3 Chair s Report As Chair of the Australia Day Council South Australia for the past year it is my great pleasure to prepare the following report for the council s activities for the year 2012/2013. As in the previous years, once again our programs have been very successful with improved functions as well as spread of information about the role of the Australia Day Council in regard to its activities and its purpose. May I take this opportunity to mention the very successful work we have been doing with Advantage SA and particularly its Chair, Frank Filosi and CEO, Karen Raffen. I also take this opportunity to thank our corporate members as well as other sponsors and general members without whose financial contribution our activities would be significantly limited and we could not carry out the tasks that we do so successfully. I particularly wish to take this opportunity to thank members of my Board who have given generously their time and effort as volunteers to further our programs and in fact help me as well as the CEO in reaching many of the decisions that we have made during the year. Several Board members have not sought re-election. I wish to thank them for their past contribution, wish them well in the future and welcome the new members onto the Board. I would also like to take this opportunity to thank our staff and in particular our Executive Officer, Matthew Miles, as well as the two other members of our permanent staff, Matt Abbot and Bill Bell. The Australia Day Council of SA has been performing many important functions including holding a special awards presentation at the Adelaide Oval Pavilion, for the successful South Australian winners of Australian of the Year, Senior Australian of the Year, Young Australian of the Year, and Australian Hero for Subsequently a cocktail function at Government House on the Eve of Australia Day, for presentation of the Community Awards and then of course the Australia Day Luncheon which was so successful this year again with many people attending, and from which we have managed to get further corporate support as well. Australia Day itself was celebrated starting with the parade in King William Street, which is getting better every year, followed by a very successful function at the Lyrics Room and an address to the huge crowd of people who were at Elder Park for the concert and fireworks later that night. I understand that in excess of 30,000 people attended, and the event is just getting bigger and bigger and more and more successful every year. We have run other successful programs and functions including Australia Day in the Office, plus an award program together with the University of South Australia to further prosper Muslim-Australian relations. We have also co-hosted a function for Robyn Archer, well known artist and South Australian, in conjunction with The Hawke Centre. We have been greatly assisted by our parent organisation, the National Australia Day Council, as well as sponsors locally, and may I again express my thanks to them for their very generous donations. Last but not least, I would like to mention the work that so many people do in sub-committees towards the parade, volunteers who help us with marshalling of the parade, one of our major contributors the State Government and the Premiers Department and the Premier himself who has been very generous with us, particularly in assisting the cost of the fireworks, as well as some major sponsors such as Olympic Industries which took over to sponsor the other half cost of the fireworks as well. Talking about myself, it has been a great privilege and honour to serve the Council as its Chair for the past year. As I indicated at the time of my election I wanted to bring back the Chair position to a yearly level, to enable more people to be elected to the position, and hence I did not seek re-election. But I consider my year to have been a great privilege as well as a learning process, and I trust that I have performed my tasks to the satisfaction of the Board and perhaps the people that we assisted, and to celebrate the honour of being Australian. This is my tenth year of serving on the Board of the Council, and I indicated after my next year when I am automatically on the Board, I will also not seek further re-election, to enable some young and fresh person to come on board with fresh ideas. May I again repeat the great honour you have given me, the great support you have given me, and the pleasure that I have had in serving this year and wish the Council and it s next Chair all the very best for the future. Human Resource Management Matthew Miles (Executive Officer), Matt Abbot (Events & Marketing Manager) and Bill Bell (Administration Officer) continued in their given roles. Casual staff were again employed in the peak periods including during January for assistance in reception, merchandise duties and on Australia Day. From this year the event Australia Day in the City was conducted solely by the ADCSA and extra costs were incurred for casual staff accordingly. Since almost all our events and programs peak for Australia Day, there is considerable pressure on the staff especially through December and January where long hours and escalating deadlines become the norm. After the success of hosting students from the Cultural Tourism Degree at Flinders University since 2008, another student, Jessi Tilbrook, completed her placement with ADCSA, with her main project being Australia Day in the City. Dr. Creston Magasdi at the Australia Day Luncheon Volunteers continued to be an important resource for the ADCSA especially for the operation of the Australia Day Parade. 2

