1 ISSUE 23 / SEPTEMBER 2016 A BI-ANNUAL NEWSLETTER QUEENSTOWN RUNWAY WIDENING AND LIGHTING UPGRADE Tristan Hughes, Beca s Technical Director is pleased to provide an update In our last newsletter we reported on the progress of the project to upgrade the surfacing and lighting of Runway The successful completion and commissioning of the Runway works saw the evening arrival of Flight NZ613 at 19:24 on 23 May The project was completed on time and under budget, with all parties being delighted with the result. The most satisfying aspect of the project was the collaborative effort between Queenstown Airport Corporation (QAC) as the project sponsor, Airways in providing the comprehensive aeronautical lighting package, Downer in constructing the runway widening and overlay and the associated civil works and Beca as the designers and project managers. Mike Clay, GM Operations at Queenstown Airport said, Queenstown Airport Corporation are delighted with the result of all the hard work which has gone into this project. It is a credit to all parties involved that we were able to work together towards the common goal of enabling evening flights into Queenstown. This project will be a significant boost to support the growth in tourism through improved air transport connectivity to and from Queenstown and the wider region. 2 EDITORIAL Another busy year is well underway for the Beca Airports team working closely with our clients and partners across the Asia Pacific Region. Passenger numbers and aircraft movements continue to soar across the regions we work in, and that is increasing the on-going pressures on optimising existing assets and capacity, and in planning and delivering new additional capacity. Bigger isn t always better, and it s exciting to be involved in our share of optimisation projects and capacity improvements as new technologies, innovations and environmental and safety initiatives are embraced by the aviation industry. I hope you enjoy the snapshot of our recent airport projects and achievements, this being a mixture of international and regional terminal developments, various civil and defence airfield pavement and lighting projects, and introducing shining new stars in the Beca Airports team. One aspect that is particularly important to me in my role as Global Market Director - Airports is obtaining honest and open client feedback we are a knowledge based organisation and enjoy sharing a job well done and lessons learnt, but we are also always open to receiving feedback. For a number of the projects featured in this issue many of our clients have been happy to share their views which I hope you will also enjoy reading. The conference season is upon us, and we look forward to catching up with clients, friends and colleagues alike at the NZ Airports Association conference in Nelson in September 2016, where Beca will once again be the Lead Sponsor, and the Australian Airports Association Convention in Canberra in November 2016 we hope to see you there! John Marsh Global Market Director Airports john.marsh@beca.com MEET OUR PEOPLE DAMIAN JOHNSON Damian has recently been promoted to the role of Associate Airports working with the Beca Airports team and is based in Brisbane. Damian has been with Beca for over five years, having joined Beca after 10 years service in the Royal Australian Air Force (RAAF). Damian is a Chartered Civil Engineer and has gained design management, pavement engineering and construction management experience from a number of airports across Australia. Damian was recently appointed as Beca s Brisbane Transport Team Leader, managing a team of 14 people across varying projects. What attracted you to Beca? After completing 10 years with the RAAF I was looking for the opportunity to be more involved with airfield engineering projects where I felt that I could help develop the design documentation and influence design outcomes. I found that Beca s values and culture really resonated with me, as they are very similar to Australian Defence s values and culture in which I had enjoyed previously. I also saw that the Beca Airports team was growing as a leading provider in the Australian airport market and therefore wanted to be part of the team. What are your career highlights to date? Being part of the construction team for the Southern Apron Expansion (SAE) Project at Melbourne Airport was a valuable learning experience for me. I gained some great experience and made some excellent friends and had lots of fun working in the challenging environment and seeing some great success along the way. Leading the Gold Coast Airport Runway Resurfacing Project was another valuable learning experience for me as it posed a number of challenges to be overcome. The project was a great success which was attributed to the relationships of the project team members and good communication between all parties, including Gold Coast Airport, Fulton Hogan and Beca. What do you enjoy the most about your current role? The people I work with and interactions I have with them regularly is by far the most I enjoy. I find the team around me challenges my ideas, habits and abilities in a fun and relaxed environment. What are you looking forward to over the next six months? I m currently the Beca Design Lead for the Australian Defence P1004 National Aircraft Pavement Maintenance (NAPM) Program and am looking forward to the challenges in resourcing a large and demanding project and ensuring high quality documentation is delivered from Beca. The project undertakes inspections at 28 Defence airfields across Australia on a two year rotation, and the Beca team prepares Pavement Inspection Reports (PIRs), recommended annual maintenance programs, advice on inputs into the defence capital works plan, designs and specifies works and provides technical construction monitoring for the works. 