1 City of Mountlake Terrace th Street SW, Suite 200 Mountlake Terrace, WA CITY MANAGER S WEEKLY REPORT TO THE CITY COUNCIL Members of the City Council City of Mountlake Terrace, Washington Dear Mayor, Mayor Pro Tem and Councilmembers: CITY COUNCIL MEETINGS The City Council s next meeting is a Work/Study Session on Thursday, September 13, 2018 beginning at 7:00 p.m. in the Interim City Hall Council Chambers, th Street SW, Suite 220. The City Council agenda includes: (1) Review of 2018 Budget Amendments Ordinance (tentative); (2) Update of Town Center Plan Process; (3) Review of Agreements with Department of Commerce for Main Street Phase 1 Funding; (4) Discussion of Salary Commission; and (5) Executive Session Regarding Potential Litigation Matters Per RCW (1)(i). The City Council s next meeting is on Monday, September 17, 2018 beginning at 7:00 p.m. in the Interim City Hall Council Chambers, th Street SW, Suite 220. The City Council agenda includes: (1) Premera Blue Cross Recognition; (2) Approval of Agreements with Department of Commerce for Main Street Phase 1 Funding; (3) Approval of City Council Subcommittee Recommendation for Arts Advisory Commission Member Appointment; (4) Adoption of 2018 Budget Amendments Ordinance (Tentative); (5) Review of Second Quarter Financial Report; (6) Review of Six-Year Financial Forecast; (7) Review of Financial Policies; and (8) Approval and Authorization for Mayor to Execute Letter of Reprimand. COMMUNITY MEETINGS AND EVENTS Lake Ballinger Citizen Steering Committee Public Meeting at 7:00 p.m., September 11, at the Mountlake Terrace Senior Center (23000 Lakeview Drive, Mountlake Terrace.): In recent years, Lake Ballinger residents and users have reported that they can no longer enjoy activities such as boating, kayaking, canoeing, swimming and fishing due to the thick aquatic plant beds that cover most of the nearshore area of the lake. The overly dense aquatic plant growth also greatly impairs habitat and water quality for fish and other aquatic species. An aquatic plant survey completed in June 2018 found that the non-native invasive species Eurasian watermilfoil (a Class B noxious weed in Snohomish County) and Fragrant Water Lily (a Class C noxious weed in Washington State) dominate the aquatic vegetation community in Lake Ballinger. Native aquatic plant species are being shaded out by the dense stands of nonnative invasive plants.

2 City Manager s Weekly Report Page 2 of 10 In order to address the issue, a steering committee of residents has established management goals and recommended a control strategy involving cutting/raking of the vegetation, burlap barriers along the bottom of the lakeshore, and small amounts of aquatic herbicide applied to 25 percent of the lake May through July The draft strategy will be discussed at a public meeting at 7:00 p.m., September 11, at the Mountlake Terrace Senior Center (23000 Lakeview Drive, Mountlake Terrace.) Community input will be integrated into the final plan. Coffee with the City September 12: Join City Officials for a casual conversation and a cup of coffee. Residents, business owners and others from the community are invited to hear what's going on in the city, provide input about city services and events, and ask questions. This casual monthly event is scheduled at the Recreation Pavilion, th Street SW on Wednesday, September 12, 2018 from 6:00-7:00 p.m. in the Jungle Room. Trillium Apartments Grand Opening September 18, 2018: The Housing Authority of Snohomish County (HASCO) announced that Trillium Apartments, formerly known as Tall Firs, in Mountlake Terrace have been renovated to provide affordable housing to 40 households of people ages 62 and older. The complex will hold a grand opening on September 18. The property is located at th Avenue W. Mountlake Terrace Elementary School Dedication, September 19, 2018: The Edmonds School District is holding a dedication ceremony of the new Mountlake Terrace Elementary on Wednesday, September 19 beginning at 6:00 p.m. at nd Avenue W, Mountlake Terrace CITY CLERK AND COMMUNITY RELATIONS UPDATES City Hall and Police Station Addition Update: City staff, along with a representative from Comcast and ARC sub-consultant Stantec, toured the Police Station to conduct a review of the existing cable system, and discuss loads and capacity of the existing generator. Evergreen Awards: The Community Relations Division has notified winners about the Evergreen Awards Program Reception that will take place on Wednesday, September 26. Property owners from six neighborhoods will be recognized in five different categories including Best Maintained Residence, Best Transformation, Most Sustainable, Best Maintained Multi-Family Property, and Best Maintained Business. COMMUNITY & ECONOMIC DEVELOPMENT UPDATES Creekside Meadows Subdivision and PUD: A revision to a proposed development on a nineacre site located at 70 th Avenue W and 226 th Place SW has been received. The revision