5 Executive Officer s Report Events Australian of the Year Awards: Adelaide Oval Members Dining Room, 13/11/2012 This function again was a tremendous success and held at the Adelaide Oval for the second time with over 300 people attending. The Premier Jay Weatherill and His Excellency Rear Admiral Kevin Scarce AC CSC RANR presented the certificates to all 16 finalists and awards to the 4 recipients. Mr Ian Henschke of ABC Radio hosted the evening. It also must be noted that this was the first year that Advantage SA partnered with us to present the Australian of the Year Awards in South Australia. This was a great success for both organisations as there was no longer a clash with Advantage SA presenting a very similar awards program and at the same time Advantage SA made a significant contribution in funding and resources which enabled the event to become much larger and more elaborate. Media awareness also increased due to this partnership and now with the first year of this new relationship established both organisations look forward to cooperatively conducting this in the future with continued improvements for mutual benefit. SA Recipients of the Australian of the Year Awards Comedian Vince Sorrenti at the Australia Day Luncheon Australia Day Luncheon: Adelaide Entertainment Centre, 18/01/13 This year s Luncheon was highly successful with 370 people attending in the Adelaide Entertainment Centre (Theatre). Guests were entertained by the keynote speaker Jonty Bush (2009 Young Australian of the Year), comedian Vince Sorrenti and the smooth sounds of the Bill Parton Trio. Australia Post continued its major sponsorship of this event, as did Coopers, Novatech Creative Event Technology and Serafino Wines. MC duties were conducted by Kym Dillon from Channel Nine. Australia Day Awards: Gardens of Government House, 25/01/13 The same format was continued again this year with the event held in the evening as an open air theatre style presentation followed by canapes. Special guests who presented awards include His Excellency, Rear Admiral Kevin Scarce AC CSC RANR, Premier Jay Weatherill and the Hon Gail Gago MLC. The Awards presented were the South Australian winners for Citizen of the Year, Young Citizen of the Year, Community Event of the Year, the Minister for Education & Development s Award for Excellence in Languages and Culture and the Women Hold Up Half the Sky Award (supported by the Office for Women). Over 200 guests enjoyed themselves nestled under the trees in Government House s lovely gardens. San Remo continued as major sponsor of this event. 6 Executive Officer s Report Australia Day in the City: Elder Park, Adelaide, 26/01/13, This event was an outstanding success again with an estimated crowd in excess of 35,000 attending and further feedback that thousands more watched the fireworks from various vantage points around the city of Adelaide. The format of parade, concert and fireworks again drew a tremendous turnout with performances from Aussie music stars Wes Carr and The Potbelleez. This event is conducted in partnership with Adelaide City Council but the operations were completely conducted by the ADCSA for the first time. Sponsorship was received from Olympic Carports and Garages who presented the fireworks, the Commonwealth Bank which funded the concert, as well as sponsors Novatech Creative Event Technology, Vili s Cakes, Bianco Hire, Coopers Brewery, Argon Design, Force Access and the Crowne Plaza. Support to present this event is also provided by the South Australian Government, Australian Defence Forces and Multicultural SA. Media partnerships with Mix and Channel 9 also supported the event. Local Government Events There were over 100 community events conducted by LGA s in Through a survey conducted by the ADCSA in 2009 it is estimated that Local Government in South Australia spends over $1 million dollars on celebration of Australia Day, with further commitment through allocation of council staff to the various events conducted in each community. The importance of local government in conducting formal celebrations of Australia Day is massive and should not be undervalued. Discussion Forum on National Identity: Adelaide Festival Centre, 18/03/2013 The fourth Discussion Forum was held at the Adelaide Festival Centre on 18 March 2013 in conjunction with the Bob Hawke Prime Minsterial Centre based at the University of South Australia. The topic was: Try one day without the Arts and featured Arts icon Robyn Archer AO with over 400 people attending. Robyn provided to be a popular drawcard and a small VIP function afterwards gave stakeholders a chance to mingle and meet Robyn personally. The Parade was again a great success with 4000 people participating and the largest crowd to date lining the new route on King William Street and Road. Workshops were held with three community groups where artists from Knee High Puppeteers helped the groups to build cultural artworks (with support from Multicultural SA grants). Some elaborate and unique sculptures were created including the Oromo Community, the Filipino Settlement Coordinating Committee and the Somali Womens Association. Individual participants also took part in a workshop to make hats and props for the Rainbow Echidna. These all added a great deal of colour to the Parade. The VIP viewing area was again held in the Lyrics Room of the Adelaide Festival Centre. Awards were held for Parade participants with cash prizes and framed certificates awarded in the following categories: BEST COSTUMES AWARD: Afghan United Association of SA BEST MUSIC AWARD: City of Adelaide Pipe Band MOST CREATIVE AWARD: Falun Dafa JUDGES CHOICE AWARD: Adelaide Chinese Dance Academy Some infrastructure was shared with the Tour Down Under who conducted Stage 6 on the following day and this enabled a much superior area for VIPs and public to watch the parade and some reduction in costs of infrastructure. Each of the recipients was presented at the Australia Day Awards at Government House on Australia Day Eve except for the Awards for Muslim and non-muslim Understanding which was presented in a separate ceremony on World Human Rights Day. The Premiers Award for Outstanding Community Service was discontinued this year as its goals overlapped the Citizen of the Year program. Over $10,000 worth of frames were supplied to participating LGAs and enormous media coverage resulted, especially in regional areas. San Remo continued as major sponsor for this program for Who do you know who helps Muslims and non-muslims to understand each other? Give them the recognition they deserve and nominate them now for this new award. 