Saturday, June 2, 2018 is the Blue Lake Springs Homeowners Associations Annual Membership Meeting. All information for the Blue Lake Springs Homeowners and Blue Lake Springs Mutual Water Company will be sent to each member, so make sure you look for it in the mail. There will be a Director s election for both the Water Company and the Homeowners Association following each of the respected meetings. Lunch and cold drinks will be served to all members who attend the meeting. Blue Lake Springs Mutual Water Company Meeting: 8:30 am Blue Lake Springs Homeowners Association Meeting: 11:00 am (Immediately following the BLSWC s meeting) Lunch 12 noon Menu: Hot dogs and hamburgers Annual mailing packets were mailed on May 2, 2018 Please remember to read all the information sent to you. 1

3 INTRODUCTION OF THE BLUE LAKE SPRINGS HOMEOWNERS' ASSOCIATION 2018/2019 ELECTED BOARD OF DIRECTORS 3

4 SNOWFLAKE LODGE HOURS: FRIDAY/ SATURDAY 5:00 pm - 8:30 pm (year round) Snowflake Lodge Restaurant is open year round Friday and Saturday nights, to members and their guests. It is a full service restaurant serving an extensive, ever evolving menu featuring the finest food on the mountain prepared by Chef Marc Kirby and his talented team. With a full service dining menu, and a more casual Lounge menu that requires no reservation, you are sure to find your new favorite! Although alcohol is not served, you are welcome to bring your own wine with no corkage fee. Snowflake Lodge always offers complimentary soft drinks. We hope to see you in the restaurant soon! 5 Hello Blue Lake Springs Homeowners, In early May Blue Lakes Springs HOA went to trial on the lawsuit that has been on-going for the past 4 years. The trial has concluded and I am very pleased to report that Blue Lakes Springs HOA has prevailed in the lawsuit. The Court is in the process of finalizing its written decision. More details to follow. Blue Lake Springs is getting ready for our busy summer season. Work is continuing on the amphitheater which should be ready for our first movie night in June. Other improvements being worked on are the nature trail at Fly In Lake and the disc golf course. Weather permitting, both project should be ready in early June. We are exploring different ways to attract members to the Fly In Lake property. One suggestion is to provide a food service at this location. A food truck will be at Fly In Lake parking lot on Saturday, July 7th with a delicious variety of food. If supplying food to our members at a Fly In proves successful, we may contract for additional weekends in July. Be sure to check it out if you are at that location and let us know what you think about this option. At the last Board meeting we had several comments and received letters from our members regarding the increase in our renter and guest pass fees. These fees had not increased since 2008 although renter and guest usage has dramatically increased over these years. To provide an alternative, the Board decided to institute a special fee structure for renters and guests who just want to use the Fly In Lake property and not the facilities at the Lodge Lake property. Payment of the regular fees would entitle renters and guests to use both locations. Please see the difference in the fees structures in our Recreation book which is on-line at Sales of our Blue Lake Springs property are booming according to local real estate experts. We continue to see the influx of second home and retirees in our community. The following quote confirms that our property values continue to increase. Greater Arnold Business Association (GABA): Bob Doten, President, reported the best of news for Arnold and the general area. The economic machine of Arnold is growing. Young people are settling here. Real estate is healthy. The website: is getting 3,000 hits per month. Arnold is competing well with Tahoe for property values and quality of living. Out of 3100 counties rated nationwide, Calaveras was rated 14th for scenery, climate, and outdoor activity! We have excellent schools with the Bret Hart HS District rated 5th out of 375 in California comparing rates of graduation, low student to teacher ratios, and cost of living. Calaveras is a good place to live and raise a family. Blue Lake Springs continues to be a much sought after community with our property values easily percent higher than surrounding communities due to the many amenities we offer at both the Lodge Lake and Fly In Lake properties. People want to buy in BLS to live, vacation, and enjoy the beauty. Your Board of Directors is committed to preserving and improving our Blue Lakes Springs facilities for our members. 6 VOLUNTEERS IN PREVENTION (VIP) Let's get right to the point. CALFIRE (PRC4291) Property Inspections will start on the 29 th of May. If you have not cleaned your property or your lot cleaner has not cleaned it, or your property has not been cleaned thoroughly to comply with the 100 ft. defensible space requirements, you will receive a courtesy correction notice from CALFIRE and will have 30 days to make the corrections. 2 nd Inspections will begin on July 10 th. If, at this time, your property is still not in compliance with the PRC4291 requirements, the Inspection Forms will be forwarded to CALFIRE for their review and determination if a citation will be issued. We have a new CALFIRE Captain and Battalion Chief this year and they are very concerned about getting all the flammable fuel off the properties and will be writing citations. You may also receive a letter from Blue Lake Springs HOA stating that you are in violation of our CC&Rs since they also require that 100 ft. defensible space is maintained on all properties. You may be requested to appear before the HOA Board to explain why your property has not been cleaned. You may be subject to the Violation and Fining Policy in our CC&Rs. All I am asking is for you clean your properties according to the PRC4291 requirements (100 ft. defensible space) Unimproved Lots We will be inspecting the unimproved lots this month. Included in this article are the requirements for cleaning unimproved lots. Lots that fail the inspections will be forwarded to the Ebbetts Pass Fire District who has jurisdiction for the unimproved lots. There is only one inspection for unimproved lots. Ebbetts Pass Fire District has a very serious fining process that are not in compliance with their Ordinance. You will need to pay attention to this, for Joan Lark of Ebbetts Pass Fire District is extremely tenacious regarding unimproved lots. Looking forward to everyone cooperating on this process to keep our community fire safe. This is a year around program. 7 Cut down and remove dead trees. Remove limbs on cut and already downed trees and dispose of both properly. Remove dead branches and trees which are leaning into or against larger trees. Remove and dispose of all dead tree limbs within feet of the ground. Remove ive branches to 6 feet (if tree height is 6 feet or less, remove of the branches live or dead). You may be required to limb higher depending on slope of land. Remove all dead brush and brush growing under trees and bushes, such as manzanita, buck brush, wild lilac, etc. Remove accumulations of dead materials and/or flammable ground vegetation from underneath and within manzanita and other brush. Thin manzanita bushes. Remove all dead wood from the plant. Remove all dead manzanita bushes. Accumulations and/or piles of dead and dying materia must be removed. No Cannabis cultivation on unimproved lots in areas zoned Rl, RR, G F, a n d unimproved commercial property under 6 acres. On parcels with uninterrupted low growing vegetation, create a fuel break around the perimeter of the parcel by cutting the ground vegetation to a height of no more than 4" from within 20 feet of the property line(s). Cut ALL dead and/or dying grass and weeds. 7

