C-weighting of sound pressure levels is used to approximate the frequency response of the human ear at very high sound levels. Unit for A-weighted sound pressure levels. 6 1 1.0 Introduction This report presents the results of a music noise assessment undertaken for U-Park Wyatt Street, which is proposed to be used as a temporary event space. It is proposed to hold musical events on the top floor of the car park, with the stage set up in the north-western corner facing south. This site is in close proximity to noise sensitive receivers at the following locations: - Mantra Hindmarsh Square, Hindmarsh Square Hindmarsh Square - Ibis Adelaide, 122 Grenfell Street Pirie Street The aim of the noise modelling is to predict music noise levels at sensitive receivers around the site based on the proposed event layout. Noise levels for all nearby sensitive receivers have been assessed and recommendations for possible noise mitigation strategies that will allow a higher noise level at the event venue without adversely affecting sensitive receivers have been suggested.
7 2 2.0 Music noise criteria In response to community concerns, the Adelaide City Council (ACC) have developed the Event Noise Mitigation Standard Operating Procedures (ENMSOP) which outlines the noise mitigation and procedural requirements for events held within the ACC public realm. The ENMSOP identifies several event types and their associated criteria. The proposed events for the U-Park Wyatt Street would likely be categorised as Events and Festivals with a Music Component. The proposed noise criteria for this event type are summarised in Table 1. Table 1 ACC music noise criteria at the FOH for Events and Festivals with a Music Component Day Time FOH Noise Criteria 1 (L eq,15min) Sunday to Thursday 7:00 am to 10:00pm 85 db(a) 10:01 pm to 6:59 am (the following day) 83 db(a) Friday and Saturday 7:00am to 12:00 am 90 db(a) Note 1: 12:01 am to 6:59 am 85 db(a) (the following day) In the absence of a suitable Front of House ( FOH ) location, the noise criteria are to be applied at a location that is 15 metres from the front of the stage area. For this assessment we have assumed that such an event would be held on a Friday or Saturday night until 12:00 am and outside of business hours. Should the event be held out of these times more stringent criteria from Table 1 would be applicable, and additional noise sensitive receiver locations would need to be assessed (i.e. office spaces and the like). Noise level targets for sensitive receivers have not been specified for Events and Festivals with a Music Component. The following noise goals for noise sensitive receivers are consistent with the superseded Noise Mitigation Standard Operating Procedures and have been adopted as objective criteria for the purpose of this modelling exercise: - 65 db(a) L eq,15min and 80 db(a) L max between 7:00 am and 12:00 am db(a) L eq,15min and 65 db(a) L max between 12:01 am and 6:59 am db(lin) L eq 15min in either of the 31.5, 63 or 125 Hz octave bands. Note that the higher receiver noise level targets for the Adelaide East End were adopted as the background noise environment would be similar to the proposed Wyatt Street location.
8 3 3.0 Noise modelling 3.1 Methodology Noise modelling was undertaken using SoundPLAN Version noise modelling software. The noise model for the U-Park Wyatt Street has been based on the proposal and typical stage layouts of similar events with a music component. The noise model utilised a 3D model of buildings within the ACC boundary supplied by the ACC in May 2014 and topographical information for the surrounding area. The model also included the proposed stage location, existing ventilation openings in the car park building, nearest sensitive receiver locations and ground absorption. 3.2 Noise sources The sound source levels were modelled based on achieving the FOH noise criteria for Events and Festivals with a Music Component, which is 90 db(a) L eq at 15 metres as described in Table 1. The octave band source spectrum levels modelled are presented in Table 2. 9 4 4.0 Results 4.1 Noise Emissions Appendix A shows the location of sensitive receivers in relation to the Wyatt Street U-Park. Additionally, a summary of the sensitive receiver locations for each building is listed below: - Mantra Hindmarsh Square, eight floors of residential Hindmarsh Square, nine floors of residential - IBIS Hotel, sixteen floors of residential Pirie Street, nine floors of residential Table 3 summarises the highest predicted noise level for each building. Tabulated results for all modelled receiver locations are included in Appendix B. In order to cater for this, we have modelled a scenario with conceptual noise mitigation in place. This will aid in determining if the installation of noise mitigation will allow for levels to be increased without exceeding criteria at noise sensitive receiver locations. The recommended noise mitigation is to temporarily board up the ventilation openings on the top floor of the eastern façade and the first 20 metres of the western façade (from the northern end). Materials such as plywood, plasterboard or sheet metal with a minimum surface density of 5 kg/m 2 can be used. Table 4 summarises the highest predicted noise level for each building. Tabulated results for all modelled receiver locations are included in Appendix B.

Noise contours have been produced for the overall predicted noise levels at both 25 and 45 metres above ground level, for the scenarios with and without noise mitigation.
11 6 5.0 Discussion The noise modelling results in Section 4.1 suggest that compliance with the music noise criteria is achievable without noise mitigation assuming the spectrum shape in Table 2. However, from previous event noise monitoring experience, the FOH noise level criteria of 90 db(a) may not be suitable for a night club style of event, as higher noise levels may be desirable. With noise mitigation the modelling results in Section 4.2 suggest that FOH levels may be increased by 5 db(a) assuming the same spectrum shape. Therefore, the suggested allowable noise limit is 95 db(a) when measured at a distance of 15 metres from the stage and/or speakers. Note that the outcome of this is controlled by the low frequency noise limit. If low frequency noise levels are less than the modelled octave band levels, it may be allowable for FOH levels to increase beyond this 5 db(a) margin. However, this would need to be confirmed through monitoring at the event. Existing ambient sound levels at the proposed location within the CBD, and the temporary nature of the proposed event, may also be grounds for further increasing the proposed music noise limits, but this would be reviewed on a case-by-case basis.
