1 Area Profile: Shipley Park, Horsley and Horsley Woodhouse, Smalley and Mapperley The area of Shipley Park, Horsley and Horsley Woodhouse is located to the south of Amber Valley Borough, including the villages of Coxbench, Smalley and Mapperley. The area adjoins the district of Erewash and it is approximately 6 miles north of Derby and 4 miles west of Nottingham. The area is served by several road transport links including the A38 and A61 in its western boundary. The area is largely rural in character with attractive landscapes, cultural spaces and biological assets. Much of the area was untouched by industrial development in the region, with agriculture traditionally being the most important industry in the area. However, at present economic activity in the area is restricted and below the Amber Valley average but its housing market contains a mix of good to fair quality housing stock, which has experienced moderate growth over the past decade. 2 Improving Places and Community Needs Local Area: Shipley Park, Horsley, Horsley Woodhouse, Smalley and Mapperley covers 2712 hectares of land to the south of the Borough. Population: At the 2008 population estimate there were approximately 2242 residents within Shipley Park, Horsley and Horsley Woodhouse. At 2001 there were approximately 253 people residing in Mapperley and 2,331 people residing in Smalley. Population Density: The population density of the area is 2 people / hectare, lower than the Borough average of 4.5 people / hectare. Most of its population is concentrated in the settlements of Smalley and Horsley Woodhouse and on the southern side of Heanor. Age: According to the Census 2001 the majority of people are aged between this is the average for the rest of the Borough. With Shipley Park, Horsley and Horsley Woodhouse having a slightly older population than the Borough average with 21.2% of the population aged between years compared to the borough average of 17.6%. Religion: The majority of people are of Christian belief followed by no religion. Nationality: The majority of people were born in England followed by people outside the EU. Household Composition: The majority of people in Shipley Park, Horsley and Horsley Woodhouse are married with dependent children followed by married couples with non-dependent children and lone household pensioners. 2

5 Community Safety The incidence of crime in Shipley Park, Horsley & Horsley Woodhouse is quite low as with most rural settlements in Amber Valley. Shipley Park, Horsley & Horsley Woodhouse has one of the lowest crime rates in the Borough. Crime Rates: The level of crime in Shipley Park, Horsley & Horsley Woodhouse is below the Borough average, within a 12 month period (August 08- July 09) the number of crime committed per 000 people was 46.1% compared to the Borough average of 65.2 per 000 population. 6 Homelessness: There have been a total of 42 priority needs housing register applicants over the last eight years this is one of the lowest rates within the Borough. The majority of people have bid for one bedroom flats. Type: The majority of dwellings are detached followed by semi-detached dwellings. The majority of dwellings in Mapperley are terraced or semi detached followed by detached (Census, 2001). Age: The age profile of the 47,390 owner occupied and privately rented stock in Amber Valley was different to the national average with significantly higher proportions of dwellings built pre 1919 (30.6% compared with 24.6%) and slightly larger proportions built just post war (17.8% compared with 16.9%) and between (21.6% compared with 20.4%). The proportion of dwellings built in the inter war period was significantly lower than nationally (12.9% compared with 18.1%) (Amber Valley Borough Council Private sector Housing Condition Survey March 2010). Communal Establishments: At the 2001 Census there were three communal establishments. Vacant Properties: At October 2008 there were 49 privately owned empty properties with 7 holiday homes. Local Plan: The adopted Amber Valley Local Plan (2006) allocated 3.75 hectares of land for housing in Shipley Park, Horsley, Horsley Woodhouse, Smalley and Mapperley located to the South West of Heanor. None of this allocation has been built and 0 dwellings completed to date. Ward Building Rates: A total of 88 dwellings have been developed over the last five years, this is 4% of the total number of dwellings developed within the Borough. 7

The rate of unemployment has however increased to 2.3% in June 2009 but it is still lower than the Borough average of 3.7%. This is located at Heanor Gate Industrial Estate Retail Offer: There is a low provision of retail offer in Shipley Park, Horsley, Horsley Woodhouse, Smalley and Mapperley. There are no superstores in the area but local people in the east of the area around Shipley and Smalley have easy access to the Tesco superstore in Heanor or Asda in Langley Mill. There are also a moderate number of local shops that provide convenience and comparison-shopping opportunities for the area. Local Industries: The manufacturing industry is the major employer in this area, accounting for 24.1% of persons employed. The retail industry is the second most important employer in the area accounting for 16.1% of persons employed. Employment Grade: In 2001, the proportion of people that were employed in Higher and Intermediate managerial / administrative / professional positions was 25.1% compared with the Borough average of 20%. The proportion of semi-skilled and unskilled manual workers was 13.3% compared with the Borough average of 19.2% and the percentage of people on state benefit was 16.8% compared with the Borough average of 15.6%. 12

