4 Hello fellow Blue Lake Springs HOA Members. Spring has finally sprung and we are enjoying some beautiful weather. But remember, winter will not officially be over until it has snowed on the dogwoods. For more than the last two months we have had the valves and floodgates at our two lakes open full and still both lakes are over-filled. The runoff from the heavy rains and the melting snow is still flowing at unprecedented rates. Hopefully it will moderate before the beginning of summer. We still have a lot of work that needs to be done in order to prepare the lakes for member use. On the 21st. of this month we had a great dinner at Snowflake Lodge celebrating approximately 60 volunteers who work hard to make our HOA such a wonderful place. We truly appreciate all of the work they do to support everyone. For the past two years Blue Lake Springs has been designated a Firewise Community by the National Fire Protection Association. This is a big deal as it helps to reduce fire insurance rates. Only a few communities in Calaveras County qualify. There are many things that must be done to maintain this designation; one is to have an annual community activity to promote fire safety. This year on Saturday, May 4, we will hold a clean-up day at Fly-in Lake and other locations in the development. There is a notice regarding this later in The Lodge Log and details will be published in the weeks prior to the event. We hope as many people will participate as possible. This is also a good event for kids, getting them outdoors and it allowing them to do something constructive that they can enjoy. As I mentioned in last month s President s Message, our board is preparing a new fining policy and clean-up strategy for our members who do not follow the requirements of State regulation PRC 4291, and do not adequately clean their properties. This is not an easy task, as it requires consultation with legal council, coordination with Ebbetts Pass Fire District, Cal-Fire, and Calaveras County. Last year one or more of these organizations let us down, and we were not able to get as many of the worst of the worst properties cleaned, as we would have liked. This year we think we have resolved the issues that caused us problems last year, and we are ready to move forward. This issue will be discussed at the April 20th. Board meeting. We hope that everyone who is interested in this issue can attend that meeting and provide the Board with your input. As many of you know, we have a Fire Prevention Coordinator on staff. His name is Thomas Hein and he is available to meet with members and help them deal with their fire prevention and lot clearing issues. Thomas s job is not to be a cop, but rather to be a consultant to work with our members to give them advice and consultation. Thomas can be reached by calling our office at , or by at vip@blsha.com. Remember, it doesn t matter how slow you go to make things better as long as you never stop. Anonymous Mike McAtee BLSHOA President 4
5 VOLUNTEERS IN PREVENTION (VIP) Hello BLS, It looks like winter is coming to an end. The past couple of months have been full of snow and rain. There was quite a lot of damage to properties. The water brought debris from the properties to the culverts and clogged them up. This caused nasty roadways and black ice. Please be proactive and clean the culverts and drainage ditches on your property. We will most likely receive more rain before summer and the debris is causing the natural flow of water to divert into small streams, which may lead to water damage to you and/or your neighbors property. There were many trees that fell during the last couple months. The wind, snow and rain have paid special attention to the cedar trees in BLS. Please take a look around to make sure that all the trees on your property are healthy. Please remember that PRC4291 and the BLS CC&R's say that all dead and/or diseased trees, and their slash, must be removed immediately. BLS has had trees that have fallen on houses over the past couple months. This is not a phone call anyone wants to receive. It does not take much to take a minute and look around your property for potential hazards. VIP inspections are around the corner. If you have not contacted a lot cleaner, please do so. The lot cleaners will be very busy right before the inspection time. If you do not get to them as early as possible you may not be able to have your lot cleaned by the end of May. Fire season is now starting earlier and ending later. The last thing any of us want is to have a Paradise situation in our beautiful town. If you need assistance in finding a lot cleaner, you can go to the following link: If you would like to be a VIP inspector (Volunteers In Prevention) or volunteer in any way, please contact at vip@blsha.com. We need all the help we can get! Have a wonderful April! -Thomas Hein BLS Fire Safety 5
6 Rec Ramblings Today the sun is out! Hip, Hip, Hooray! Even with this intense winter and wondering if we had moved to Seattle and didn t remember, preparations for another great Summer Recreation season have started! Hiring is underway and we are looking for: Lifeguards, Lake Monitors, Recreation Office staff, and Summer Aides. We are hiring part time or full time employees. Call or the business office and ask for an application. You might want to also send along a current resume. And back by popular demand, our Touch a Truck event on Saturday, June a.m. to 1 p.m. Bring the kids and get close and personal with a firetruck, police vehicles, and more. You will be happy to know we have scheduled this at the Fly in parking lot. We will have lots of room to spread out. More on this popular event later. Please make a note our annual July 4 th Kids Fishing Derby is Thursday actually on the 4 th! Bobbie Owens will be in charge of the derby which starts at 6:30 a.m. Those 16 years old and under may fish. Please remember to carry your HOA member s card as we will be checking. The Snack Bar will be open late before our fireworks on Lodge Lake. So forget cooking, pack a blanket and join us for our annual fireworks show. Even though the weather has hampered the Maintenance crew, improvements continue to be made at our main facility and Fly-In Lake. We are close to finishing the disc golf course, and once Fly-In Lake is dredged, look for additional picnic tables and shade trees. Feel like you are missing out on the happenings? Stayed tuned in, sign up for hot Blue Lake Springs s. Go to our website and sign up for what notices you wish to receive. All of us here at Blue Lake Springs are looking forward to the summer and we trust you are too. Our wish is for you to say, This was the best summer vacation ever. Judith A. Anderson, Summer Recreation Director 6
7 Get ready for an exciting community project that we will be telling you about soon! Since Blue Lake Springs is a Firewise USA designated community, we are required to sponsor an annual project that highlights our fire safety efforts in the Wildland Urban Interface where we live, and want to preserve. In prior years, we have participated in a town hall type event at Independence Hall. While this has been a successful event, this year, we have decided to do something different that will be educational, informative and hands on. We want to promote fire safety by encouraging our property owners to work together on a project. This will be an excellent and practical way for us to learn what our responsibilities are while living in a forest environment and see our accomplishments at the end of the day. We know that fire safety begins with each of us and we hope that you will set aside some time to join us on May 4,2019. Look for more information to come! Blue Lake Springs Fire Safety 7
