1 MEMORANDUM To : Members of the International Conference of Legal Regulators Network From : The Netherlands Bar Date : 22 november 2017 Subject : Proposal for hosting the ICLR Conference 2018 by The Netherlands Bar Dossiernummer : Attachment : Bidbook The Hague ICLR 2018 Introduction During the last ICLR Conference in Singapore, countries were invited to make themselves available for the organization of the ICLR Conference The Netherlands Bar considers it a honor and pleasure to host the ICLR Conference The Netherlands Bar invites all ICLR members and other interested organizations and individuals to The Hague. The Hague, proposed location ICLR Conference 2018 The Hague is the political capital of The Netherlands and the residence of the Dutch Royal Family. From an international legal point of view The Hague is the place to be. Former United Nations Secretary-General Boutros Boutros-Ghali called The Hague the legal capita! of the world'. A city which, according to the former United Nations Secretary-General, Mr. Kofi Annan, amply deserves its reputation as the International City of Peace and Justice'. The Hague is located between the two major Dutch cities Amsterdam and Rotterdam. In addition to the core international legal institutions such as the International Court of Justice, the International Criminal Court and the International Criminal Tribunal for the former Yugoslavia, the city is also home to a large number of other international organizations, institutes and research centers, which are relevant to the pursuit of international peace, justice and security. The Hague has a lively downtown area with trendy, superb restaurants, culture and entertainment and is in close proximity to the North Sea. Home to seven United Nations Headquarters, The Hague is proud to be the fourth UN city in the world. You can visit one of the many museums which boast works of masters such as Rembrandt, Vermeer, Mondriaan or works of more contemporary artists. Proposed venues for the conference The city of The Hague offers several excellent conference venues and hotels that can meet the ICLR requirements. At the sea side in Scheveningen, overlooking the North Sea, we recommend The Kurhaus. In the city's international zone, close to the center and the sea side, we recommend The Hague Marriot, The World Forum Center, The Crown Plaza Promenade and The Peace Palace. In the city center we recommend The Hilton Hotel, in close proximity of the House of parliaments, the Mauritshuis and the shopping & restaurant area. Hotels for participants In addition to the proposed venues we can highly recommend the luxury Hotel Des Indes, and beautiful (boutique) hotels like the Carlton Ambassador, the Paleishotel, the Hotel La Paulowna, the Residenz, t Goude Hooft and the Hotel Mozaic. 2 Ease of getting to conference city from different parts of the world The Hague is located between the two major Dutch cities Amsterdam and Rotterdam and their airports. Amsterdam Schiphol Airport has an extensive network of connections (over 290 direct connections) and is regarded as one of Europe's main hubs. From Amsterdam Schiphol Airport to The Hague Central Station it only takes 30 minutes by train. By taxi it takes about 40 minutes to drive from Amsterdam Schiphol Airport to The Hague. From The Hague Central Station all venues can be reached in 10 to 15 minutes by taxi. Rotterdam The Hague Airport is The Netherlands' third largest airport. From the airport, there are amongst others daily services to London City, Hamburg and charter flights. From Rotterdam The Hague Airport it only takes 30 minutes by taxi to reach the city of The Hague. Proposed dates or a window in which the conference could take place The proposed date for the ICLR 2018 is 3, 4 and 5 October This is the week before the IBA Annual Conference, which is scheduled on 7-12 October 2018 in Rome, Italy. An alternative date is 15, 16 and 17 October 2018, the week after the IBA annual conference The IBA Annual Conference 2018 is held in Rome, where the European legal development was founded by the Roman Empire, two millennia ago. Today, The Hague is the International City of Peace and Justice'. Participants could, within two consecutive weeks, visit both the ICLR Conference 2018 and the IBA Annual Conference Proposal conference design Selection topics: - The organizing committee, consists of The Netherlands Bar and ICLR-coordinators. - Requesting/collecting topics by all ICLR-members. - Selecting topics by the organizing committee. - Each topic/session will be prepared by 3-5 ICLR-members to get different angles of approach per topic/session. Structure: In general we believe interactivity stimulates inspiration for the participants and quality of the conference. For this reason we propose half of the sessions to be interactive breakout sessions. Day 0 - Registration; - Welcome reception hosted by The Netherlands Bar. Day 1: - Registration; - Opening, welcome remarks, keynote speaker; - 2 plenary and 2 breakout sessions; - social event in the evening. Day 2: - keynote speaker; - 2 plenary and 2 breakout sessions; - wrap up. 2

3 Why hosting a legal regulators conference would be relevant to your jurisdiction? The Netherlands Bar would like to share actual topics and our experiences with our recently revised structure of regulation of the legal profession with all participants of the ICLR Conference This revised structure will be evaluated by the end of 2019 and we would like to share our information and learn from other jurisdictions. The Netherlands Bar is prepared to make a financial contribution for the organization of the conference Background In 2015 the revised Act on Advocates came in effect. One of the valuable topics of this revised Act is upholding the self-regulation of the legal profession (registered lawyers or Advocaten ). All registered lawyers are mandatory member of the Netherlands Bar. The Netherlands Bar is led by a general council, including the Bar President. There are 11 judicial districts in The Netherlands and every judicial district has its own Local Bar. Besides membership of the Netherlands Bar each lawyer is mandatory member of one of the Local Bars. The Local Bar is led by a Local Bar Council, including a Local Bar President. The revised Act on Advocates strengthened the regulatory role of the Local Bar President. Besides other tasks, he is the sole regulator on lawyers within his own judicial district. The Local Bar President has powers based on the General Administrative Law Act, which are similar to the powers of the financial regulators. The Local Bar President is also the regulator for lawyers concerning the compliance with Dutch AML legislation. The revised Act on Advocates introduced a new Supervisory Board. The president of The Netherlands Bar is also president of this board. The task of this new Supervisory Board is to oversee the performance of the Local Bar President in regulation and the handling of complaints. How you could help to attract new, as well as existing participants? - The Netherlands Bar will organize an interactive and stimulating conference concerning actual topics about the legal profession throughout the world. - The ICLR Conference 2018 can be organized before or after the IBA Annual Conference 2018 in Rome, so participants can attend both conferences within two consecutive weeks. Travelling from Amsterdam Schiphol Airport to Rome will only take 2,5 hours by airplane. - The concentration of two international legal conferences in two consecutive weeks in the same region will most likely attract new colleagues from European and other countries to participate in the ICLR Conference The Netherlands Bar has already contacted the German Bundesrechtsanwaltskammer (BRAK), and they support us in the organization of the ICLR conference Furthermore we will contact the CCBE to attract more European Bar Organizations. --x-- 3
