1 12 TH COSCAP-SEA STEERING COMMITTEE MEETING 1. Introduction DP2: Progrramme Progress Repot Discussion Paper The purpose of this paper is to outline the progress made toward achieving programme objectives as stated in the COSCAP-SEA Programme Document and as directed by the Steering Committee Members at meetings. 2. Background 2.1 Attachment I contains details on the list of missions completed to Administrations. Attachment II contains a list of training completed since the 11 th COSCAP-SEA Steering Committee Meeting. 2.2 The COSCAP-SEA Steering Committee formally assigned priorities against the objectives and activities contained in the Phase II document at the 11 th Steering Committee Meeting and subsequently determined that these be reviewed at each SC Meeting. The following criteria were utilized for assigning priorities: i. High - Work to achieve the objectives will be continuous. ii. Medium - Work to achieve the objectives will be carried out as time permits. iii. Low - Little or no work will be carried out to achieve the objectives. Note: CTA updates on the work completed since the 11 th Steering Committee Meeting are indicated in bold italics. 3. Discussion of Programme Objectives for Phase II 3.1 IMMEDIATE OBJECTIVE 1 (ICAO GASP Global Safety Initiative 5 relative to the SC Meeting activities. ICAO GASP Global Safety Initiative 3, 4 with respect to the activities related to SEARAST.) The establishment of a dedicated forum/institution to facilitate dialogues and exchange of information and experience on aviation safety matters among COSCAP- SEA members and promote solutions to common problems as well as provide a vehicle for the harmonization of policies, regulations and procedures related to aviation safety oversight. The Steering Committee constitutes the forum and will continue to: 1.1 Identify the issues related to safety oversight which can effectively be addressed on a regional basis and establish an agenda for dealing with those issues November 2010
2 12 th SC Meeting Update Ongoing and established at the annual COSCAP-SEA Steering Committee Meetings. 1.2 Establish an action plan for the regional harmonization of regulations, policies and procedures related to the surveillance certification and supervision of operators, manufacturers, and maintenance facilities. 12 th SC Meeting Update To establish harmonize regulations and/or guidance materials is a major initiative for which COSCAP-SEA does not have required resources. COSCAP-SEA does endeavor to develop harmonized requirements for new ICAO initiatives such as Foreign Air Operator requirements. More recently the COSCAP programmes developed PBN Model Regulations, Model PBN Operational Approval Handbook and PBN Operational Approval training courses. The guidance material related to PEL is very dated and ICAO has now developed draft PEL Guidance Manuals. In coordination with ICAO, COSCAP programmes intend to develop a Model PEL Handbook. 1.3 Enable South East Asia Regional Aviation Safety Team (SEARAST) to continue to address aviation safety issues and develop safety enhancement (interventions) in areas of focus approved by the Steering Committee. 12 th SC Meeting Update The 10 th SEARAST Meeting, 1 st ARAST-AIG Meeting, and 3 rd ARAST Meeting have been completed and the 12 th SC Meeting will be briefed and invited to approve the recommendations under Agenda Item 10; Presentation by ICAO CTA on the Asia/South East Asia Regional Aviation Safety Team/ (ARAST/SEARAST) Recommendations DP4 Priority: High 3.2 IMMEDIATE OBJECTIVE 2 (ICAO GASP Global Safety Initiative 5) Ensuring a coordinated, cost-effective approach for obtaining technical assistance in the field of aviation safety oversight, by minimizing duplication of efforts and allowing the sharing of available resources to the maximum extent Activities implemented in Phase I Using all available information, including USOAP audit reports, update data concerning specific safety deficiencies within Member Administrations. [Status: Implemented] Evaluate existing and proposed safety-related technical assistance programmes within the South East Asia area to identify objectives, activities and resources [Status: Implemented] Merge the information acquired in the course of the preceding activities and construct a Plan which takes into account all available and pending resources both within and outside of COSCAP-SEA Establish a resource library which contains in a central location a wide variety of electronic and hard copy material - such as training Programmes, regulatory guidance manuals, and aviation laws and regulations - which are freely available from governments and from industry. [Status: Implemented but needs continues updating.] 2 10 November 2010
