7 REPORT - APPENDICES s Identifier AO-0504 s title Proposed Changes Rationale Improved Low Visibility Runway Operations Using MLS Title change: suppress «Using MLS» to read Improved Low Visibility Runway Operations date change: current: 2010 new: 2008 Description change: to be revised as follows Use of MLS and/or interim application of GLS (GPS only) instead of ILS for precision approaches. Rationale change: to be completed at the end with: "Improvement in the capacity of the airport in Low Visibility condition is vital for future ATM. The critical and sensitive areas for ILS are a barrier to capacity; they are reduced by ILS, MLS and GLS but the applications Obstacle Free Zones (OFZ) have to be amended. Comments change: completed with (initially empty): MLS Cat III is already in operation in Heathrow and it can bring capacity improvement at Cat II/III level where there is ILS or it can extend capacity when ILS Cat II/III is not available. MLS could be seen as an interim of availability of GLS Cat II/III. Initial GLS is becoming operational using GPS alone with potential to achieving Cat II/III in limited subset of OFZ. R&D needs have to be reduced to: Studies into ways of maximizing benefits of MLS and GLS. list updated Clarification of the step description and list of supporting enablers was consolidated from input received both at the SCG Workshop of Nov 2009 and at a further WG-expert meeting in Dec The SESAR WG on the 1st Master Plan update analysed this step and the supporting enablers information and did not identify reasons to modify the earlier SCG recommendations. 13 REPORT - APPENDICES s Identifier AOM-0504 s title Proposed Changes Rationale Optimum Trajectories in Defined Airspaces at Particular Times Description change: revised description to: Operations along optimum trajectories are possible in defined airspace volumes at particular times. It refers to the initial implementation by various states of free routes operation in their FIR, above a certain FL, for 24 hours or during limited periods of time. These initiatives are left to local implementation decisions. Rationale is completed with: In 2009, Eurocontrol OCG agreed on an harmonized approach for the deployment of free route operations in the short /medium term to enable the availability of all network procedures and systems required to support the implementation of various local/sub-regional/fab free route operation initiatives. It is covered in the Eurocontrol Flight efficiency plan ( /public/standard_page/flight_effic iency_plan.html ). Comments change: complement with: Free route airspace operations are already implemented for 24 hours and the full FIR above FL 245 in Portugal and Ireland. Sweden implemented free route operations in some portions of their FIR and will continue with implementation in various steps till Finland will implement free route operations during night and during part of the day times at week end in early 2010.Other ANSPs and FAB initiatives have concrete plans to gradually implement free route operations between 2010 and 2013/15. All necessary central and local systems and procedures are known and planned; deployment as part of ARN v7. This is considered as a necessary step towards trajectory-based operations. 15 REPORT - APPENDICES s Identifier AOM-0801 s title Proposed Changes Rationale Flexible Sectorisation Management date change: current: 2007; new: 2010 Comments change: change to : In it refers only to practice of composing and recomposing sectors but with large number of combinations and advanced environmental exchange (between ACCs); current airspace design practices enable modular sectorisation and the possibility to ensure a large number of sector configurations based on collapsing/decollapsing elementary sectors. Rationale change: complement with: Improved agreements with the ATCOs, better working practices and planning tools lead in some cases to a reduction of delays of more 50% without any additional investments. Best practices need to be expanded at European network level in order to make available the latent capacity that still exists in some parts of Europe by using today's systems and best practices of collapsing/decollapsing sectors. list updated Clarification of the step description and list of supporting enablers was consolidated from input received both at the SCG Workshop of Nov 2009 and at a further WG-expert meeting in Dec The SESAR WG on the 1st Master Plan update analysed this step and the supporting enablers information and did not identify reasons to modify the earlier SCG recommendations. Further, it recommends updates to date, rationale, comments and to the list of enablers linked to Flexible Sectorisation Management. 71 of 200

16 REPORT - APPENDICES s Identifier AOM-0802 s title Proposed Changes Rationale Modular Sectorisation Adapted to Variations in Traffic Flows Comments change: complement with (add additional text " into account ) The optimisation of the sectorisation is achieved not only by collapsing/de-collapsing control sectors, but by modification of the number and types of modules building a control sector. This approach to sector configuration management provides an optimised resources management and should contribute to deliver the capacity needed to meet variations and increases in traffic demand, as well as early accommodation of user preferred routing. In refers only to practice of composing and recomposing sectors but with large number of combinations and advanced environmental exchange (between ACCs); current airspace design practices enable modular sectorisation and the possibility to ensure a large number of sector configurations based on collasping/decollaspsing elementary sectors. Current capacity management practices call at local and network level for the utilisation of sector configurations adapted to traffic demand. Preparation of capacity plans and of capacity management solutions fully take that into account. NIMS-10 can help in complex environment. list updated Clarification of the step description and list of supporting enablers was consolidated from input received both at the SCG Workshop of Nov 2009 and at a further WG-expert meeting in Dec The SESAR WG on the 1st Master Plan update analysed this step and the supporting enablers information and did not identify reasons to modify the earlier SCG recommendations.
