1 City Manager Briefing Report March 2018 Susan Grant, City Manager This report is prepared in order to inform the City Commission of the status of major projects and ongoing matters. If you have any questions, please feel free to contact me. L.E.O Awards On March 3 the following members of the Police Department were honored by the L.E.O. Foundation and the Miami-Dade County Association of Chiefs of Police: Ricardo Moreno and Thomas Mundy winners of the Investigative Services Division Award Ernie Long winner of the Crime Prevention/Community Policing Award Christopher Goranitis nominee for the Crime Prevention/Community Policing Award Ricardo Moreno nominee for the Specialized Services Award Karen Lopez nominee for the Support Services Award James Hayton July 2017 Officer of the month, and Officer of the Year nominee Waterways K-8 On March 15, the City Commission provided authorization to staff to sign appropriate addendums to existing Mutual Aid Agreements with the Miami-Dade School Board Police and Miami-Dade Police in order to provide security coverage to Waterways K-8. The security coverage began on March 19 and will run through the end of the school year. Staff is continuing to monitor both state and local developments in order to reach a long-term solution. 2 Commission on Accreditation of Law Enforcement Agencies (CALEA) On March 24, the CALEA Commission voted to award the Police Department its seventh re-accreditation at their conference in Frisco, Texas. I was honored to accompany Police Chief Bryan Pegues, Major Michael Bentolila, and Captain Cosimo Castronovo as they accepted this award that focuses on the processes and results of what I believe to be the finest law enforcement agency in the State of Florida. Police Department Statistics & Highlights Monthly Crime Overview Calls for service for February 2017 compared to February 2018 increased by 333. The increased volume of calls is attributed to the implementation of our new records management system that now includes all selfinitiated activity from officers in the field. 3 January 2018 to February 2018 Crimes that increased Robbery by 3; Simple Assault by 4; Aggravated Assault by 4; Theft-Auto by 4. Crimes that decreased Burglary by 2; Larceny by 15. Data driven patrol enforcement at targeted locations helped contribute to the decrease in larceny related crimes. For February 2018 Speeding violations along and the William Lehman Causeway topped the list. Concerns from the community led to increased enforcement at these locations to address quality of life issues. City Manager Briefing Report 3

4 Officer of the Month for February 2018: Officer Chase Bonville During his tour of duty, Officer Bonville was sent to investigate a suspicious vehicle in the rear parking lot of the Babies R Us located just off of. What he found was a young father living out of his car along with his three small children. The young man was working several jobs trying to make ends meet. Officer Bonville immediately contacted several community services to provide immediate and long-term assistance to the struggling family. Concerned about the immediate safety of the children riding in a vehicle without car seats he tried to get local businesses to help pitch in, but was unsuccessful. Instead, he reached into his own pocket and purchased car seats from Babies R Us for the children. This selfless act goes above and beyond the norm and is a testament to his character. Great work! Civilians of the Bi-Month for February 2018: CSS Susan Courtney & CST Jeissy Martin Both of these outstanding employees were recognized for their invaluable assistance in solving the recent homicide of a young man in the parking lot of LA Fitness. Their skills were utilized throughout the course of the investigation to obtain valuable leads that allowed the detectives to find the perpetrators of this heinous crime and charge them with first-degree murder. Day in and day out and at all hours of the night, they worked methodically until every piece of evidence was uncovered. We commend these outstanding Crime Scene Investigators for their distinguished performance. City of Excellence School Highlights Lottery results have been posted. At this time 1,633 applications have been received. 552 applications are for kindergarten. We will accept 114 new students. 37 of the applicants are residents who have siblings currently attending Saturday school concluded the 10 th session with over 80 students participating in the program Spring pictures were March 1 st. Students in 4 th -8 th grade took the FSA Writing Assessment on March 6 th. Representatives from Krop High School visited the school on the evening of March 12 th to inform parents of the courses and programs available at the school. The March Coffee Connection was well attended and Chief of Police Bryan Pegues, provided parents with information on school safety. Drama students showed off their talent and put on two plays, So You Want to be a Cheerleader and Ten Ways to Survive a Zombie attack. Parents provided teachers with a wonderful week of food and gifts for Teacher Appreciation Week that culminated with guest speakers and prizes at the AACC. Middle school dance students traveled to Orlando, FL where they participated in a Disney dance workshop and visited Hollywood Studios. Middle school NJHS students were able to participate in a leadership conference in Orlando, FL. Students worked alongside high school students to learn what it means to be a leader and how they can use their leadership skills to help initiate or support activities benefiting our communities. The Boys JV Basketball team ended the season with a 6-1 record and also lost in a semifinal playoff game. The Intramural Volleyball season is underway and the playoffs are scheduled for the week of April 2nd. City Manager Briefing Report 4

