1 YANKTON COUNTY COMMISSION MEETING August 16, 2016 The regular meeting of the Yankton County Commission was called to order by Chairman Todd Woods at 4:00 PM on Tuesday, August 16, Roll call was taken with the following Commissioners present: Raymon Epp, Debra Bodenstedt, Don Kettering, Donna Freng and Todd Woods. All present voted aye; motion Action 16266C: A motion was made by Epp and seconded by Freng to approve the consent agenda. All present voted aye; motion MI Income: The MI income for July 2016 was $7, The Yankton County Welfare Report for July 2016 included 9 contacts, 10 notices of hospitalization, 14 medical bills for the County Jail and 3 funeral applications. ROD: The Register of Deeds report from July 2016 showed collection of $13, in regular fees; $8, in transfer fees; and $1, in copies revenue. Veterans Office: VSO Michael McDonald s July 2016 report showed 84 contacts on behalf of veterans last month. McDonald also coordinated transportation of 18 veterans (eight trips) to appointments at the VA Hospital in Sioux Falls. EMS: Emergency Medical Services monthly report for July 2016 listed 178 total calls. Year to date Yankton County EMS has collected $403,984 and spent $553,844. Page 4

5 Auditor/Treasurer: The Auditor s Monthly Settlement with the Treasurer as of July, 2016 showed Total Cash of $8,181, The General Fund was $5,445,439.54; Special Funds were $1,759,450.49; and Trust and Agency Funds were $976, adding to a Grand Total of General Ledger Cash and Investments of $8,181, A detailed report is on file with the County Auditor. Sheriff: Sheriff s office collected $6, in fees last month. Jail income was $92, in July. There were 88 county inmates, 31 city inmates, 72 state inmates and 29 federal inmates, with a total of 6,849 inmate meals served. Income from the 24-7 program was $4, in July. Plat: Whereas it appears, Phil Spady, owner of record, has caused a plat to be made of the following real property: Lot 15 and Lot 16, Thon s Addition, S1/2, E1/2, W1/2, NE1/4, S15-T93N-R56W, hereinafter referred to as Utica South Township, County of Yankton, S.D., and has submitted such replat to the Yankton County Planning Commission and the Yankton County Commission for approval. Now therefore be it resolved that such plat has been executed according to law and conforms to all existing applicable zoning, subdivision and erosion and sediment control and the same is hereby approved. The County Auditor is hereby authorized and directed to endorse on such the proper resolution and certify the same. All present voted aye; motion Plat: Whereas it appears, Eileen Hillesland, owner of record, has caused a plat to be made of the following real property: Lot 1, Parcel C, McVay Addition, SW1/4, NW1/4 and NW1/4, NW1/4, S18-T93N-R56W, hereinafter referred to as Utica South Township, County of Yankton, S.D., and has submitted such replat to the Yankton County Planning Commission and the Yankton County Commission for approval. Now therefore be it resolved that such plat has been executed according to law and conforms to all existing applicable zoning, subdivision and erosion and sediment control and the same is hereby approved. The County Auditor is hereby authorized and directed to endorse on such the proper resolution and certify the same. All present voted aye; motion Action 16267Z: A motion was made by Bodenstedt and seconded by Epp to recess the regular session and convene as Board of Adjustment. All present voted aye; motion CUP Public Hearing: This was the time and place for a public hearing for a Conditional Use Permit application from Neal Lange. Applicant requested a permit to build a sixty (60) unit campground in a Lakeside Commercial District (LC) in Yankton County. Said property is legally described as NE1/4, NW1/4 exc Parcel A & exc Lots H-2 thru H-6 & exc Lots 1-5, Block 1, Lots 1-5, Block 2, Lot A1-A, A1-B, A1-C, B & C, Block 3, Kaiser Overlook, N1/2, NE1/4, NW1/4, S15-T93N-R56W hereinafter referred to as Page 5

Action 16268Z: A motion was made by Kettering and seconded by Bodenstedt to approve a Conditional Use Permit, based on Findings of Fact from the July 12, 2016 Yankton County Planning Commission meeting and on file in the Zoning Administrator s Office, for Neal Lange to build a sixty (60) unit campground in a Lakeside Commercial District (LC) in Yankton County, pursuant to Article 19, Section 1905 of the Yankton County Zoning Ordinance. Said property is legally described as NE1/4, NW1/4 exc Parcel A & exc Lots H-2 thru H-6 & exc Lots 1-5, Block 1, Lots 1-5, Block 2, Lot A1-A, A1-B, A1-C, B & C, Block 3, Kaiser Overlook, N1/2, NE1/4, NW1/4, S15-T93N-R56W hereinafter referred to as Utica South Township, County of Yankton, State of South Dakota. Action 16271H: A motion was made by Kettering and seconded by Bodenstedt to approve advertising to receive bids for snow plow truck. All present voted aye; motion Action 16272C: A motion was made by Bodenstedt and seconded Freng by to approve the National Multimodal Freight Network Resolution with Department of Transportation.
