5 i History of the Meeting 1. Meeting and Registration 1.1 The Third Meeting of the Regional Aviation Safety Group Asia and Pacific Regions () was held at the ICAO Asia and Pacific Regional Office, Bangkok, Thailand on 27 and 28 June The Meeting was attended by 100 participants from 22 Member States/ Administrations i.e. Australia, Bangladesh, Bhutan, China, Hong Kong SAR China, Macao SAR China, Fiji Islands, France, French Polynesia, New Caledonia, India, Indonesia, Japan, Malaysia, Nepal, New Zealand, Papua New Guinea, the Philippines, Republic of Korea, Singapore, Sri Lanka, Thailand, the United States of America, Viet Nam and 8 International Organizations/Industry Partners namely, Association of Asia Pacific Airlines (AAPA), Civil Air Navigation Services Organization (CANSO), International Air Transport Association (IATA), International Federation of Air Line Pilots' Associations (IFALPA), Airbus, Boeing, CAE, AATIP and International Civil Aviation Organization (ICAO). A list of participants is at Attachment A to the Report. 2. Opening Session 2.1 Mr. Yoshiki Imawaka, Deputy Regional Director, ICAO, Asia and Pacific Office, welcomed the delegates from the Member States/Administrations, International Organizations and Industry Partners to the meeting. 2.2 Mr. Imawaka informed the meeting that RASG Chair, Australia DG Mr. John McCormick and Vice-Chair, India DG Mr. Arun Mishra were unable to attend the RASG/3 meeting due to unavoidable circumstances. With the consent of the meeting, he invited Mr Tay Tiang Guan, Deputy Director General, Civil Aviation Authority of Singapore and Mr. Graeme Harris Director and Chief Executive, Civil Aviation Authority of New Zealand to co-chair the RASG meeting. 3. Meeting Arrangement 3.1 The meeting was co-chaired by Mr. Tay Tiang Guan, Singapore and Mr. Graeme Harris, New Zealand. 3.2 Mr. Yoshiki Imawaka, Deputy Regional Director, ICAO, Asia and Pacific, was the Secretary of the meeting. Mr. Imawaka was assisted by Mr. Amal Hewawasam, Regional Officer, Flight Safety and Mr. Kong Cheong Tuck, Expert on Flight Safety, Asia Pacific Office. 3.3 Information Papers (IP) and Working Papers (WP) considered by the Meeting are listed at Attachment B to the Report. 4. Decisions 4.1 The records its activities as Conclusions and Decisions. The List of Decisions The resulted in 24 Decisions. All decisions are listed at Attachment C to this report.

7 1 Report of the Meeting REPORT ON AGENDA ITEMS AGENDA ITEM 1: ADOPTION OF AGENDA 1.1 Adoption of Agenda WP/ The provisional agenda of was presented by the Secretariat and was adopted by the meeting with no changes. AGENDA ITEM 2: FOLLOW-UP ON THE OUTCOME OF RASG-APAC/2 2.1 Regional Aviation Safety Group Asia and Pacific Regions (RASG-APAC) Progress Report WP/ The Secretariat presented the RASG-APAC/2 conclusions and the status of implementation of each of the conclusions The meeting noted the progress report. AGENDA ITEM 3.1: PROGRESS OF APRAST AND ITS SUBSIDIARY BODIES 3.1 Progress Report of the RASG-APAC Standing and Yearly Work Programme WP/ The APRAST Co-chair (Industry), Mr Anthony Houston presented the Progress Report of the RASG-APAC Standing and Yearly Work Programme ( ) (WP/3) The APRAST Co-chair (Industry) informed the meeting that CFIT 1 (Ground Proximity Warning Systems (GPWS) with Forward Looking Feature), CFIT 5 (Crew Resource Management Training), CFIT 6 (CFIT/ALAR Training), RE 2 (Training for pilots and air traffic controllers to avoid un-stabilized approaches), RE 6 (Timely and Accurate Notification about Runway Conditions by AIS and ATS) and LOC 5 (Human Factors and Automation) had some outputs that were completed and ready for review and approval by the meeting In addition, the Secretariat updated the meeting that the ICAO Regional Office and the Republic of Korea would be signing an MOU during the 50 th DGCA conference to formalise the arrangement to develop a Foreign Air Operator Surveillance Database, which would address technical glitches identified in the current software The meeting noted the good progress made by APRAST and made the following decision: RASG-APAC Decision 3/1 That, all completed items recommended for closure and removal from the yearly and standing work programmes are accepted without further comment.
