5 Invitation Letter Dr. Lennard A. Fisk President Committee on Space Research(COSPAR) Dear President Dr. Lennard A. Fisk February 25, 2016 On behalf of the Korean COSPAR committee, it is with great honor and pleasure that I submit Korea s proposal for the 2017 COSPAR Symposium as the subject of "Space Research with New Technology: From Nano to Micro and Beyond". Although widely used, big satellites are expensive to build and launch. This led to make small satellites at the early in this century, which were built in a standard format known as a CubeSat, MicroSat and SmallSat weighing less than 500kg. After a decade of fits and starts, during which some 75 CubeSats were launched, satellites of this scale and other small satellites are moving from being experimental kit to delivering useful scientific data for space research. In the next five years or so, more than 1,000 small satellites are expected to be launched. Some will be smaller than a CubeSat; others bigger and heavier. Therefore, the Korean COSPAR committee has decided to provide a forum for all countries to share our technical characteristics and ideas of small satellites for the development of space research. This symposium will allow various communities to share stimulating discussions and near-future plans among scientists using these types of satellites, which would be a quantum leap in the field of space science. The members of The Korean COSPAR Committee, as the Local Organizing Committee of symposium, will make every effort to organize the symposium to be a successful event by infusing innovative ideas into the field of Space Science and small satellites techniques. Jeju Island, Korea s largest island, allows visa-free entry from over 180 countries and has hosted numerous international conventions while being one of the most popular travel destinations. As well as academic networking, Jeju Island will provide visitors with Korean cultural experiences, highlighted by the uniqueness of a local island custom. We are positive that participants will be able to enjoy both intellectual and cultural stimulation during the Symposium. 9 Proposal to host the Third COSPAR Symposium Proposal Summary Declaration The Korea Astronomy and Space Science Institute (KASI), as the administrative organization of Korean COSPAR Committee, submit this proposal to host the Third COSPAR Symposium, 2017 in Jeju, Rep.of Korea. Overview Symposium Theme : Space Research with New Technology From Nano to Micro Satellites & Beyond Host Organization : KASI Host City : Jeju, Korea Venue : ICC Jeju Dates : 18~22, Sep., 2017 Program The symposium program is designed to cover the wide scope of space research under the theme, Space Research with New Technology: From Nano to Micro Satellites & Beyond. The keynote, plenary and interdisciplinary talks will give the insight of space research with small satellite platform and the three parallel sessions are designed for the several scientific and technical sessions, for example, Space Weather, Space Exploration, Enabling Technology and etc. Finances The estimated budget for the 3rd COSPAR symposium is USD 170,000 included full administration support and the financial supports from the Ministry of Science, ICT and future Planning, government organization, Korea Astronomy and Space Science Institute, space-related companies in Korea, and international sponsors arranged by COSPAR. The projected registration fee are USD 400 for early full registration and USD 200 for student. Host City Jeju Jeju is a place with the world s first triple crown designations by UNESCO in the fields of nature and science - Biosphere Reserve, World Natural Heritage, Geoparks. With excellent natural beauty, top-class facilities for conventions and a range of lodging facilities, Jeju Island is an ideal place for the Third COSPAR Symposium. Jeju Islands is located at the center of Northeast Asia and connected with various nonstop and stopover flights. 13 Symposium Program Space Research with New Technology : From Nano to Micro Satellites & Beyond Relatively small satellites and payloads have been developed rapidly for a couple of decades and their application in various areas of space research has been a growing interest. Recently, the number of nano- to micro-satellites including the level of one to a few hundred kilograms is significantly increasing. While many of space phenomena include wide range of temporal and/or spatial behaviors in vastly different areas, they can be studied with similar coordinated experiments at a group of satellites. It becomes the case that low cost satellites allow a mission of multiple satellites more often and technical progress in scientific payloads can maintain advanced resolution in time and amplitude. This symposium will allow various communities to share stimulating discussions and near-future plans among scientists using these types of satellites and payloads. 15 Symposium Program Overview of Scientific Programs New idea for upper atmosphere research with micro- and nano-satellites Recently, the demand of low cost small satellites (micro- and nano-satellites) has increased in the area of space weather monitoring and research. This session intends to cover the instrumentation and related research for the upper atmosphere inlcuding the mesosphere and lower thermosphere (MLT) region and the ionosphere and thermosphere by small satellites. Interaction of solar wind and Earth s bow shock: Recent progresses in observations and modeling Shocks in collisionless space plasmas have been studied for many decades. However, many physical processes including heating and acceleration of solar wind across shocks and the role of wave-particle interactions are still not fully understood. Recently, multi-spacecraft missions such as Cluster and THEMIS have contributed to better understanding of the interaction of solar wind and bow shock. Dynamics of magnetospheric process through coordinated experiment and modeling Owing to recent progress in multiple satellite experiments and coordinated ground observations, which allow high power and time resolution, it becomes possible to study the dynamical process with advanced resolution in observations and modeling. Advances in Astrophysical Research with Small Satellites The astrophysical missions with small satellites promote the development of new challenging observational techniques as well as the realization of specific science objectives making the synergy with big ground -based telescopes or other space missions. Observational space development, data reduction techniques and original science cases for astrophysical missions with small satellites will be covered in this session. Planetary Exploration of the Solar System New missions for planetary exploration expand our understanding the nature of Solar System and the knowledge for human presence out of our planet, Earth. Especially new concepts and intrumentation for lunar and planetary missions with nano-/micro-satellites technology are highly recommended. Enabling Technologies The proposed session is to showcase and recognize the significant potential of the small satellite technologies for Earth observation, space science and exploration missions around the world. During the one-day session titled Enabling technologies, we will highlight research on small satellite technologies and sub-orbital missions from international, industry and academic researchers. the session is also structured to provide networking opportunities to the participating scientist and engineers to engage in collaborative research opportunities within the small satellite community, exchange mission ideas and promote small satellite activities for scientific and engineering research. As they have a very limited area of farmland, the women divers, Haenyeo collect sea product near the shore and work on the small farmlands when not in the sea. Jeju is also wellknown for its Three non-existence, which means no thieves, gates, and beggars on Jeju. Jeju is also safe in terms of medical aspects. It was not infected with endemic diseases such as the MERS virus which broke out early last year at Mainland Korea. Youngju B, the event hall on the first floor, is for the main room of symposium which will be operated for main events, plenary & interdisciplinary session and scientific session. Baeknok A & B will be used for the parallel sessions and Youngju A is designated for exhibition booth and poster.
