Funds raised help the American Cancer Society provide free information and support for people facing the disease today, and fund cancer research that will help protect future generations. Activities at the Relay will include countywide entertainment, a freewill donation community meal, silent and live auctions, games, a luminaria ceremony, and more. The 2018 Honorary Survivor is Marcheta VandeStreek, and Kasia Jarshaw is the honorary caregiver. They will share their stories during the Opening Ceremony. Subject to change, the schedule includes: 5 p.m. Survivor Registration, community dinner, and the silent auction opens 7 p.m. Opening Ceremonies 7:45 p.m. Live Auction (immediately after the Page 2 Construction began Tuesday, May 29 at the intersection of Highway 1/Eighth Street and Atlantic Avenue in Thief River Falls. This section of Highway 1 will be closed through the first week of June, weather permitting. Corrections staff will soon be able to move inmates from the existing jail, and from surrounding counties where some are currently being housed, into the new 90-bed facility. The completed portion includes five pods with a total of 54 beds, an eight-bed female minimum security unit and a 28-bed male minimum security section, as well as recreation, medical and office space. As of this publication, occupancy is set for early July. Before that takes place, however, the public is invited to tour the new housing units and take part in training exercises for staff. Tours for those interested in viewing the facility will be held Wednesday, June 27 from 9 a.m. to 7 p.m. throughout the day. Participants do not need to schedule a time, but they are asked to not bring cell phones or personal items on the tour. For those who would like a more indepth look, there will be mock bookings and housing scenarios, where members of the public will be able to participate in day-today operation of the jail. While the existing jail is a linear design, the new jail is indirect supervision, and this involves numerous changes in policies and procedures. This exercise provides essential training to staff, as well as providing hands-on testing of electronics, lights, intercoms, plumbing, locks, and all of the other new equipment to determine if all systems function effectively when actual activity is occurring. They were among the St. Bernard s Catholic School third graders launching their canoes Tuesday, May 29 in Thief River Falls. The kids are launching their River of Dreams canoes that they ve decorated their 14-inch cedar canoes that have a unique ID number that can be tracked in our River of Dreams database, said Andy Ulven with the International Water Institute. The institute worked with the third graders as well as other students in the Grygla, Marshall County Central, Red Lake County Central, Red Lake Falls, Warren-Alvarado-Oslo and Win-E-Mac school districts as well as elsewhere in Minnesota and North Dakota. Twenty-nine classrooms from 17 schools participated in the project. In Thief River Falls, the students learned about the Thief, Red Lake, Mud and Moose rivers. They also learned that the water eventually flows into the Red River, Lake Winnipeg and Hudson Bay. We learned about the rivers flowing downstream and about different rivers, Sam said. The St. Bernard s students launched their canoes Page 2 Outdoor Adventure Foundation adds a local chapter Foundation fulfills hunting and fishing adventure wishes Ryan Petersburg and Scott Baumgartner of the Roseau area have established a northwest Minnesota chapter of the Outdoor Adventure Foundation. Petersburg said they had intended to establish their own non-profit organization, but discovered the Outdoor Adventure Foundation and its mission and purpose fit well with what they wanted to do. The Outdoor Adventure Foundation is a non-profit organization that provides hunting, fishing and other outdoor adventures to children and young adults, under the age of 25, who have been diagnosed with cancer or other life-threatening illness as well as for combat-disabled veterans, under the age of 40, who have lost a limb or are wheelchair bound due to an active duty injury. Hunting trips may include whitetail deer, elk, moose or bear, and small game, like duck, goose, pheasant or quail. Fishing trips may include fresh or salt water. One of the local persons who participated in a hunt of a lifetime provided by The Outdoor Adventure Foundation was the late Gracie Woods of Thief River Falls. Petersburg and Baumgartner have always enjoyed hunting and fishing and wanted to make sure everyone had an opportunity to hunt. Baumgartner now operates BonBon s Guide Service on Lake of the Woods. Both Petersburg and Baumgartner work at Polaris. For Petersburg, the desire to help others may have been accentuated by the fact that he is wheelchair bound due a car accident. He was a passenger in a vehicle that was involved in a crash in 2012 and was ejected from the vehicle. After the accident, he received rehabilitation in Colorado, where outdoor activities are emphasized. There, he said he learned about the many kinds of adaptive equipment available to individuals with disabilities. Petersburg and Baumgartner were in Thief River Falls recently to promote their