6 Agenda Package Pg 6 BACKGROUND The City of Elliot Lake in conjunction with various groups offers a variety of events throughout the City each year. This includes the Uranium Heritage Days, which usually occur on the last weekend in June. The 2017, 18 th Annual Hi Rail Leasing North Shore Challengee Drag Racess are entering their 18 th season in Elliot Lake. ANALYSIS Please see the following attachments for a complete list of City of Elliot Lake Special Events: 2017 Uranium Heritage Days Schedule 2017 City Events Schedule 18th Annual Hi Rail Leasing North Shore Challenge Drag Races Update.. As the drag race event is the City of Elliot Lake s largest, mostt comprehensive annual event, this report will highlight and update this year s edition. Event planning began in the fall of This year, various features have been added and sponsorship targets have beenn achieved. 7 Agenda Package Pg 7 Marketing An extensivee marketing campaign is planned which spans the region of Northern Ontario and includes limited penetration into Michigan and Southern Ontario. Thee campaign will include radio, TV, print media, digital media, social media, billboards and live promotions on site at various car showss throughoutt the region and in southern Ontario. Media support is significant with a total of $34,000 secured in in kind advertising, adding up to a total value of $56,000 for this campaign. Special Attractions This year s special attractions include the Burnout Night, Black Pearl Jet Car, Jet Golf Cart, 2 funny cars, strongman/woman demonstration, live concert with local band McCarthy Lake House Band, Classic Car Show, and the Mayor s Challenge Race. There are also great adventures awaiting the whole family with the addition of Build Your Own Superhero, presented by Science North. New this year, is a race category of Heavy Highway Trucks presented by sponsor, Kenworth. Already very popular in Quebec, and gaining recognition in Ontario, the trucks, featuring local drivers, will race ensuring the excitement of high powered engines, diesel exhaust and screaming turbos. Following the race the trucks will participate in a show and shine and evening LED light display. Additional newly featured attractions include a remote control mini village with working trucks and constructionn vehicles and the Royal Canadian Dragoons will be showcasing military tanks and equipment. Operations From an operational stand point everything is falling into place within set timelines such as security, bar, set up, gates, driver registration, portable washrooms, garbage disposal, vendors, and parking. All service clubs and local community groups are confirmed to provide support services. FINANCIAL IMPACT The events featured in this report are included in the 2017 Budget and are also supported by sponsorships and volunteers. LINKS TO STRATEGIC PLAN This report is consistentt with the actions required under Support the Arts and Culture Community in that it helps cultivate in the citizens of Elliot Lake an appreciation of arts and culture through accessible programming, arts and cultural facilities and entertainmentt that is available to all citizens. In addition, it is consistent with the actions under Health and Community Wellness by providing activities and promote healthy lifestyles through recreation for all age groups. Report Pg #3

12 2 Agenda Package Pg 12 BACKGROUND The Trailhead Visitor Centre serves as a promotional gatewayy to Elliot Lake, the Deer Trail Route and provides a rest stop for travelers along the Highway 17 corridor. At a special council meeting on Thursday May 25, 2017, City Council initiated a long term lease agreement for the site. This permitted staff to proceed with upgrades and remediation work with the intentt to represent and promote the Elliot Lake community in an effective manner to passing motorists and potential visitors. ANALYSIS In recent years the Trailhead has continued to be open for thee summer season, however has been neglected and underutilized. Revitalization and improvements are required to more appropriately represent and showcase the City of Elliot Lake. High visibility initiatives, increased curbside appeal and elevated levels of maintenancee are required to attract visitors to the Trailhead site and to encourage visitors to discover Elliot Lake. Further to budget discussions and approval, staff began developing a plan to revitalize and improve the site. The lease agreement with the Township of the North Shore iss for 10 years, with an annual payment of $6,000. The agreement gains the City full operational controll over the Trailhead site, including responsibilities for maintenance and upkeep of the building. Attached is a detailed review and remediation plan that resulted from a Community Team review of the site. It details some of the initiatives that have been carried out in the first week of possession and will continue to be rolled out over the coming months. FINANCIAL IMPACT The budgeted amount to operate the Trailhead per year totals $16,500. This includes the annual lease, property/grounds maintenance, hydro, washroom maintenance and supplies. An additional $50,000 was approved by council and is included in the budget to enhance the promotional initiatives related to the site. A Phase 1 application to NOHFC has been submitted.