3 FLYING HIGH WITH OUR AIRSERVICES AUSTRALIA CUSTOMER SERVICES AWARD! James Rooney, Beca s Project Manager is pleased to report We were recently presented with the Airservices' Annual Supplier Award for Service Quality and Customer Focussed Collaboration from their CEO, Jason Harfield for our Trade Waste Agreement Management project. Our work includes the management of Airservices' wastewater obligations at 26 airports around Australia and associated capital improvement projects. Beca was the only recipient of this award for 2016, so it's fantastic recognition for our team behind the project which consisted of Nick Marquez, Liam Huxtable, Renee Learmont, James Rooney and Alby Lombard. We're delighted to have improved Airservices Australia's risk profile with regards to wastewater and environmental obligations and to have become their trusted advisor in this space. For more information please contact James Rooney james.rooney@beca.com or Alby Lombard alby.lombard@beca.com GOLD COAST AIRPORT PROJECT LIFT UPDATE Courtesy of GCAPL and Cox Architects Upon completion of the design phase for Gold Coast Airport Project LIFT Airside and Landside Civil Works by Beca, Fulton Hogan was awarded the construction contract by GCAPL after successfully going through the tender process. Construction of the early works commenced in June 2016 and the entire Civil Works Package is planned for completion in the second half of Beca s Design Manager, Norest Govha, noted Beca is providing construction monitoring and design support services and is looking forward to working with GCAPL and Fulton Hogan for the successful implementation of the project. The Project LIFT Civil Works Contract is part of the Terminal and Apron Expansion works being undertaken at Gold Coast Airport to be completed in time for the 2018 Commonwealth Games to be hosted by the City of Gold Coast. Commenting on Beca s services to date, Nick Bamber, GCAPL s Project Director, said As our Airside and Landside Civil Design Consultant for Project LIFT, Beca has been a key and valuable member of the Project Team, making a significant contribution to the success of the Project to date, from the Major Development Plan approval phase to the conclusion of the Detailed Design. With a challenging programme and complex interfaces on the project, we have seen Beca reflect its values of Partnership, Tenacity, Enjoyment and Care and help us to achieve significant milestones on the project. In providing construction-phase support, we look forward to Beca's continued contribution in the implementation of the Project to deliver a successful outcome for Gold Coast Airport. 4 AUCKLAND AIRPORT FAST TRACKING AN INTERNATIONAL REMOTE STANDS PROJECT Beca s Technical Director and Design Manager for the project, Georgina Bojanich, is pleased to report In March of this year, Auckland Airport embarked on a project at the International Apron precinct to address aircraft parking (stand) capacity concerns for the upcoming New Zealand summer i.e. by 01 December A planning study by Airbiz was completed that identified four new remote stands and a new taxilane could be accommodated within the development area. Beca were engaged to provide design, project management and construction management services for the project. Following further demand analysis, Auckland Airport commissioned the construction of one additional Code F/Code C MARS remote stand and a new taxilane between existing Taxiways Lima and Delta 8 to be delivered by 01 December A fast-track challenge by any definition! The Beca design services included a full spectrum of airfield development technical disciplines ranging from apron planning, civil design, fuel main design to electrical and comms services, all of which needed detailed coordination. The fast tracked nature of the project has seen Auckland Airport procure the construction contract in parallel with the design work being completed, with works commencing on site in July Brian Perry Civil Ltd are constructing the works during the winter and are managing no less than five subcontractors to deliver the works. Auckland Airport together with Beca have managed all contracted works and led the consultation with all relevant stakeholders as well as the development of the project staging in order to avoid disruptions to operations on three busy adjacent taxiways. Auckland Airport s General Manager Airport Development and Delivery, Graham Matthews, is in no doubt about the significance of the works, saying: While the cranes helping to deliver the international departure terminal upgrade may grab the attention, the work on the international apron is equally important to allow us to cater for rising passenger numbers and larger aircraft. It s important for us to have this work completed in time for our summer peak, and I have every confidence that we have the right team in place to deliver by 1st December. 