1 8/10/2008 MEMORANDUM Ref: AN 2/26 To: From: Subject: Action: Members, Aeronautical Information Services-Aeronautical Information Management Study Group (AIS-AIMSG) AIS-AIMSG Secretary Initiation of the work of the study group Comments, by 31 October 2008, on the: a) proposal to convene the AIS-AIMSG/1 Meeting from 2 to 4 December 2008 in Montréal; and b) draft agenda of the AIS-AIMSG/1 Meeting. 1. I would like to welcome you as members of the ICAO Aeronautical Information Services-Aeronautical Information Management Study Group (AIS-AIMSG) and express the hope that, with your advice and assistance, the group will complete the following tasks with diligence and efficiency: a) develop a global strategy/roadmap for the transition from aeronautical information services (AIS) to aeronautical information management (AIM); b) develop new Standards and Recommended Practices (SARPs), with initial amendments expected for adoption in 2010, related to the provision of a standard aeronautical information conceptual model and standard aeronautical information exchange model to enable the global exchange of data in digital format; c) develop other SARPs, and guidance and training material necessary to support AIM implementation; and d) develop a proposed work plan to consider key legal and institutional issues.

2 The names and addresses of the members of the group are given in Attachment A to this memorandum. It would be helpful if members could review and correct their coordinates, if necessary, or provide any missing information in this respect. 3. The group can now start to work. My correspondence with members will be in the form of numbered memoranda posted on the AIS-AIMSG website at with notification of postings by to members. 4. As explained in the Memorandum on Air Navigation Study Groups in Attachment B, the principal working method of these groups is by correspondence; however, in view of the nature of the tasks, it will not be possible to complete the effort without holding at least two meetings. In fact, I suggest that the first meeting be held in Montréal from 2 to 4 December Please let me know at your earliest convenience, by , whether the proposed dates of the meeting are suitable. 5. I should be grateful if you would consider the provisional agenda of the meeting, together with the corresponding explanatory notes given in Attachment C, and provide to me by 31 October 2008 your comments and suggestions for any additional items you may wish to include in the agenda for the first meeting. If you are unable to meet the deadline, please let me know when your reply may be expected. 6. Due to the complex nature of the tasks of the group, I expect that you will seek advice, as necessary, from specialists in your Administration/Organization/State on aspects of the tasks with which you may not be fully familiar. To seek this advice a lead time is necessary and for the benefit of all members of the group I would like to request that any study notes you may wish to prepare for consideration by the first meeting of the group reach me not later than 17 November 2008 so they be posted on the AIS-AIMSG website for advance review. 7. I hope that, after receiving replies from members, I shall be in a position to confirm the dates and venue of the meeting, finalize the agenda and write the basic Secretariat study notes needed. 5 Attachment B ATTACHMENT B MEMORANDUM ON AIR NAVIGATION STUDY GROUPS CONCEPT OF STUDY GROUPS 1.1 Study groups are small groups of experts made available by States and organizations for assisting the ICAO Secretariat, in a consultative capacity, in advancing progress on technical tasks of ICAO of the type specified below. The experts work in a close but informal manner with the Secretariat. The results of the work accomplished with the help of a study group are submitted to the Air Navigation Commission for further processing as necessary. The work of a study group may involve the development of initial proposals for the amendment of ICAO Annexes and Procedures for Air Navigation Services (PANS) for consideration by the Air Navigation Commission before their submission to States for comment. 1.2 The tasks that are pursued with the assistance of study groups, as authorized by the Air Navigation Commission, are selected in accordance with the following criteria: a) the tasks are clearly defined technical issues, the objective resolution of which may be expected to contribute materially to the advancement of international civil aviation; b) the tasks should not involve issues that are predominantly of political, economic or legal nature; c) the tasks are of a specialized nature, requiring a degree of technical or operational knowledge and experience that is possessed only by persons continuously active in research and development work or operations; d) the tasks cannot be explored and developed by the Secretariat alone as they involve a volume of time or work which is beyond its available capacity or the Secretariat does not have the requisite expertise; and e) the tasks do not require lengthy consideration to reach a satisfactory conclusion. 2. PRACTICES USED FOR STUDY GROUPS 2.1 The Air Navigation Commission authorizes the establishment of each study group and its assigned task. 2.2 The size of each study group is kept small, preferably consisting of not more than six members. 2.3 The membership is established through correspondence between the ICAO Secretariat and States and organizations.