These include A38 and A61 in the western boundary of the area, both providing useful national and regional connections. Its road network also includes the A609 and A608 both of which provide access to other locations within and outside the Borough. Several other minor roads also serve the area and there is no existing railway network. Cycle Routes: The infrastructure to support sustainable modes of transport such as cycling, walking and other non-motorised transport has not been extensively developed in Shipley Park, Horsley & Horsley Woodhouse. There is one proposed multi-user route through Shipley, linking the area to Heanor, Aldercar and Ironville to the north and Ilkeston to the south. The old railway line to the west of the area is designated a Disused transport route and provides further possible transport links. Car Ownership: Car/Van ownership in the area is high (83.3% own one car or more). This could be attributed to the fact that Shipley Park, Horsley & Horsley Woodhouse is a fairly rural area and most of the economically active resident population work outside the borough. Conservation Areas: Conservation areas make up 3.36% (91.04ha) of Shipley Park, Horsley & Horsley Woodhouse. These include Coxbench, Horsley and The Field, Shipley Park. 17
18 Landscape Character Areas: The Shipley Park, Horsley, Horsley Woodhouse, Smalley and Mapperley area falls within the Nottinghamshire, Derbyshire and Yorkshire Coalfields Landscape Character area and a small part to the south lies within Derbyshire Peak Fringe and Lower Derwent Landscape Character area. Much of the area consists of Coalfields Village Farmlands character type and Wooded Slopes and Valleys character type to its southern border with Derby. Green Belt/ Designated Sites: Approximately 91% of the area lies in the Green Belt and there are 17 wildlife sites all of which are of significant local importance. Water and Flood Risk: There are no major rivers in this area but there are several interconnected ordinary watercourse that are tributaries of Bottle Brook. According to the Amber Valley Level 1 SFRA, most of the Shipley Park, Horsley, Horsley Woodhouse, Smalley and Mapperley area lies within Flood Zone 1 (low risk zone). However, a very small section of the area lies in Flood Zone 2 and 3a (Medium to High risk Zones) which generally correspond to land areas in close proximity to the local ordinary watercourses in the area - see map 18
19 Culture Arts and Tourism This area is consists of several small settlements which in some cases share a similar history and culture. These settlements include Horsley village, which is home to a very attractive 13th century church, complete with tower and spire. Important cultural and historic assets include a stone pillar-box on French Lane and 3 fountains that date back to Mapperley village is an agricultural settlement within the area with historical attachment to the mining industry and evidence of this history still remains. Important cultural assets include the ancient village stocks. Smalley Village is another settlement with historic attachment to the agricultural and mining industry. Important cultural assets include the Smalley Dam built in the 18 th century and the Church of St John the Baptist built in the 18 th century, which has inserted in it s porch wall a 7 th century Saxon cross. Leisure and Recreation Leisure Centres: 0 Libraries: There is no local library in this area but there are 4 mobile library visits. Museum: 0 Recreation: Shipley Country Park includes 600 acres of attractive landscape and includes 18 miles of footpaths and bridleways. With a visitor centre, woodlands, two lakes and open grasslands, this provides a multi-user recreational area. There are several other facilities and places in Shipley Park, Horsley & Horsley Woodhouse that cater for local recreation and leisure, including French Lane, Sitwell and Horeston recreational grounds, as well as several footpaths and bridleways that facilitate recreational walking and jogging. 19

21 Issues and Ideas The Issues and Ideas paper was the first stage in producing the Core Strategy. It set our initial ideas on the challenges facing the borough. Consultation on the document took place between February and May The following section sets out the responses that local people within Amber Valley feel are the most important Issues to be addressed. Healthy and Vibrant Communities The provision of community facilities for all age groups including leisure centres, community centres, cultural centres and libraries. Integrated and improved public transport services, footpaths and cycle ways. The provision of a green infrastructure network, public open spaces and outdoor sports facilities. Creating and maintaining local services including GP surgeries, hospitals, dentists and schools. Traffic congestion and parking problems Anti- Social behaviour and crime particularly by young people Maintaining services and community facilities in rural areas. Thriving Economy and Employment The creation and implementation of Town Centre Master Plans Pedestrianisation and improving road safety Improving access to jobs and employment Provide sites for the needs of modern businesses whilst improving design and visual amenity Managing the impact of supermarket on town centres, Size restrictions. 22 Improving community engagement and social cohesion. Summary Housing: There have been 80 dwellings built over the last five years with seven of these for affordable ownership. The average house price is currently 117,460. The adopted Amber Valley Local Plan (2006) allocated 3.75 hectares of land for housing in Shipley Park, Horsley, Horsley Woodhouse, Smalley and Mapperley located to the South West of Heanor. Retail: There is a low provision of retail offer in Shipley Park, Horsley & Horsley Woodhouse. Deprivation: The Index of Multiple Deprivation (IMD) published by the government in 2007 indicates that the neighbourhoods of Shipley Park, Horsley, Horsley Woodhouse, Smalley and Mapperley are experiencing varying levels of deprivation, with two of its neighbourhoods ranked within the most deprived 40% and the other two ranked within the least deprived 30% in the Borough. Transport: The ward is poorly served by public transport with only three local bus services. Crime: The level of crime in Shipley Park, Horsley, Horsley Woodhouse, Smalley & Mapperley is below the borough average, within a 12 month period (August 08- July 09) the number of crime committed per 000 people was 46.1 compared to the borough average of 65.2 per 000 population. Employment: There is one designated employment site covering 32.2 hectares of land at Heanor Gate Industrial Estate. The manufacturing industry is the major employer in this area, accounting for 24.1% of persons employed. The retail industry is the second most important employer in the area accounting for 16.1% of persons employed. Built Environment: Approximately 91% of the area lies within the Green Belt and the conservation areas cover 3.36% of the area with 31 listed buildings. 22