10 Major Capital Improvement Projects Status Report Charter High School The City has completed review of the second site plan submittal by the architectural consultant. We are waiting for a third submittal back from them incorporating all comments made. The environmental consultant is finalizing the Site Assessment Report and expects to submit to DERM no later than 4/22/18 and get back approval of it no later than 6/22/18. One (1) proposal outlining costs to remove soil from the site has been provided. A second proposal will be submitted for review on 3/27/18. We are doing are best to commence this fill removal work between 4/2/18 and 4/9/18. Design and coordination of the construction drawings continues. The traffic study was submitted to MDC on 3/15/18 and we expect any comments back by 4/15/18. Also, permitting with MDWASD for water and sewer services and MDC-DERM for drainage well and system approvals are moving forward. Country Club Drive & Drainage Improvements Currently, the contractor is still progressing with drainage improvements in the south swale just east of US 1 on and in the east swale on WCCDR just south of. They are significantly behind schedule and I have scheduled a meeting for 3/27/18 with City, consultants and contractor in attendance to find out what the holdup is and to determine how to expedite completion. Per contract, it is to be substantially completed on 3/28/18. This project will address several problem areas where standing water remains after storms through regrading of swales and installation of pipe and structures. Retrofit Lighting with LED Fixtures FY 2017/18 The City s electrical contractor has completed Phase I; switch out of existing fixtures with new LED fixtures on Country Club Drives. The Phase II LED fixture switch out is expected to be completed the week of 3/26/18. This area includes NE 213 th ST ( to 34 th Ave), Yacht Club Drive (NE 213 th ST to Golden Point), NE 34 th Avenue (NE 213 th ST to N. CCDR) and NE 207 th ST ( east to Island Place). This will complete FY 2017/18 of the CIP LED Fixture switch out project. NE 30th Avenue LED Lighting (207 ST north to Commons) Construction commenced on 2/12/18 and with a 65 calendar day contract time, the project is expected to be completed by 4/14/18. Currently, all pole bases have been installed and pole installation has commenced. Five poles are up at this time. NE 188 th ST & NE 190 th ST Seawall Improvements The contractor continues generating the construction schedule and generating sketches for our review as it relates to safe access to both the 190 th ST side at Founder s Park South, and the 188 th ST side behind ACES. They expect a mid-may start on the 190 th ST side. They will then relocate to the 188 th ST side behind ACES when summer recess begins. They also expect to be substantially complete with both seawall restorations by the beginning of the school year, most probably on 8/15/18. The contractor did indicate that due to the tight time frame where work behind ACES can only occur during summer recess, additional hours will be needed. That is, Saturday and possibly Sunday work when/if necessary. NE 183 rd ST Seawall Restoration The project is approaching substantial completion. They are working on the pull boxes and have finished patching repair caps. 100 piles have been completed from pile #1 to pile # 101. They will continue with the cleanup of concrete by each pile in the water. (They can only do this during low tide). They have removed the pedestrian safety fencing along the seawall and pedestrian sidewalk that is no longer needed. Storm Water Management Master Plan The Storm Water Management Master Plan, GIS Data Base, and Storm Water Atlas have been delivered to the City. Legal information from the City Attorney s office with regards to the easement for the storm water outfall pipes has been provided. An agenda item recommending approval of the easement dedications to the City is being prepared for the May 1, 2018 Commission meeting. The City is obtaining information the consultant has requested related to operating and capital costs of our storm water system. A draft of the operations and maintenance manual is complete and under review. Mystic Point Drive Road Resurfacing The drawings have been completed and were submitted to MDC Traffic Division on 1/5/18. The consultant indicates we can expect to advertise for bids in April, We have had no response from MDC traffic back yet but the consultant is scheduling a visit with them for next week to see if they have any comments. Road resurfacing will be between the stamped concrete north of Yacht Club Way and the south side of the Lehman Causeway Bridge. City Manager Briefing Report 10

11 Yacht Club Drive Road Resurfacing The survey is complete and preparation of plans is on-going. The consultant did expect to complete plans and submit to MDC Traffic Division by March 1, However, the consultant, per a site visit, has determined that several curb inlets are damaged. In addition, the drainage system will be televised the week of 4/2/18 per the consultant s recommendation to determine the condition of existing pipe. We can expect to advertise for bids in June, Road resurfacing will begin at the signalized intersection of NE 213th St and NE 34th Avenue and continue north and east to the entrance of Golden Point, where the public roadway ends.
