This memo outlines how the existing trail network was established, how proposed trail alignments were developed, and how each of the proposed alignments was analyzed to develop a priority list for further feasibility analysis. Identification of Preliminary Trail Network The preliminary trail network map was developed by compiling existing trail maps, known project maps, past studies, discussions with City staff, and field reviews of the City s facilities. The existing studied projects are summarized in Table 1. The past trail planning work was augmented by HDR to identify gaps in the network and possible trail connections that would help close the gaps and create a more robust network. The existing network is shown in Figure 1. Key to this network was the connection of significant destinations which are important activity centers including: schools, parks, transit options, and community centers and facilities. Another critical facility for the community is the Florida Hospital Fish Memorial which is a large medical facility, employer, and activity center for the community. 4 On May 23 rd, 2017 HDR met with the City of and reviewed the existing materials as well as drove many of the viable corridors for trail expansion. The discussions with the City in the field meeting as well as subsequently by phone helped direct the plan to best meet the bicycle and pedestrian connection goals for the City. The culmination for the assimilation and analysis of bicycle and pedestrian mapping is shown in Figure 2, the City of Existing and Proposed Trail Network. It includes existing facilities, programmed improvements such as those along French Avenue and Holly Avenue, and proposed alignments developed by HDR to connect bicyclists and pedestrians to community destinations. For the purpose of this trail network, all facilities that would encourage bicycle and pedestrian activities were identified including any shared use path of eight feet or wider. It is understood that as the network matures and use grows, that wider paths may be needed to provide greater capacity and ease of use where narrower paths exist today. Trail Corridor Prioritization The City of Proposed Trail Network Map proposes more trails than the City can develop in the immediate future. HDR developed a prioritization screening evaluation criteria and analysis procedure custom to the request of the City to guide future investment. This screening uses GIS to evaluate each project based on its ability to meet the City s multi-modal mobility goals making bicycle and pedestrian travel safer and more viable to key destinations. The six primary considerations of the evaluation criteria were as follows: 1. Regional Trail Corridors; 2. Other Local Trails (existing or programmed); 3. Significant Destinations (Parks, Recreation Areas, Schools/Colleges, Community Centers); 4. Bike/Ped Crash Frequency (Years ); 5. Total Population, Employment and school enrollment within ½ mile of trail project, per trail mile of project segment; 6. and Removes Barriers (Provides crossing / connection over arterial). The evaluation criteria and ranking methodology is presented in Table 2. The prioritization category weights were finalized based on input from staff and City Council. To organize trail development for the City, HDR segmented the proposed trail network into manageable projects, each with distinct value to the community. By evaluating the Proposed Trail Network through segmentation and evaluation criteria, a list of ranked projects was developed for use by the City. The segments and rankings are listed in Table 3 and represented graphically on Figure 3. These projects are set for further analysis in upcoming phases of this study to determine the type and feasibility of the connections identified as most valuable to the community. The top four projects identified in the prioritization project include the following: 1. Graves Central. Graves Central is a project that would connect the existing segment of trail on Graves Avenue west of US with City Hall and beyond east of US This is a critical link between the two sides of the community, schools and recreational opportunities on Holly Avenue and at Mill Lake Park. 4
5 2. Blue Springs Avenue. The Blue Spring Avenue trail links Mill Lake Park with the existing trail head for the Spring to Spring Trail. 3. Rhode Island West. Rhode Island West is a key east-west segment that would provide linkage to several schools located west of US Threadgill. The fourth trail identified is a connection on the west side of the Florida Hospital Fish Memorial campus on Threadgill Place between Harley Strickland Boulevard and Saxon Boulevard. Following approval of the top four prioritized trails, the next step is to complete trail corridor feasibility reviews and concept summaries that will evaluate and determine feasible ways to add these new trail segments to the City s trail network. The concept plan for each corridor will describe and provide a map for the proposed trail alignment, and provide photos, notes, and discussion of issues, constraints, and opportunities, as well as a preliminary cost estimate. 5
