2 PHILAS NEWS 2 October 2018 PHILAS SERVICES FOR CLUBS Club Displays can be provided from Philas, which include Crown Agents collections (individual years up to 2004), R A Browne United Nations Collection, Don Cox Eiffel Tower Collection (Messages from the Tower or Impressions of the Tower), Melbourne 1956 Olympic Games and Memorabilia, 1980 Moscow Olympic Collection, Richard Bates Stamp Designer Collection, Dennis Tichbourne Living Together and Sports Collections, Bruce Collection of NSW Postmarks (21 Volumes available), N J Sheppard Russian Collection (selection from 23 Volumes), Helen Cockburn s World of Women (21 volumes). Requests for display items should be directed to the archivist of the Philas Collections (contact details on the website) and six weeks notice would be required for a display if it is required to be posted - a second choice should also be made to avoid disappointment if a popular collection is not available. It is not advisable to include a particular display collection in a club s calendar without first booking it, as the required material may already have been booked by another Club. A complete list of all Philas Display Collections is available on the Philas web site (together with contact details for the Archivist) with ratings notes regarding the individual collection s suitability for display by Clubs. CLUB PACKS consist of world stamp lots (sets and singles) ready for sale at club meetings. PHILAS Club Pack provides many benefits to clubs, but it is necessary to book your Club Pack at least two months in advance from the Convener, PHILAS Club Pack, PO Box 220, Darlinghurst NSW THE PHILAS LIBRARY is a specialist philatelic library containing over 6000 books, journals and catalogues. Much of this has been built up from donations and the many donors are warmly thanked for their contributions to the hobby. The PHILAS Library Inc now has Donated Gift Recipient status with the Australian Taxation Office, and all donations over $2 are tax deductible. The library is open to the public for research purposes Tuesday and Saturday 9am to 3.30pm, and at other times by appointment. Most books may be borrowed, for up to one month, by members of affiliated societies. Country members can arrange to borrow items through their society secretary. Please remember that these PHILAS services are provided on a volunteer basis, and these people have numerous demands on their valuable time. Services will be provided if possible, but please give at least two months notice. 3 PHILAS NEWS 3 October 2018 President s Report: There has been much negotiation with the Hurstville Aquatic Centre Basketball Stadium people relating to the use of their premises for the next National Exhibition to be held in this State. These have resulted in an agreement for the hire of the venue for the Exhibition, and we are now awaiting the arrival of the formal contract to appear. We can now positively announce that the Sydney Stamp and Coin Expo for 2019 (SSCE19) will be held at that venue from Thursday 6 th June to Sunday 9 th June, This will be a joint venture with the Australasian Philatelic Traders Association (APTA) and we can advise that entry to the Exhibition will be free. This will be a full National Exhibition, so all Classes will be available. The Prospectus and Entry Form for the Exhibition are now available. We have not heard from Telstra about connecting us to the NBN, now that we have it in the building. We have heard, however, from Nexgen who have made us an offer to do the job. We have not yet taken any action but if Telstra do not appear on the scene soon, we will need to make some hard decisions on the matter. The Annual General Meeting of the Australian Philatelic Federation was held in Adelaide early in September and it was attended by four members of PHILAS, who all had jobs to do there. Some adverse comments were made regarding our lack of a web site for the Exhibition in 2019 and there were veiled references to it being taken over by the APF. On our return from Adelaide, I made a few phone calls, had a meeting with the person who is setting up the web site for PHILAS and the Exhibition and got the whole thing up and running again. All being well, the new web sites should be available in a few weeks time. You will be kept advised, as the changes will affect all affiliated Clubs and Societies. Once again, if a Club or Society changes its postal address, please notify us promptly, so that we can send all mail to the correct address. We do not like to have mail returned to us because we do not have a current postal address for a Club or Society. It means that the addressee involved does not receive its mail, or receives its Lionel Savins mail late, and so could miss out on an important announcement from us. A brief is all it takes to let us know your change of address. Our next Open Day will be held on Saturday 20 th October and there will be the usual clubs circuit books