13 3 Agenda Package Pg 13 LINKS TO STRATEGIC PLAN This project aligns with the goal of Economic Development and Diversification, Stabilization and Investment Readiness & Supports the Arts and Culture Community; supporting action items: Establish a comprehensive marketing plan for the Municipality to market the diverse strengths in promoting Elliot Lake Capitalize on opportunities for diversification and community growth. Explore eco tourism and geo touristhe citizens of Elliot Lake an appreciation of arts and culture through accessible programming, arts and cultural facilities and entertainment that iss available to all possibilities andd challenges as part of a tourism package Help cultivate in citizens SUMMARY Entering into a 10 year lease agreement with an option to extend an additional 10 years with the Township of the North Shore allows the City of Elliot Lake to strategically plan the utilization of the Trailhead for tourism and attraction to the community. Future links to the Welcome Centre will further support tourism initiatives. The underutilization of the Trailhead currently is resulting in a reducedd level of representation of the City of Elliot Lake, and untapped potential for creating interest and attracting travelers along the Highway 17 corridor into the community. Site enhancements and new marketing and promotional initiatives will be more effective in attracting visitors to the area.

15 Trail Head Revitalization Proposal 1 Agenda Package Pg 15 Project Background The City of Elliot Lake entered into an agreement with the Corporation of the Township of the North Shore for the purpose of establishing a Tourist Information Centre at the corner of Highway 17 and Highway 108 in August of By-Law # was passed to authorize the establishment of a joint Board of management for the Highway 108 Trailhead Tourism Centre. The Trailhead Travel Centre serves as a landmark and beacon on the Highway 17 Corridor encouraging visitors to turn onto Highway 108 to discover Elliot Lake and Area. Project Description Revitalization and rejuvenation of the Hwy 17/108 Elliot Lake Trail Head is required to more appropriately represent, promote and showcase The City of Elliot Lake. High visibility initiatives, increased curbside appeal and elevated levels of maintenance are required to attract visitors to Elliot Lake. Project Summary Phase I Curbside Pylon Sign Addition of dusk to dawn LED lighting to illuminate sign (solar) Purchase digitally printed banners for the flag poles which will attract people to the area and promote upcoming events and attractions. Repair poles as required. Each banner will feature activities available in the area such as ATVing, Snowmobiling, Fishing Derby, Drag Races, Miner s Monument, Fire Tower Scenic Lookout, Trails, Beaches etc. Addition of a sign to direct visitors to Elliot Lake at the rear of the building and at the top of the merge ramp to Hwy 108. A large welcome sign to be placed in front of the building for clear visibility with landscaping and branding. Maps, promotional photography and Storyboards to be installed around the perimeter of the building. Showcasing Hiking, ATV, snowmobile trails, hunting & fishing, special events, main attractions, etc.. Approaching roadside signage in advance of site in both directions on Highway 17. Replace playground equipment Add 16 foot wooden fence on either side of gate to serve as a location for coroplast signage related to large events such as drag races and Arts on the Trail. Digital Media display (indoor) located in Civic Centre lobby Property Maintenance & Landscaping Remove trees/shrubs directly in front of building to create sight lines. Brush out entire site to promote safety and enhance sight lines from Highway Parking Lines to be repainted. Front door to be painted with a local scene or a cottage screen door by local artists. Add Muskoka chairs and have local artists paint scenes on the chairs. Repaint the roof red for visibility. Repaint all the doors and window frames in red to match the roof. Replace or repair the wooden benches and add stone benches. Remove overgrown flower beds and prune trees, remove weeds. Bottom concrete corners of the building are eroding due to water; address roof runoff and repair concrete. Repaint the Pergola and repair as required around the building. Bell telephone booth. Plexi-glass needs to be replaced (broken). Repair and paint BBQ s and repair or replace picnic tables (ensure barrier free table included). Washrooms: Powerwash hard surfaces and paint as required. Add proper signage. Repair plumbing. Remove old water coolers and cages Clean, organize and equip maintenance room Paint main gate Move cigarette butt stop fixture and relocate away from the building on a pedestal. Brush/prune and remediate nature trail. Add nesting boxes for birds near trail and marshland. Penokean Hills Field Naturalists could be approached for this. City of Elliot Lake to manage, maintain and