8 . INTRODUCTION & WELCOME. WELCOME FROM RALLY AUSTRALIA Dear Competitor I m pleased to introduce this Rally Guide for the 08 Kennards Hire Rally Australia. The Guide reveals many changes for this year s closing round of the FIA World Rally Championship the 6th Australian WRC, incidentally. Clerk of the Course Wayne Kenny and his organising team have listened to driver and fan The competitive distance totals around 8 kilometres over stages. Only six stages, including the Destination New South Wales Super Special Stage to be run twice on Friday and Saturday evenings and the daytime Sherwood Special Stage. For fans, we ve re-located the opening Rally from the city centre to the spectator point on the Wedding Bells Power Stage. We expect making it easy for fans to watch the podium ceremony almost straight after the last car has passed will increase the crowd there too. We re creating more attractions at the Destination New South Wales Super Special Stage and the service park, which has been re-named Rally Central to help fans understand that this really is the exciting hub of a WRC event. The 08 WRC season is proving even more thrilling than before, if that s possible. We re looking Kennards Hire Rally Australia. The organisers will be doing everything possible to make your experience as competitors rewarding, fun and hassle-free. Finally, while the rally will be your focus, I hope you are able to take an opportunity during your visit to enjoy the wondrous natural attractions, from rainforest to ocean, and abundant cultural experiences. 18 . SERVICE PARK/RALLY CENTRAL. INFORMATION ABOUT THE SERVICE PARK/RALLY CENTRAL FIA Priority Competitors can access the Service Park from 000hrs on Saturday 0th November 08. Non Priority Competitors can access the Service Park from 0900hrs on Sunday th November 08 Flexi Service, in accordance with FIA WRC regulations Art., will apply for the end of day service.. 19 Each competitor will be provided with the following area within the Service Park: > WRC Registered as published by FIA (WRC Regulations Appendix VI) > Non Priority service bays 8mx0m or as agreed.. SECURITY IN THE SERVICE PARK The organisers will provide hour General Venue Security from Saturday 0th November until Monday 9th November. Should competitors wish to hire dedicated security please use the Service Park Facilities Order Form available on the event website: Order-Form.pdf. ENVIRONMENTAL environmental management program that was recognised in 0 by the FIA as world class. We ask that all competitors be mindful of the sensitive environment within which the rally is conducted. In particular, please use the recycling and other facilities provided within the Service Park responsibly. The Service Park area drains directly to a Marine National Park. Fuel, oil, lubricants and chemicals must be securely contained and leaks and spills immediately cleaned up. Used oils, coolant and lubricants as well as hazardous wastes such as batteries, chemicals and glass should be disposed of in the designated facilities clearly marked around the service area. If assistance is required seek help from the Service Park management team who have access to additional spill clean-up materials and they can also call in one of our specialist environmental response teams. A car wash facility for rally cars will be provided near to the Service Park and will be noted in the Road Book. A wheel wash area will also be established near to the Manufacturer service areas within the Service Park. Please do not use pressure cleaners within the Service Park except in the areas designated by Rally organisers

20 6. TWO-WAY RADIO 6. APPLICATION PROCEDURE A licence is required for the use of all radio transmitters in Australia. Competitors wishing to use -Way radios during Rally Australia must complete the application form available on the form section of the event website. Radspec Consultants Pty Ltd, a government authorised authority for communications. Equipment acceptable for use within Australia must fall within the following frequency bands: VHF Mid Band (70 to 87. MHz) VHF High Band (8 to 7 MHz) The frequency assigned to the licence will be issued by Radspec Consultants Pty Ltd once the application has been received. Radspec Consultants Pty Ltd must receive all applications for licences with payment, by the Monday th October 08. Citizen Band Radio Stations The Citizen Band Radio Stations (CBRS) in Australia operate under a Class Licence, which means that individual station licences are not required. The radio equipment is subject to HF (6.96 to 7.0 MHz) UHF (76. to 77. MHz) This is a public service, and no protection from interference is available. Competitors wishing to use this service should contact Radspec Consultants Pty Ltd for further information. 6. 21 7. FUEL/TYRES 7. FIA FUEL All Priority Drivers are required to use FIA Fuel. The supplier appointed by the FIA for the 08 to carry out fuel ordering, fuel supply and refuel services is Panta Fuel. All competitors using FIA Fuel must order directly with Panta Fuel no later than Tuesday nd October 08. Panta Fuel Telephone: The order form is available at WRC-08.pdf The cost of fuel, including refuelling service, is.00 per litre. Payment details are outlined on the Order Form. regulations Art 9.., noting that the part mentioning standard tanks is no longer valid. Under no circumstances should Rally Australia be nominated as the end user for any imports. 7. PUMP FUEL Non-Priority Drivers may use FIA fuel or standard pump fuel available from service stations paid in advance to the organiser. The cost of this fuel, including refuelling service is $.90 per litre. Payment details are outlined on the Order Form on the event website.