8 Fines and Penalties The third and each successive violation of EPFD Ordinance 2018 in the period of one year shall constitute a misdemeanor and shall be punishable by a minimum of one thousand dollars, or cost of work plus administrative costs, or by imprisonment not to exceed Six months, or by combination of such fine and imprisonment Each and every day of which any violation of EPFD Ordinance 2018 is committed, continued or permitted by any person shall constitute a separate violation hereof. 8

9 From the Manager s Desk It looks like we have jumped right into summer and bypassed spring. With that comes, as you know CALFIRE PRC4291 cleanup time. Please make sure if you are going to burn yard waste you do so in a safe manner with proper clearance around the burn pile, and a water hose standing by. Make sure that you never leave a burn pile unattended, and completely extinguished when you are done. I have seen entire lots burn because of someone not making sure that the burn pile was completely out before going home. If you burn in the county drainage ditches make sure that you remove all ashes, this can cause a blockage when it rains. If there is bark in the drainages from tree removal on your property you will also need to remove the bark and dispose of or burn. This past winter there where drainage ditches that overflowed due to this type of debris left behind from tree removal. 11 Rec Ramblings It seems as though Spring is upon us and we have definitely pushed the accelerator firmly down to get ready for you. Memorial Day Weekend plans are shaping up nicely make sure to attend our Spring into Summer Event on Saturday, May 26 from 2-4 p.m. Weather permitting we are planning hot wheel races, various lawns games and since our last popcorn bar was so popular we will have some tasty treats for you. We will also get out the corn hole for adults and maybe even croquet! NOTE: As a reminder please remember to not feed the ducks or geese. We know this is a temptation; however it is important for safety to leave our wild animals alone. This also includes our resident otter at Fly in Lake. Respectfully enjoy our wildlife from afar or through a telephoto camera lens. Lastly, we ask you to locate your BLS member card and passes. Always carry these with you along with photo ID. And if you are renting your cabin for the summer using VRBO include the lot/unit number on your listing. We look forward to the summer and we trust you are too. Judith A.