3 12 th SC Meeting Update The COSCAP-SEA programme has very limited resources so must work very closely with the other COSCAP programmes and Administrations to gather material to meet specific needs of Member Administrations therefore avoiding duplication of effort. COSCAP is almost always able to find material from other Administrations or COSCAPs which can be readily adapted. Priority: Medium 3.3 IMMEDIATE OBJECTIVE 3 (ICAO GASP Global Safety Initiative 1) Enhancing the knowledge and skills of the aviation safety professional personnel of COSCAP-SEA Members, through a variety of formal training courses and on-the-job training Conduct/coordinate seminars and/or workshops on safety matters for participants from Member Administrations. 12 th SC Meeting Update Since the 11 th COSCAP-SEA Steering Committee Meeting, COSCAP-SEA has provided 30 Courses, Seminars and Workshops to which there were 774 participants. Priority: High 3.4 IMMEDIATE OBJECTIVE 4 (ICAO GASP Global Safety Initiative 2) Using Programme personnel and personnel seconded from other COSCAP-SEA Members, undertake missions to COSCAP-SEA Members to maintain liaison and augment the resources of those member administrations, even those who in normal circumstances fulfill their safety oversight responsibilities by themselves but which may need, on ad hoc basis, outside assistance in periods of high demand or special expertise Activities undertaken in Phase I and to continue in Phase II Undertake an annual flight operations/airworthiness mission to each Member Administration for the purpose of establishing and maintaining liaison with counterparts and accompanying them during base inspections Other activities to be determined by the Steering Committee. 12 th SC Meeting Update COSCAP-SEA has very limited resources and has assigned high priority to providing support to member Administrations in preparations for the ICAO USOAP audit. Therefore other than in the case of Timor Leste (Foreign Air Operator inspections) and Lao PDR (OJT inspections) there are no resources available to meet this objective. IMMEDIATE OBJECTIVE 5 (ICAO GASP Global Safety Initiative 1) Assisting within available resources COSCAP-SEA Members in preparing for ICAO USOAP audits and in rectifying deficiencies identified by these audits on aspects covered by Annexes 1, 6, 8, 10, 11, 13 and 14 as well as in conducting air operator inspections and follow up actions requested by Members which currently lack the capability to do so independently, provided they pay for their expenses Determine those Member Administrations which require immediate assistance to carry out basic flight safety oversight functions Adapt available manuals related to certification, inspection, and surveillance for use by COSCAP-SEA Member States and Administrations. [Status: Implemented] Advisory and Training assistance to States/ Administrations in the area of aerodrome safety, ATS safety, safety management systems, search and rescue, accident investigation, personnel licensing and training, legal and organization, etc. within available resources Provision of assistance in preparation for USOAP audits and in preparation of related Corrective Action Plans at the request of Members Provision of assistance in the rectification of deficiencies at the request of Members and within the Programme s budgetary limitations Determine inputs, duration and cost of assistance requested by states for conducting safety oversight surveillance on their behalf, by the COSCAP personnel. 12 th SC Meeting Update As noted in Attachment I, COSCAP-SEA has provided a total of 43 missions in support of Member Administrations. A total of 24 missions were in support of USOAP preparations or implementation of corrective action plans (Brunei 2, Cambodia 4, Lao PDR 7, Myanmar 6, Timor Leste 5). Priority: High for [Note: This activity would be undertaken at the request and expense of States] Liaise as required with Member Administrations to determine whether they are able to provide Inspector resources in support of Phase II Inspection schedules Assign inspectors to carry out safety oversight surveillance for which funding has been provided by the Administrations requesting their services. [Note: This activity would be undertaken as requests for assistance and payments are received from Member Administrations.] Report the findings of inspections carried out to the relevant Member Administration and assist with follow up actions. Priority: As determined and funded by individual Member Administrations 4 10 November 2010
5 12 th SC Meeting Update Macau China has utilized this mechanism to engage an Aerodrome Expert for an assessment of a new heliport under construction. 4. Recommendations 4.1 The Steering Committee is invited to note the progress made in achieving the Programme Objectives and provide comments as appropriate. 4.2 Determine programme priorities as required November 2010

December December 2009 Mr. Maverick Douglas, COSCAP-SEA AGA Expert, provided follow-up support to DCA Myanmar on ICAO USOAP preparation for 2010 in development of draft aerodrome certification regulations. January January 2010 Capt. Kim Trethewey, COSCAP-NA Chief Technical Advisor, mission to DCA Lao to completed a detailed review of the ICAO LEG and ORG protocols, and partial review of the PEL protocol and review the draft Exposition Manual, a model Enforcement Policy and Procedures Manual and Parts 1,8 and 9 of the Lao Civil Aviation Safety Regulations January 2010 Dangerous Goods Initial & Recurrent Technical Course was conducted in ICAO APAC Office as regional event to 63 participants of which 29 participants were from SEA States January 2010 COSCAP-SEA CTA provided support to Cambodia related to USOAP corrective action plan January 2010 Mr. Maverick Douglas, COSCAP-SEA Aerodrome Expert provided support to Civil Aviation Department of Timor Leste related to USOAP audit preparation related to aerodromes. February February 2010 COSCAP-SEA, CTA presented and participated at the PBN Implementation Seminar and Task Force held in Hong Kong China which had 49 participants from SEA States February 2010 COSCAP-SEA CTA conducted a 4 day Flight Operations Safety Oversight Course to DCA Thailand and some air operator staff February 2010 COSCAP-SEA CTA, reviewed the CAD Timor Leste safety oversight system and provided technical assistance concerning their ICAO USOAP audit preparations February 2010 Mr. Maverick Douglas provided continuing supported to Department of Civil Aviation Lao PDR concerning the airport certification and safety programs in preparation of ICAO USOAP audit November 2010
