be a new connection to SR 429. Some background on the emergency TIP amendment, at the April 25 MPO Governing Board meeting, staff introduced a list provided by FDOT of time-critical additions to the FDOT Program that required MPO approval into the TIP in order to receive sign-off from Federal Highway Administration. FDOT requested the morning of the April 25 meeting for the MPO to add to Resolution four items pertaining to the Wekiva Parkway project and an item to construct a short segment of US 27 between Polk County line and US 192. The Governing Board approved the five additional items. Resolution is provided for committee acknowledgement. The second resolution requested for action is a new amendment. The resolution includes one item, $2.5 million for right-of-way acquisition for small portions of ROW along four corridors in Lake County: Wekiva Parkway, SR 50, SR 44 and US 441. V. DISCUSSION ITEMS A. Prioritization Process for the FY 2017/ /35 List of Priority Projects MPOs are required to adopt a List of Priority Projects (LOPP) by September of each year. For the Lake~Sumter MPO, the process begins in May with a review of the adopted LOPP. After discussion of needs throughout the two counties, and on the methods which the MPO shall use to rank projects, MPO staff will create a draft LOPP to be presented in June. The LOPP will come back before the MPO for final approval in August. At FDOT s request, the formatting of this year s LOPP is being redesigned to eliminate on many tables the separation of projects by county. For example, Table 9, Enhancement Projects, will remain separated 2

3 into two sub-tables due to the manner in which funding is allocated. The redesign is timely with MPO staff s development of a web based, interactive LOPP. The interactive LOPP will facilitate intuitive access to current and historical information through its webmap services. B. Proposed Amendments to Transportation 2035, Wekiva Parkway Project Staff has been requested by FDOT to process an amendment to the MPO s long-range transportation plan, Transportation Before the board could amend the cost-feasible plan to show the means by which the various components of the Wekiva Parkway project are cost-feasible, the MPO Governing Board April 25 opened a public comment period to provide at least 45 days for comments on the amendments. The earliest the amendments would come back before the committees and the MPO for final approval is June. Timing of the resolution to amend will be dependent on the execution of the pending financing agreement between FDOT and the Orlando-Orange County Expressway Authority. A Memorandum of Understanding was signed by both parties. However, the actual financing agreement has yet to be executed. Once the agreement is finalized, staff will bring a final resolution for the plan amendment before the MPO. At this time, staff is presenting information supporting the plan amendment. C. FY 2012/ /17 Transportation Improvement Program The MPO s draft five-year TIP is under review as part of a public comment period opened April 25. The draft document, along with variance report was presented in April and approved as a draft. The new TIP will come back before the MPO in June for final approval by resolution. VI. PROJECT UPDATES A. 2 FDOT Studies - Wekiva Area and US 27 Reliever Staff will provide an update on the two studies now funded by FDOT to assist local planning efforts. The first is a network analysis in the sub-region pending construction of the Wekiva Parkway. The study would examine the impacts of a built-out Wekiva Parkway project. The second is the study of a potential four-lane boulevard from US 441/27 in Lady Lake to SR 44 in west Leesburg. The study would look at the Rolling Acres Road corridor in Lady Lake and how it might be connected through Fruitland Park to SR 44 to provide improved north-south local access as Buena Vista Boulevard and Morse Boulevard provide just west in The Villages. B. Florida East Coast Industries Orlando-to-Miami Passenger Rail Service, All Aboard Florida An announcement was made recently by Florida East Coast Industries that the rail company is planning to commence in 2014 passenger rail service between Orlando and Miami. FECI owns 200 miles of the 240-mile route. The gap in the route is between Orlando and Cocoa Beach. Discussions are underway with FDOT, Orlando Utilities Corporation and Orlando- Orange County Expressway Authority on potential corridors that could be purchased or leased to make the connection. The initiative is purely private-sector based. For additional information, go to: AllAboardFlorida.com LYNX is managing two AAs that affect Lake County. One analysis is of the SR 50 Corridor, from the University of Central Florida east of Orlando to Clermont in Lake County. Staff will provide an update on the AA. 3

