3 1. Recreation Review - Consultation Report 1.1. Executive Summary The following report outlines the consultation process that Seqwater underwent regarding the review of recreation activities for Lakes Kurwongbah and Samsonvale. The consultation period for this group of lakes was 17 July to 11 September This summary report provides an overview of the detailed consultation data provided to Seqwater to identify the key themes and a final table or summary of the issues identified and the Seqwater response to those issues Consultation Methodology The consultation methods used within the Recreation Review are designed to meet Seqwater s objective to ensure all views, concerns and ideas of the community are both heard and captured. Consultation methods are generally qualitative or quantitative and used together are complementary. To maximise exposure and participation in the Recreation Review a combination of these methods have been chosen while working within a limited budget. The following opportunities were devised and implemented to allow people to present their views in person and or for people to participate from remote locations: Information Sessions: These were devised to provide information to the community. They enabled people to provide views and ask questions around the recreation review Survey: Both qualitative and quantitative data was collected around each of the recreation points of discussion within the discussion papers Workshop: Providing the opportunity for discussion, the workshops captured quantitative data. Details of Initial promotional activities Seqwater promoted the review within the broader community and with key stakeholders in the following ways: Advertising in local and broader papers Seqwater website Consultation focused website ( Meetings with Local Councillors, State Representatives and Federal Members Media launch with Minister for Energy and Water Supply Letters to Seqwater stakeholders and government departments Seqwater rangers placed the poster in all recreation review sites where a notice board or similar was available Departmental Notification Letters were sent to a number of government departments to notify them of the Recreation Review, the process and requesting their assistance and participation. The full list of departments is identified in Appendix A. Social Media Seqwater has promoted the consultation activities through their own social media sites as well as encouraging those involved such as Moreton Bay Regional Council to post information on their own sites. Some examples of the facebook posts on the Seqwater page have been included in Appendix E Advertising Advertising was placed in the following publications. These were held in central locations with the aim of reaching passing traffic as well as being available to answer questions for those who were aware of the recreation review. 8 5. Consultation Outcomes The following section provides an outline of the key themes identified in the workshops, the survey results and personal submissions to the review. As the themes may differ between the type of consultation this section shows the breakdown between each method. A key theme is defined as a common discussion point or central discussion amongst the majority of those participating. There were many ideas identified by individual members of the public as being opportunities for recreation activities and these were captured and detailed in the outcomes reports for each workshop and provided to Seqwater for discussion Discussion Workshop The key themes identified through the discussion workshop were: General The existing picnic facilities and playgrounds are of a good standard and don t require change. Support for change in the opening hours to reflect the seasonal daylight hours. While there was general support for a boating fee (already existing on Lakes Somerset and Wivenhoe), there was some discussion that all users should pay for facilities. Protection of natural environment. Lake Kurwongbah Lake Samsonvale Signage is required about the existing conditions, the clubs and their contact details, and the presence of Cabomba. Enforcement of existing rules continues to be an issue illegal fishing, non-members with craft already accessing the lake. Need to raise awareness of Cabomba and the impacts. Workshop divided between support for the existing status of the ski club and those wanting to see the opportunity for it to change. Suggestions for change included the re-introduction of mid-week licenses, as the lake was not considered to be used mid-week. Some participants raised the issue that there was no skiing allowed for general public. Fishing access can be improved. Dogs should not be allowed due to the koala habitat in the area. Designated swimming area. Enforcement of existing rules continues to be an issue illegal fishing, craft already accessing the lake, pig hunters in the area. Workshop divided on topic of allowing motorised watercraft on Lake Samsonvale. Improve trail network including opportunities for mountain biking, horse riding and walking. Improve access for canoeing/kayaking. Consultation Report Page 8 of 29

