6 Providing Strong Governance and Voice The Hunter Joint Organisation of Councils (Hunter JO) is a collaboration of 10 local government authorities. The Councils in the region have worked collaboratively for over 60 years to build collective strength, regional voice and maximise shared capacity. This was formalised in 2018 with the establishment of the Joint Organisation. The Councils work together to: share best practice and capacity building approaches undertake research to enable evidencebased decision making plan for agreed regional priorities and outcomes in close collaboration with partners. take action on areas where it can make a difference for the region s communities. provide a strong and united voice that advocates for the needs and interests of the region. Our Ambition A collaborative leadership response to deliver the vision of Greater Newcastle. We believe Greater Newcastle is a region of great potential. Its natural assets, built environment and evolving and diversifying economy make it a great place to live and work. Planning and investment by all levels of government, as well as industry, are realising significant benefits for residents. 7 Partnering for Prosperity One Story of Many Parts a regional plan identifying opportunity for housing, jobs, skills and improvements to the environment established regional governance, integrated with the NSW government and local stakeholders internationally renowned education and training assets that can be expanded to Australia s knowledge gateway for key industries such as agribusiness, cyber security, advanced manufacturing, medical technologies, mining and energy a transport plan that identifies priority connections in the region global gateway assets such as the port and airport, planning their next phase of growth nationally recognised seed investments in smart and connected communities that use the power of technology to provide better and more efficient services to the community and We have the plans, now its time for implementation. No one can deliver this story alone. Three governments need to work together. Government itself needs to enable and encourage industry to invest in these opportunities. We offer Australia s first intergovernmental partnership project that services both a city and a region. 9 Newcastle Airport a catalyst for growth and innovation Newcastle Airport has been experiencing steady growth both in terms of destinations serviced and passenger numbers. In 2017/18, it reached 1.27 million trips. This number is projected to double by The Airport s role as a gateway to international markets in the Asia Pacific Region has been identified as an important enabler of growth in the Region. This capability could be constrained by the types of aircraft that can use the shared runway. The Department of Defence has planned and budgeted defence maintenance and overlay works which will resurface the runway. Additional works could be undertaken at the same time to widen and strengthen the runway to maximise the benefit of this investment. At a cost of approximately $147 million these additional works as well as an upgrade to airfield lighting, aprons and terminal will enable the airport to support flights to and from a greater range of destinations. An Economic Impact Assessment by Synergies Economic Consulting commissioned by the Airport found that this investment over the next 20 years will boost the regional economic income by $6.2 billion, contribute an additional $3.6 billion to the NSW economy and create 1,634 new full time jobs. An investment in expanding the capability of the airport will have benefits for the adjoining business area. In September 2018, Newcastle City and Port Stephens Councils successfully applied to the NSW Government s Growing Local Economies Program for $11.7 million to unlock the airport s potential as a world-leading aerospace commercial precinct. The grant will provide the foundation for Newcastle Airport to kick off the development of Astra Aerolab, a nationally significant precinct for defence, aerospace and advanced manufacturing related research, manufacturing and businesses set to generate over 5500 jobs in the Hunter region.