operate the site. For example 10 years at $6,000 per year. Project Connection to Civic Centre/ Trail Head & Staging Area future Clear signage and wayfinding to Trailhead/Staging Area at rear of the Lester B. Pearson Civic Centre/Welcome Centre. Trail map self-serve kiosk on site at trail entrance. Signage / wayfinding to clearly mark the entrance to Elliot Lake s Extensive Trail system. Map, bearproof trash cans, landscaping, and designated trailer parking. Gate at trail entrance. Wayfinding signage on City connection trails. Build loading ramp for ATV s and Snowmobiles. Clearly sign/mark area designated for trailer parking. Signage should note additional area attractions such as Trailer Park, Beaches, Launch Ramp, etc. Seed grass area behind Civic Centre and McDonalds. 18 Trail Head Revitalization Proposal 4 Agenda Package Pg 18 Project Benefits Enhanced awareness of 108 corridor and increased traffic to Elliot Lake will result in economic benefits through tourism retail and service industry. In addition, actual time experienced in the community allows visitors to experience and witness the abundance of geographic vistas, attractions and natural assets such as lakes, parks and trails. A positive experience will lead to return visits and potential re-location in the future. Investment Expected The annual operating expense shall remain consistent with past years however property management will be improved and managed directly by the City of Elliot Lake. A capital Front End expense of $50,000 is required to repair and remediate the property. This funding will also enhance marketing and promotional features. Project Funding Potential commitment of additional funding from NOHFC will be explored. Additional funding potential includes Tourism organizations, farmer s markets, and private/ public partnerships. Community Department October 19, 2016

RECOMMENDATION That Report SR CS of the Manager of Recreation and Culture dated May 31, 2017 be received; And that Council authorize the transfer of $10,,000 from the community services reserve earmarked for drag races to purchase equipment for the marketing and promotion off community events including the Drag Races. 21 Agenda Package Pg 21 BACKGROUND The City of Elliot Lake has hosted the Hi Rail Leasing North Shore Challenge Drag Race since The equipment that is required to ensuree a successful and well organized event has been used for various city events for the past nine years. The tents have reached their useful lifecycle and require replacement. ANALYSIS Staff wish to purchase six tents and eight dura feather flags. These flags and tents will all be branded with the City logoo which will help promote the City and ensure that events are professional. During the drag race, tents will help to promote and identify the VIP area and gate locations. In addition to visibility, the tents provide shade for volunteers and participants. The tentss and flags will not only be used at the drag races but at other City events including Winterfest, Uranium Heritage celebrations, Arts on the Trail, Larks in the Park and economic development initiatives both in andd outside of the community. FINANCIAL IMPACT As an economic development initiative, the drag race continues to attract fans and visitors to the community, generates revenue and benefits local business. There is currently a $34,, balance in the Community Service Reserve earmarked for drag races. A balance of $24, will remain for future use. LINKS TO STRATEGIC PLAN This project aligns with the goal of Economic Development and Diversification, Stabilization and Investment Readiness, Health and Community Wellness & Strong Municipal Corporate Administration and Governancee ; supporting action items: Establish a comprehensive marketing plan for the Municipality to market the diverse strengths in promoting Elliot Lake Capitalize on opportunities for diversification and community growth. Explore eco tourism and geo tourism and promote healthy lifestyles through recreation for all age groups possibilities andd challenges as part of a tourism package Providing activities Offering customer service excellence SUMMARY Staff recommend that Council authorize the transfer of $10,000 from the community services reserve earmarked for drag races to purchase equipment for the marketing and support of community events. ANALYSIS As a requirement of the liquor licencee a request is being madee that a resolution of Council to declare that the Beer Garden and VIP Bar are to be designatedd as a municipally significant event celebrating the 18 th Annual Hi Rail Leasing North Shore Challenge Drag Races heldd from July 14 th, 2017 until July 16 th, at the Elliot Lake Airport. FINANCIAL IMPACT There is cost of $75 to purchase the liquor licence. LINKS TO STRATEGIC PLAN This report is consistentt with the actions required under Development of Strong Partnerships by supporting the local business community. 