available, with a mini-auction in the afternoon. Our normal dealers will not be available on this date, so we are looking for a couple of new ones to attend. The wall frames will contain the entries for the Inter-Club Competition, sponsored by the Smithfield Stamp Club. So come along for a pleasant day s stamping and bring your friends with you. The Catalogue for PHILAS Auction 131 has been put together and is being printed. Posting out will begin shortly. This auction will have the usual mix of box lots, albums and stock books and folder lots, so there will be something for everybody. Catalogues are sent out free, so, if you are not on the mailing list and would like to receive a catalogue for this and future auctions, contact us and ask to be placed on the mailing list. The catalogue will appear on the web site in due course. I have spoken of the need for more volunteers many times in the past, and unfortunately, I must raise the subject again. The situation has become critical, in that the volunteers we have with us are being overloaded because we are losing our volunteers. Where most volunteers used to come in and do a full day s work, we are now lucky if they stay for half a day, so we need more people on both Tuesday and Saturday for all types of work. We would like to introduce succession planning for our executive and start training replacements for the future but we do not have enough people to maintain our current situation without overloading our more willing workers. 4 PHILAS NEWS 4 October 2018 Sydney Stamp & Coin Expo 2019 A full National Level multi-frame Exhibition, this event will include all FIP and APF classes, as well as incorporating The Australasian (Philatelic) Challenge and The Picture Postcard Challenge The exhibition will be held from: Thursday 13th to Sunday 16th June 2019 in the Johnny Warren Indoor Sports Stadium, within the Hurstville Aquatic Leisure Centre, located on the corner of King Georges and Forest Roads, Hurstville, NSW. The theme for the Exhibition is the 100 th Anniversary of the Treaty of Versailles which was signed on June and officially ended the First World War Theme related postmarks will be available on each day of the exhibition. Many Souvenir items will be available and these will be detailed later. There will be a Supporters Pack, limited to 100 applicants, including limited edition souvenir items specific to this group. The Prospectus and Entry Form can be either downloaded from the PHILAS website or collected from PHILAS House, 17 Brisbane Street, Surry Hills (off Oxford St, near Hyde Park) Further information regarding the exhibition will be added to the website as it becomes available there will be no newsletters produced. This is the last full Australian National Exhibition at which to qualify for entry into the FIAP international exhibitions, New Zealand 2020 and Melbourne So start planning your exhibit now to be a part of this great event.

5 PHILAS NEWS 5 October 2018 Sydney Stamp & Coin Expo 2019 PROSPECTUS Thursday 13 th to Sunday 16 th June Johnny Warren Indoor Sports Stadium, Hurstville Aquatic Leisure Centre. The exhibition is very pleased to be hosting the Australasian Challenge and the Picture Postcard Challenge. This is the first time either event has been held in Sydney. These Challenges will be open to teams from Australian states and territories and New Zealand islands. The Organising Committee wants to encourage competitive entries on all philatelic subjects. This is the last full Australian National exhibition to qualify for New Zealand 2020 FIAP and Melbourne 2021 FIAP. 1. Exhibition Sydney Stamp & Coin Expo 2019 (the Exhibition) is a Full National Philatelic Exhibition. Organisation moore.john@optusnet.com.au The Organising Committee is planning and conducting this Exhibition under the patronage of the Philatelic Development Council of the Philatelic Association of NSW Inc., under the auspices of the Australian Philatelic Federation (the APF). The Organising Committee has established a website for the exhibition, which will be updated on a regular basis. 6 PHILAS NEWS 6 October Conditions of Participation Participation in this Exhibition is open to all exhibitors whether they are members of affiliated organisations or not. The exhibitor must be the bona-fide owner of the exhibit. Exhibits may not be entered in joint names except for the Literature Class and for entries where the entrants are spouses/ partners or close family members. Each entry must be made in the correct Class. If considered necessary, the Organising Committee or Jury may transfer an entry to another Class. The entrant shall provide a description for the Exhibition Catalogue comprising not more than 50 words. The Organising Committee reserves the right to alter any description for the catalogue. Non-competitive entries will only be included by the invitation of the Organising Committee. 