7 22 25 February 2010 Aircraft Operations Seminar funded by Boeing was held in ICAO APAC Office as regional event to 78 participants which included 34 participants from SEA States. March March 2010 COSCAP-SEA, CTA conducted 4 days course on ICAO Safety Management System (SMS) for 3 staff of Civil Aviation Administration of Vietnam and 25 from airline and industry in Ho-Chi-Minh City. The course was funded by Airbus March 2010 COSCAP-SEA, CTA conducted a review of outstanding concerns related to USOAP audit preparation concerning safety oversight system of DCA Myanmar March 2010 COSCAP-SEA AGA Expert provided follow-up support to DCA Myanmar on USOAP audit preparation for 2010 in the area of aerodromes March 2010 Mr. Nie Junjian, COSCAP-North Asia AWE Expert under COSCAP- SEA modality provided 4 days assistance to SSCA Cambodia on the implementation of their corrective action plan March 2010 ICAO State Safety Programme (SSP) Implementation Course funded by Boeing was conducted in Malaysia as regional event for 23 participants from SEA States and 15 participants from region. April April 2010 Mr. Maverick Douglas, COSCAP-SEA AGA expert provided support on ICAO USOAP audit preparation to CAD Timor Leste in the area of aerodrome April 2010 CTA conducted the Foreign Air Operator Validation and Surveillance Course to 45 staff from CAA Singapore April 2010 COSCAP-SEA, CTA provided follow-up support to Department of Civil Aviation Lao PDR on ICAO USOAP audit preparation April 2010 COSCAPs with PBN Instructor from CASA Australia, conducted 5 days PBN Operational Approval Course in Singapore to 16 participants from SEA States and to 13 from region. The course was funded by Boeing. May May 2010 COSCAP-SEA, CTA provided support to CAD Timor Leste on USOAP audit preparation with development of regulations May 2010 COSCAP-SEA, AGA provide continued support to DCA Lao concerning ICAO USOAP audit preparation, assisting with the development of regulations May 2010 COSCAP-SEA, AGA mission to DCA Brunei related to assisting USOAP audit corrective action plan in the area of aerodromes May 2010 AGA Expert provide technical assistance on aerodrome certification and safety oversight to DCA Myanmar in support of their USOAP preparations November 2010
8 25 27 May 2010 CTA provide continued support to SSCA Cambodia related to USOAP audit corrective action plan and follow up mission on the ICVM report. 30 May 4 June COSCAP-SEA, CTA conducted the ICAO Safety Management System (SMS) Course at the Singapore Academy to 51 participants. June June 2010 With the support of CASA Australia, a PBN Operational Approval Course was conducted in Australia as a Regional event to 4 participants from SEA States and 16 participants from the region June 2010 CTA provided support to Myanmar related to ICAO USOAP audit preparation, and training in the area of Dangerous Goods and Foreign Air Operator Surveillance Course June 2010 CTA conducted 4 day ICAO Safety Management System (SMS) Course to 24 CAA Macau China staff and 12 participants from industry. 29 June 1 July 2010 Foreign Air Operation Validation and Surveillance Course funded by Airbus was conducted in Malaysia as regional event to 33 participants which included 16 participants from SEA States. July July 2010 COSCAP-SEA, CTA conducted Flight Operations Inspector Course to 5 staff of DCA Myanmar July 2010 COSCAP-SEA, CTA conducted MMEL/MEL Course and PEL Course and continued support on USAOP audit preparation to DCA Lao PDR July 2010 Aerodrome Inspector Training Course was conducted in Sri Lanka as regional event (funded by Airbus) to 54 participants which included 16 participants from SEA States July 2010 Mr. Kang Huei Wang, of Singapore Aviation Academy, provided 5 days of Airworthiness Inspectors Introductory Course in Bangkok, Thailand for 29 participants from COSCAP-SEA Members Administrations. The course was funded by Airbus. August August 2010 Mr. Stanley Pun from CAA Macau China on loan to COSCAP-SEA mission to DCA Lao, provided continuing support on USOAP audit preparation concerning Operations and Licensing August 2010 PBN Operational Approval Familiarization Workshop was conducted in ICAO APAC Office as regional event to 16 participants form SEA States and 4 participants from region. 9 13 18 September 2010 COSCAP-NA, AWE Expert Mr. Nie Junjuan, on behalf of COSCAP-SEA provided technical assistance to SSCA Cambodia relative to their implementation of USOAP audit correction plan concerning airworthiness findings September 2010 CTA, COSCAP-SEA provide support related to USOAP audit preparations to Lao DCA September 2010 CTA, COSCAP-NA provided 4 days State Safety Programme (SSP) Course in Vietnam to 29 participants. The course was funded by Airbus. 24 September 2010 CTA, COSCAP-SEA conducted Dangerous Goods Familiarization Course to 30 participants from CAA Vietnam.
