Visit us at 2 Dear Collector, In this Bulletin, I have the unique experience of calling your attention to the first stamp issue for the new nation of East Timor which celebrated its independence on 20 May For some time Australia Post has provided mail services to our armed forces in East Timor where we experienced first hand the challenges facing the new nation. Because of that experience the United Nations proposed that we were well placed to provide East Timor s new postal administration with practical start up help. We responded with a project in which Post would design and print the new nation s first stamp issue, and sell these stamps to collectors on behalf of East Timor, at no cost to East Timor. For the designs, our primary responsibility was to ensure that the stamps reflect the spirit and culture of the East Timor community. One of the first things we did, was send Janet Boschen, the manager of our design studio, to East Timor, where she consulted with a wide range of individuals and organisations. You can see the results of Janet s work and read about the designs on the following pages. I am proud of Post s involvement in this project and to be able to give Australians the opportunity to acquire this new nation s first stamp issue. The stamps represent a special piece of philatelic history; mark a momentous time for the East Timorese people; and provide readers an opportunity to contribute to East Timor s development. We are selling the stamps on behalf of East Timor. All proceeds go directly to the government of East Timor. Locally, I think the highlight of this Bulletin is the issue commemorating the birth centenary of Albert Namatjira. I never tire of his beautiful paintings of central Australia. I am sure they will inspire you as well. Finally I want to call your attention to the letter sent with this Bulletin. The letter explains in detail the need to introduce postage and handling charges ($3.00 for standing orders, $5.00 for ad hoc orders). These charges take effect from 1 August These changes are not taken lightly, they are a response to an extensive and ongoing review of our costs and services. These and any future changes reflect our commitment to supporting the collecting community by providing a viable service to the collectors of today and tomorrow. Until next time, David Maiden, Manager, Philatelic Group Stamps for a new nation When Janet Boschen, Manager of Australia Post s design studio, went to East Timor she noticed the brightly coloured hand-woven cloth, called tais (pronounced tice ). As she consulted with the people of East Timor she learnt the cloth s cultural significance went far deeper than its use in traditional clothing and decoration. The tais is a natural symbol. The making of the cloth colouring the thread, hand weaving and teaching the designs is a long standing form of cultural communication. For East Timor, the tais has always connected the past, present and future. After the country s first free elections the newly elected leaders sat under a canopy of tais at the new National Council Hall. Each region has its own style of weaving, producing distinctive tais patterns, symbols and colours. I asked the Murak Rai Foundation in Dili to create a new tais, one that had never been seen, a united tais that would weave the thirteen regional designs in a single cloth. Stamp design The national tais is used as a unifying design element and as a symbol of the weaving together of past and present to create the new country s future. There are four designs and denominations in the issue. Denominations are in American dollars, East Timor s initial currency. The language used is Portuguese, the country's official language. The stamp pack and first day cover text is in Portuguese and English. Crocodile (US 25c) A stylised crocodile represents the Timorese foundation story of a transcendent friendship between a baby crocodile and a boy. Their friendship lasts a lifetime and the grateful crocodile turns himself into land (Timor) to sustain the boy and his descendants, the Timorese people. Palm Frond (US 50c) Ceremonial palm fronds, a traditional symbol of welcome in East Timor, are shown on the beach at Dili, the new nation s capital. Coffee (US$1.00) The coffee fruit, plants and the young East Timorese symbolise the 90 per cent of the country s population who live in rural areas, and the potential for further development of the export economy. Flag (US$2.00) The Democratic Republic of East Timor s flag is black, yellow, red and white, representing the obscurantism that needs to be overcome; the wealth of the country; the struggle for national liberation and peace. Australia Post Australia Post is producing the stamps and marketing East Timor s first stamps as a gesture of friendship and goodwill to the East Timorese people. Post is meeting the costs of design, production and distribution. 3