6. Applications Applications from intending Exhibitors are to be made only on the official form (or photocopy thereof) and within the appointed time. Applications from intending Exhibitors must be submitted to the relevant Commissioner for your State, Territory, New Zealand Island or Country who will inform the Commissioner General. The contact details for the various Commissioners are shown at the conclusion of this prospectus, as well as on our website. Closing Date for receipt of Entry Forms is Saturday 23rd February 2019 Entries must be accompanied by a draft of the title page of the exhibit, or a one-page description of the exhibit. Exhibitors can also choose to send a onepage synopsis which will not be part of the judging process. If an applicant wishes to send entry form and title page by , these pages will be accepted as PDF, JPEG or Word files. All exhibits must be mounted on white or lightcoloured sheets or thin card. An exhibit mounted on black or dark pages will not be accepted. Single sheets may be up to 24 cm wide or some multiple equating to 4 standard sheets in a row (wider will result in overlapping) with a maximum height of 28.5 cm, INCLUDING THE SIZE OF THE PROTECTORS. Oversize pages will only be mounted if prior acceptance has been obtained from the Organising Committee. Sheets or protectors taller than 285 mm (including A4 pages which are 297 mm high) may not be fastened securely into the mounting frames, and therefore will only be mounted at the exhibitor s risk. Pages for each entry must have the name and address of the exhibitor on the back of each sheet and be numbered consecutively, in a consistent position, in the order in which they should be mounted. Only pages for display may be submitted. The two Challenges have regulations about the composition of each team, and the number of frames to be entered. These rules will be available from the Commissioner-General who will also be the Challenge Co-ordinator. The number of frames for Youth exhibits is specified in Paragraph 4 above. All other exhibits will have a minimum of 2 frames and a maximum of 8 frames. Each frame holds 16 sheets in 4 rows of 4 sheets. An exhibitor may submit any number of competitive entries, but no more than one entry of the same country or subject in the same Class if of a similar or continuing nature. Where an exhibitor submits multiple entries (excluding Literature) order of preference for acceptance should be indicated. The Organising Committee will endeavour to accept all, but depending on space and frame availability, the Organising Committee reserves the right to limit the number of entries which are accepted for this Exhibition. The right is also reserved to reject any entry without assigning any reason for such decision. 7. Entry Fees (Frame Fees) The frame fee for each frame of 16 sheets is A$45. Literature entries are A$45 per entry. Youth entries are free. Frame fee payments by cheque or credit card must accompany the Entry Form. Payment by Direct Deposit must be made as soon as possible after lodgement of the entry form. Any excess after allocation of frames will be refunded to the exhibitor, unless otherwise indicated. 8. Delivery of Exhibits Having paid the frame fees, the exhibitor will receive notification of frames allocated. The exhibitor will provide his/her own large envelopes, each one to contain a frame of exhibit material (typically 16 sheets). The exhibition will send a PDF file, with an identification page to place on the outside of each frame envelope.

7 PHILAS NEWS 7 October 2018 Each Exhibit sheet shall be put in a lightweight transparent envelope (Exhibit protector) with only one side open, preferably at the top. The Exhibit protector shall not exceed the Exhibit sheet by more than 1 cm all round. Sheets received without protectors will not be mounted. Certificates of Authenticity (where applicable) shall be placed inside the protective cover at the back of the relevant sheet. Exhibits sent by mail must be forwarded prepaid using a traceable method in time to reach the Committee not earlier than 3rd June but not later than 10th June They will be returned as soon as practicable after the close of the exhibition in the manner directed by the exhibitor (this too must be via a traceable method). Do not use any Personto-Person service. Sufficient return postage must accompany the entry form if the exhibit is to be returned by post. Where no instructions or insufficient funds are received, the exhibitor shall be contacted for return arrangements. Exhibitors can arrange to have their entry/entries transported to the Exhibition by their State Commissioner. Entries sent with a Commissioner must be in the hands of that Commissioner at a time mutually agreed between the Commissioner and Exhibitor. An exhibit may not be removed before the close of the Exhibition. Adequate notice shall be given to the Organising Committee if the early collection of exhibits is desired. Exhibits can be delivered to Philas House, 17 Brisbane Street, Darlinghurst on the following dates in June 2019: Saturday 1; Tuesday 4; Saturday 8; or Tuesday Introductory Page / Plan of the Exhibit All non-literature exhibits should have a Title or Plan page to indicate what is being shown and give guidance to the viewer, including areas of special interest. Under FIP regulations for some classes, a plan of the exhibit is mandatory. 