5 FIJI AIRPORTS PROJECT UPDATE Tony Wallis, Beca s Technical Director for most of our airfield projects in the Pacific Islands advises Beca Airports working with our local joint venture partner in Fiji, Erasito Beca, has been active on several projects for Airports Fiji Ltd (AFL) in recent months. At Nadi International Airport, construction is approaching completion for the Runway End Safety Area (RESA) Project at each end of the two runways. This project has involved the excavation, installation of subsoil drains, placement and compaction of crushed rock basecourse and covering with topsoil and grassing. The RESAs generally involve minor regrading to smooth the ground while at Runway 27 Threshold, an earthworks fill embankment has been constructed to provide a large RESA at the required grades. Tony further notes Rotuma Island is about 500km north of mainland Fiji and has a grass runway. While initially investigated and designed by Erasito Beca in 2005, funding recently became available for construction of a sealed runway and apron pavement at Rotuma Airport which will increase the serviceability of the airfield in wet weather and also allow use by larger aircraft than in the past. Erasito Beca has recently updated the design to suit the currently expected aircraft and has assisted AFL with the procurement process. The tender evaluation for construction is currently now in progress. We are looking forward to seeing this project through construction after many years in the pipeline! 6 MELBOURNE AIRPORT PAPA UNIFORM AND GOLF TAXILANE (PUGS) PROJECT Melbourne Airport - Papa, Uniform and Golf Taxilanes Works Areas (Nearmap image taken on 04 April 2016) Joe Walsh, Beca s Project Director reports After six years of planning, design, procurement and construction including placement of 64,000m² of concrete pavement, the Melbourne PUGs Project recently celebrated its completion. In 2010, the annual Melbourne Airport airfield inspection and maintenance process undertaken by Beca identified that a major taxilane concrete slab replacement program was required. Taxilanes Papa, Uniform and Golf (PUGs) were identified as being the highest priority due to their existing condition and their importance in maintaining access to critical aircraft stands. As well as the use of traditional concrete slab replacement techniques, the project also included the use of Rapid Set Cement Concrete (RSCC) slab replacements with the scale and design of the RSCC slabs being considered an industry first and set a benchmark for future RSCC airfield works in Australia. Beca was commissioned by Melbourne Airport in August 2011 to undertake the feasibility, schematic and detailed design phases of the project, and subsequently construction phase project management, contract administration and construction monitoring. To minimise disruption to the airfield, working closely with Melbourne Airport and their stakeholders, Beca developed detailed staging plans. Following Early Contractor Involvement (ECI), a single lump sum construction contract was awarded following competitive tendering. The construction works, undertaken by McConnell Dowell commenced in February 2013 and was successfully completed on time and within budget in May Joe further notes This project epitomises the benefits of a collaborative approach to deliver critical aviation asset replacement in a very complex environment and it sets a new standard for future delivery at Melbourne Airport. The Project Team strove to minimise the impact on the airport business, airlines and their customers and deliver a quality product safely. This was achieved in no small part by the positive team culture underpinned by our Team Charter and the contributions made by the individual team members from Melbourne Airport, McConnell Dowell and Beca as well as ongoing stakeholder engagement and continuous improvements. 7 WELLINGTON INTERNATIONAL AIRPORT LIMITED TERMINAL SOUTH EXTENSION UPDATE Steve Kemp, Beca s Structural Engineer notes To anybody who has been passing through Wellington Airport over the last 18 months they couldn t have helped to have seen lots of construction activity. Part of the large portfolio of construction that Wellington Airport currently has on the books is the Terminal South Extension (TSE) Project. Steve provides some further details on the scope and technicalities of the project Over the past four years Beca has been working with WIAL to create additional capacity in the existing Domestic Terminal and to provide an even better customer experience. August 2016 saw another large section of the extension handed over to airport operations with a number of extended and enlarged spaces. This included a double width South Pier Link which takes the passengers to the turboprop gates, and the main terminal building has been increased by over 30m in length which now provides passengers with additional retail options. Perhaps the most exciting piece of the extension works is the South West Pier Link. Originally constructed some twenty years ago, this space has been completely transformed by doubling the width of the link. To do this, the existing AVSEC security screening has been moved from the individual jet gates to a central location in the South West Pier Link, thereby opening up the gate lounges to a large open area. The north and south facades to the link have been carefully designed and constructed using glulaminated timber X-frames that support the roof and a large glazed curtain wall system. The resulting effect is an abundance of natural light and views of the apron and beyond to the southern coastline. Continuing the timber theme is a series of large glulam timber beams in the ceiling that support the myriad of building services and help passengers orientate the terminal. The structural, civil and building services design was undertaken by Beca, with Warren + Mahoney providing the architectural design. The complexity and integrated engineering and architectural nature of this project demanded close collaboration within the design teams and with Wellington Airport to produce a landmark terminal extension that Wellington Airport and local Wellingtonians alike can be proud of.
