1 Scipio Town Board Meeting This public meeting was called to order at 7:00 PM on Wednesday August 10, 2016 by Supervisor Gary Mutchler with the following people present: Supervisor: Gary Mutchler Town Clerk: Tom Olenych Council Members: Howard Nelson Highway: Mark Chamberlain Leslie Baxter Mark Ferrari Gary Whitten Visitors: Wayne Pettit, Bob Baxter and Greg Rury Motion: to approve supervisor Mutchler s agenda. (Baxter / Howard) All in favor. Issues to come before the board from town residents: There were no issues from the town residents present. Approval of the minutes of June 8, 2016 (Baxter Ferrari) All in favor. Approval of the minutes of July 13, 2016 (Mutchler / Baxter) All in favor. Town Board member reports: Leslie Baxter is waiting to hear from the vet regarding a rabies clinic to be held in the fall. Normally this is held one week after the fall cleanup day which would mean it would be held this year on Oct. 8 th. and the cost to get a dog vaccinated has yet to be determined. The new vets name is Tyson Benson and he is affiliated with Homestead Large Animal Clinic in Auburn, NY. Mark Ferrari told the board the new Clarity Connect broadband tower had been erected on Center Road between State Route 34 and Wyckoff Road but has not yet been powered up. Howard Nelson discussed with the board the idea of the transfer station being open for a few hours one night a week during the spring and summer months. Howard has brought up the subject with D. J. Grady in the past and D. J. did not have a problem with working these extra hours. Discussion and vote on budget issue for Scipio Rural Cemetery: The town board was in agreement the town should allocate money in the town budget to assure the cemetery to insure the up keep and maintenance of the cemetery does not become the responsibility of the town. The exact amount needed each year will vary so it was decided the budgeted amount would be looked at and allocated on a yearly basis. Motion to approve funding for the Scipio Rural Cemetery in the yearly budget. (Whitten / Nelson) Whitten Aye, Nelson Aye, Baxter Aye & Ferrari Aye. Mutchler Abstained.

2 Resolution for a public hearing on the separation of the Scipio Fire Department from the Scipio Venice Ledyard Fire District. (Mutchler / Ferrari) All in favor. Meetings to take place at the Scipio Fire House on September 13, 2016 at 7:00 PM and at the Town of Scipio Offices on September 14, 2016 at 7:00 PM. Supervisor s Report: A) NYMIR meeting with the town supervisor did not happen as the NYMIR representatives were a no show. B) Bill Chamberlain, a local insurance agent, felt he could do a better job for the town than the Municipal Health Insurance Consortium of Tompkins County so a meeting was arranged between Supervisor Mutchler, Becky Rury, the town s bookkeeper, and Leslie Baxter a town board member. The meeting proved to be unproductive so it was decided the town would stay with MHIC. C) Supervisor handed out a financial report showing there was nothing out of place with the monthly reports. Resolution to approve the following transfer of funds: Transfer from: A Contingency $ To: DA Retirement Transfer from: A Contingency $ To: A Contingent Comp Plan (Mutchler / Whitten) All in favor. D) The Gould Cemetery issue. To date the VanNostrand s have not cashed the check the town mailed to them for the appraised value of the Gould Cemetery property. The town is waiting for the property to be surveyed before putting up a fence around the property. E) The town clerk was contacted by the Cayuga County Board of Elections that a republican primary would be held on September 13, 2016 with the town offices serving as the town s polling place. F) Supervisor Mutchler spoke to Microbac in Cortland regarding the inspection of the old landfill on Bergerstock Road, which NYS DEC mandates be done every year for a period of 30 years following the closing of a landfill. Microbac will schedule an inspection and inform the town when it is to take place. G) The Dutchess County initiative dealing with autism and bullying was not thought to be appropriate for the town so the town will not participate. Reports: A) Assessor: Heather Garner submitted a written report which is attached. B) Town Clerk: Tom reminded the board members and other town officials that anyone wanting to submit something for the fall newsletter should have it to him no later than August 30 th. or 31 st. Tom also told the board the fall newsletter will be formatted slightly differently to ensure there is enough space for everyone s contribution. The cost to do so is approximately $40.00 which will be offset by the number of undeliverable spring newsletters whose

3 addressed have been removed from the mailing list. C) Highway Superintendent: Mark Chamberlain and the highway crews have been busy working with other town mowing, with the second round of mowing to start the week of August 15 th. The new mower was having problems with the PTO not engaging properly. This is under warranty and Monroe Tractor will be picking the tractor up to be worked on at their facility in Auburn. Mark also told the board the warranty work from Vestal Asphalt has been completed. D) Code Enforcement: Mick Piechuta submitted a written report which is attached. Other business: there was no other business to be discussed. Vouchers: General (A): totaling $9, (Baxter / Nelson) All in favor. Highway (DA): totaling $16, (Mutchler / Nelson) All in favor.