25 Agenda Package Pg 25 BACKGROUND As the summer season approaches, operational activities and additional services and programs will be introduced. This update will offer Council with a summary of notable activities and related information. ANALYSIS The following items represent items of interest and service highlights/updates related to the Community Department. Mississagi Provincial Park Park open as of May long weekend until September 30, The Mississagi Park Infrastructure Upgrade Project is continuing within the Park. Upgrades to date include; new dock installation, new Amphitheatre equipment, solar lights and sinks purchased. Wood staining will improve the appearance and quality of washroom facilities. A new playground structure has been purchased and will be installed this season. The Log Cabin on site will undergo renovations and bring it up to code. Installation of a new fireplace and kitchenette will proceed once Ontario Parks issues the work permit. A Pilot project/partnership with Algoma Adventures will feature a turn key campsite equipped with tent on platform and related gear. This will allow visitorss to travel to the Park to experience off the grid Camping. Visitors will only be required to provide a sleeping bag and food. This initiative will include shared marketing and with increase promotion of the Park and the Elliot Lake area. Elliot The Bear Mascot This friendly black bear will be an ambassador of the Community Department. He will wear a staff uniform and lanyard. Department summer student staff, Digital Media Lab and Youth Group members will be working on a background profile and animated adventure series relating to the Elliot the Bear Character. This new mascot will be introduced at the July 1 st parade and events. Elliot will often appear with the Mississagi Moose. Together they will help promote the area, and assist with positive messaging relating to programming, safety and events. Get Trekking Elliot Lake (Ministry of Tourism, Culture and Sportt Grant) This funding will assist the City and partners to encourage increased accessibility of our trail network, enhance mapping, points of interest and wayfinding while supporting/encouraging all ages and abilities to safely enjoy outdoor active living opportunities. This is a two year project that promises to shine a light on ourr most impressive network of trails. Special Event Support Trailerr Through the generous support of sponsors such as ELNOS, an enclosed trailer equipped with all gear and equipment related to special events has been ordered. The exterior of this unit will feature graphics and local tourism messaging resulting in a travelling billboard typee of vehicle. Inside, all event equipment will be securely stored and readily available to staff delivering andd supporting City events. This will protect and Report Pg #2

This will also increasee the City profile and community awareness of events and activities. Day Camp Begins July 4, 2017 through September 1, 2017 and based at Rio Den Day Camp headquarters. New this year is a Specialty Camp supported by ELCLC, NWMO, The City of Elliot Lake and Bruce Power featuring the NOSM Science Camp. The science camp will run July 24 Julyy 28, Also new this year is the Children s Art Program; Hand Created Pottery running July 17 July 21, Registration is ongoing at the Welcome Centre and the Pool. Beaches Both Spruce Avenue & Spine Road Waterfront supervision begins June 30, 2017 until September 3, Hours of operation are 12noon until 7pm. Pool Pool summer Hours begin July 4 th until the fall schedule resumes on September 5, The hours of operation are reduced throughout the week and the facility iss closed Friday afternoonn to Monday morning throughout the summer season. The annual maintenance shutdown of the pool area is scheduledd to begin July 4 th, 2017 for three weeks. The fitness area will remain open during this time. Museum Is undergoing some rejuvenation and reorganization efforts by Staff and volunteers. Hours of operation for the summer months are 9am 5pm until July 1, In addition, beginning July 1 st, weekends 9am 6pm until September 4, Welcome Centree Hours of operation are May 20 June 30, 2017 (9am 5pm) & July 1 September 4, 2017 (9am 6pm) Lester B. Pearson Civic Centre During the summer months the Centre will be host to a senior s speaker series, dance recitals, a musical theatre production, a flower show and summer craft shows. The Digital Creator North project is underway and the space is now open to the youth of our community. This innovative project brings digital creative tools to the youth, with the goal of creating spaces where exploration, development in digital media techniques, digital literacy and creative freedom are paramount. The creativee space is open Tuesday Friday from 11am untill 5pm, and on Saturdays from 11am until 5pm. FINANCIAL IMPACT All activities fall within the approved budget or are supportedd by sponsorship and /or grant funding. Report Pg #3
