2 NC Turnpike Authority Overview Created in 2002 by the General Assembly Authorized to design, establish, purchase, construct, operate and maintain no more than 11 projects MPO/RPO support required Subject to prioritization Governed by a nine-member Board; Authority includes the power: To fix, revise, charge and collect tolls and fees for the use of the Turnpike Projects; To issue bonds or notes of the NCTA; To invest the proceeds of bonds or notes of the NCTA; and To exercise such additional powers as shall be necessary for the financing of Turnpike Projects. 2
3 NC Turnpike Authority Overview Responsibilities: Lead project development Maintain and operate toll collections systems Manage NC Quick Pass Customer Service Center Fund and manage maintenance of project facilities Coordinate and support financing activities: development of cost estimates (capital and operations), Traffic & Revenue studies, plans of finance, compliance and reporting requirements, etc. Funding: Operations and debt service - project specific toll revenues Capital costs - STIP funds and toll supported debt Cannot cross collateralize project revenues 3

8 Express Lanes Provides a reliable travel time option and serves as a long term congestion management tool Dynamic pricing manages the volume in the lanes Some facilities use an All-Pay scenario; the Charlotte region corridors have always been envisioned to accommodate carpools and transit vehicles, and toll other users Carpool recognition can come in the form of a self-declaring transponder or registered ride share program 8

13 Key Considerations Maintain intent of Express Lanes as a congestion management tool Maintain free usage for all transit vehicles Incentivize carpools, moving more people and not just more cars Reduce enforcement costs Reduce improper usage of lanes, which degrades throughput for all users Be reasonably assured revenues can cover costs Maintain delivery schedules within the above constraints 13
14 Ride-Share Carpool Program A ride-share program exists on I-95 Express Lanes in South Florida Applies to registered van pools and carpools with 3+ participants South Florida Commuter Services (SFCS) has the right to verify information provided on registration forms for one or all members of the 3+ carpool. All 3+ Carpool participants are responsible for maintaining and renewing their carpool and vehicle registration with South Florida Commuter Services in order to avoid toll charges. All vehicles not exempt from tolls would pay a dynamic toll at either a video bill by mail rate or a discounted transponder rate.