8 Executive Officer s Report Australia Day in the Office Australia Day in the Office is an initiative launched in 2010 to encourage and assist workplaces to celebrate Australia Day by hosting work functions. This is a newly established platform to engage the business community with a focus being on the last business day prior to Australia Day (25th January). In 2012 with the support of the National Network this program was expanded nationally with over 400 organisations registering across Australia. Each state and territory based Australia Day Council also separately marketed to their areas. Prizes were awarded to each state and territory saw an increase in registrations for this program however for sustainability of this program nationally a major sponsor needs to be obtained in the near future. Australia Day Ambassadors The Australia Day Ambassador Program, sponsored by Woolworths, was conducted in South Australia for the sixth time in There were 28 Ambassadors visiting 30 community celebrations in council areas, an increase from 27 in Feedback was again very positive. 9 Executive Officer s Report Media Again a scheduled program of media releases occurred in the two weeks leading up to Australia Day for the South Australian press. The National Australia Day Council also had a media program which contributed to some of the media coverage in SA. Every media release issued by the ADCSA was covered by some form of media in South Australia, including good coverage being received for the Australian of the Year Awards finalists. The Australia Day in the City event received extensive media coverage in the days leading up to the event. Media partnerships with Channel Nine and Mix provided valuable publicity for the Australia Day in the City event. Revenue has also increased in this time by 78% and efficiencies have been created in overheads and administration to allow more expenditure of programs and events. However for ongoing viability the ADCSA must ensure it has strategies in place to ensure it is sustainable in the future and this must be is first priority. Business Development needs to be further invested in and stakeholders need to be prioritised to ensure further growth and development of the goals of the ADCSA. 12 Treasurer s Report The 2012/13 financial performance continues to be sound and this year has seen an operating profit of $61,513. Grants once again remain the principle income source accounting for over half of the revenue. Importantly this year the Council received an increase in funding from the State Government. The Department of Premier and Cabinet now provided funding of $150k, further Grants from The Office for Women, the Department for Education and Multicultural SA also contributed $17k. The ADCSA also received a Grant of a further $15k to assist with the funding of the ADITC event. The ADCSA remains very grateful for this support. The Adelaide City Council also maintained their funding for the Australia Day in the City event and once again this evening was a huge success. The continued support from the City Council in the ADCSA delivering this now very significant event for the city and state is very greatly appreciated. The only revenue stream which underperformed slightly was merchandise which has traditionally been a consistent income. The ADCSA provides Australia Day related merchandise to all Australian States with the exception of WA and for this market to grow it needs to remain in our focus. Expenditure was consistent with our Budget estimates. The Corporate Club remains strong and our major sponsors Woolworths, Australia Post, San Remo, Commonwealth Bank and Olympic Industries deserve special mention and thanks for their ongoing support. I would like to thank The Honourable John Gazzola, President of the Legislative Council who was appointed by the Premier as his representative on the Board for his input and support. The Board remain hopeful that we can move towards a closer association between the Department of Premier and Cabinet and the ADCSA in the provision of accommodation which is the situation which exists in almost all other Australian States. I wish to thank my fellow Board Members for their input and prudence this last year. We are very fortunate to have a wealth of talent and experience on the Board and I thank all for their contribution. In conclusion I wish to sincerely thank our dedicated staff Matthew Miles, Matt Abbot and Bill Bell for their hard work and tireless support. Their help working with the Board has achieved a prudent financial outcome whilst at the same time delivering a stream of first class events and programs which combined together helps us all to celebrate what is great about being Australian. Employee Expenses remain the largest expense after the delivery of the Events to support Australia Day as in previous years. The association between Local Government and the ADCSA remains strong. Following the increase in Membership fees last year, a decision taken after much discussion by the Board, I am pleased to report that two more Local Government bodies have re-joined and consequently there are now only two Local Government bodies who are not members. The Local Government Sector remains crucial to the ADCSA and one disappointing trend this Financial Year has been a lack of nominations for Local Government awards in a few Councils. Once again we must be seen to provide good value for money and encourage participation as this sector remains the backbone of our business model. Cr Michael Henningsen Treasurer 10