efforts and inquire about sponsorships. Both said they are also in need of volunteers and donations. They can choose from one of four times: Monday, June 25 from 4 to 10:30 p.m.; Tuesday, June 26 from 9 a.m. to 3 p.m. and again from 4 to 10:30 p.m., and Thursday, June 28 from 9 a.m. to 3 p.m. During these times, inmates will be booked into custody, fed meals, be given mock medication, taken to recreation, and carry on normal day-today activities. Requesting board approval to move forward on this upgrade, Superintendent Tom Jerome said it would provide tighter access to the building. Lawrence Wright from Wright Locksmith and Security explained this work, which would begin in the summer, would improve both the school s visual and door lock security. As part of the estimated bid, the school s system will receive work on its access control, totalling $7,400 and receive five extra cameras and a recorder, totalling $3,000. Jerome explained that this new system also includes upgrades to the school s entry system and creates a situation that would require individuals to now verbally and visually check-in with whomever is at the front desk before being granted inside access to the building during school hours. Tadman announced his candidacy in January 2018 after Sheriff Barb Erdman reported she would retire at the end of her second term, which concludes in December Tadman is a 30-year veteran with the Polk County Sheriff's Office. He graduated from Hibbing Technical College with a degree in criminal justice in Tadman has completed numerous management and specialized law enforcement courses throughout his career. Promoted to chief deputy in 2013 by Erdman, Tadman currently oversees all aspects of the sheriff's office and day-to-day operations. Throughout his career, Tadman has performed many duties, including patrol deputy, criminal investigator, Drug Task Force investigator, K-9 officer, supervision, and currently administration. Other specific responsibilities include development and maintenance of department policies, training supervision, and budget oversight. Tadman is currently involved in the Northwest Regional Emergency Communications Board Advisory Committee; the Polk, Norman and Mahnomen Community Health Improvement Planning Group; and the Polk County Wellness Coalition. Tadman s goals are to continue providing effective and professional law enforcement while maximizing patrol and investigative coverage. One of the many good points about this organization, said Petersburg, is that all the money raised here, Oklee s blood drive brings in 28 volunteers Oklee hosted a blood drive with United Blood Services on Tuesday, May 22 at the Community Center, which helped collect a total of 35 units of blood for patients in need. Twenty-eight individuals volunteered to donate blood and 27 individuals were able to donate at the United Blood Services blood drive. A total of nine donors also came forward to donate Power Red Cells (2RBC), which collects two units of red blood cells while returning platelets, plasma and a saline solution back to the donor. Eleven people volunteered for the first time. United Blood Services expressed its gratitude to Randy Huie, who coordinated the drive, as well as others who assisted the day of the drive: Julia Bernstein, Jenna Dahlen, Gerald Melin, Calyssa Eskeli, Karena Melby, Jayden Fore, Dawson Rystad, Taya Morinville, Aurimy Olson, Cari Bachand, Kia Bachand, Sydney Melby and Jade Person. UBS strives to keep a five-day supply of every blood type on the shelf at all times to be able to meet the needs of patients across the region. Donations from O- The Minnesota State Patrol and the Minnesota Department of Transportation seek input from commercial vehicle drivers, companies engaged in the transportation of property and people, and other stakeholders for the development of a 10- year Minnesota Weight Enforcement Investment Plan. The plan is focused on identifying the operational, maintenance and investment needs for commercial vehicle weight and safety enforcement, and will help state and federal agencies better understand future capital and operational needs. MnDOT will host an online interactive webinar Tuesday, June 12 from 1 to 2 p.m. to introduce the plan and to survey road users on safety needs across the state. The webinar will focus on the physical infrastructure, such as improvements for TRF man charged for Marshall County burglary A Thief River Falls man has been charged after he allegedly entered a home and outbuilding near Florian. Christian B. Potucek, 25, was arrested on a f e l o n y charge of second degree burglary and a P e n n i n g - ton County w a r r a n t, according to Marshall County Sheriff Jason Boman. Potucek was found in the home, where he allegedly stole and consumed eight beers. He also apparently drove a four-wheeler around the yard and field. The owner said it appeared Potucek had tried to get into his pickup truck as well. The charge stemmed from an incident Tuesday, May 15 at about 7:30 p.m., according to the complaint. Two women returned home and heard a bang upstairs. They went outside and then heard talking, saw upstairs curtains moving, and saw a head in the window. They called the sheriff s office. Potucek was