1 Town of Jackson Town Board Meeting June 7, 2017 The Town Board of the Town of Jackson met on June 7, 2017 at 8:00 pm at the Town Hall for the regular monthly meeting. Members Present: Others Present: Supervisor Jay Skellie - Highway Superintendent, Sean Carney Councilman Mike Nolan - Budget Officer Donna Nolan Councilman Travis Rea - Town Clerk Tammy Skellie-Gilbert Councilman Edward Rouse - Planning Board Chair Noel Hanf - Town Historian Sharon Dunn Also Present: Ted Berndt - Dick Farrell, The Eagle Nancy Crucetti - Edward Mager Ann Deso PRESENTATION Ted Berndt, owner of the Washington County Ag Park was present to share his latest short-term and long-term plans. Currently, there is immediate development of a corn maze, hayrides and pumpkin patch. The long-term plan includes establishing a location for a farmer s market, craft fair, and specialty food vendors for the winter of The business concept is similar to a model used at Windmill Farm in PennYan, NY. Seconded by Councilman Rea RESOLUTION NO Approval of minutes RESOLVED, that the minutes of the May 3, 2017 Town Board meeting be approved with one correction. 2 RESOLVED, that the Town Clerk and Supervisor Reports for May 2017 be approved as follows: Town Clerk Fees to Town $4, Supervisor Receipts $16, Supervisor Disbursements $34, REPORTS Highway Resolution by Councilman Rea Seconded by Supervisor Skellie RESOLUTION NO Seek bids for side sander for pick-up truck RESOLVED, to seek bids for a stainless steel, side sander for the pick-up truck. Two quotes were received from Dejana and FAB3 for sandblasting the dump truck bodies. Supt. Carney recommended FAB3 as their quote was $2,000 less than Dejana. RESOLUTION NO Sandblasting 2007 truck RESOLVED, to approve the quote from FAB3 to complete the sandblasting of the 2007 dump truck. Supt. Carney also expressed the need to replace the 1996 backhoe. The department uses the backhoe about 300 hours annually. The Board suggested he search for a used model. Resolution by Councilman Nolan Seconded by Councilman Rouse And passed by all board members present, 4-0 RESOLUTION NO Agreement to spend highway funds RESOLVED, that pursuant to the provisions of Section 284 of the Highway Law, the Jackson Town Board agrees that moneys levied and collected for the repair and improvement of highways and received from the State for the repair and improvement of highways, shall be expended as follows: General Repairs: The sum of no more than $252, may be expended for general repairs upon miles of town highways, including sluices, culverts and bridges having a span of less than five feet and boardwalks or the renewals thereof.

3 Improvements: The following sum shall be set aside to be expended for the improvement of the following town highway: (a) On the road, commencing at the intersection of State Route 22 / Colfax Mountain Road and leading to a distance of 1.1 miles northeast. There shall be expended not over the sum of $130, Type: Binder Thickness: 3 inches Width of traveled surface feet Sub base 8-10 (b) On the road, commencing at the intersection of Fire Tower Road / Colfax Mountain Road and leading north a distance of 2,600 feet. There shall be expended not over the sum of $38, Type: 6 Thickness: 2 inches Width of traveled surface 18 feet Sub base type 6 overlay (c) On the road, commencing at the intersection of County Route 61 / Nesbitt Road and leading north a distance of 2,600 feet. There shall be expended not over the sum of $48, Type: 6 Thickness: 2-3 inches Width of traveled surface feet Sub base stone & oil overlay For years, Supt. Carney has been using his personal equipment and fuel to mow the lawns at Town Hall and Battenville Cemetery located at the intersection of County Route 61 and Skellie Road. The board discussed whether to purchase a mower or to seek bids to complete the work. Resolution by Supervisor Skellie Seconded by Councilman Rea RESOLUTION NO Seek bids for mowing RESOLVED, to seek bids for six mowings and trimmings at the Battenville Cemetery. Councilman Nolan requested that the highway department find time to cut brush. Planning Board The Planning Board determined Harold Gilbar s (Hedges Lake, Inc.) June 6 th boundary line project of waterfront parcel # with the Seaholm property is a boundary line adjustment. The Board also reviewed the SEQR relevant to the draft site plan review.

4 Historian/Washington Co. CARES The bi-annual Washington County History Fair is schedule for Saturday, September 30 th in Hartford. Mrs. Dunn plans to showcase the Town of Jackson. She also shared a pamphlet for the 2016 Office for the Aging Annual Report describing all of the services. OLD BUSINESS Site Plan Review Law The Town Board reviewed and completed the SEQR relevant to site plan review. The document can then be sent to the Washington County Planning Agency. RESOLUTION NO Approve SEQR RESOLVED, to approve the SEQR for the site plan review as written. Town Picnic Lewis Steele will coordinate the posters for the picnic. To offset the cost of supplies for the picnic, a $1/person donation will be requested. The picnic is scheduled for Friday, July 28 at 6 pm at the Cambridge American Legion. Town Hall Flag The flag is expected to be erected on June 8 th! Town Board Compensation Tabled until July NEW BUSINESS Wheels for Wishes The non-profit organization Wheels for Wishes is a car donation and recycling program that benefits Make-A-Wish Northeast New York. They would like Jackson to add a link to the website for people to dispose of unwanted vehicles for recycling at no charge. The Board felt people could contact the Town Clerk for information rather than add a link to the website. Blue Flame Gas Co. - Blue Flame sent their heating program. The price was $.17/gallon higher than in Resolution by Councilman Nolan Seconded by Councilman Rouse RESOLUTION NO Seek bids propane RESOLVED, to seek bids for propane for

5 RESOLUTION NO Support for Initial Appearance Coverage for Arraignments of Local Courts WHEREAS, Washington County is submitting a plan for counsel at initial appearance coverage for arraignments in local courts; and WHEREAS, the plan provides for a central arraignment part conducted twice a day at the Washington County jail rather than at the town or village location of the arrest; and WHEREAS, this plan requires the cooperation of the various local town and village justices; and WHEREAS, this plan should assure consistency in representation as well as in the afterhours schedules of the various town and village justices; and WHEREAS, state funding is available to provide for the expenses of the justices as they travel to Fort Edward; and WHEREAS, this program will promote efficiencies among the town and village justices as well as county operations providing for mutual cooperation of the County s municipalities; NOW THEREFORE BE IT RESOLVED, that the Town of Jackson hereby indicates its support for the County s plan for counsel at initial appearance coverage for arraignments of local courts. Board of Elections Request The Board of Elections (BOE) would like to alter the traffic flow of voters moving through the Town Hall during elections. To accomplish this, they would like to utilize both doors whereby one would serve as an entrance and the other an exit. To accomplish this, lighting must installed at the backdoor. BOE has grant funding to reimburse the town for the lights if the Town agrees to cover the cost of installation. The Board decided to ask Justice Ackley to include lighting and installation to the grant he is currently applying for this fall. Supervisor Update Supervisor Skellie and Supt. Carney met with our NYMIR insurance agent Dick Look to adjust the coverage on the highway trucks/equipment. We should receive our package soon. The Salem Fire Department will host an Open House on Saturday, June 10 th from 2:30-6 pm. Supervisor Skellie received a letter from the NYS Town Clerk s Association announcing Tammy Skellie-Gilbert has completed re-certification as a Registered Municipal Clerk.