10. Philatelic Literature Entries Two copies of the entry are required, one of which will be available for inspection at the Exhibition. One copy will be returned after the Exhibition provided sufficient postage / instructions are received. Any book or catalogue published after 1 January 2014 or series of magazines or newsletters written after 1 January 2018 can be entered. Entries must be received by 23 February Security and Insurance The Organising Committee will take all reasonable care of the exhibits. However, it declines all responsibility in case of loss, theft or damage of the exhibits during conveyance to/from the Exhibition or at the Exhibition. Exhibitors are advised to arrange adequate insurance themselves. 12. Mounting of Exhibits Upon receiving an Exhibit, the Bin Room on behalf of the Organising Committee will issue a receipt which must be produced to collect the Exhibit after the Exhibition. All exhibits will be mounted and removed from the frames in accordance with instructions given by the Bin Room Manager. Personal mounting/removal of exhibits can only be done with the express permission and according to the directions of the Bin Room Manager. No exhibit will be released until checked by the Organising Committee. NO EXHIBITS WILL BE RELEASED UNTIL ALL EXHIBITS ARE REMOVED FROM THE FRAMES. 13. Jury The members of the Jury will be approved by the APF following the recommendation of a Jury by the Jury Chairman and the Organising Committee. The decisions of the Jury are final and cannot be contested. Members of the Jury, consultants to the Jury and apprentice Jurors may not participate in the competitive classes. Members of the Jury must declare any conflict of interest relating to any entry and that in some circumstances they will need to be excused from the Jury e.g. if they have a close personal association with an exhibitor. Judging will be done at the frames and will only be carried out on the material so presented. The judging will be carried out in accordance with the FIP/APF General Regulations for the Evaluation of Competitive Exhibits and the FIP/APF Special Regulations for each Class and the Special Regulations for the Exhibition. A Judges critique of exhibits will be held, and competitive exhibits will be reviewed for interested participants including, when possible and time permitting, a brief in front of the frames discussion. A written judges critique, which includes the points breakdown, will be returned with each entry.

8 PHILAS NEWS 8 October Exclusions Exhibits containing forgeries or reproductions not described as such shall be penalised by the Jury (penalties are at the discretion of the Jury). Exhibits containing items which can be proved as not being the property of the exhibitor shall not be judged by the Jury. 15. Awards The Organising Committee will place at the disposal of the Jury the following awards: Grand Prix (best in Show). Grand Prix National. Grand Prix International. Special Prizes. Medals: Large Gold, Gold; Large Vermeil; Vermeil; Large Silver; Silver; Silver-Bronze; Bronze. Certificates of Merit and Participation. 16. Modification or Withdrawal For the duration of the Exhibition, an exhibit may not be modified or withdrawn. Exhibitors are reminded that the rules of the APF stipulate that once an Entry Form is accepted by the Organising Committee, it is the responsibility of the exhibitor to produce the exhibit. Failure to give notice or produce the entry is subject to penalty by the APF and in either case the entry fees will not be returned. 17. Amendment of Regulations The Organising Committee reserves the right to amend these Special Regulations. Any matter not covered by these Special Regulations shall be resolved by the Organising Committee of the Exhibition. 18. Recognition of Exhibition Regulations By the signing of the application form, the exhibitor is bound by these Special Regulations for the Exhibition. 