2 Global Aviation Safety Plan Principal Objectives Safety Oversight 2017 All States establish effective safety oversight systems States with effective safety oversight (over 60% EI) fully implement SSP States / stakeholders support RASGs with the sharing of safety information Safety Management 2022 All Member States fully implement the ICAO SSP Framework RASGs incorporate regional monitoring and safety management programmes Predictive Risk Modeling 2027 Member States implement safety capabilities as necessary to support future Air Navigation Systems 2

3 RASG EUR European Regional Aviation Safety Group (RASG EUR) Established in January 2012 following decisions from ICAO Council and States in the ICAO EUR Region Objectives: Support the implementation of the objectives of the Global Aviation Safety Plan (GASP) by ensuring effective coordination and cooperation between all stakeholders in the Region (52 States) and supporting the establishment and operation of performance based safety systems within the Region. 3

4 RASG EUR Composition All Contracting States in the area of accreditation of EUR/NAT Office are automatically Members of the RASG EUR Regional organizations, within the area of accreditation of the EUR/NAT Office of ICAO which have mechanisms in place for the management of aviation safety are entitled to participate as members in the RASG EUR.

6 RASG EUR achievements Two plenary meetings conducted so far (January 2012 and February 2013) with good participation and updates provided by the Members and Partners Efficient work and appropriate composition of the RASG EUR Coordination Group (which met in April and September 2012) Consensus achieved on the scope, structure, working arrangements and priorities within the RASG EUR

7 IE REST The ICAO EUR Regional Expert Safety Team (IE REST) was established by decision of the RASG EUR/02 in Feb to support the development and implementation of safety enhancement initiatives (SEIs) and activities in the part of the ICAO EUR Region not covered by the regulatory framework of the EU/ EASA regulatory framework

8 IE REST IE REST reports to the RASG EUR via RCOG Two Co chairs (1 from a State and 1 from industry) Current co chairs: Mr. Dan Stratan (Republic of Moldova) and Mr. Arkady Merkulov (IATA) ICAO EUR/NAT RO serves as the Secretariat State letters (dated 4 March 2013) sent by ICAO to invite States, Regional/International Organizations and Industry to nominate flight safety experts as members in the IE REST

9 IE REST members Qualified and experienced in the area of flight safety Include experts from State authorities and Regional/International Organizations (flight operations experts, flight crew training experts, airworthiness experts, safety analysts, aircraft accident/incident investigators and aerodrome safety experts) + industry representatives (mainly safety experts from air operators, aircraft design and manufacturing organizations, aircraft maintenance organizations, flight crew training organizations, and aerodrome operators) Include experts from within and outside IE REST geographical area, to enable exchange of experience and best practices

10 IE REST/01 outcomes Held in Moscow, Russian Federation, from 10 to 11 June 2013.; attended by 51 participants, from 17 States and 6 International/Regional Organizations (including EASA) Four ad hoc groups created: The IE REST Pilot Training Group (IE PTG), to address issues related to pilot training; The IE REST Runway Safety Group (IE RSG), to address issues related to runway safety, including the support to the establishment and operation of Local Runway Safety Teams (LRSTs); The IE REST Flight Data Analysis and Air Operator Safety Management System Group (IE FDG), to address issues related to Flight Data Analysis and air operators Safety Management Systems (SMS); and The IE REST Taxonomy and Safety Data Analysis Group (IE TSG), to address issues related to safety data taxonomy and analysis.

11 IE REST/02 outcomes Held in Chisinau, Republic of Moldova, from 25 to 27 September Attended by 37 participants from 11 States and 5 International/Regional Organizations Terms of reference adopted for the 4 ad hoc groups SEIs being developed in to address pilot training; runway safety; flight data analysis and air operator SMS; and taxonomy and safety data analysis. SEIs will be submitted for approval by RASG EUR/03 (through the RASG EUR Coordination Group RCOG)

12 SEI focus SEIs related to pilot training: focus on implementation of MPL + EBT SEIs related to runway safety: focus on improving air operators SOPs + supporting LRST implementation SEIs related to FDA: focus on implementation of FDA programme + national FDA forums SEIs related to taxonomy and safety data analysis: focus on implementation of ADREP/ECCAIRS compatible taxonomy + enhancing safety occurrence reporting systems

13 Links with other safety teams The IE REST uses outputs from various safety teams/groups, including CAST, ECAST and non European RASGs The RASG EUR/02 agreed to promote the use of the ECAST and EASp deliverables, in particular through their review and use as applicable by the IE REST, and to strengthen cooperation with the ECAST and the Network of Analysts (NoA) through exchange of information and, optionally, participation in meetings as observers