taken to North Valley Health Center in Warren to be treated for dog bites. On the way there, he allegedly asked a deputy multiple questions. The deputy responded that he would talk to him at the jail. Potucek yelled profanities and banged his head on the edge of the patrol car, saying he would stop if the deputy spoke to him. He also asked the deputy where he lived, but the deputy ignored him. Potucek said he knew how to find out where the deputy lived and would hurt him and his family. On two later separate occasions, he said he wouldn t hurt the deputy s family. After leaving NVHC, Potucek tried to run by taking four fast steps. However, he was escorted back to the squad. At the jail, Potucek was allegedly belligerent and yelling at staff. He was placed in a holding cell, where he proceeded to pound on a door and bang his head on a door for about 10 minutes. SOUR DOUGH APPETIZER Hollow out round sour dough bread and save bread. Mix: 8 ounces cream cheese, 1 large jar Cheese Whiz and 1 can crab or shrimp. Put cream cheese mixture in hollowed out bread. Wrap in aluminum foil and bake at 350 degrees for ½ hour. Fold back foil and bake for 15 minutes more. Dip bread or crackers in loaf until gone. Have extra bread available. SLUSH PUNCH 2 (6 ounce) cans frozen orange juice 2 (6 ounce) cans frozen lemonade Thaw the above and mix with: 1/2 cup sugar 3 six ounce cans water 1 (46 ounce) can pineapple juice Freeze in 3 one-quart containers. To serve, thaw at least 1 hour, then add 1 12-ounce can ginger ale per quart of mixture. Stir in Worcestershire sauce and garlic powder. Mix in other ingredients. Bake in 250 degree oven for 45 minutes, stirring every 15 minutes. POTATO CHEESE HOT DISH 4 to 5 cups cold leftover cooked potatoes 1/4 cup chopped onions 1 cup cut up mild cheese 1/2 teaspoon salt Dash of pepper 1 can cream of mushroom soup 1 cup milk Place cut-up potatoes in a 2 quart casserole. Add about 1/4 cup chopped onions, cheese, salt and a dash of pepper. Mix can of mushroom soup with 1 can of milk or enough to cover the potatoes. At the time of the accident, Scott Peters, 56, Viking, was driving a vehicle westbound on Marshall County Road 2. 5 Saturday, June 2, 2018 NORTHERN WATCH Page 5 Prowlers advance in Section 8AA baseball Four-run fourth catapults TRF to victory Thief River Falls defeated Warroad 6-4 Tuesday night in Warroad to advance to Thursday s Section 8AA quarterfinal round in Park Rapids. The first round playoff game served as the rubber match between the Prowlers and Warriors. The teams split a regular season twinbill May 22 in Warroad. Going into the game, when we just played Warroad a week ago, we knew what their order was capable of doing and we had just seen Moyer on the mound for them too, said Thief River Falls Head Coach Mike Gullingsrud. I thought our guys did an excellent job of adjusting at the plate and we had much better results the second time through the order, Gullingsrud added. We also had several key at bats where we were in an 0-2 hole and either walked, were hit by a pitch or hit a home run (Manderud). Warroad took an early 2-0 lead with runs in the second and third innings. Thief River Falls answered with a four-run Christianson and Hagevold qualify for Section 8AA girls golf meet Thief River Falls girls golfers Emma Christianson and Kaitlyn Hagevold qualified for next week s Section 8AA girls golf meet at Bemidji Town and Country Club with top-six individual finishes at the North Sub- Section meet at Blueberry Pines in Menahga. The top three teams and top six individuals who aren t a part of a top-three-finishing team earned a spot in next week s two-day Section 8AA meet. Christianson took third overall with an strokes behind medalist Ally Tiedemann and three strokes behind runner-up Joslynn Leach, both of Crookston. Emma had her best round of the year at a great time, said Assistant Coach Tim Vagle. Every time we saw Emma on the course she was hitting it well and keeping the ball in play. Emma learned a good lesson today as well, always ask your fellow group members to mark their ball when on the green. She incurred a 2 stroke penalty when her putt inadvertently struck another ball on the green or she would have carded an 87. fourth and added a run in the fifth to back starter Grant Hartmann with a 5-2 lead. Warroad picked up a pair of runs in the sixth, but the Prowlers answered in the top of the seventh with a run off of Warroad reliever Keaton Hoffman to push the lead to 6-4. Hartmann picked up the win, allowing four runs in six innings. Grant did a great job of working out of a couple jams and he had pretty good control throughout the six innings, Gullingsrud said. He has been our most consistent pitcher all season and he had a great mindset entering the game after gaining the win on the mound over Warroad last week. Dylan Manderud pitched a scoreless seventh to get the save and send the Prowlers to the Section 8AA quarterfinals. Once Grant was able to get us deep into the game, it was very nice to have Dylan for the seventh inning, Gullingsrud said. He was throwing hard and had his curveball working for a strike too. Other than one Vagle noted that Christianson has recorded personal bests in each of her last two outings, after