9 5.2. Feedback Workshop Feedback was provided to the participants on: The need for suggested alternative use for Lake Kurwongbah. Lake levels on Kurwongbah are planned to be dropped due to maintenance; timing to be confirmed. Non-motorised watercraft on Samsonvale. Feedback or further discussion requested for access locations possibilities include Forgan Cove, Rush Creek, Strong Road West, and Golds Scrub. Potential for some additional trails at Joyners Hill, the western end of McGavin View, linking to Adsetts Road. Recognition of the significance of environmental areas in the region. Participants were asked to explore a number of topics further to provide additional feedback to Seqwater. Summaries of these discussions are provided below. Discussion topic: Alternate use for Lake Kurwongbah Increase number of permits available through the ski club. Size of lake restricts the number of boats. Perception that the ski club is an exclusive club and access is not available to the general public. Rowing club and ski club work well together. Impacts on existing clubs. Public access to lake needs to be managed. Discussion topic: Trails at Lake Samsonvale Any new trails should be multi-use: horse, mountain bike and walking. Use existing fire trails Suggestions for expansion of the trail network included linking to Clear Mountain trails, support for trails at Joyners Hill and west of McGavin View. Discussion topic: Non-motorised watercraft on Lake Samsonvale Support for increased access for non-motorised watercraft. Impacts on Lake Samsonvale Water Sports Association in terms of people accessing the property from the dam and impacts on events. Any new access point must account for variations in lake level. Impacts on water birds must be considered. Consultation Report Page 9 of 29

10 Other Common themes discussed during this workshop included: Enforcement of regulations is critical. Community education and signage should be improved. The suggestion of a boating permit for users across all lakes should not be limited to boats; users such as riders using the horse trails should also have to pay. Members of the Lake Kurwongbah Water Ski Zone wanted the group to know they were not an exclusive club and that the three clubs work well together on the lake and have done so for over 50 years. Opening Lake Kurwongbah to the public is not an option and is understood due to the presence of Cabomba. However, there does need some broader education on the presence of the weed in this lake Survey Results Respondents to each survey were asked what activities they participated in when they visited the lakes. Motorised boating was the most popular activity for Lake Kurwongbah, while picnicking was the most popular for Samsonvale. Non-motorised boating was also popular for Samsonvale. General Feedback on both surveys indicated that the picnics and playgrounds at these three lakes were either satisfactory or people were indifferent to these activities. Support for change in the opening hours to reflect the seasonal daylight hours. While there was general support for a boating fee, commentary provided showed support for consideration to be given to a fee for other users as well. Lake Kurwongbah Lake Samsonvale There was some demand for a swimming area. Almost 50% of participants disagreed with camping at the lake. The option to change the use of Kurwongbah was met with disagreement from 61% of participants. While there appeared to be support for change to the non-motorised watercraft the majority of the commentary for this was from those wishing to either not be a member of the club or for the lake to only be used for motorised watercraft. There was little or no demand for changes to fishing at this lake with most being indifferent, and the remainder believing it to be sufficient. There was limited demand for trails. There is strong support for dogs on leash to be permitted. Participants agreed with changing the hours of operation. There was strong support for a swimming area at Lake Samsonvale. Over 70% of respondents were satisfied with the picnic areas. There was strong support for camping at Lake Samsonvale with much of the commentary being around its close proximity to suburbia and therefore being a great place for family camping trips. Participants agreed with the boating permit scheme. Consultation Report Page 10 of 29

11 There was strong opposition to motorised boats being permitted on Lake Samsonvale. Strong support for the opening up of the lake to enable non-motorised watercraft onto the lake. 38% were satisfied with fishing access to the lake, 43% were indifferent and 19% dissatisfied. Participants would like to see more trails, with 58% agreement Private Submissions A number of private submissions were received by Seqwater during the consultation period via and mail. These submissions identified issues such as: Requests for access to Lake Samsonvale for paddlecraft which is not via a club. Support for additional multi-use trails around the lake. There was a number of applications for horse trails and a proposal for a community planning committee to review future horse trail arrangements. Proposals from Lake Kurwongbah Water Ski Zone for a future proposed use with letters of support from existing club members. Request for dragon boat training area on Lake Samsonvale. Letters of protest against allowing motorboats on Samsonvale or opening up Kurwongbah to any additional motorboats. Plans for further fish stocking for both lakes. Consultation Report Page 11 of 29