19. Items Subject to Quarantine Any exhibit coming from overseas that may contain an item or object subject to quarantine rules in Australia should be removed and replaced by a colour copy. The relevant commissioner should be notified that this has happened, and preferably shown the item if possible. The Youth Annual Stamp Competition will be held at PHILAS House, 17 Brisbane St, Darlinghurst, as part of the PHILAS Open Day on Saturday 16 February from 9.30am to 1pm. It is being organised by the Philatelic Development Council (PDC) and sponsored by the Smithfield Stamp Club Inc. (NSW). Who can enter? Young people aged years can enter 4 to 8 pages of stamps and/or other philatelic material such as postal cards or covers. Please provide the following information on a separate sheet or on the back of the first page of your entry: Name and contact information to return your entry Age Subject/Title of entry Number of Pages The page number should be neatly written on the back of every page. How can entries be delivered? Entries can be brought to PHILAS House before 9.30 am on the day or to the Sydney Youth Stamp Group meeting in January 2019 at PHILAS House. How will the entries be judged? Judging will be by people s choice on the day. Prizes? The young people who enter will be able to buy stamps at the Open Day to a certain amount. There will also be prizes and a certificate in each age group years and years. More information? Please contact Linda Lee at lindajoy@optusnet.com.au Open Day, 20th October 2018 Inter-Club Competition Fred Grech of the Smithfield Stamp Club Inc is very pleased to report that he had no trouble getting entrants for this year s inter-clubs competition at the October PHILAS House Open Day. Based on what club members have seen of this event in previous years, there is a greater willingness to participate. Three members from each of ten clubs put 8 album pages each up in the PHILAS display frames. They are then judged by popular vote of the people viewing the entries. The judging runs from am until shortly before the Open Day auction at 2.00 pm. The winning club is then anounced before the auction. This year s participating clubs are: Northern Suburbs Philatelic Society Castle Hill Stamp Club Richmond Stamp Club Burwood & Districts Stamp Club Smithfield Stamp Club P.S.A. 11 PHILAS NEWS 11 October 2018 Dr Geoffrey Lewis signs the Roll of Distinguished Philatelists On 22nd July 2018, well-known Sydney philatelist Geoff Lewis and four other philatelist from around the world signed the Roll of Distinguished Philatelists at Newcastle upon Tyne (UK), during the Philatelic Congress of Great Britain. The Roll was established in 1921 and its first signatory was King George V. There have been 384 signatories from 40 countries since then. Signing the Roll is considered to be the ultimate philatelic honour. Geoff was sponsored by existing signatory, Dr Geoffrey Kellow. Geoff s collections include Spanish Philippines,Cuba, New Orleans and pre-stamp ship mail between Spain and its American colonies. Philas Display Collections and Archives There is now direct link on the website to the Philas House Reference Centre and the scanned display collections. Follow the link and at the top of the linked page you will find the headings Home and Catalogues. The Home is just a short introduction, but the Catalogue page provides you with two catalogues. The first Catalogue is the list of Display Collections that are in the various cupboards at Philas House with a star rating against them. 4 and 3 star rating indicated they are ready and available for Clubs to borrow for meetings, whilst 1 and 2 indicate that work is required before they can be borrowed. The Second Catalogue is of the material house in the Philas Compactus in the print room. This material is not available for display by Clubs but is a resource which may be helpful for members research requirements. This material can only be viewed at Philas House and cannot be removed from the premises. The work of mounting materials which can be borrowed by Club and the scanning of continues and new material is constantly added to the website. As a correction to the last PHILAS News any individual collectors wishing to utilise any of the digital images from the Philas Collection should first gain permission from Dr Geoff Kellow and not Bill Mair or Lionel Savins. Royal 2018 Royale was staged by the Royal Philatelic Society of Canada (RPSC) and hosted by the St Catherines Stamp Club from 22 to 24 June 2018 at Holiday Inn and convention centre at St. Catherines. The Australian accord Commissioner / Judge was David Collyer. There were 23 frame sides of exhibits from five Australian entrants. The Reserve Grand Award went to Mary Pugh for Great Britain George V Commemorative stamp issues, 8 frames, also with a score of 96. The APF award went to the postal history entry of Michele Cartier French Revolution - from Ancein Regime to the end of the first Republic 8 frames with a score of 94. The exhibition was held in the convention centre of the Holiday Inn at St Catherines that included accommodation dining and a large car park as well as the exhibition hall. Security was handled well with entries, judges and volunteers provided with identity ribbons. After signing in at the bib room entrants mounted their own entries. The RPSC uses frames purchased from New York There were 24 trade stands. 