3 City Manager s Weekly Report Page 3 of 10 increased the number of single-family homes from 49 to 56 by changing the building type mix (narrower homes). The proposal clusters many of the homes around a common green. Some of the design changes include more homes with direct access to the common green, an improved and comprehensive pedestrian circulation system and a double-loaded alley to access garages. On-site stream and wetland buffers on Hall Creek are being enhanced. An open house on the proposal is planned, and public meetings/hearings for preliminary approval are scheduled toward the end of the year. Terrace Station: Construction progress on the site is rapidly connecting the new roadway with 236 th Street SW (although it will not be open for some time to come). The building permit for the first of three buildings has been issued, and the foundation for the box culvert over the onsite tributary to McAleer Creek has been poured. New Proposal in Town Center: A pre-application conference application has been submitted to discuss a redevelopment proposal for the former Pet Care Clinic on the corner of 56 th Avenue W and 235 th Street SW. The site is located in District B, which allows structures up to five stories in height for property that is larger than this one. The proposal appears to be is a threestory commercial building with frontage improvements on 56 th and 235 th. PUBLIC WORKS (ENGINEERING & OPERATIONS) UPDATES Interurban Trail Ribbon Cutting: The City of Lynnwood will be hosting a ribbon cutting event at the newly completed Interurban Trail crossing at 212 th Street SW. The event is set for Monday, September 24 at 2:00 p.m. 212 th Interurban South Trail Project: The city of Lynnwood continues work along 212 th at the Interurban Trail, with traffic impacts that include a detour for westbound traffic. Intermittent traffic impacts at the intersections of 212th & 61st PL W and 63rd Ave W. The eastbound 212th St SW traffic may be directed through the work zone by flaggers or diverted at times to the 66th Ave W to 208th St SW detour which has been signed and established. Local access to businesses will be provided and maintained. Lynnwood crews hope to be working on the pavement markings, new asphalt must cure before application. Crews then plan to work on signage and mailboxes and working toward completion of remaining contract items. Following the completion of the pavement markings/striping the city anticipates opening up the entire 212th St SW roadway allowing both Eastbound and Westbound traffic. Still to come: Signage, mailboxes and pedestrian rails. Bike2Health: The cities of Edmonds, Lynnwood and Mountlake Terrace are working together to improve access to health and wellness choices within their communities, make bicycling safer, and increase connectivity by completing 11 critical missing links of the regional bicycle network. This collaboration, called Bike2Health, is funded by a grant from the Verdant Health Commission. More information is available online and here. The community events and education portion of the program have many opportunities in 2018, with the following events taking place:

4 City Manager s Weekly Report Page 4 of 10 o Fall Family Rides: The entire family can explore local neighborhood routes and destinations. These rides emphasize safety, fun and learning to be a predictable rider. Preregistration is required. Rides are set up for 5:30 p.m. September 12 in Lynnwood, September 19 in Mountlake Terrace and September 26 in Edmonds. RECREATION, PARKS, AND PROPERTY MANAGEMENT UPDATES Training: All Aquatic Staff In-Service Friday, September 7 The Pool, Spa, Sauna closes at 4:15 p.m. This in-service includes all Swim Instructors, Water Fitness Instructors and Lifeguards. The training focuses on instruction and getting ready for fall programs. It also serves as a thank you to staff who made it through summer. Staffing: Aquatics is taking applications for Lifeguards and Swim Instructors. Several staff have returned to college after the end of summer. Our new full-time Head Lifeguard, Adam Schunke began on Tuesday, September 4. Adam has been with the program since he was 16 as a part time Lifeguard/Swim Instructor, and returned last spring as a part time Lifeguard/Swim Instructor. We are happy to have him back in a more permanent position. Adam will be an opening lifeguard/swim instructor Monday through Friday. Pool Schedule: The pool schedule has returned to the school year schedule. There are water fitness classes in the mornings, some swimming lessons, leisure pool is available from 9:30 a.m. to 2:30 p.m. Monday through Friday as well as two lap lanes from 6 a.m. to 2:30 p.m. The new schedule is available online at: or at the Recreation Pavilion Lobby. Fall Swim Lessons: Registration is underway for all days for swim lessons. Weekends began Friday, September 7 through Sunday, September 9. Monday/Wednesday lessons will begin on September 10 and Tuesday/Thursday lessons begin on September 11. Registration is open for available spots through the third lesson of the session. The swim lesson offerings are available online at: or at the Recreation Pavilion Lobby. Water Fitness: Water Fitness classes are designed to improve cardiovascular fitness, tone muscles and increase flexibility. All classes are drop-in. Class offered include Shallow Water Fitness, Deep Water Fitness, River Fitness, Water Walk, LIFT (Low Intensity Fitness Training) and Arthritis Aquatics Fitness and Aqua Zumba. These classes have returned to the school year schedule of offerings. Schedules are available online or can be picked up at the Recreation Pavilion. Espresso Specials: Each week at the Recreation Pavilion espresso stand, receive $.25 off a 12oz, $.50 off a 16oz or $.75 off a 20oz special of the week. September 3-9 Latte, September Spanish Mocha, September White Chocolate Mocha, September Nutella Hot Chocolate.