REMOTE REFUEL ZONES Remote refuel zones will be established as follows and each of these locations will be used twice during the day: Friday 6th November 08 following SS & SS in Glenreagh Saturday 7th November 08 following SS0 & SS in Macksville 7. TYRES All entrants are reminded of the need to comply with the 08 WRC Sporting Regulations Art. 60 regarding tyres that may be used. The requirements vary depending on class of car and the Priority of the driver. IMPORT OF VEHICLES AND SPARE PARTS International Logistics Supplier: White Knight Global Logistics Contact: Mr Tony Vinson Telephone: +6 (0) Website: The easiest way to temporarily import rally and supply vehicles, parts, tyres and components into Australia without payment of customs duty and tax is under an ATA Carnet. ATA Carnets are issued by the Chamber of Commerce in the exporting country. An ATA Carnet will allow the bringing of Rally Vehicles, etc. into Australia for up to months subject to the expiry date of the Carnet. All items not re-exported within this period will be liable for duty, GST and if applicable LCT. Should an ATA Carnet not be obtained, Rally Australia can assist with the importation via their Events Status Concession where applicable. NOTE: FIA/AIT Carnet de Passages en Douane carnets are not accepted by Australian Customs and Border Protection Service. 8. VEHICLES IMPORTED UNDER EVENTS STATUS CONCESSION A permit from the Commonwealth Department of Infrastructure, Transport, Regional Development & Local Government must be issued before the vehicle enters Australia for all vehicles being imported using the Event Status Concession. To apply you must register and submit an application by logging onto the Department of Infrastructure Portal. It is strongly recommended that you do no ship your vehicle until after you receive your Import Approval. Any missing documents or incomplete applications will delay the issuing of an Import Approval. You will need an Import Approval to take delivery of your vehicle from the Australian Port of entry. Allow up to 0 business days from receipt of your application and all documentation for processing and issue of an Approval. A fee of $0.00 must accompany the application with details of how to make payment on the Department of Infrastructure Portal. 6

24 8. VEHICLE REGISTRATION AND INSURANCE 8.. VISITING RALLY VEHICLES FROM OVERSEAS Visiting Rally Vehicles that are registered in another country and have number plates, a label (if applicable) and registration papers, do not require registration in NSW to compete in Kennards Hire Rally Australia. obtain for vehicles registered overseas. The organisers have made arrangements to obtain this cover and application can be made at the time of lodging your entry if you wish to join a policy Visiting rally vehicles that are not registered in another country may be issued an Unregistered Vehicle Permit (UVP) for the duration of Kennards Hire Rally Australia. These vehicles are subject to special conditions that restrict vehicle use only to the duration of rally. A Safe-Use-Declaration form is required. Forms can be downloaded from: and VISITING RALLY VEHICLES FROM INTERSTATE Rally vehicles visiting NSW from interstate may participate in CAMS rally events if they comply with the conditions of the registration cover issued by their own Registration Authority. Reciprocal agreements between jurisdictions apply. They may also be issued an Unregistered Vehicle Permit (UVP) from NSW. 9. HELICOPTERS & REMOTELY PILOTED AIRCRAFT 9. PROCEDURE FOR REGISTRATION All crews taking part in reconnaissance must register at Rally Headquarters to obtain all the necessary documentation before commencing their reconnaissance. Other crews may have another team member collect their documentation only if there are no outstanding matters on the entry form, otherwise they must register in person. 27 Reconnaissance must be carried out in accordance with the Reconnaissance Time Schedules. These schedules are published in Appendix.. SPECIFICATIONS, NATIONAL RESTRICTIONS AND SPEED LIMITS.. PASSAGES Crews are authorised to drive a maximum of two times through each special stage. All passages are only allowed in the same direction of the rally, at a reduced speed and fully the start and stop control.