8 2 Report of the Meeting AGENDA ITEM 3.2: APRAST OUTPUTS FOR RASG CONSIDERATION AND APPROVAL Presentation of Annual Safety Report for the Asia and Pacific Regions - WP/ On behalf of the APRAST SRP-AWG, the Secretariat presented WP/ The meeting reviewed the draft APAC Annual Safety Report for prepared by the APRAST- SRP AWG, and noted the key findings of the report.. While the meeting noted the need for transparency and keeping the public informed on the progress of aviation safety in the region, it concluded that the Annual Safety Report was developed primarily for the purpose of providing relevant safety information and recommendations to the RASG. As such, the meeting agreed to limit the circulation of this report as written, noting that SRP-AWG would take into consideration the potential ramifications of releasing safety reports to the public in its future reports. RASG-APAC Decision 3/2 That, the APAC Annual Safety Report is approved as presented. RASG-APAC Decision 3/3 That, the circulation of the APAC Annual Safety Report be limited to RASG Progress Update on the APRAST Safety Enhancement Initiative CFIT/1 -WP/ Singapore presented WP/5 which relates to Output 3 of the SEI CFIT/1 on model regulations and guidance material on the equipage of GPWS-FLF and crew training on the use of GPWS. RASG-APAC Decision 3/4 That, the set of CFIT/1 Model Regulation and Guidance Material developed as part of the CFIT/1 Output 3, is approved for circulation to Member States CFIT 5 (SE11) Crew Resource Management Training (Safety Impact High) - WP/ The Republic of Korea presented WP/6 on the implementation of Crew Resource Management (CRM) training programs for flight crew members and other personnel essential to flight safety to reduce the risk of a CFIT event. RASG-APAC Decision 3/5 That, as CFIT/5 Output 1, the advisory circular developed to provide guidance on CRM training programs for flight crew members and other personnel essential to flight safety, is approved for circulation to Member States.
9 3 Report of the Meeting CFIT 6 (SE12/23) CFIT/ALAR Training (Safety Impact Moderate) - WP/ Singapore Airlines, Champion of CFIT/6 presented WP/7 on guiding air operators to develop initial and recurrent Approach and Landing Accidents (ALA) and CFIT prevention training for flight crew. The meeting noted that Output 3 as presented should be further amended. RASG-APAC Decision 3/6 That, CFIT/6 Output 1, the advisory circular to provide guidance to assist air operators in the development and conduct of ALAR and CFIT training programmes, is approved for circulation to Member States SEI/RE2 - Identification of Specific Training for Pilots and Air Traffic Controllers to Avoid Unstabilized Approaches - WP/ The Runway Safety Group Facilitator presented WP/8 on Identification of Specific Training for Pilots and Air Traffic Controllers to Avoid Unstabilized Approaches. Noting that the material presented to RASG/3 under WP/8, namely an education booklet Unstable Approaches ATC Considerations 2 nd Edition and two flyers for ATCs/Pilots can be downloaded from the CANSO website, the meeting made the following decision: RASG-APAC Decision 3/7 That, the Secretariat issue a State letter endorsing the training material presented under WP/8, and referring States to the CANSO website for downloading of the material Timely and Accurate Reporting of Runway Conditions by ATS/AIS to Flight Crew -WP/ Airports Authority of India (AAI) presented WP/9 on the timely and accurate reporting of runway conditions by ATS/AIS to flight crew. RASG-APAC Decision 3/8 That, the Industry Best Practices Manual on Timely and Accurate Reporting of Runway Condition by ATS/AIS to Flight Crew (Version 4.0 dated 12th June 2013) for APAC Region is adopted as a reference document on this subject Noting that the Industry Best Practices Manual also highlighted certain inconsistencies in ICAO documents regarding the definitions of runway surface conditions, the meeting made the following decision: RASG-APAC Decision 3/9 That, the Industry Best Practices Manual be forwarded to the relevant subject experts in ICAO through the ICAO Regional Office for reference and appropriate follow up.
