NEW BUSINESS Still gathering information on inventory Discussion with Liam Halligan Discuss past trail maintenance program to help develop action items and identify best practices; discuss chainsaw training. Chainsaw Training - six to seven hours a day for two days, four to five hours of theory. Maximum of eight participants at $200 per person. Liam discussed the trails maintenance that was completed in 2008 and 2009, grant money was utilized for this endeavour Mandate to Action Plan Line by line review and discussion of goals and objectives to create action items. Trail Maintenance. Develop a relationship with the Ministry of Natural Resources. Use of multi-media for promoting trails Report from the Elliot Lake Trails Alliance Trails Alliance provided an update on their status Member Group Activity Reports ATV Club Inspected May Lake Loop Tail, visually inspected teh bridges for any defects none found. Participated in the Canada Day Parade won 2nd prize. Hosted the annual Family BBQ. Rode with couples from Illinois to Whiskey Lake - info was found through the internet and facebook. Weekly rides average 6-7 bikes. Facebook contact on topics - New Ontario laws regarding ATV's,

5 3 Northern Ontario ATV events, What you need to know to drive an ATV in Ontario and Club Fun Run in September. Beginning next week resigning our tails with newer signs. Snowmobile Club Requisition for funding of excavator, will make a list of work to be done. Would like to purchase a brusher that tow's behind an ATV. Is the shared trails committee willing to fund this and it could be shared. Removed three bridges on frontier lodge trail up north. Everything done to MNR code. Perhaps this should be posted either on radio or in the newspaper. In the process of applying for grants from OFSC to redeck 4 bridges, Horn Creek, Sherriff Creek, Gas line #1 off pipeline road, and Gullbeak. Horn Creek Bridge is dull looking possibility of having the rainbow committee dress it up. Possibility of adding fill to the F-Trail behind the hotel and Tim Horton's - inquire with Public Works to find out how many loads it would take - will spread the loads with our tractor. Invite Rejean Cy and Stephan Fabris to give insight on where they will be working. Coureurs de Bois Agenda Package Pg 5 Organized and conducted a memorial plaque and presentation for Alan Day. Held family hike and geocache for Elliot Lake's 60th, no attendance. Conduct four hikes per week, 2 easy, 1 intermediate, 1 leisure Act as park ambassadors for Mississagi park. Trail clearing and marking at Mississagi. In the process of installing trail signs next week on some of the local trails. Club will be proving volunteers for Lumberjack days to assist with activities. Jr. Rangers for a couple of days in August, any city trails that need work. Club stats January to June volunteer hours, 19 to 40 years old hiked 47km, 41 to 60 hiked 746km, 61 to 70 hiked 2016km, 71 and older hiked 1405km for a total of 4214km 7.5. Roundtable Trail Condition Report Erection of news signs at Sheriff Creek, Sheriff Creek trail maintenance City will be addressing this. During the spring certain areas where boardwalks need to be installed. F Trail needs fill ESSO to Hampton. 8. ADDENDUM Discussion on outreach correspondence from the Snowmobile Club.

8 Agenda Package Pg 8 OBJECTIVE To present the mandate as approved by the Shared Use Trails Committee; and an inventory of the current trail systems in order to have them sanctioned by council for insurance clarification purposes. RECOMMENDATION That this report be received; and that council sanction the trail inventory through resolution. BACKGROUND After a number of years of inactivity, the Shared Use Trails Committee has been revived and is supported by a number of user groups which also make up the membership of the committee: -Elliot Lake Snowbirds Snowmobile Club -Elliot Lake ATV Club -Friends of Algoma East -Penokean Hills Fields Naturalists -Coureurs de Bois Outdoors Club -Cross-Country Ski Club The committee has reviewed and accepted the attached mandate document, by resolution at the June 9, 2015 meeting, and is presenting it to council for information purposes. The committee has committed to reviewing the mandate annually. One of the first challenges before the Shared Use Trails Committee was to address concerns around insurance coverage on the trail systems, particularly for those trails which fall on private property. A discussion with the insurance broker for the City of Elliot Lake confirmed that the trail systems recognized by council are covered by the municipal insurance policy, and further recommended that council sanction an inventory of the trails for clarity purposes. Following is an inventory of the trail systems identified and utilized by the member user groups. This inventory is separated into two groups, priority and secondary trails, with the priority trails receiving precedence in terms of maintenance and amenities. ANALYSIS By providing confirmation of insurance coverage for our trail systems by sanctioning the inventory of trail systems the City of Elliot Lake will avoid closure of trails that fall on private property and complete the due diligence requested by the insurance broker. FINANCIAL IMPACT / BUDGET The trail systems are currently included in the municipal insurance policy and the inventory is for clarification purposes only. Discussions with the insurance broker confirmed that no premium adjustment is expected and recommended the resolution for due diligence purposes.