5 City Manager s Weekly Report Page 5 of 10 Pool and Room Rentals: After Hours and Overnight Pool/Room Rentals are available for groups for an overnight activity or for a smaller block of time on Fridays or Saturdays after closing. Other opportunities available during these times include gaining points towards merit badges or water safety skills practice. For more information about after hour rentals, contact the Recreation Pavilion at (425) Booking must be done at a minimum of three weeks in advance. Edmonds School District Pool Use: The Edmonds School district girls swim team practices have started up again at the pavilion, Monday through Friday from 2:30-4:30 p.m. The pool is also being used by Cross Country teams one day a week for water running and training. The girls season will run through the first part of November, then the boys teams will start from then until Mid-February. Swimming Lesson Voucher Program Continues: The voucher program for non-swimmers in grades 1-12 in the Edmonds School District will run through December 31, Vouchers are available at each of the participating aquatic facilities including Mountlake Terrace, Lynnwood, for Edmonds-the Dale Turner YMCA. Each facility will offer a Free Water Safety Event each quarter where vouchers will be distributed for non-swimmers after a short evaluation. For those who may have missed the water safety events, Coordinators at Mountlake Terrace are available to conduct an evaluation any time they are present. The vouchers can be used at any of the above mentioned facilities. The 3rd grade vouchers that were distributed in January will continue for students who either reside or attend school within the Edmonds School District boundaries. This is an opportunity to receive 3 sets of swim lessons for free for youth/school age levels 1-4. These vouchers will expire on December 31, These swim lesson vouchers are provided through a grant from the Verdant Health Commission. The next set of vouchers will be distributed to the new 3rd graders in January of Dog Training Classes: The Basic Dog Obedience class that starts on Monday, September 10 is full with a waitlist started. It meets every Monday night at the Recreation Pavilion from 7:30-8:30 p.m. through October 22. This class teaches commands for walking on a leash, sit, down, stand, stay and come. Behavior problems and proper equipment are discussed. The Beyond Basic Dog Obedience class picks up where the Basic Class left off and prepares dogs for the AKC Canine Good Citizen test given on the last night of class. This class meets Wednesdays from 7:30-8:30 p.m. This class will run September 11 through October 10. Puppygarten is a beginning class for puppies 8-16 weeks old that works on socialization and basic obedience. Housebreaking and other basic behavior issues are discussed as well. This class meets on Thursdays from 7:00-8:00 p.m. September 13-October 18. Classes are taught by Caren Malgesini who is a Certified Professional Dog Trainer (CPDT). Youth Employment Opportunities: Hiring for one full-time and one ¾ time site leaders and site assistants for the 2018/19 school year. For job descriptions or to apply visit

Space available at all Kids Krew sites (Madrona, MLT and Pavilion) but very limited. One Spot is available Tuesday/Thursday/Friday for Junior Kids Krew. Half day preschool has 10 available spots. For information or to register, call (425) Youth Programs: Kindergarten Readiness, Jr Kids Krew and Kids Krew at all school age sites began on Wednesday, September 5. MLT Kids Krew has a new site lead. Mary C has started the new school year at the MLT site and will work with the children to provide a fun atmosphere. Welcome Mary! Mountlake Terrace Dance Academy is still registering students: Get into dance ASAP. We have so much fun and some classes will fill quickly. Plus we ll be preparing for our Winter Concert right away. To register, you can pick up a packet at the Pavilion s front desk or go online to print them yourself. ROCKSTARS Dance Company: Free Try-Outs, Thursday, September 13, 6:30-8:00 p.m. ROCKSTARS is a Jazz/Lyrical performing company that gives dedicated dancers an extra opportunity to get out and into the public eye. This group will perform at conventions, festivals, parades, and our Academy s Winter Concert and Spring Recital. The group is inclusive, which means anyone with the will and dedication is accepted after a placement try-out. Try-out will consist of a warm up and a couple of choreographies as well as some creative movement assignments. You ve got nothing to lose. Just some friends to make! New Hip Hop and Jazz Staff at the Dance Academy: We re excited to welcome two new dynamic, excellent teachers to the Dance Academy team. Tiffani Gorbonos will be teaching our Yearly Hip Hop and Jazz classes. Dayna Runmski will be teaching Funky Kids and Jazz classes this year. Both of these experienced instructors hail from the east coast, Maryland and Pittsburg respectively. Please be sure to check out the website or our teacher biography board to read more about them. Their biographies and pictures will be posted soon. Clogging Mondays 6:30-7:30 p.m.: Clogging has its roots in the Appalachian Mountains and is popular worldwide. It s a rhythmic, hoedown style dance and can be performed to most genre of music. Clogging is an individual (no partner necessary), enjoyable, fun healthy exercise for all ages. The instructor encourages it as a family activity open to participants, ages 8+ where children, parents and grandparents can all learn together. Session one is beginning now! Sign up online, in person or over the phone. If you re not sure, come take a drop-in and give it a try.