No other configurations are available. All stocks are limited. Nature of Australia, the series The desert habitat was introduced in August 2001 with the Desert Birds issue. This is the fourth issue in the Nature of Australia definitive series. The first issue in the series was released in Rather than using general illustrations of broad environmental categories, Australia Post s design approach has been to use specific habitats and the flora and/or fauna found there. These specific habitats have been used to illustrate descriptive environmental categories such as rainforest, eucalypt forest, grassland, desert, coastal or wetlands. Australia s major deserts are distributed throughout the western plateau and interior lowlands. About 18 per cent of mainland Australia is desert. The habitat The Great Sandy Desert is in Western Australia and the Northern Territory. It covers about 395,250 km sq, or 5.1 per cent of Australia and is the largest desert in Australia. The region is located more than 900 km north east of Perth and is bordered by the Little Sandy Desert, Gibson Desert and Central Ranges in the south, and the Kimberley in the north. The region consists mainly of sand plains and dunes covered with spinifex, with patches of desert oak. This landscape is relieved by emergent sandstone hills and chains of ephemeral salt lakes. The issue Spinifex grass (genus Triodia) is used as a motif connecting the four designs. Spinifex grassland is the single most extensive type of vegetation in Australia, covering more than 20 per cent of the continent. In a country known for its infertile soils, spinifex thrives on some of the poorest soils in Australia, including the parched sands of the Great Sandy Desert. As well as the stamps, the issue includes a first day cover, stamp pack and a set of four maximum cards. The designer is Wayne Rankin, who has designed all the stamps in the Nature of Australia series. 4 5

It is found on red sand or gravelly rust-coloured clay. $1.00 Bilby (Macrotis lagotis) A member of the bandicoot family, the bilby has long ears, soft blue-grey fur and a pointed snout. Once found throughout arid and semi-arid Australia, it is now confined to northern deserts and is a threatened species. $1.50 Thorny devil (Moloch horridus) The Great Sandy Desert has more reptile species than any other desert in the world 6 and the thorny devil is one of the more spectacular reptiles found there. Despite its appearance the thorny devil is harmless. It grows to about 20 cm in length and lives entirely on a diet of black ants. $2.00 Great Sandy Desert The designer has used the powerful red earth and blue sky to evoke the intensity and atmosphere of the Great Sandy Desert s landscape and habitat. Sand dunes powerfully evocative of the Great Sandy Desert desert oaks (Allocasuarina decaisneana) and white-backed swallows (Cheramoeca leucosternum) feeding gracefully in the distance provide dramatic points of interest. 5 BIRTH CENTENARY HERMANNSBURG NT BIRTH CENTENARY ALBERT NAMATJIRA 2 July 2002 Albert Namatjira was the first Indigenous artist to paint and exhibit professionally in a Western style. He was both prodigious and successful. During his lifetime he produced some two thousand pictures and founded a school of painting that still continues among his Western Aranda relatives and other Aranda peoples The artist Albert Namatjira was born on 28 July 1902 near Ntaria into the Kngwarriya skin. Like his parents he was baptised as a Christian. During his early life at Hermannsburg he attended the church, lived for part of the time in the boys dormitory, and attended school. At the same time, he was initiated into the Aranda system of beliefs, obligations and traditions. As a boy he participated in craft enterprises designed to help support the mission, which the missionaries hoped eventually would become a self-sustaining community. He also worked as a blacksmith, stockman and camel driver. Namatjira was a young man when he married. He and his wife Rubina had nine children, two of whom died in infancy. Namatjira met watercolourist Rex Battarbee in 1934 when Battarbee and John Gardner held an exhibition in Hermannsburg. Namatjira was Shown 77% actual size very keen to try his own hand at painting. At a time when the mission was gripped with poverty, he knew that painting offered a way of earning a good living. He persuaded Pastor Albrecht to buy him some watercolours and completed his first painting in In 1936 Battarbee took Namatjira on an eight-week painting tour. The tour was the beginning of a long association between the two men and the first of many painting trips Namatjira took over the next 20 years. Namatjira s first solo exhibition of 41 works was held in 1938 in Melbourne. All works sold quickly. By 1948 he had held nine exhibitions in various capital cities of Australia and had become a celebrity. Before his death in 1959 at least three films had been made about him; he was awarded the Queen s Coronation medal in 1953; in 1954 he was flown to Canberra to meet the Queen and the Duke of Edinburgh; he was made an Associate of the Royal Art Society Gallery in