7 Lake Sumter~MPO BPAC Presentation May 10, 2012 Safe Access Study SUMMARY Project Overview: The Lake~Sumter MPO Safe Access Study is a three (3) year ongoing grassroots study that will provide an assessment of the bicycle, pedestrian, and school transportation conditions within a 2-mile radius of most Lake and Sumter County schools. Project phases include: Phase 1: January June 2012 Phase 2: July 2011 December 2012 Phase 3: July December 2013 Phase 1 includes 5 schools from the Lake County School District and 7 schools from the Sumter District Schools. Sumter District Schools Bushnell Elementary School Lake Panasoffkee Elementary School South Sumter High School (Bushnell area) South Sumter Middle School (Webster area) Webster Elementary School Wildwood Elementary School Wildwood Middle-High School Lake County Schools (Eustis Area) (Reviewed by BPAC September, 2011) Eustis Elementary School Eustis Heights Elementary School Eustis High School (Main Campus) Eustis High School (Curtright 9 th Grade Center) Eustis Middle School Project deliverables within Phase 1 included development of a project website, as well as detailed individual school reports with findings and recommendations for infrastructure and non-infrastructure improvements within the 2-mile area radius of each school. GIS-based master plans are included with each report and show existing, planned and recommended facility improvements. Phase 1 of the Safe Access Study identified 19 Priority Projects for Lake County Schools and 30 Priority Projects for the Sumter District Schools. 9 AGENDA UPDATE None REPORTS A. Florida Department of Transportation Joan Carter Brief update on the SRTS Walking to School Kits that will be available. A Call for applications will be sent at the end of the month. Discussion regarding the FDOT reports and projects that are out of date. Other websites of interest are the DOT website for the interactive GIS as well as the interactive TIP on the MPO website. B. MPO Staff (Michael Woods, Transportation Planner) Provided update on status of the Safe School Access Transportation Study. Shared the consultants will provide presentations of Phase 1 at the May meeting and Phase II at the June meeting. C. BPAC Members / Comments Danielle Kittredge commented she has noticed the bus shelters being put up and that they look nice. D. Public Comments None PRESENTATION South Lake Trail Phase 3 Construction Update Alan Kirkland, Lake County Public Works Alan Kirkland provided a construction update for the South Lake Trail Phase 3. Handouts of the presentation were provided to committee members. There was a lengthy discussion referencing the trail crossing at Lake Minneola Shores and CR 565A. DISCUSSION ITEMS A. Trout Lake Trail Plan Joan Bryant Joan Bryant, President of the Trout Lake Nature Center provided a brief history of the Trout Lake Trail Plan. Lengthy discussion. Mr. Woods commented that to move the plan forward a city or county sponsor would be needed. Danielle Kittredge will follow up with City of Eustis for their thoughts. CONSENT AGENDA A. Minutes for January 12 and February 9, 2012 B. Recommend Adoption of the Public Involvement Plan C. Recommend Approval of FY 2012/ /14 Unified Planning Work Program MOTION was made by Scot Hartle to approve the consent agenda items; seconded by James Yatsuk, motion passed fourteen to zero. ACTION ITEMS A. Recommend Approval to Amend FY 2011/ /16 Transportation Improvement Program Michael Woods provided a brief explanation of the amendments to the TIP and clarified the changes to the resolution that was provided. MOTION was made by James Yatsuk to recommend approval to amend the FY 2011/ /16 TIP with the two changes as noted by staff; seconded by Lewis Michael, motion passed fourteen to zero. 2

10 B. Recommend Approval of the Draft FY 2012/ /17 Transportation Improvement Program and for the Governing Board to Open Public Review Period. Mr. Woods provided a brief explanation of the Draft FY 2012/ /17 TIP and the variance report. He asked the committee to review and provide comment during the public review period. MOTION was made by Egor Emery to recommend approval of the Draft FY 2012/ /17 TIP and for the Governing Board to Open Public Review Period; seconded by Jim Ellrodt, motion passed fourteen to zero. PROJECT UPDATES Michael Woods A. Wekiva Parkway and Trail Provided a PowerPoint update on the Wekiva Parkway project and on the Lake-Wekiva trail study which included project sections on the screen. B. US 441 PD&E Update Presentation was provided with the agenda on the Planning Development and Environment Study, which looks at the potential of widening the four-lane facility to six lanes from SR 44 to SR 46 in Mount Dora. The study team has been collecting data and preparing alternatives which will be presented at the next public meeting May 9 th. C. Florida Central Railroad Track Upgrades and Replacement Draft contracts with local government partners have been distributed for review. D. US 441 Corridor Alternatives Analysis Provided update and shared the study will commence after the execution of funding agreements between the local governments and FDOT. E. SR 50 Corridor Alternatives Analysis Provided an update on the AA. F. US 192 Corridor Alternatives Analysis Provided an update on the AA. G. Lake County Sector Plan and Wellness Way (Lake-Orange Parkway) Provided update on the progress of the planning process. H. Groveland Economic Development Visioning The MPO has offered to work with the City of Groveland, and with Lake County and the regional planning council. CONFIRMATION OF REPRESENTATIVE ATTENDING GOVERNING BOARD MEETING It was confirmed that William Ferree would be attending the Governing Board meeting on April 25, 2012 at the Lake~Sumter MPO. 18 LAKE~SUMTER METROPOLITAN