7 City Manager s Weekly Report Page 7 of 10 ESD Cross Country Volunteers: The Edmonds School District will be holding cross country meets at Ballinger Park this year. The first cross country track meet will be Friday, August 31. Coach Alan Bonney has contacted park staff to have cross country team members hold a volunteer event to help clean the area. Due to the air quality over the last few weeks the cleanup event has been moved to September 21. This will be the third annual event of this nature. The team has also contacted Senior Center Director Lisa Norton to help with other events at the Senior Center. Girl and Boy Scout Project: Eagle Scout Ian Andrews and Girl Scout Troop are working together to complete a project in the Mountlake Terrace Park System. Ian has elected to install a new swing set at Terrace Creek (Candy Cane) Park as his Eagle project. Ian has submitted his project for approval and is awaiting final approval from the Mount Baker Council of the Boy Scouts of America. Girl Scout Troop leader Heather Margo along with Girl Scouts Stephanie Kha, Neeva Shrestha, Holland Hornaday, and Jessie Tong are working for their Silver Award and have opted to paint the swing set to keep the Candy Cane theme. The troop will tape mask the swing set. They have secured a donation from Allstar Collision to professionally paint the set prior to installation. Final installation will be scheduled for the end of September. Eagle Project at Bicentennial: Eagle Candidate Tyler Mudaliar has received approval for his Eagle Project at Bicentennial Park. Tyler will be installing three new benches along the new trail at Bicentennial Park. Tyler has secured lumber and concrete donations and will schedule installations as soon the bench frames are delivered. POLICE DEPARTMENT UPDATES Activity Year-to-Date Through August Reports Traffic Vehicle Vehicle Arrests Collisions DUI s Burglaries Stops Thefts Prowls Month YTD Significant Incidents On August 29, 2018 at 1:59 a.m., an officer was dispatched to the Albertsons store for a theft complaint. The night manager was reporting that a male and female had come into the store with the male taking items without paying. The male was confronted by store staff near the front but left before the officer arrived. The female was contacted inside the store and found to have a warrant in the system for her arrest. The warrant was confirmed, she was arrested and trespassed from the store for the next year. On August 29, 2018 at 3:00 p.m., an officer responded to the block of 44 th Avenue W for an assault complaint. The incident involved a couple that had been arguing and one person had seen the male push the female very hard. The witness to the assault provided a statement