10 4 Report of the Meeting With regard to the recommendation in WP/9 on the updating of the manual, the meeting made the following decision: RASG-APAC Decision 3/10 That, APRAST Runway Safety Sub-group consider the need for a mechanism to update the Industry Best Practices Manual with the latest revisions to ICAO SARPs and Guidance Material Loss of Control (LOC 5) Mode Awareness and Energy State Management Model Advisory Circular (WP/10) The LOC facilitator presented WP/10 on development of a model Advisory Circular on Mode Awareness and Energy State Management. RASG-APAC Decision 3/11 That, LOC 5 Output 1, the Model Advisory Circular as presented is approved for circulation to Member States Implementation Challenges for Safety Enhancement Initiatives (SEI) (WP/14) The APRAST Co-chair (Industry) presented WP/14 on implementation challenges for RASG SEIs. RASG-APAC Decision 3/12 That, as part of SEI development APRAST will include generic implementation guidance to support the implementation efforts of States/Industry. RASG-APAC Decision 3/13 That, APRAST will organise assistance programmes such as workshops/seminars to further supplement direct implementation support provided by COSCAPs and other agencies. RASG-APAC Decision 3/14 That, APRAST schedule Workshops/seminars in conjunction with regularly scheduled APRAST meetings, facilitated by ICAO personnel, relevant APRAST Champions and subject matter experts or volunteer external sources as available Revised ToRs of AP-SRP Ad-hoc Working Group (WP/22) Boeing presented WP/22 on the revised Term-of-Reference (ToR) for the SRP AWG and the ToR for the Information Analysis Team (IAT) The meeting noted the concerns raised on the inconsistent representation of experts at the various APRAST and subgroup meetings including the SRP AWG. The meeting urged all RASG Member States and Industry Partners to nominate representatives and experts for the various ad hoc working groups and subgroups, and try to ensure that they provide consistent representation to promote continuity of the Group s work.
11 RASG-APAC Decision 3/15 5 Report of the Meeting That, the revised TORs of AP-SRP AWG in Attachment A to WP/22 are approved. RASG-APAC Decision 3/16 That, the TORs for the Information Analysis Team (IAT) in Attachment B to WP/22 are approved. AGENDA ITEM 4: MEMBER STATES/INDUSTRY PRESENTATIONS 4.1 Authentication of Foreign Licenses (WP/15) Singapore and the Republic of Korea presented the WP/15 on facilitating the authentication of information required for the conversion of foreign licences. Industry supports regulatory efforts that facilitate foreign licence conversion The meeting noted the views of some States over the limitations on sharing of information between States due to their national regulations. The meeting also noted that if requests for information on licence applicants are accompanied with a consent note from the applicant concerned, it may be much easier for States to release such information. RASG-APAC Decision 3/17 That, the suggested standardized list of information to be provided between licensing authorities for authentication for the conversion of foreign licences be accepted as a best practice for implementation within APAC Region, noting however the difficulty faced by some States in sharing certain information due to their national regulations on access to personal information. That, RASG requests ICAO Regional Office to issue a State letter to inform States of the above. 4.2 Advancing Global Aviation Safety through Global Safety Partnerships (WP/16) - United States The United States presented WP/16 on the importance of global safety partnerships aimed at reducing air accident rates The meeting noted that Singapore had volunteered to explore a suitable mechanism for the region to collect, analyse and share safety data, as part of the SRP-AWG work The United States endorsed the efforts by the various ARAST working groups and noted the importance of collaboration and working with industry to address safety issues and implements SEI. The US will continue to provide detailed CAST data and share de-identified data for safety enhancement. 4.3 U.S. Asia-Pacific and APEC Flight Standards Meeting (WP/17) - United States The United States presented WP/17 and extended an invitation to RASG members to the Annual Asia Pacific Flight Standards Meeting to be held in in Washington, D.C. August 13-15, 2013.