16 Appendix D Media Releases Minister for Energy and Water Supply The Honourable Mark McArdle Minister launches Seqwater s Recreation Review Minister for Energy and Water Supply The Honourable Mark McArdle Tuesday, March 26, 2013 Minister launches Seqwater s Recreation Review Seqwater is set to undertake the most extensive review of recreation offered by south east Queensland dams and catchments to date, Energy and Water Supply Minister Mark McArdle announced today. Mr McArdle said Seqwater managed 50 per cent of the region s open recreation space catering for up to two million visitors a year. Enjoying the outdoors is a big part of life in south east Queensland. Many of us love nothing better than getting out and exploring our bushland, waterways and camping at our lakes, Mr McArdle said. Our dams and catchments offer some of Australia s most enjoyable recreational experiences from camping, fishing, canoeing through to the higher octane pursuits of water skiing and jet skis. It is essential we have a robust discussion about how this precious resource is managed for future generations to enjoy. The review will include the development of recreation site master plans for clusters of dams across the region detailing allowable activities, available facilities, management rules and guidelines. The review will take into account the fact that many recreation dams across the region are also drinking water storages, he said. It will need to balance the provision of recreation alongside the need to ensure there are no adverse impacts on water quality or the immediate catchment around those dams. During March and April, Seqwater will consult local councils, user groups and affected residents on the proposed review before finalising the timetable. Consultation Report Page 16 of 29

17 Mr McArdle recently met residents in Redland and Moreton Bay Regional council areas to hear their feedback on how they would like to use and access Seqwater recreation sites in their local area. It is important we take into account the concerns of the community and I applaud Seqwater s approach to consult and listen to the concerns and feedback of the community in south east Queensland, he said. The review will include extensive community consultation and I encourage all interested parties to get involved. The review process is expected to start by May with the release of the first of the site master plan discussion paper. Seqwater was established from 1 January 2013 when Seqwater, LinkWater and the Water Grid Manager merged. In forming the new authority, a key Government objective was ensuring the region s dams and catchments optimised recreational opportunities, including potential commercial activity to enhance the community s use of recreation sites and the delivery of economic benefits. 18 Minister for Energy and Water Supply The Honourable Mark McArdle Have your say on recreation plans for dams Minister for Energy and Water Supply The Honourable Mark McArdle Thursday, June 20, 2013 Have your say on recreation plans for dams South east Queenslanders are being urged to have their say as part of the most extensive review of recreation of SEQ dams and catchments ever undertaken. Energy and Water Supply Minister Mark McArdle today released a discussion paper on the future recreation options for Wivenhoe, Somerset and Atkinson dams, the first in a series of 14 discussion papers covering the region s 26 dams. Mr McArdle also officially reopened one of Somerset region s more popular sites the Spillway Common below Wivenhoe Dam following extensive damage during the January 2011 floods. The repair work also included improving access for paddle craft below the dam wall. Mr McArdle said Seqwater had finalised its schedule for public consultation after receiving positive feedback from councils and key stakeholders about the timeframes. These recreation areas are public spaces and we want to hear from everyone involved from the visitors to the people who live adjacent to the recreation areas, Mr McArdle said. The community will be able to get involved by attending public information sessions and workshops, accessing information on Seqwater s website and participating in online surveys. Mr McArdle said it was important to understand many of the recreation dams across the region were drinking water storages. The review will need to balance the diversity of recreation activities against ensuring no adverse impact on water quality or the immediate catchment around those dams, he said. 20 Have your say on recreation plans for North Pine Dam and Lake Kurwongbah South East Queensland residents are being urged to have their say on the future recreation at North Pine Dam and Lake Kurwongbah. Water Supply Minister Mark McArdle said this was part of the most extensive review of recreation of South East Queensland dams and catchments ever undertaken. Mr McArdle today released a series of discussion papers for North Pine Dam and Lake Kurwongbah. The discussion papers discuss the various activities currently available and provide an avenue for the community to formerly submit any opportunities they see for recreation on and around the lakes. It is crucial that the community have their say about how this precious resource is managed for future generations to enjoy, Mr McArdle said. The community will be able to get involved by attending public information sessions and workshops as well as accessing information on Seqwater s website and participating in online surveys.