Adelaide; his portrait, by William Dargie, won the Archibald Prize in 1956; and in 1957 he was granted citizenship. In the Australia of the late 1950s citizenship created conflicting demands on Namatjira. As a citizen, unlike the rest of his people, Namatjira had legal access to alcohol another thing forbidden to his people. Kinship obligations, however, operated according to different laws. In 1958 Namatjira was arrested for leaving wine where it was accessible to his relatives. He was sentenced to six months imprisonment. After the Governor-General intervened Namatjira was allowed to serve the sentence on the Papunya Aboriginal settlement. Although Namatjira was released after two months, his health had already deterioriated in recent years. Soon after his release he suffered a heart attack. Namatjira died in Alice Springs on 8 August 1959, aged 57. Namatjira s paintings Namatjira painted his country, its ranges, sand hills, open plains, grass trees, ghost gums and corkwoods, gorges, chasms, waterholes and mountains. After Namatjira s death some critics and art authorities dismissed his work as unworthy of serious consideration. In recent years there has been a resurgence of interest in Namatjira s paintings. In the light of increased knowledge of Aboriginal culture and attachment to country, it is now argued that Namatjira s paintings were a way of reaffirming his tribal territorial knowledge while sharing his pride in its beauty. This reassessment recognises the skill and delicacy of his painting as well as the spiritual quality and symbolism of his motifs. As artist Robert Juniper has said, He was painting his life. 8 9

Of his immediate family, his sons Enos, Oscar, Ewald, Keith and Maurice, and his grandchildren, Gabriel and Jillian, also became successful watercolourists. Countrymen such as Otto, Reuben and Edwin Pareroultja, who accompanied Namatjira on painting trips, are also recognised watercolour artists and the Hermannsburg school of art and crafts continues to thrive today. 7 2 July 2002 Maximum cards Mawson Station s biological research is represented by an image of an Adèlie penguin. These birds return to their original breeding colony and attempt to mate with the same partner each year. Mawson s research includes field studies of the penguin s breeding and feeding habits. The Adèlie penguin also appeared in the Australia s Antarctic Penguins issue (July 2000). Products The issue includes stamps, first day cover and a stamp pack. This stamp issue highlights Antarctic research at Davis, Casey, Macquarie Island and Mawson base stations. Design approach There are four stamps in the issue, one for each of the stations. Each stamp combines a foreground image depicting a representative research activity with station buildings in the background. At the bases the station buildings are colour-coded according to function. The strong colours used in the design echo this colour coding and highlight the vital role of the structures in the harsh conditions of base life. A common design element in the issue is the globe. On each stamp the globe shows the station s location and an arching horizon line suggests the living on the edge of the world feeling Antarctic researchers describe. The stamps Davis Station s atmospheric science research is represented by the Light Detection and Ranging Instrument. By analysing long-term trends in the atmosphere scientists aim to provide evidence of global climate change. The lights of the aurora australis can be seen in the background. Casey Station s research into human impacts on the environment is represented by an image of a diatom magnified thousands of times by an electron microscope. Casey specialises in human impacts research as the Americans bequeathed the Australians a site heavily contaminated with fuel and waste. Measuring the quantities of diatoms in the sea helps scientists determine how we can remedy past damage inflicted on the Antarctic environment. First day cover Macquarie Island Station s biological research is representedby an image of a wandering albatross. The birds are caught in fishing lines and populations of albatrosses have declined across the southern ocean. Wandering albatrosses are found right across the Southern Ocean. They breed in various places including Macquarie Island. Long-term research is monitoring the status of and trends in albatross populations. 