18 were Ontario based, 4 came from Quebec and two international traders from USA and UK. There were two large purchases made during the show. Canadian Stamp News of St. Catherines were present and their photographer took a range of show images. The exhibition jury comprised five members, three from Canada and one each from USA and Australia. For the North American member of the jury the Australian entries were an opportunity to work with material they do not see often. Of the Australian entries there was one each for traditional philately, postal history and aerophilately and two postal stationery entries. Whilst the local entries showed mainly Canada, Great Britain and British Commonwealth the Australian entries covered a wide range of area from Australian Colonials, New Zealand postal stationery, Sierra Leone, China postal rates and the aerophilately of the South Atlantic to On the Friday evening the Paige family on behalf of the St. Catherines stamp club hosted a BBQ that was well attended. The social events of the show included The RPSC Presidents reception on Saturday evening followed by the Exhibition Banquet. The exhibition also hosted a number of seminars that covered: Fun of Topical collecting. Understanding the Machin series Getting started with Thematic exhibiting GB Postal reforms to Modern Machins Show and tell of unusual Canadian First Day Covers Judging Treatment and importance During the exhibition the RPSC held several meetings including its Annual General meeting, board meeting, a meeting of RPSC Fellows meeting and a meeting of the RPSC chapter representatives. The Royal Philatelic Society of Canada (RPSC) and the St Catherines Stamp Club for orgnaising and hosting the exhibition. A personal thank you to the Paige family for their hospitality.

Bunbury 2019 National One Frame exhibition July Venue is the South West Italian Club, East Bunbury. The show celebrates the 50 th Anniversary of the Moon landing. A challenge on the theme of Astro and Space stamps will feature at the show. Aeropex Adelaide December 2019 The APF has approved this exhibition to commemorate the centenary of the first England to Australia flight reaching Darwin on 10 December The venue will be the North Terrace Drill Hall. The dates are Friday 6 to Sunday 8 December. The organisers are hoping that those who go to the exhibition will stay on until Tuesday 10 December for the Official celebrations. Open to entries that have an Aero or Astro emphasis. Jim Aitken 27 January July 2018 James Alexander (Jim) Aitken was a longserving and much respected member of the Manly-Warringah Philatelic Society. His collections were highly individualistic, combining disparate items in unexpected ways. It is hoped that one or two of these unusual collections will be donated to PHILAS for displaying to local clubs. Jim was the Avalon Beach dentist for decades from the early 1950s. He had qualifications from the University of Sydney and a Doctorate from Northwestern University in Chicago. As a dentist and in his personal interests, Jim was meticulous in his attention to detail. His garden won awards; in his workshop he produced incredible models and toys. At one stamp club meeting he displayed a beautifullyinlaid chess board and chess pieces - one set Col Ryan with Jim Aitken of which was made of gold recovered from patients teeth. In their remembrances of Jim, his children said his attention to detail sometimes bordered on the obsessive and made him difficult to live with. But it made him a very good dentist. He was much loved and will be genuinely missed. Christine Gurney Christine was the daughter of Charles Raymond Gurney ( ), a QANTAS pilot in the 1930s and an RAAF pilot in World War II. Because of her father s death in the war, Christine never knew him. Christine was a familiar figure around Sydney suburban stamp clubs and weekend stamp markets. She bought stamps in bulk which at one time she was breaking up into packets for sale through newsagents. However, in later life it became obvious that she was just hoarding the stamps and not protecting them from deterioration. Some stamp vendors took advantage of her but she also had friends who tried to look out for her. Christine was quite deaf all her life and her difficulties in communicating sometimes made her frustrated. Little is known of Christine s last days but the Arrunga Uniting Care home at North Ryde has confirmed that she has deceased.

They will be available in orange, yellow, green and blue. Each envelope will be individually numbered and each envelope will have a different personalised $1 postage stamp affixed. These stamps will be cancelled with a pictorial postmark which has been especially produced for the Club by Australia Post and will be made available on the day. Cost of each cover will be $4-00. **** **** There will also be 2 different metallic shimmer style envelopes available. These will also be individually numbered and limited in number to 50. Envelopes will have the $1 WINX (gummed) postage stamp affixed and will also be cancelled on the day with the pictorial postmark.