9 Agenda Package Pg 9 Elliot Lake Shared Use Trails Committee MANDATE To enhance the availability, enjoyment and use of trails within Elliot Lake and the surrounding area by providing a central voice on behalf of user groups, residents and visitors alike, to the municipality and other government agencies. DEFINITION The Elliot Lake Shared Use Trails Committee adopts the definition of trails from the Ontario Trails Strategy, 2005, as follows: Trails can be: - footpaths with natural surfaces - multi-use tracks with manufactured surfaces - on-road bicycle routes - walkways, boardwalks and sidewalks - utility corridors or former rail lines - forestry and mining access roads designated as trails - waterways and portage routes MISSION STATEMENT Through trail development and working in cooperation with other community partners, the Elliot Lake Shared Use Trail Committee will promote healthy, active lifestyles and contribute to building sustainable urban community throughout Elliot Lake and the surrounding area. VISION Trails are a vital component of recreation for both motorized and non-motorized transportation within Elliot Lake and the surrounding area. Trails benefit residents and visitors of all ages alike, and encourage healthy lifestyles and appreciation of the natural features and sites. The Elliot Lake Shared Use Trails Committee seeks to develop and sustain these benefits for generations to come. GOALS - To foster the development and maintenance of trails, both public and private within Elliot Lake and the surrounding area -To promote responsible and respectful use and enjoyment of trails within Elliot Lake and the surrounding area -To create a sustainable cooperative partnership between various trails organizations and users -To advocate on behalf of an interconnecting trails system at the city, district, provincial and national levels as appropriate - To foster a policy that supports implementation of trails in areas of new development and redevelopment

10 Agenda Package Pg 10 OBJECTIVES -To establish, develop, finance, maintain, promote and preserve a system of shared use recreational trails in Elliot Lake and the surrounding area for such uses such as, but not limited to, hiking, snowmobiling, all-terrain vehicle use, cross-country skiing, snowshoeing, and portaging; and to promote their use as part of the strategic plan for the tourism sector and other economic development benefits for Elliot Lake - To coordinate and represent the interests of all groups representing users of said trails - To coordinate and represent the interests of all groups representing the tourism and economic development sector of Elliot Lake - Create consistent trail inventory and mapping throughout Elliot Lake and the surrounding area - Inform municipal, regional, provincial and federal bodies of the goals and objectives of the Elliot Lake Shared Use Trails Committee - Meet with the Ministry of Natural Resources on an annual basis to discuss and coordinate forestry management planning - Create public relations tools such as but not limited to: - Audio-visual presentation for public viewing - Develop a plan for regularly informing the general public of events related to trails and to help garner public support for trail development in Elliot Lake and the surrounding area - Compile information on socio-economic impact of trails and their usage - Develop an education plan for Elliot Lake Shared Use Trails Committee members and partners (e.g. workshops, speakers, education packages for schools, etc.) - Advocate the protection of public rights of way such as road allowances and shore road allowances for possible future trails - Be alert for opportunities for further partnerships with the private sector OTHER ROLES - Be aware and seek possible connections with trails in adjacent communities across the North Shore such as Township of the North Shore, Spanish, Massey, Blind River, Township of Huron Shores, Iron Bridge, and Serpent River First Nation - Be aware of forestry related activities and work in conjunction with them - Protect private property MEMBERSHIP Each of the following user groups including but not limited to the Snowbirds Snowmobile Club, Elliot Lake ATV Club, Friends of Algoma East, Penokean Hills Fields Naturalists, Coureurs de Bois Outdoors Club, Cross-Country Ski Club and the City of Elliot Lake are encouraged to appoint at least one member responsible for trails and recreation issues within their group. The committee member s role is to provide insight into the ongoing development and maintenance of the trail systems, and to provide communication and coordination between the Committee and the group. Membership may also include a representative from regional user groups that have an interest in a specific type of trail use (e.g. horseback riding, canoeing, kayaking, etc.). Each trail use group will have one vote. The Elliot Lake Shared Use Committee will reach out to and encourage input and support from identified resources such as, but not limited to, Algoma Public Health, Mount Dufour Ski Area and historic committee members.