shooting a 96 at home last week. Joining her in the section tournament is Hagevold, who finished 15th overall with an even 100, which was good enough for the fourth of six individual qualifying spots. Kaitlyn didn't have her best day on Tuesday, Vagle said. She was disappointed in her score, but managed to play well enough to make it back to Sections (she competed with the team last season). "Kaitlyn can hit the ball a long ways, but at Blueberry that can get you in tree-trouble and cost her a few strokes. Golf is a grind and she threw in enough good holes to qualify for Sections. Also finishing in the top 25 but falling short of qualifying for sections were Breanna Lee, who finished second with a 109; and Chloe Lundeen, 24th with a 112. Led by Tiedemann and Leach, Crookston won the team title with a score of 346. Roseau was the sub-section walk allowed in the inning, the other players didn't have very good swings and he was able to gain the save. Brandon Bruggeman, Manderud and Hartmann each had two hits in the game. The Prowlers sixth through nine hitters were able to draw seven walks in the game - three of which came from Brayden Johnson - and a few of them were in situations where we were down 0-2 in the count and battled all the way back to get on base. As a team, we only had one strikeout against us and that is a compliment to the team with their approach and how they battled in each at bat, Gullingsrud said. The top three teams and top six individuals who aren t part of the top three teams earned spots in the Section 8AA tournament. It is great for Sam and Aaron to qualify for the section tournament, said Head Coach Tim Magnusson. We are dissapointed that the team didn't make it we thought we had a real good shot as making it as a team. Haubrich shot an 84 to finish fourth overall and second among the individuals, and Myers was 14th overall, and fifth among individual section qualifiers with an 89. Thief River Falls and Crookston tied for fourth with scores of 357. The Pirates were initially among the top three finishers when all rounds were completed. However, an alleged rules violation was committed by a Thief River Falls golfer Brandon Mack, and because it was not immediately reported, the entire foursome that included golfers from Crookston, Park Rapids, Roseau and Thief River Falls was disqualified. We had a kid who didn t mark his ball correctly and the kids he was golfing with didn t call him on it until the end, said Thief River Falls Activities Director Mike Biermaier. Biermaier explained that if the rules violation had been addressed at the time it occurred, the Thief River Falls player would be addressed a two-stroke penalty. Instead, because the violation wasn t reported until after the scorecard had been signed, the entire foursome was disqualified. I'm still not really sure what happened with Brandon, Magnusson said. In Thief River Falls, traffic speeds seem to reflect the excitement and tension. Many motorists seem to be in a rush to get somewhere - school, an end-of-the-year recital, ball game or other activity. It s always hard for families to get everyone on the same page, out the door and in the car when they need to be, so there s some added tension when they run into heavy traffic or construction. At the pre-construction meeting for Eighth Street and Third Street in Thief River Falls Tuesday, some individuals complained about speeds of some vehicles traveling on those roads. Construction crews have already removed the south sidewalk on Highway 1 (Eighth Street) and utility crews, such as Sjoberg s and power company workers are trying to replace some of the wiring or prepare for the construction project that began Tuesday, May 29. They are in close proximity to the highway and people need to slow down because it s a dangerous situation. The other complaint was about morning traffic. Apparently, some motorists have a hard time slowing down on the highway as they enter the residential area. I can t say I disagree with the complaints. It causes those who are driving too fast to hit the brakes, but so be it. They say, and I tend to agree, if you re late for work, it s your own fault for not leaving earlier. Individuals who are going to softball games should probably plan on starting later because they ll have to take some long detours to get to their destination. It ll require some patience on their part as well. I wouldn t mind seeing some changes at the intersection of Third Street and Davis Avenue. It s not a good intersection as it is because traffic congestion creates a bottleneck all the time, especially when there s a train. It ll be worse this summer during the construction period on Eighth and Third Streets. It would help if more motorists took First Street instead, and if individuals going to the Eagles Club used their parking lot and didn t park along Davis Avenue. Nerves are beginning to fray and the construction and traffic congestion haven t even begun. One person at the meeting suggested that everyone eat it. I m not sure what that means, but I suspect it means accept the construction and be patient. Since I m stirring the pot, many residents east of the Eighth Street bridge wouldn t mind seeing another bridge connecting that area