1 QUEENSLAND RECREATIONAL BOATING COUNCIL INC (QRBC) Report of Meeting Items of interest from the August 9 th 2017 meeting of the Queensland Recreational Boating Council held at the Queensland Parks and Wildlife Office in Manly. 21 Organizations in attendance. I WOULD LIKE TO REPEAT MY REQUEST FROM PREVIOUS REPORTS At the completion of each meeting for the past 4 months the Council has been undertaking a Strategic Planning Workshop. We are currently looking at areas of concern that affect Boaties and would appreciate your input. If you could list 3 or 4 issues you feel this Council could put before the relevant Departments it would be much appreciated. Please me with your issues to Des@QRBC.org.au General Reminder Repeating. A reminder that your boat registration does not have a Third Party Component included. TMR Maritime Safety Qld The Regional Harbour Master has issued a reminder re Marine Incidents. If a Boatie is unlucky enough to collide with a navigational marker it should be reported ASAP to Ph: If a marker is damaged as a result of a collision and subsequently a boatie is injured because there was a loss of navigation aids, then charges could be laid if the damage was not reported. Kingsford Smith Drive Project continues with lots of barges in and near the construction zone. Some wharf maintenance works are underway in Hamilton Reach of the Brisbane River Works to re-establish the NW Lead adjacent to the channel are complete. The Bribie Island Sector Light is now extinguished (NTM 281 of 17 refers) Caloundra Head sector light has been replaced with slight alterations to range and sectors (NTM 320 of 17 refers) North Point sector light has been replaced but no change to sectors. Mooloolaba Bar is at 2.5m with next survey due in the week beginning 21 Aug We are trialling some bar crossing signage in the approaches to South Passage bar and would welcome any feedback. Flinders Reef buoy is adrift. A virtual has been established in position whilst we prepare a replacement. Notice to Mariners ( this should be of interest for those of you who are regularly on the water There is now the ability to subscribe for daily alerts to Notices to Mariners (additions and removals). It s a 3 step easy process to set up. You will receive alerts daily if there have been any NtoM added or removed Once logged in search the publication sets for Notices to Mariners the specific pilotage area (for example, search Brisbane Notices to Mariners ). Select the dataset. On the right hand side click follow. 3. Click the settings icon (cog in top right hand corner), then tick the box to subscribe to notification s. Then click update profile.
2 TMR Boating Infrastructure Report Considerable discussion took place regarding the Mooloolaba Entrance! There is concern re how quickly the entrance silts up!!! Project Announced Planned Completion Status Macleay Island, new boat Prior to 2011 Late 2017 (stage 1) Redland City Council ramp (stage 1) and new (RCC) is managing the floating walkway (stage 2) project. Contract awarded in July. Boat ramp works planned for 17/18 financial year. William Street, Cleveland access channel and basin dredging Bellara, Bribie Island additional lane to ramp Bellara dredging Near VMR Base June 2015 Mid 2017 Jointly funded dredging project between Redland City Council (RCC) and TMR. Dredging completed 13 July 2017 and postdredge survey completed on 17 July. March 2016 Mid 2017 Practical completion achieved 8 June Not /avail Late 2017 Manly Boat Harbour channel deepening and maintenance dredging Aug 2016 Late 2017 Contract to be awarded in August. Works on internal channels completed, entrance channel dredging progressed in August. It was reported that as a result of intense lobbying by this Council, the Boyne River entrance is to be dredged. It is hoped to be completed prior the Boyne River Fishing Classic in early For more information on recreational boating infrastructure or to comment, please boatinginfrastructure@tmr.qld.gov.au Public consultation currently open for statewide boating infrastructure projects. Please see Or just google get involved boaties. Any and all ideas. Please any form of input. For both of these project reports I have kept the listing brief and relevant to our local area. Should you have a question re other areas of Qld, please contact me, as the full list is quite extensive Gold Coast Waterways Authority Report (GCWA) Take care in the Coomera River as dredging will be occurring in both the Upper and Lower Reaches. Be aware that many changes have occurred in the Tipplers area as a result of a large dredging project.
3 Delegate advised that caution should be shown when transiting the channels in the Jacobs Well crossover and Slipping Sands areas. Current Projects Coomera Dredge Spoil Management Facility Planning, design and Community Infrastructure Designation with the Minister for review and consideration Design 100% complete Stakeholder consultation completed Tenders have been called and are currently being assessed Speed and Behaviour Management Strategy Consultation closed consultation report available on GCWA web site. Report is currently with GCWA Board Removal of Derelict Vessels from the Waterways Removal of derelict vessels ongoing in Gold Coast waters Coomera River Dredging Upstream and downstream dredging of the navigation channel will now be combined with the construction of the rehandling facility. Works to be completed in the 17/18 year Canaipa Passage Dredging To be completed in 2018/19 Muriel Henchman Pontoon Upgrade, The Spit Design and approvals process to be completed by April 2017 Updated August 9 th 2017 Project is completed Qld Parks and Wildlife Services Remember if you encounter a floating turtle that is alive but unable to submerge, you should contact 1300ANIMAL (264625) Reminder The whale migration season has commenced and large numbers of whales are being reported! More whales than anticipated appear to be traversing the coastline. Make sure you are familiar with the restrictions that apply when boating near whales!!!! I have arranged for a number of pamphlets from QP&WS re whale regulations to be placed on the MBBC front desk for your viewing. A further whale calf had to be euthanized recently when found in an injured condition on Moreton Island. It is thought from the state of the injuries it had to be as a result of a boat strike! Coast Guard As reported last month the Coast Guard Ramp at Dungeness has major problems at low tide. The delegate from Infrastructure branch was able to indicate that dredging survey will be undertaken in October 2017 Marine Rescue Qld Marine Rescue indicated that the report from the recently held Testing Day at Chandler Pools for a range of Life Jackets (14 in all) is well under way. All results both good and bad will be released in the report.\ VMR Bribie Island will hold an Emergency Services Day on the 11 th October11 All welcome to observe!! For the first time VMR Volunteers will undertake a Police Safety Programme11 Qld Boating and Fishing Patrol The Boating and Fishing Guide is to be reprinted and re issued in the next month Inspections were carried out last year. Some of the top 50 successful prosecutions included a $18000 fine for a Logan River Defaulter as well as loss of equipment. Another Logan river user was found to have more than 110 illegal crabs hidden in cavities of his vessel.
4 Nth Queensland fines included amounts $15000, $12000 and $10000 for illegal fishing practices. QLD Water Police Qld Water Police will have a number of new vessels delivered over the next few months and includes one 12 metre high speed aluminium and an 11 metre Naiad. A heavy Water Police presence has been undertaken in heavily used waterways resulting in large scale breath testing. This resulted in some very heavy fines!!! SEQ Water No report, as unfortunately, no delegate has yet been appointed to replace the previous delegate who, passed away recently. TMR Marine Safety Regulation July 2017 Maritime Safety Qld has asked that the note re Lights at Anchor be repeated, due to the fact that a large number of vessels have been observed with incorrect lights or no lights at all Concern has been expressed that many vessels are not showing the correct lights while at anchor. Remember that in Queensland heavy fines could be imposed for non-compliance. Please check the website See the brochure following. In Queensland heavy fines may apply for non-compliance. Under the ColRegs, the anchor light must be visible for two nautical miles for all vessels up to 50 metres in length. At the completion of the July Meeting the AGM was held and elections conducted.