11 Agenda Package Pg 11 ADMINISTRATIVE STRUCTURE - Working subcommittees will be struck to represent various trail stakeholder interests. These committees will not be required to have permanent status but may be created of recalled as work is required - Activities of the Elliot Lake Shared Use Trails Committee will be governed by the City of Elliot Lake Procedural By-Law - Each user group represented is requested to appoint members to the Shared Use Trails Committee, preferably the President, and an approved delegate in the Presidents absence. - The Elliot Lake Trails Alliance is an Ontario Corporation created for the purpose of supporting the Elliot Lake Shared Use Trails Committee in the pursuit of funding. The Elliot Lake Trails Alliance will report to the Elliot Lake Shared Use Trails Committee. Approved: June 9, 2015

14 Agenda Package Pg 14 Elliot Lake Shared Use Trails Committee Action Plan for the 2016 Budget Year The focus of the Shared Use Trails Committee for the balance of 2015 and 2016 will be based on a theme of renewal. The Elliot Lake Shared Use Trails Committee was a very successful group in the past and was seen as a leader in the development and maintenance of trail systems. Unfortunately the effort was not sustained and the group had essentially become inactive prior to regeneration efforts in early Since that time great accomplishments have been made including: -Revival of the Shared Use Trails Committee including committed and engaged representation from all the involved groups and resources: -City of Elliot Lake -Elliot Lake Snowbirds Snowmobile Club -Elliot Lake ATV Club -Friends of Algoma East -Penokean Hills Fields Naturalists -Coureurs de Bois Outdoors Club -Cross Country Ski Club* -Elliot Lake Trails Alliance** -Algoma Public Health (resource) -Mount Dufour Ski Area (resource representative pending) -Mississagi Park (resource representative pending) -Forestry sector (resource) -Historical members (resource) *The Cross Country Ski Club is represented by historical members as the club is inactive; a sub-committee has been struck and included in its mandate is the revival of the club itself **The Elliot Lake Trails Alliance is an Ontario Corporation created for the purpose of supporting the committee in the pursuit of funding; the Articles of Incorporation are in the process of being updated -Review and adoption of the Committee Mandate -Strong discussion within the committee and commitment for the future (it has been some time since these groups have sat down and worked together collectively, conversation has focused on what worked well in the past and how we will work together in the future for the benefit of all) -Corrective action with regard to the closure of the Beaver Mountain Trail (identified as an insurance concern with regard to trails located on private property) The Committee is now at a point to develop a unified action plan and budget for the upcoming year. Discussion has clearly indicated that additional development is not a priority at this time considering the existing trail inventory and the lack of maintenance in recent years. Prior to additional promotion or expansion efforts the existing trails must be brought up to par.

15 Agenda Package Pg 15 Therefore, the committee will work toward a goal of renewal by the end of 2016: -All priority trails maintained to standard (Need to define the standard, and determine what each group will require to bring their trails up to that standard so we can incorporate these costs into the 2016 municipal budget) -Training for volunteers -All priority trails to have complete signage (need to define complete signage and then develop list of signs required) -Purchase basic maintenance equipment; establish storage capability for the equipment and equipment sign-out process (need a list of basic equipment and cost to include in the 2016 municipal budget, brainstorm storage options) -Revival of the Cross Country Ski Club (sub-committee) -Introduction of Cross Country Ski Trails at Stoneridge Golf Course (sub-committee) -Meet with the MNR, Rejean Cyr Logging and H&R Fabris Industries to establish relationship and awareness of activities over the next year -Affirm membership with relevant associations and become an engaged member; attend significant conferences -The Elliot Lake Trails Alliance will be tasked to work toward obtaining funding in order to further develop the priority trails. Development to include: -trailheads marking each priority trail entrance, including maps and sign-in books -rest stops (benches, picnic tables) -creating a fully accessible trail -create staging areas -introduce trail covering (ex. wood chips) -interactive kiosk & updated trail guide -The Elliot Lake Trails Alliance will be tasked to work toward implementing a Job Creation Program introducing paid positions to assist groups with trail maintenance and handle trail management (regular inspections, garbage collection, collect feedback and compile trail information) The committee will work under the following premise to achieve these goals: -Individual groups are responsible for trail maintenance -The Shared Use Trails Committee is the cooperative body to coordinate efforts -The City of Elliot Lake provides financial and social assistance -The Elliot Lake Trails Alliance identifies and pursues funding