12 6 Report of the Meeting 4.4 ICAO State Letter Response Summary (WP/18) Secretariat The Secretariat presented WP/18 on the level of response to ICAO States Letters related to RASG activities The meeting noted that the success of the RASG/APRAST initiatives is dependent upon the accuracy and the timeliness of information sought being received from all stakeholders. In this regard, the meeting made the following decision: RASG-APAC Decision 3/18 That, all stakeholders are requested to support RASG/APRAST activities by responding to ICAO State Letters in a timely and accurate manner. 4.5 A Comprehensive Strategy for Aviation Safety: Revised Global Aviation Safety Plan (GASP) - (WP/19) The Secretariat presented WP/19 on the revised version of the GASP which has been approved provisionally by the Council of ICAO on 29 May The meeting noted that the version of GASP was being finalized by the Council for presentation to the ICAO Assembly in September The Identification of Safety Information Sharing Systems to Enable a Fully Interoperable Seamless Asian Sky (WP/23) IATA presented WP/23 on the mechanism(s) required to capture and analyze en-route navigation safety data The meeting noted the need for coordination between APANPIRG and RASG-APAC and made the following decision: RASG-APAC Decision 3/19 That, the ICAO APAC Regional Office be requested to coordinate with the Chairs of RASG APAC and APANPIRG, to investigate the scope of activities and to develop the mechanism(s) required to capture and analyze en-route navigation safety data. 4.6 Introduction of Airport Lighting Symbols Developed by ROK (WP/25) The Republic of Korea presented WP/25 on the airport lighting symbols developed by the ROK The meeting noted the ROK proposal would require evaluation by technical experts and made the following decision: RASG-APAC Decision 3/20 That, the proposal of the Republic of Korea be submitted by the ICAO Regional Office to ICAO Aerodrome Panel and APANPIRG for review and follow up action as appropriate.
13 7 Report of the Meeting 4.7 Use of Mobile Telephones in Air Traffic Service Operational Areas (WP/26) The Secretariat presented WP/26 on the use of mobile phones in Air Traffic Service Operational areas. The meeting noted that this issue should be highlighted to ICAO HQ and made the following decision: RASG-APAC Decision 3/21 That, the Secretariat refer the safety concerns highlighted in the paper to the Subject Matter Expert (SME) at ICAO Headquarters and seek guidance in this regard. 4.8 Global and Regional Planning For Safety Establishing Regional Priorities and Targets The Secretariat presented WP/21 the draft Regional Safety Priorities and Targets developed by the Secretariat for consideration and discussion by the meeting The meeting noted the regional priorities should take into consideration the different maturity levels of safety oversight capabilities of Member States and Safety performance of service providers. In addition to addressing key safety concerns, regional priorities should focus on capacity building as well as collaboration among the stakeholders for example in data sharing. Moving forward, the meeting also agreed that the current structures and mechanisms of RASG should be reviewed to better deliver the regional priorities and targets. The meeting made the following decisions: RASG-APAC Decision 3/22 That, a) the RASG agreed to release the draft regional safety priorities and targets for discussion at the 50 th Conference of the Director General of Civil Aviation, Asia and Pacific Regions, noting the need for further work to finalise the regional safety priorities and targets by RASG and its subsidiary bodies. That, b) APRAST review the Regional Safety Priorities and Targets presented in WP/21, and finalise them for circulation to RASG for comments, before submitting the final version incorporating comments received, to RASG Chair for consideration before March RASG-APAC Decision 3/23 That, APRAST will also review the meeting structures and mechanisms necessary to support the GASP and to fulfil the Regional Priorities and Targets. AGENDA ITEM 5: RASG APAC YEARLY/STANDING WORK PROGRAMME (PROPOSED) FOR CONSIDERATION AND APPROVAL 5.1 RASG-APAC Yearly/Standing Working Programme (WP/20) APRAST Co-chair (States) presented WP/20 on the Yearly ( ) and Standing work programme for 2013/2014 and identified the new items requiring RASG APAC approval.

RASG-APAC Decision 3/24 That, the RASG APAC Yearly ( ) and Standing Work Programme is approved as presented at Attachment D. AGENDA ITEM 6: ANY OTHER BUSINESS 6.1 Date and Venue for RASG-APAC/4 Meeting The next RASG-APAC meeting will be held in Hong Kong, China during the period of November ADOPTION OF DECISIONS 7.1 The Meeting adopted the Decisions at Attachment C. 8. CLOSING OF THE MEETING 8.1 The Co-Chairs thanked the Meeting participants for their contributions and the Secretariat for its support for the meeting.
