1 Our Ref: L01316/PAK/ January 2016 Stayover by Ausco 44 Formation Street Wacol QLD 4076 Attention: Mr Myke Cavanagh Dear Myke, Re: Stayover on Zeller Chinchilla Workers Accommodation Facility Development Application Noise Amenity Review Further to your request we wish to provide a Noise Amenity Review report as part of the development application to regularise the existing use of a worker s accommodation facility at 184 Zeller Street, Chinchilla. The Stayover Chinchilla site is located at 184 Zeller Street, Chinchilla, on the corner of Zeller Street and Price Street, and has a real property description of Lot 78 on LY3. The site has a total area of 16.91ha. The site location is shown on Figure 1. The Stayover Chinchilla site was constructed over 5 stages and currently provides 1,000 rooms. Rooms constructed in Stages 1-3 are approximately 12m 2, while rooms constructed as part of Stages 4 & 5 are approximately 15m 2. All rooms are provide in floors or modules, with each module comprising 4 rooms. A room includes either a king single bed or a double bed, ensuite style toilet and shower facilities, a fridge, kettle and basic chair/desk. Each room also has a key controlled air conditioning system, which means that the air conditioning does not operate while the resident is not there. The camp also includes a communal dining hall, undercover BBQ area, entertainment centre, fitness centre, laundry facility, reception area, as well as car parking areas and a bus stop. The camp layout is provided in Attachment 1. 2 Stayover Chinchilla 27 January 2016 Noise Amenity Review 184 Zeller Street, Chinchilla L01316/PAK/ An overnight site inspection was undertaken by Mr Paul King from MWA Environmental on Wednesday, 9 th December and Thursday 10 th December 2015, when the workers camp was operational. During the inspection, the following potential noise sources were identified: Car parking onsite and associated traffic noises, including reversing beepers; Bus pick-up and drop-off; Air conditioning units, both for individual rooms and shared facilities; Refrigeration units and exhaust fans associated with the dining hall; and Service vehicles, delivery trucks. The land uses surrounding the site are primarily residential. Surrounding land uses are as follows: To the North: To the East: To the South: To the West: The Camp is bound by Zeller Street to the north beyond which are detached residential dwellings, general one storey. To the east of the site exists larger rural residential lots with generally single storey detached dwellings. There also exists some home based businesses. To the south of the site exists larger rural residential lots with generally single storey detached dwellings. There also exists some home based businesses. The site is bound by Price Street to the west, beyond which are detached residential dwellings, generally one storey, or vacant lots. Surrounding land uses are shown on Figure 2. In order to characterise the existing noise environment and determine ambient background noise levels, as well as noise levels from existing site operations attended noise measurements were undertaken at the site by MWA Environmental. The noise measurements were undertaken with a Bruel & Kjaer 2250 Sound Level Meter, pre-calibrated to 94 db at 1kHz using a Bruel & Kjaer Sound Level Calibrator, Type 4231, and displayed a deviation of less than ±0.5 db from this level at postcalibration. 2
3 Stayover Chinchilla 27 January 2016 Noise Amenity Review 184 Zeller Street, Chinchilla L01316/PAK/ The recorded noise levels are presented as statistical components, which are described as: L 1: Noise level exceeded for 1 percent of the measurement period, referred to as the adjusted maximum sound pressure level. L 10: Noise level exceeded for 10 percent of the measurement period, referred to as the averaged maximum sound pressure level. L 90: Noise level exceeded for 90 percent of the measurement period. AS notes that the L 90 is described as the background sound pressure level. L eq: An average measurement, and as per AS defined as the value of the sound pressure level of a continuous steady sound state, that within a measurement period, has the same mean square sound pressure as a sound under consideration whose level varies with time. Table 1 below provides the attended noise measurement results, with the monitoring locations shown on Figure 3. On the basis of the above identified noise sources and the noise measurements undertaken, the following conclusions have been reached: Fixed Plant and Equipment Noise The noise from fixed plant and equipment comprising air-conditioning, refrigeration, kitchen supply and exhaust fans, hot water heaters and the like complies with appropriate regulatory noise limits at surrounding residential areas. Indeed, noise from such is barely detectable at surrounding residential areas. Noise from these sources does not cause adverse amenity impact upon off-site receptors. Site Car parking and On-site Vehicle Movement Noise It was identified by camp management and witnessed during the site inspection that standard practice for parking vehicles on site fitted with reversing alarms is that they be left such that departure from on-site parking bays is always in a forwards direction. On inspection, the peak period for site traffic movements is in the morning when occupants are leaving for work. It was evidenced that vehicles exited parking bays in a forwards direction without the need to reverse and enact the reverse alarms. Whilst reversing alarms are more common in the afternoon when workers are returning to the camp and reversing into a car parking bay so as to be able to drive out forwards when departing, the elevated ambient noise environment is such that reverse alarm noise did not present as unacceptable nor intrusive. Similarly, noise from vehicle movements on the site and vehicles entering and exiting via Zeller Street were identified to fit within existing ambient noise including existing traffic movements on local streets which were identified as not associated with the camp operations. 4

On the basis of inspection, provided such deliveries and refuse collection are limited to the time periods 7am to 6pm there is no adverse impact upon surrounding acoustic amenity. General Camp Noise People Noise During the inspection of the camp prior to Christmas, even with a Christmas party occurring in the undercover entertainment area, noise was not considered excessive nor of a level likely to cause annoyance at off-site residences. The day to day operation of the camp is such that it is not a generator of significant people noise nor operational noise other than normal housekeeping and gardening operations.