There are no budgetary provisions for language services to be provided to individual experts. 2.5 All expenses incurred by members in study group work are borne by the States and organizations which have made them available. 2.6 The principal working method of a study group is through correspondence. If the work cannot be completed by correspondence, a meeting of the study group may be arranged with the consent of the Air Navigation Commission, with as much advance notice as possible. 2.7 The Secretariat keeps the Air Navigation Commission regularly informed of the progress of work of each study group and submits to it a final report on the work of each group. 2.8 Each group is disbanded as soon as its assigned task is completed.

Agenda Item 5: Review of the tasks of the study group Under this agenda item, the tasks assigned to the group by the Air Navigation Commission will be reviewed. Agenda Item 6: AIS to AIM transition roadmap The draft AIS to AIM transition roadmap developed by the Secretariat will be reviewed. Agenda Item 7: Annex amendment proposals Amendment proposals, mainly for Amendment 36 to Annex 15, but also for Amendment 56 to Annex 4, and possible consequential amendments to other Annexes, will be reviewed. The Study Notes in support of the discussions will be grouped according to subject. Guidance material will be discussed separately, under Agenda Item Terrain and obstacle data The study group will review proposed amendments to Chapter 10 of Annex AICM/AIXM 7.3 eaip The Annex 15 amendment related to the introduction of a standard conceptual and data exchange model plus the applicability dates of these standards will be reviewed and discussed. Annex 4 and Annex 15 amendments necessary for the harmonization of electronic AIP will be reviewed and discussed. 7.4 Quality A proposal for an amendment to Annex 15 from the European Air Navigation Planning Group (EANPG), related mainly to quality, will be reviewed. The requirements in the tables in Appendix 2 of Annex 15 will be discussed.

9 C-3 AIS-AIMSG-Memo/1 Attachment C 7.5 Miscellaneous Miscellaneous amendment items for Amendment 36 to Annex 15 will be presented. Agenda Item 8: Guidance material 8.1 Terrain and obstacle data The status of draft Doc 9881 Guidelines for Electronic Terrain, Obstacle and Aerodrome Mapping Information will be discussed, and the requirements for any new guidance material assessed. 8.2 AICM/AIXM 8.3 eaip The structure and table of contents for a manual related to an aeronautical information conceptual and exchange model will be discussed. The EUROCONTROL specifications for electronic AIP will be assessed for potential use as ICAO guidance material. 8.4 Training The existing guidance material related to AIS training will be assessed to complement and/or amend Doc 7192 Training Manual, Part E-3 Aeronautical Information Services Personnel. 8.5 Quality Review of existing documentation that may form the basis of an AIM quality manual and assessment of the need for a new manual. 8.6 Miscellaneous Amendments to Doc 8126 Aeronautical Information Services Manual will be presented for future review by correspondence. Agenda Item 9: Legal and institutional issues The Secretary will be seeking help from the members to establish a list of legal and institutional issues related to the transition to AIM which may be submitted to other ICAO bodies for consultation and advice.

10 Attachment C C-4 Agenda Item 10: Interoperability with meteorological products and services The Secretary will call for members ideas on the required synergies and harmonization with respect to meteorological products and services. Agenda Item 11: Future work programme of the group Under this agenda item, the future work programme of the group will be addressed and in that context, specific tasks will be assigned to the members. Furthermore, milestones and dates for completion for all the tasks will be established. Agenda Item 12: Any other business Self-explanatory. END