of the community to the rest of the community. It makes sense, and during the construction period, everyone will have an opportunity to think about it. Rural Reflections Construction and rain by Grant Nelson I bet some readers are distressed with all of the road construction this year. I think this is the perfect year for construction although not because of economic benefit or simple convenience. Minnesota in the summer of 2017 started out dry, which is typically helpful for planting crops. It then rained quite a bit in May, which eliminated a lot of areas that were close to drought. Timely rain is a term which means you get rain just when you need it, like getting a drop shipment of parts the day before you build a product. Timely rain is great because the alternative is either drought or excessive moisture. Drought prevents growth and excessive moisture either hurts crop or makes field work difficult. The timely rain quit around here last summer just in time for harvest time, so any local drought conditions were not felt. I belong to a group called Area Rainfall on Facebook. It s a nice resource for farmers or anyone who is interested in local weather. Using a start date of Aug. 17, 2017, and ending at freeze-up, we saw about 4.2 inches of rain according to the entries from the Area Rainfall page. That sounds pretty good, but prior to these events, the ground was hard and dry. It was so hard that we no-tilled some rye and clover that never found enough moisture to germinate. I was looking through some rainfall amounts and local storms delivered rain gauge readings that varied by as much as 3 inches. We used to receive storms that blanketed the area, they seem much more localized. When it is dry, then the vegetative matter that sits on that dry ground is also dry. When we get a rain event, dry ground matter has to absorb some moisture before it rehydrates to a point that the rain runs off and goes into the ground. The topsoil then needs to rehydrate so moisture can get through to the subsoil. While the soil tries to drink up, the clouds have already disappeared and the sun and wind reappear and begin the process of evaporation which means the moisture that could have added to soil moisture goes into the sky and gets blown somewhere else. Several small rain events just tease the ground but don't truly satisfy its thirst. The other problem with dry conditions is that they create more dry conditions. If there isn t excess moisture in the air, then rain that occurs thousands of feet above ground may be absorbed by dry air. If you have a widespread drought, then there is no ground close by that has excess moisture to evaporate. You get your rain from other areas that have enough excess moisture that is evaporated and then transported on the wind to your farm or garden. If the nearest excess moisture is a few states away, you may not see it. The long and short of it is we either need some darn timely rain or a lot of it in a few doses. As a part-time farmer, I always look to the future in uncertain times, so I may try to replant some pasture in hope of timely rain. I look to the future. This is why it is the perfect year for construction, the weather is right for it. Nothing stretches out a construction schedule like being unable to work because of rain. So, now is the time to look to the future. Don t think about how inconvenient construction makes your life, think about how nice it will be this winter when you drive on that new asphalt or use the improved utilities. After you are done thinking about that and enjoying your improved perspective, maybe you could pray for a little rain. The increase to a 20 percent blend of biodiesel during the summer is like removing the emissions from nearly 202,000 vehicles. Biodiesel is good for farmers, the environment and the economy. Minnesota moved to using a 20 percent blend of biodiesel in May this year until Sept. 30 when the blend will go back to 5 percent during the winter months. The county also hopes to answer questions and dispel myths about biodiesel. I check my tanks regularly for water buildup, said KCSGA Board Member Theresia Gillie said. Water contamination is a major factor for all fuel issues, which can be totally avoided with a little tank management. We want people to know the fuel works great and adds value to the rural economies. Plummer man dies in ATV crash A Plummer man died after his all-terrain vehicle overturned in the early morning hours of Saturday, May 26. James Douglas Congdon, 45, was pronounced dead at the scene in the city of Plummer, according to Red Lake County Sheriff Mitch Bernstein. An autopsy determined Congdon suffered head trauma, which was the likely cause of death. At the time of the accident, Congdon was driving a 2008 Kawasaki 750cc ATV. According to the report, it appeared the ATV overturned while Congdon was negotiating a corner. He wasn t wearing a helmet. Congdon was traveling about four blocks from a neighbor s home to his home at the time. The sheriff s office received several 911 calls about the accident at about 2:30 a.m. May 26. The sheriff s office, Plummer Fire Department, Oklee Ambulance and Thief River Falls Area Ambulance responded. The incident remains under investigation.