8 A collector s guide to Special Event Souvenir sheets Follow up report International Year of the Volunteer The introduction of Personalised Stamps in September 1999 led to the development of a new product, the Special Event Souvenir sheet (SES sheet). From time to time these sheets have appeared in the Bulletin. You may have noticed increased references to SES sheets in the Bulletin and the popular press in recent months. This coverage by the popular press may have inadvertently caused confusion amongst those with the keenest interest in stamps: stamp collectors. We hope this overview clarifies what SES sheets are, and where they fit in the world of stamps and collecting. We ll start with an explanation of what SES sheets are not: SES sheets are not new stamp issues required in complete collections of Australian stamps SES sheets are high volume Personalised Stamp sheets produced by Post with or on behalf of third parties SES sheets vs stamp issues Each A4 SES sheet features either 10 or 20 stamps with tabs, and a decorative border. The stamp used must be from the range of Personalised Stamps available at the time of order. Any image and/or text in the tabs and border is subject to the standard terms and conditions (regarding copyright for example) for Personalised Stamps. As with all tabbed stamp designs only the non-stamp areas can be personalised: this means the tab area for standard Personalised Stamps. Because of the high volumes for SES sheets (minimum 250 sheets) both the tab and the decorative border can be customised. Although not primarily designed for the classic philatalist, SES sheets help raise the awareness of stamps and stamp collecting throughout the general community. There are two basic types of SES sheet Type One created by Australia Post in cooperation with a third party for sale to the public: with an Australia Post logo and for which Post has negotiated copy and other intellectual property rights. The price for these reflects the: special printing method face value of the stamps copyright and other fees for the use of images and other third-party intellectual property. At present the price for sheets of 10 x 45c stamps is $16.00, $19.95 for sheets of 20 x 45c. Examples include Footy (pg 18), Davis Cup and LLeyton Hewittand Stawell Gift (pg 15). Type Two created by Australia Post on behalf of a customer, for that customer s exclusive use: without an Australia Post logo and for which the customer negotiates copy and other intellectual property rights Because these SES sheets can be used or sold at the customer s discretion: prices are set by the customer. Although some customers are happy for Post to advise the public about the availability of their sheets, others prefer anonymity An example of this sort of sheet, which is not available to the public, is shown right (produced for Bruce Ruxton s retirement). Listing SES sheets in future Bulletins Some collectors include SES sheets in their collections, so we will continue listing Type One sheets in the Bulletin. This information is rarely available in advance of the actual sheets, and will be covered in retrospect. A list of sheets, including Type Two sheets produced on behalf of customers who allow us to publish this information, will be available on request from the Australian Philatelic Bureau As the list is updated (quarterly) it will be announced in future Bulletins. Type One samples: Davis Cup, LLeyton Hewitt Type Two sample: Bruce Ruxton Retirement Stawell Gift In 2001 Australia Post recognised Australian volunteer s efforts during the International Year of the Volunteer (IYV). Post produced sheets, which organisations could personalise in several ways. Individuals could also participate.the sheets were sold to organisations and individuals for $12.00 (normally $16.00) and $2.00 from each sheet sold was donated to the purchaser s chosen organisation. Response Altogether 4000 sheets generated $8,000 in contributions which were distributed amongst more than 135 volunteer groups. Contributions went to groups in all states and territories. The offer, which closed 31 December 2001, was a rewarding project and a tremendous success for everyone who participated Australia Post Stawell Gift The special event souvenir sheet pictured at left was released in March to commemorate the 2002 Australia Post Stawell Gift. This year marks the 125th anniversary of the race widely regarded as the richest and most prestigious professional athletics race in the world and the eighth year of Australia Post s sponsorship. The sheet of 10 x 45c Australia & Globe stamps (Nature and Nation, May 2000) has an image of Steve Moneghetti in the stamp tabs. In March the sheet, priced at $16.00, was sold through the Stawell Athletic Club, and Post retail outlets in Stawell and the surrounding region. It is now available by mail order from the Australian Philatelic Bureau. 11 2001 AAT ANARE Base FDI Covers New postal stationery About 120 Australians spend a full year at one of the four ANARE stations. They are isolated from the world for up to eight months, until the the supply ships arrive at the stations. The majority of Australian Antarctic Territory (AAT) stamps are used by Australians stationed at one of the four ANARE stations. Philatelic mail is not sent to the Antarctic. Orders and covers submitted for postmarking are processed in Australia to reflect the supply ships arrival dates at each of the four bases. Each station has its own unique pictorial postmark. The first day of issue for each station is the date the supply ship arrives at the station. All ships arrived safely at the respective stations.