PLANNING ORGANIZATION RESOLUTION 2012 A RESOLUTION OF THE LAKE~SUMTER METROPOLITAN PLANNING ORGANIZATION, AMENDING THE FY 2011/ /16 TRANSPORTATION IMPROVEMENT PROGRAM AND AUTHORIZING THE SUBMITTAL OF THE AMENDED FY 2011/ /16 TIP TO THE APPROPRIATE AGENCIES. WHEREAS, the Lake~Sumter Metropolitan Planning Organization (MPO) is the duly designated and constituted body responsible for carrying out the urban transportation planning and programming process for the Lake-Sumter Planning Area; and WHEREAS, Florida Statutes , 23 U.S.C. 134, and Title 49 U.S.C. require that the MPO, as a condition to receiving federal capital or operating assistance, has a continuing, cooperative, and comprehensive transportation planning process that results in plans and programs consistent with the approved comprehensive plans of the units of local government within the MPO s jurisdiction, and with state and local planned growth and economic development patterns; and WHEREAS, 23 C.F.R provides that the Lake~Sumter MPO shall develop a Transportation Improvement Program (TIP) for the metropolitan planning area, and 23 C.F.R allows an MPO to revise the TIP at any time under procedures agreed to by the cooperating parties and consistent with 23 C.F.R ; and WHEREAS, the FY 2011/ /16 TIP was adopted by the MPO on June 22, 2011 based on then-funded projects in the Florida Department of Transportation (FDOT) Five Year Work Program; and WHEREAS, the FY 2011/ /16 TIP was amended by the MPO on August 24, 2011 to transfer funding in FY 2011/12 in Preliminary Engineering for Gardenia Trail II and Gardenia Trail III to a Project Development & Environmental study of the Wekiva Trail project, and to allocate funds for two segments of the Wekiva Parkway Line and Grade projects; and WHEREAS, the FY 2011/ /16 TIP was amended by the MPO on September 29, 2011 to adjust funding in FY 2011/12 for the Leesburg/Wildwood Trail and several transit related projects in Lake County and Sumter County; and to add, as an Appendix, Lake County s FY 2011/ /16 Transportation Construction Program and Sumter County s FY 2011/ /16 Capital Improvement Plan; and WHEREAS, the FY 2011/ /16 TIP was amended by the MPO on December 7, 2011 to adjust funding in FY 2011/12 for Section 5307 capital fixed route grant to purchase buses for Lake County; to allocate construction funding in FY 2014/15 for Donnelly Street Streetscape and Tremain Street Greenway Access Road and Trail projects; to allocate additional resurfacing and lane construction funds in FY 2011/12 for CR542W and C-48 roadway segments; to allocate additional preliminary engineering funds in FY 2015/16 towards Lake Wekiva Trail project; and to allocate funds in FY 2011/12 towards design of new realignment for CR 46A; and FY 2011/ /16 TIP Amendment-May12 Page 1 of 3

19 WHEREAS, the FY 2011/ /16 TIP was amended by the MPO on January 25, 2012 to allocate funding for the installation of pavement markings in Lake County and Sumter County, for signal crossing upgrades in Sumter County, and for a Green Mountain Scenic Byway Trailhead and Overlook of Lake Apopka in Lake County; and WHEREAS, the FY 2011/ /16 TIP was amended by the MPO on April 25, 2012 to allocate construction funds towards Canal Protection Program, Phase 52 of Florida s Turnpike (SR 91); allocation of funds for construction of left turn lanes on Lake County CR 473; programmed funds for two sidewalk projects within Lake County, Thomas Avenue and Orange Avenue; and allocation of funds for rail safety project on Huey Street in Sumter County; funding for preliminary engineering of four segments of and construction of one phase of the Wekiva Parkway project; and WHEREAS, FDOT informed the MPO subsequent to the April 25, 2012 Governing Board meeting that changes to the FDOT Work Program had occurred, thus necessitating a time-critical TIP amendment in order to satisfy requirements of the Federal Highway Administration regarding the FHWA s issuance of a Finding of No Significant Impact for the Wekiva Parkway project; and WHEREAS, the two changes to the FDOT Work Program that necessitated an emergency TIP amendment signed by the MPO Chairman May 2 in order to maintain consistency between the two programs are as follows: (1) addition of $1,620,000 to the preliminary engineering phase for mitigation for a new SR 429 from Old McDonald Road to Orange County line (F.M No ) and (2) funding in FY 2011/12 for preliminary engineering of SR 46 Realignment (F.M No ); and WHEREAS, a total of $2,500,000 toward right-of-way acquisition in FY 2011/12 for Lake County corridors including SR 50, SR 44, US 441 and Wekiva Parkway corridors. NOW, THEREFORE, BE IT RESOLVED by the Lake~Sumter MPO that: 1. The FY 2011/ /16 TIP is hereby amended to program a total of $2,500,000 toward right-of-way acquisition in FY 2011/12 for Lake County Advanced ROW Acquisition project (F.M. No ) within Lake County along the corridors of SR 50, SR 44, US 441 and Wekiva Parkway; and 2. The Chairman of the Lake~Sumter MPO is authorized to submit, and hereby submits, the amended FY 2011/ /16 TIP to the: a. Federal Transit Administration (FTA) b. State, Regional, and Areawide A95 Clearinghouses c. Federal Highway Administration (FHWA) through the Florida Department of Transportation (FDOT) d. Federal Aviation Administration (FAA) e.