14 Financial Report 1. STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES This financial report is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act 1985 South Australia. The Board of Management has determined that the association is not a reporting entity. The financial report has been prepared in accordance with the requirements of the Associations Incorporation Act 1985 South Australia and the following Australian Accounting Standards: AASB 110 AASB 116 AASB 117 AASB 1031 Events after the Balance Sheet Date Property, Plant and Equipment Leases Materiality No other applicable Accounting Standards, Urgent Issues Interpretations or other authoritative pronouncements of the Australian Accounting Standards Board have been applied. The financial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values or, except where specifically stated, current valuations of non-current assets. The following material accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report. (a) Income Tax No income tax has been provided for, as the Council is exempt from taxation under the Income Tax Assessment Act. (b) Fixed Assets The depreciable amount of all fixed assets are depreciated over the useful lives of the assets to the Association commencing from the time the asset is held ready for use. Impairment of Assets At the end of each reporting period, property, plant and equipment, intangible assets and investments are reviewed to determine whether there is any indication that those assets have suffered an impairment loss. If there is an indication of possible impairment, the recoverable amount of any affected asset (or group of related assets) is estimated and compared with its carrying amount. The recoverable amount is the higher of the asset s fair value less costs to sell and its value in use. If the estimated recoverable amount is lower, the carrying amount is reduced to its estimated recoverable amount and an impairment loss is recognised immediately in the Statement of Comprehensive Income. (c) Leases Lease payments for operating leases, where substantially all the risks and benefits remain with the lessor, are charged as expenses in the period in which they are incurred. d) Trade Payables Trade payables are recognised at their transaction price. Trade payables are obligations on the basis of normal credit terms and do not bear interest. (e) Employee Benefits Provision is made for the company s liability for employee benefits arising from services rendered by employees to the end of the reporting period. Employee benefits have been measured at the amounts expected to be paid when the liability is settled, plus related on-costs. (f) Provisions Provisions are recognised when the company has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured. Provisions recognised represent the best estimate of the amounts required to settle the obligation at the end of the reporting period. (g) Cash and Cash Equivalents Cash and cash equivalents include cash on hand, deposits held at call with banks, other short-term highly liquid investments with original maturities of three months or less, and bank overdrafts (if applicable). Bank overdrafts (if applicable) are shown within borrowings in current liabilities on the balance sheet. (h) Revenue and Other Income Revenue is measured at the value of the consideration received or receivable after taking into account any trade discounts and volume rebates allowed. For this purpose, deferred consideration is not discounted to present values when recognising revenue. Interest revenue is recognised using the effective interest rate method, which, for floating rate financial assets, is the rate inherent in the instrument. Dividend revenue (if applicable) is recognised when the right to receive a dividend has been established. (i) Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the ATO. In these circumstances, the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the balance sheet are shown inclusive of GST. ( j) Trade and Other Receivables Trade receivables are recognised initially at the transaction price (ie cost) and are subsequently measured at cost less provision for doubtful debts. Most sales are made on the basis of normal credit terms and do not bear interest. At the end of each reporting period, the carrying amounts of trade and other receivables are reviewed to determine whether there is any objective evidence that the amounts are not recoverable. A provision for doubtful debts of trade receivables is established when there is objective evidence that the company will or may not be able to collect all amounts due according to the original terms of the receivables. 12

The Responsibility of the Council for the Financial Report The Council of the Association is responsible for the preparation and fair presentation of the financial report and have determined that the accounting policies described in Note 1 to the financial statements which form part of the financial report are appropriate to meet the financial reporting requirements of the Association. The Council s responsibilities also includes establishing and maintaining internal controls relevant to the preparation and fair presentation of the financial report that is free from material misstatement, whether due to fraud or error, selecting and applying appropriate accounting policies, and making accounting estimates that are reasonable in the circumstances. Auditor s Responsibility Our responsibility is to express an opinion on the financial report based on our audit. We conducted our audit in accordance with Australian Auditing Standards. These Auditing Standards require that we comply with relevant ethical requirements relating to audit engagements and plan and perform the audit to obtain reasonable assurance whether the financial report is free from material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial report. The procedures selected depend on the auditor s judgement, including the assessment of the risks of material misstatement of the financial report, whether due to fraud or error.