8 City Manager s Weekly Report Page 8 of 10 to the officer indicating the female had been assaulted. The male half of the argument gave a false name to the officer. The male was arrested for DV Assault and for making false statements to a public servant. On August 29, 2018 at 2:28 p.m., an officer responded to the intersection of 64 th and 220 th Street SW for a report of a subject passed out behind the wheel. Medics reported that they had to put the car in park before waking the driver up. The male subject was arrested for DUI and a warrant was written for a blood draw. Once the warrant was obtained, a blood sample was taken by hospital staff and the suspect was taken to the Snohomish County Jail and booked. On August 30, 2018 at 10:35 p.m., officers were dispatched to the 4300 block of 212 th Street SW for a disturbance. The disturbance involved a male and a female arguing near a silver van. Officers found the van leaving the Albertsons store lot and stopped the vehicle. During the stop they located a no contact order which the male was violating by being with the female. He was arrested and transported to the Snohomish County Jail. On August 31, 2018 at 2:39 p.m., Mountlake Terrace Patrol responded to a residence in the block of 52 nd Avenue W for a welfare check on a seventy-one-year-old male. One of the officers heard a cry for help coming from inside the residence. The officer was able to see the male through a back bedroom window and see that the homeowner was lodged between his bed and items in his bedroom. The male was emaciated, dehydrated and his leg was inoperable. Entry was made through a bedroom window and aid was requested. The male stated that he had been stuck for four days. The male was transported by aid to Swedish Hospital for treatment. On August 31, 2018 at 10:14 p.m. an officer observed a vehicle traveling at a high rate of speed going south bound on 56 th in the block. The officer stopped the vehicle and based upon the poor driving and other observations the officer placed the driver under arrest for DUI. During the check of the driver s status it was learned he had a previous DUI conviction in The officer took a gun out of the car and then had the car impounded. A warrant was written and obtained for a blood draw of the suspect s blood. The driver was taken to the Snohomish County Jail for the blood draw and was then booked for DUI. On September 1, 2018 at 6:34 p.m., an officer responded to a disturbance at a home in the 6300 block of 234 th Street SW. An elderly male wanted to report that he felt he had been assaulted by his caregiver. According to the man the caregiver squeezed his finger too hard when trying to get a blood sample from his finger. The male was adamant that he was assaulted. The officer listened to the caregiver s version of the process and found it to be reasonable. On September 2, 2018 at 3:32 p.m., officers responded to an altercation at a home in the 5500 block of 230 th Street SW. Upon arrival, a child let the officers in, saying his parents were fighting. Officers were able to determine that the husband and wife were having a verbal argument.

9 City Manager s Weekly Report Page 9 of 10 On September 2, 2018 at 6:21 p.m., officers responded to a disturbance at a home in the block of 57 th Avenue W. Officers quickly determined that the mother was just trying to deal with her 23-year-old son who has Asperger s syndrome and that no assault had occurred. On September 3, 2018 at 12:30 a.m., officers were dispatched to the block of 48 th Avenue W for three young males prowling cars and opening mailboxes. The three suspects were located with two detained and the third running from the scene. Officers located stolen mail and marijuana in the backpacks the males were carrying. One juvenile was booked at Denny Youth Center and the other was turned over to his father. The third suspect was contacted later and he admitted to participating in the theft of the mail and will be charged. On September 3, 2018 at 3:44 p.m., officers were dispatched to the block of 50 th Avenue W for a report of a hand grenade that was found in the back yard by landscapers. Upon arrival, the grenade was located in the back yard partially buried in freshly cut dried grass. The grenade was rusted and appeared to have the safety pin still in it. The house was not occupied and was in the process of being extensively remodeled. A member of the Snohomish County Bomb Squad arrived and safely took possession of the hand grenade which turned out to be inert. On September 4, 2018 at 12:12 p.m., officers responded to the Lakeside Apartments for a welfare check. A mother was requesting assistance on checking the status of her daughter who allegedly has a very abusive boyfriend. She was concerned because she found her daughter s car damaged in the lot and the daughter was not answering the door. With the help of family members officers were able to speak with the very reluctant daughter. The daughter/victim had a swollen black eye. She refused medical attention, claimed to have damaged her own car and would not discuss the eye injury. DV information was left with the victim and a citation was completed for the boyfriend. Traffic enforcement in areas as requested. Emphasis on 48 th Avenue W. Outreach materials are being distributed when appropriate.

10 City Manager s Weekly Report Page 10 of 10 Code Enforcement Property of the Week On April 17, 2018, Code Enforcement received a property complaint involving a motorhome parked on the front lawn (unimproved grass surface), located near the 4700 block of 233 rd St SW. Upon verification of the complaint, Code Enforcement issued a series of civil notices over the course of several weeks for the following; B.4-(Recreational or utility vehicles stored in a front yard shall be parked on an improved surface, or on a maintained surface), B.1- (All motor vehicles that are junk, inoperable or unused for 30 days or more shall be stored inside a fully enclosed structure) and B.2-(Motor vehicle's belonging to a person other than a resident may not be stored on a property outside a fully enclosed structure). After making initial contact with the person responsible for the RV, and learning the vehicle was inoperable, communication with the resident diminished. A Notice and Order was issued, returned unclaimed and later posted on the property. Code Enforcement was eventually contacted by the owner of the RV. They were given a reasonable amount of time to comply with the order. On August 26, 2018, the RV was removed from the property. Other Items of Interest Officer Froisland attended the opening of the new Mountlake Terrace Elementary. Officer Zuniga was able to use his Spanish speaking skills to reassure a 5-year-old child that everything was okay on a traffic stop. NEWS RELEASES News releases can be found on the City's webpage.
